1 Agenda: 2014 Municipal Freedom of Information, Access and Privacy Forum Access and Privacy in Today s Municipal World Tuesday November 26, 2013 Hilton Garden Airport, 3311 Caroga Drive, Mississauga, ON L4V 1A3 MC and Facilitator Helen Kennedy Supervisor of Information Services County of Brant Helen Kennedy is the designated Freedom of Information and Privacy Coordinator for the County. Her responsibilities include records and information management, archival services and project management. Helen has over 20 years of municipal experience, most of it in information management, and volunteers to support a variety of community agencies including the Brant United Way. Keynote Address: Privacy by Design: Making it work for you Michelle Chibba Director of Policy, Office of the Information & Privacy Commissioner, Ontario, Canada Michelle Chibba oversees the Policy Department and Special Projects at the Office of the Information and Privacy Commissioner of Ontario (IPC). Her department is responsible for conducting research and analysis, as well as liaising with a wide range of stakeholders to support the Commissioner s leadership role in proactively addressing privacy and access issues affecting the public. She has over two decades of professional experience, most of it in the public sector where she managed several strategic policy projects. Early in her career, she worked in the private sector as well as for a non-governmental policy research organization in the U.S. One of her many accomplishments within the government was as Quality Manager for the Health Economic Development Unit, where she was instrumental in implementing a quality management system that was successfully registered to the ISO 9001 standard. For this, she received the Amethyst Award for Outstanding Public Service. She is also a recipient of an Ontario Ministry of Health and Long-Term Care ACE Award for achievement, commitment and excellence in Stakeholder/Partner Relations. Ms. Chibba received her master s degree from Georgetown University (Washington, D.C.), with a focus on ethics and international business.

Her responsibilities include records and information management, archival services and project management.

2 Rating Records for Privacy and Security: Information Security Classification Tatta Srinivasa, Records Manager Township of King Mr. Tatta Srinivasa has been associated with the Township of King as Records Manager since Mr. Srinivasa held different positions in City of Toronto, Blakes LLP, and Yellowknife Health and Social Service Authority (YHSAA) in the areas of records and information management. Mr. Srinivasa holds two Master degrees in Resource Development (Engineering) Technology and Library and Information Science from Andhra University. In addition, Mr. Srinivasa holds a couple of certifications in Information Management from Professional Learning Centre, University of Toronto and Access and Privacy certification from Canadian Institute of Access and Privacy Professionals. Privacy Breach Management Protocol Matthew Trennum, Freedom of Information and Privacy Analyst Niagara Region Matthew Trennum is the information and privacy analyst for Niagara Region. He has facilitated the FOI formal request process since 2012 and works to ensure compliance with the region s privacy breach protocol. He has a degree from the University of Guelph and he is also working towards his Information Access and Protection of Privacy certificate with the University of Alberta.

3 Else Khoury, Freedom of Information and Privacy Coordinator Niagara Region Else Khoury is the Freedom of Information and Privacy Coordinator for Niagara Region. She has held this position since 2007 and since that time has worked to improve privacy compliance and awareness using a combination of targeted training and shameless fear mongering. Else has a Master of Information Studies degree from the University of Toronto and is currently working towards her Information Access and Privacy Protection Certification with the University of Alberta. The Ins and Outs of the e-foi Process: Cutting Edge Access and Privacy Issues: Daniel J. Michaluk, Chair, Information Management and Privacy Practice Group Hicks Morley Hamilton Stewart Storie LLP Dan Michaluk is chair of Hicks Morley s information management and privacy practice group. He regularly acts for management in a range of employment and non-employment related matters, but strongly focuses his practice on matters related to information, data management, privacy and freedom of information. In 2012, Dan appeared at the Supreme Court of Canada in the landmark workplace privacy case R v Cole and, in 2013, was rated for inclusion in The Best Lawyers in Canada in the area of privacy and data security.

4 Cloud computing and Privacy Issues Fred Carter, Senior Policy & Technology Advisor, Office of the Information and Privacy Commissioner of Ontario Fred Carter has served the Office of the Ontario Information and Privacy Commissioner (IPC) as Senior Policy and Technology Advisor since His primary responsibilities include providing strategic research, information, and advisory services to IPC Commissioners and management on a wide range of technology and privacy policy issues. He has contributed to recent IPC publications on Privacy by Design, Identity Theft, Identity Management, Radio Frequency Identification (RFID), Near-Field Communications, Digital Signage, Biometric Encryption, Cloud Computing, Security, and the impacts of Web 2.0 technologies and services. Mr. Carter also worked for the Privacy Commissioner of Canada, the Standards Council of Canada, and other private-sector organizations in similar policy and oversight capacities. Lou Milrad, Business & IT Law Lawyer, IPC "Access by Design" Ambassador Lou Milrad (Milrad Law) is an experienced & well-known, Torontobased, Business and IT Lawyer and author whose prime focus has been to advise and represent over 40 Canadian municipalities, as well as a variety of hospitals, colleges, provincial agencies and of professional associations. Lou has recently been named as Associate General Counsel for Canada to the International Municipal Lawyers Association. Additionally he has been recognized by The Information & Privacy Commissioner of Ontario as an Access by Design (AbD) Ambassador as well as by MISA (Municipal Information Systems Association) as the 2013 John Cushing Award recipient in significant recognition of the time, effort and energy put into MISA over the years. A graduate of the University of Toronto (BA) and of the Osgoode Hall School of Law of York University (LLB), Lou is also an alumnus of Phi Delta Phi Legal Fraternity, and a member of the Executive Committee of the Ontario Bar Association s Public Sector Lawyers Section.

His primary responsibilities include providing strategic research, information, and advisory services to IPC Commissioners and management on a wide range of technology and privacy policy issues.

5 Councillor Records and Information, Privacy and Access Issues Jim Purser, Manager of Records & Information Services City of London Jim Purser is the Manager of Records and Information Services in the City Clerk s Office of the City of London. Prior to 2004, he held a similar position for the City of Kingston. Jim s current responsibilities include information access and privacy, records management, municipal elections and by-laws. Jim is a long time active member of both ARMA International and the Association of Municipal Managers, Clerks and Treasurers of Ontario. He provides workshops on municipal records management and municipal access and privacy for AMCTO member municipalities. Outside of the office, much of Jim s time is spent as a volunteer leader for Scouts Canada. Susan Campbell, Manager of Access & Privacy, Corporate Information Management Services, City of Toronto Susan Campbell is the Manager of Access & Privacy for the City of Toronto's Corporate Information Management Services section. Since 2011, the City of Toronto has handled over 50 requests for Councillor records, including a number of appeals. Susan has worked in the records management and access and privacy profession at the municipal level for over 20 years. Dave Douglas, Information, Privacy and Archives Ministry of Government Services Dave Douglas has worked in access and privacy for the past 18 years in various capacities, including the positions of Freedom of Information and Privacy Coordinator and Policy Advisor. He currently works as Enterprise Freedom of Information Coordinator in the Information, Privacy and Archives of the Ministry of Government Services.

Jim s current responsibilities include information access and privacy, records management, municipal elections and by-laws.
