4 Strategic Plan (short version) Introduction Our industry is a hazardous one. Small mistakes can have huge consequences. Unsafe situations and actions may lead to bodily harm, pollution of the environment or material damage. During the past decades, Operators within the Oil- and Gas Industry have made important progress in improving HSE performance and in reducing the number of incidents within the industry. But after a long period of decrease, consolidation of the number of incidents taking place every year is manifesting. HSElife UNIO recognizes the need for crucial act in order to continue a decreasing movement towards the zero line Incident Free Operations. In our industry, most of the work is being done by Contractors, who usually work for different Operators. Each Operator, however, tells its story of safety slightly different. As a result of this, Contractors are being confronted with a variety of HSE information which can easily lead to unintentional mistakes. Which in turn may lead to incidents occurring. Three years ago, both Centrica and Shell/NAM became convinced of the necessity to harmonize all Rules & Regulations concerning Safety, Health and Environmental issues, as did The WAT Group. From this shared conviction, HSElife UNIO originated. HSElife UNIO s primary goal is to offer unambiguous HSE information to all Contractors. Besides that, harmonization will also save time and a lot of money for the Operators. But being rewarded thus is not the ultimate goal. Our ultimate goal is for everybody within the Oil and Gas Industry to work safely, to be thoughtful of his or hers surroundings, health and environment, and to return home feeling content. In the year 2012, cooperating Operators in the Oil and Gas Industry have reached an agreement on harmonization. This means that the participating Operators will put a lot of their energy into the harmonization of all Rules & Regulations observed within the industry. They focus on unambiguous HSE information for both their own employees and for the Contractors working both on- and offshore. Centrica, NAM/Shell, Chevron, Dana Petroleum, GdF Suez, Oranje-Nassau Energy, TAQA, Northern Petroleum and Casos are committed whole-heartedly to the harmonization. After four years of hard work, the initiators of HSElife UNIO are now looking forward to cooperating with the other Operators in order to achieve complete harmonization of HSE information within the industry! 4

Our vision connects seamlessly with the ambition of all Operators in the Oil and Gas Industry to work without accidents, incidents, spills or other damage to the environment. Our vision is an ambitious one. We aim at an industry in which health, safety, the environment, quality standards and an optimal performance are in perfect harmony with each other and in which all employees recognize the importance of HSE. HSE should occupy a central place in everybody s work. Within our vision, HSE as a theme will go hand in hand with a new corporate culture in aiming towards Incident Free Operations in the year Although our vision is an ambitious one, it embodies the next step towards an unprecedented safety culture. 5
6 Strategic Plan (short version) Missie It is HSElife UNIO s mission to cooperate in the field of HSE with the Operators and Contractors within the Oil and Gas Industry. Only by working together we can jointly strive to an advancing harmonization and the sharing of HSE information. At HSElife UNIO, we facilitate development, optimizing and communication of standards, best practices and important HSE information throughout the industry. Our mission includes three focal points in which we clarify what we will do to realize our vision. These are: Sharing operational best practices to enhance standardization and continuous improvement of performance Continuing harmonization through standard training programs and safe working practices Communication and making available of HSE information through HSElife UNIO. In addition, we have formulated three ambitious goals which will help us realize our vision. These are: Becoming the safest Dutch industry by achieving Incident Free Operations in the year 2017 Improving the imago of the Oil and Gas Industry Harmonization and standardization through clear communications. 6

Among others, the Steering Committee s responsibilities include all organizational, strategic and financial aspects of further development of HSElife UNIO and its products and materials. HSElife Board convenes quarterly. HSElife UNIO Steering Committee s responsibilities include: Defining HSElife UNIO Vision, Mission and Strategy Reporting to NOGEPA Excom and IRO Executing the Strategic Plan Communicating with and involving relevant companies and organizations Determining the Operating Budget Managing HSElife UNIO working groups. The Board s responsibilities include: Structuralizing working processes Calculating and managing Operating Budget Organizing processes, activities and productions Setting the agenda, planning Drawing up working arrangements 7
