During the course of the two days, we will explore the intersections of open data, data analytics, and public sector program and service operations and how these perspectives can come together to drive innovation across health, human services and public health. Our opening panel will also provide an overview of our third statewide Open DataFest event and discuss the goals we hope to accomplish. Michael Wilkening, Undersecretary, California Health and Human Services Agency Andy Krackov, Associate Director for External Engagement, The California HealthCare Foundation 9:30 10:00 California s HHS Open Data Overview, Updates and Trends The key to unlocking data s power is to share it, and engage others to use it broadly, which is no small task given the enormity of the data assets that could potentially be made available. From the policies and procedures that ensure that data sets are appropriately identified to the tools that can help organizations do this efficiently and effectively, there are important experiences to share and learn. Whether you are new to open data or a seasoned veteran, this session will provide an overview of open data locally and nationally, describe new developments, and outline what needs to happen to drive further adoption and innovation. Open data portals, data analytics tools, and associated technologies have increased access to public health, health care, human services, justice and other data generators, which are driving innovation and new research. However, this progress has raised questions about how open data can be integrated with academic and research data given various requirements, restrictions, laws, and incentives that govern its use. This panel will also serve as a follow-up session to a similar presentation at the Bay Area Regional Open DataFest. It will review the key observations and lessons learned from that panel and explore new opportunities for furthering better decision-making. Moderator: Mark R. Through the Health Data Initiative, the Department is working to improve access nationally to federal HHS data and to promote expanded, innovative uses of those data by interested collaborative communities. As a result, data is often neglected or not recognized as a strategic asset within many sectors and domains. California has invested significant resources over the past few years to build and promote a state of the art open data portal. It also has begun to identify the need to use data to tell stories and provide visualization results for immediate consumption. Tools are emerging that provide users a new opportunity to not only access data, but to leverage it to convey meaning and tell important stories supported with relevant data. This panel will explore some of the emerging tools and specific uses to advance research, journalism, and practical applications for meaningful purposes. Moderator: Andy Krackov, Associate Director for External Engagement, The California HealthCare Foundation Amy Max, Senior Public Health Analyst, Public Health Institute Max Kornblith, Project Development, Bayes Impact Michelle Levander, MA, Editor and Founding Director, Center for Health Journalism, USC Annenberg 2:00 3:00 Understanding the Opioid Crisis Through Enhanced Data Sharing and Analytic Approaches Overdose death rates in the U.S. have more than doubled over the past decade and are the leading cause of injuryrelated death in the country. According to the Centers for Disease Control and Prevention, 47,055 people, or an average of 128 people a day, died from drug overdoses in More than 18,000 overdose deaths in 2014 involved prescription opioids, compared to more than 10,000 that were attributed to heroin. Efforts to combat this crisis requires a coordinated and comprehensive public health and safety response to address root causes. This panel will address the key issues associated with Opioid addiction from national, state and local perspectives and will focus on the current efforts within California and throughout the nation to improve information sharing of information including the role that open data can play.
4 A more robust data view of the client and community may provide additional insights and knowledge to improve efficacy of treatment of this public health crisis. Moderator: Karen L. First, we elicit perspectives regarding opportunities for its use and for collaboration among all levels of government, industry and academia, while also discussing potential obstacles to realizing open data s full potential. Using an iterative discussion format, we will explore key implementation and sustainability questions and produce a roadmap to guide future actions.during the final session, we generate key recommendations that will populate the California Open Data Roadmap. Following the session, a panel of influencers will react to the concepts and recommendations.