8 Strategic Plan (short version) How HSElife UNIO Board mainly plays an initiating role. Board members reflect on HSElife UNIO s harmonization trajectory and its related products and services. Board members offer new ideas to the Steering Committee, which in turn offers its feedback and comments. The Steering Committee actively thinks along with the Foundation about the complete harmonization trajectory and offers its comments on new ideas which are brought up. In addition, the Steering Committee will appoint Working Groups which have the assignment of formulating consistent and standardized HSE information on separate subjects. Input offered by the Steering Committee and the Working Groups plays an important role in realizing an unambiguous harmonization process. The Working Groups will be responsible for offering enough critical input on a detailed level and on each separate subject. Results of this input will then be submitted to the Steering Committee. Participants of the Working Groups will be selected according to the subjects or project and will originate from participating Operators. The uniformized and standardized HSE information will be made available through documentation, on-screen presentations and video presentations. The WAT Group will co-ordinate the Working Groups. On each separate subject an Expertise Holder, originating from one of the participating Operators, will be appointed. Beforehand, the scope of the Working Group will be determined, budgeted and approved by the Steering Committee. 8
9 Strategic Plan (short version) For whom Our Communication Plan stands at the root of our ambitious Vision. We need to spread the idea behind HSElife UNIO as widely as possible. The idea of knowing the rules and applying them, of stimulating risk awareness, of making available unambiguous HSE information and documentation, and of preventing incidents and damages. HSElife UNIO s primary target group are the Contractors, for they put in the most working hours within our industry, be it on- or offshore. However, HSElife UNIO wants to deliver benefits throughout the industry, to both Contractors and Operators. Brochures, on-screen presentations and video presentations are meant for the shop-floor workers primary for the Contractors, secondary for Operators personnel. 9

In order to be able to access the information anytime, anywhere, HSElife UNIO.com is being supported by apps fit for various operating systems. Through HSElife UNIO.com, information resulting from the harmonization and standardization of Rules & Regulations is being communicated. I.e. HSE documents containing information on subjects necessary for executing daily activities. HSE documentations are being presented in the shape of A6 brochures, on-screen presentations and video presentations. In addition to these, HSElife UNIO offers interactive training courses such as Induction On- and Offshore, as well as refresher courses such as Permit-to-Work, TRA and LMRA. That is the goal all participants of HSElife UNIO strive for.
12 Manual Harmonization of information Before producing and publishing the harmonized information, members of the Steering Committee must have reached agreement upon specific subjects. All appointed members do that by offering their comments and eventually approving the uniformized information. HSElife UNIO enables this process by using centralized text templates at a fixed location (Google Drive) provided with a secure and simple functionality for feeding comments. If specific expertise is needed, members can share their login details with their colleagues or external advisors. In order to provide maximum transparency of the approval system, all comments are visible to all participants of the Working Group. If you are a member of a Working Group or if you have been asked to comment on published information, you will need valid login details (i.e. HSElife UNIO account and password). If you have not received those details, please contact your HSElife UNIO contact person or one of the members of the Steering Committee, or send us an at info@thewatgroup.com stating your full name, company name and the name of your contact person. Commenting on and approving of proposed information Quarterly, HSElife UNIO will produce and publish new harmonized information. After receiving an requesting your comment on a document proposal, please use the enclosed link to enter the folder containing the items. By opening the document, you will be able to select parts of the text you wish to react to by keeping the left mouse button pressed down. By clicking the right mouse button, select `commentary in the menu. A window will open in which you can type your comment. In order to prevent double or similar comments, all comments will be visible to other members of the Working Group. Deadlines for comments will be communicated beforehand to all members of the Working Group. Werkplan As always, contributions in the shape of photos or illustrations on specific subjects are more than welcome. Please make sure that photos or illustrations are in high resolution (300 dpi). 20 Manual A6 brochures DOEL Our brochures are the basic information materials to be used on the shop floor. Through these brochures, Operators provide the Contractors with unambiguous information. Not by telling them how to do their job, but by telling them the way Operators want them to work. Thus ensuring that the Contractors have the right Permits, that they comply with Rules & Regulations and that they dispose of the right tools to do the work correctly and safely. Each brochure is about a specific subject and contains the most important information on how to work safely. The compact size enables employees to carry the brochure with them. 24 Manual On-screen presentations PURPOSE The purpose of on-screen presentations is the use of a harmonized presentation at work preparation, toolbox meetings, introduction to less experienced employees, etcetera. The on-screen presentations deal with the same subjects as the brochures do. Contrary to the brochures, these presentations are not meant to be used in print, but are meant specifically for showing on-screen. The on-screen presentations follow the same informational structure as the brochures do. The textual information may remain the same as in the brochures, but there is room for a more elaborate description or important additional information on the subject. A maximum of 1,5 times the amount of textual information from the brochure can be placed on-screen. Apart from the LMRA, on-screen presentations may also contain other questionnaires. 28 Manual Interactive Induction Offshore/Onshore PURPOSE For all employees who want to work at an offshore / onshore location, a successful completion of the Interactive Induction Offshore / Onshore training is mandatory. The training consists of several modules containing harmonized and company specific information. The trainee is able to select which module he wants to see, and at the end has to successfully complete an interactive questionnaire. By using the latest techniques and thanks to the user-friendly interface, this is to date the most convenient way to familiarize yourself with all information necessary for working offshore / onshore. After successfully completing the questionnaire, a personal certificate can be printed out of which your supervisor can make a note in your PSL (Personal Safety Logbook), valid for two years. The modular structure of Interactive Induction Offshore / Onshore makes a high quality company specific customization possible, whether it s the application of house style elements or the addition of company specific information such as information about the company location. Even when using the ` virtual trainer, these training courses are considered a valuable supplement to class teaching. As with the Interactive Induction Offshore / Onshore, at the end of the courses the user has to complete successfully an interactive questionnaire. 34 Implementation approach Implementation approach Training and support In the previous chapters we have explained what we are going to do and how we want to realize that. The next step is to focus on the implementation of HSElife UNIO.
35 Implementation approach Support and certification The most important elements to achieve a successful implementation are personal presentations and appointing contact persons, or Focal Points, within the each individual organization. These contact persons may be best described as informative and stimulating. They know the culture of their organization and are familiar with communication methods and means, which are important qualities in realizing a seamless, 24/7 integration of HSElife UNIO. Moreover, these coaches are the HSE focal points and help desks. They communicate both verbally and non-verbally all there is to know about HSElife UNIO. The role of the coach / focal point HSElife UNIO Thanks to adequate training and supportive materials the coaches are able to: Give the right answers to questions about HSElife UNIO goals, strategy and means Co-ordinate and organize implementing activities Be available to give presentations on demand Give workshops and trainings on HSElife UNIO functionalities Monitor and give feedback to HSElife UNIO Board Participate in working groups activities Realizing sufficient focal points within the industry and its organizations is vital for a successful implementation of HSElife UNIO. Support HSElife UNIO will see to it that all necessary training materials, trainings, presentations and information will be available to the candidates. The WAT Group will organize training sessions and updates. Implementation approach
36 Implementation approach Implementation > Set Up HSElife UNIO represents a major milestone for the Oil and Gas Industry in the Netherlands. For 2013, it is our goal to make sure that it is used correctly and to answer any questions which may arise. Only by a total dedication of all involved can a successful implementation of HSElife UNIO be accomplished within all aspects of daily activities. Due to the differences between the internal and external communication systems of participating parties, it is crucial to follow a well thought-out implementation and integration plan. Respecting those differences and wishing to preserve internal structures, we have developed an implementation plan consisting of two important trajectories: A general communication plan and a company specific communication plan. By using two parallel trajectories, we can optimize the effort and costs, create maximum exposure for HSElife UNIO and encourage people to use it. General communication plan In this part of the implementation strategy we will focus on introducing and promoting HSElife UNIO to a broad and relevant audience. In this case we aim to explain the necessity of harmonization, the concept itself and the benefits for the main stakeholders, employees, contractors and the industry in general. Implementation approach An initiative like ours not only deserves the full support of the internal communicational structures, but also support in a wider context. HSElife UNIO will be announced and promoted by using communication channels which will have the greatest impact in relation to the demography and areas of interest of our target groups. For example, displays may be placed at locations which are frequented by employees and contractors, such as Den Helder Airport. Ads may be places in special interest magazines or other external media. Naturally, HSElife Magazine will be one of the main communication channels, in which we describe what will be communicated and how. Traditional media will be selected in which we will make announcements and inform the general public with news items. These news items will be based on press releases from participating operators or from authorities who have verbally promised their support to HSElife UNIO. This will emphasize the importance and credibility of our initiative.
37 Implementation approach Internal communication channels will play an important role also in the successful implementation of HSElife UNIO. Their working frequency, relevance and readability will help us to communicate more effectively by using more professional terms and by inviting employees of any level to participate in our mutual communications. Free publicity may also contribute to the implementation and we will offer downloadable, ready-to-use free media kits (containing items like animated banners, logo s, press releases, photo s), so that the information remains consistent and visual exposure in all media is ensured. Company specific communications The company specific communications will not only make use of the usual communication methods but will also use a more hands-on approach than the general communications. The main activity will be to select the focal points from the participating parties. Their role will be explained in detail in this document. To ensure a maximal impact of HSElife UNIO, we will organize kick off events at a number of selected locations. During these events, information, motivation and how to use HSElife UNIO will be key containers. All available communication channels will be used for the announcement of these events. More information on these events can be found in the chapter ` Roadshows in this document. The target groups of this part of the implementation have other expectations than the general public. Therefore, focus will lie on the integration of HSElife UNO in daily working situations such as WVO, toolbox meetings, working evaluation processes, introduction for new employees, etcetera. The focal points play an all important role in this. In view of the fact that the audience in this case are the users themselves (employees and contractors), we will take into account the various specific company events and we will ensure a maximum HSElife UNIO exposure during these events. For instance, events like the Shell Safety Day, NOGEPA or IRO and others. Implementation approach

39 Implementation approach Implementation > Campaign Structure On a day-to-day base, the HSElife UNIO website plays a key role. Taking in account that not all locations have internet access, we will make available in print digital and other information on the importance, the use, the feedback, participation in and further development of HSElife UNIO. Various promotional materials will be made available, such as pull-up banners, posters, flyers, etcetera. HSElife UNIO will make recommendations on suitable promotional materials depending on the location specifics and availability. Small-scale and individual presentations can be organized with the assistance of focal point personnel. In case of focal point personnel absence, information / promotion video s can be used, so that all communications throughout the industry will be unambiguous and consistent. 40 Implementation approach Implementation > Road Show (on location) Apart from the harmonization process, HSElife UNIO also wants to establish a mutual communication stream between rules & policy makers one the one hand and industry workers on the other. Listening well to what plays in the field will not only contribute to a future improvement of HSElife UNIO, but also to its acceptation and implementation in existing structures. For this reason, HSElife UNIO will combine both promotional and implementation activities in its ` Road Shows. These Road Shows will take place at locations suitable for this purpose and will be used to introduce the concept and explain its relevance and usefulness for the users of HSElife UNIO. After this presentation, given by focal point personnel or other credible/senior employees, participants will have the opportunity to ask their questions and offer their suggestions for improving the implementation trajectory. During these presentations, the main target will be to ensure HSElife UNIO users that it will be implemented, so that they will have access to essential HSE information which in turn will lead to a safer and healthier working environment. 42 Implementation approach Implementation > Focal Point At the beginning of this chapter, we have stipulated the role and responsibilities of the Focal Point. When talking about a successful implementation and integration of HSElife UNO, the Focal Point is the most important links between both sides. He or she will be familiar with the workers onsite and will have the same or a similar background; and will therefore bring the necessary credibility into the implementation process. It is HSElife UNIO s ambition to further grow and develop in order to optimally facilitate the HSE requirements the workers have to meet. This can only succeed by creating an open communication climate between all involved. It is the Focal Points responsibility to keep the feedback system up-to-date. All other aspects of their role have been explained on previous pages. The WAT Group will be responsible for the production of materials and trainings, and for the organization and overall support of the Focal Points. By organizing meetings and workshops, The WAT Group will enable Focal Points of the various organizations to share their experience and suggestions for the implementation on a operational level.
