Alan Sugg has named Dr. Cheryl P. May director of the Criminal Justice Institute. Dr. May replaces Jim Clark, who retired on June 30 after six years as director of the Institute. Dr. May will be responsible for the Institute s many programs and services designed to enhance the performance of Arkansas law enforcement professionals. Dr. May has served CJI and the Arkansas law enforcement community very well the past 15 years and she is the perfect person to serve as the Institute s new director, Sugg said. She brings a wealth of knowledge and experience in law enforcement education and training to the position. I m also grateful to Jim Clark for his service to the Arkansas law enforcement community for the past 30 years. Formerly serving as deputy director, May was responsible for development, coordination, and delivery of continuing education courses the Institute provides to Arkansas law enforcement agencies and officials. he courses include forensic sciences, management, computer application, traffic safety, school safety and drug investigation. She played a lead role in the development of three unique academic programs that allow active members of Arkansas law enforcement to earn certificates and associate degrees in crime scene investigation and law enforcement administration. She also coordinated efforts to establish partnerships with 20 Arkansas institutions of higher education to help provide the programs to law enforcement agencies throughout the state. Serving in this role has presented me with an exciting challenge I m eager to pursue. One of my top priorities as Director is to make CJI courses even more accessible to law enforcement. Although our education and training programs are all provided free of charge, a struggling economy has made it increasingly difficult for some law enforcement agencies to cover the gas and lodging costs it requires to send their officers to our programs in Little Rock. Shortages in manpower has also made it difficult for agencies to allow officers to be absent to attend classes. o assist with these issues, we are currently converting some of our traditional classroom programs into online courses. Officers will now be able to complete online courses from their homes or agencies when it is most convenient to them and without travel costs. Our online courses will reflect the same caliber of professionalism and first-hand knowledge that you have come to expect from CJI programs. he first of these online courses, Methamphetamine Investigations, will be offered this month. In addition, as funding is available and the schedule permits, management courses that are instructed by CJI staff members can now be delivered at law enforcement agencies in the State upon request. Current courses that are instructed by CJI staff include Bias-Based Policing, Cultural Competency, Report Writing, alking Hands, Ethics in Law Enforcement, and Officer Safety. Providing your officers with continued training and education is one of the most important steps you can take in strengthening your agency and improving services in your community. By implementing these types of programs and policies, we are hoping to make education and training for Arkansas law enforcement more obtainable than ever before. I am grateful to Dr. Alan Sugg of the System Office and to all of the members of the CJI Advisory Board for having the confidence in me to lead this organization. In the coming months, I will be reaching out to law enforcement executives across the State to get your feedback on how CJI s programs and services can better serve the needs of your agency. 3 Methamphetamine Investigations Now Available On-line I n August 2010, the launched its first on-line methamphetamine-related course, Methamphetamine Investigations. he on-line version of the two-day course includes slides with audio narration by instructors, photographs, graphics, videos, review activities, scenarios, and items for optional reading. Course topics include the use of confidential informants, undercover investigations, knock and talks, search warrants, drug trafficking organizations, legal issues and drug endangered children. esting of the on-line course was completed in July. Eight law enforcement officers with an average of 17 years of law enforcement experience completed the curriculum. he reviewing officers rated the course content as 4.6 out of a possible 5 and rated the course elements such as audio, videos, and scenarios a 4.8 out of 5. All eight reviewers rated the ease of use as easy or very easy, and all eight said they would recommend the course to other officers. Noted below are comments made by the reviewers: he information is right on track. here was a good mix of slides and video to keep it interesting....didn t have to travel away from home or work to take the class. I enjoyed the meth process videos very informative for the investigator who will have to testify in court about what they actually saw on scene. he educational value as well as the narration supported by pictures and video clips was outstanding. he ease of the program makes this course enjoyable. Upon completing a registration form, officers will be assigned a log-in identification and password and be directed to a special CJI Meth website. Methamphetamine Investigations will be offered once per month and available to registered participants for a period of three weeks. 4 Animal Cruelty Investigations Will be offered throughout the State he recently conducted a series of two-hour seminar sessions to educate law enforcement officials on the features of Act 33, Arkansas s new animal cruelty law. Now, the Institute is ready to present Animal Cruelty Investigations, a one-day class designed specifically for law enforcement investigators. Course topics will include the role of the investigator in animal fighting/cruelty cases, criminal statutes, and search and seizures pertinent to animal cruelty investigations. here are separate blocks of instruction on animal fighting, investigating animal cruelty cases and developing written and photographic documentation for these types of cases. Several Arkansas case studies will be presented and discussed. he course will be presented in regions throughout the State. In addition, the Institute will accept requests from law enforcement agencies who would like the training conducted in their area. Act 33 creates a first offense felony for intentional acts of torture committed against dogs, cats and horses. Anyone who commits one of these heinous acts is guilty of a Class D Felony. In addition, if someone commits a second felony offense within five years of the first offense, they are guilty of a Class C felony. Prosecutors may also seek enhanced penalties for acts of animal torture that are knowingly committed in the presence of children. Although traditionally these classes have been held solely at the Institute, a number of Arkansas colleges and universities are allowing the Institute to utilize their computer facilities to expand the availability of computer training for law enforcement. Eligible participants for these classes include sworn law enforcement officers and agency staff members who provide administrative support functions. In addition, classes available through CJI s Safe Schools Initiatives Division will be featured in the schedule for the first time. Copies of the schedule have been mailed to law enforcement agencies throughout the State or you can view classes online at CJI Becomes a obacco-free Campus he is committed to providing a safe, clean, and healthy environment for our employees and visitors. herefore, the Institute has implemented a new policy to become a tobacco-free campus. Effective August 1, 2010, the use of tobacco products (including cigarettes, cigars, pipes, smokeless tobacco, or other tobacco products) is prohibited in all interior space on the CJI campus and on all outside property or grounds of the CJI campus, including partially enclosed areas such as walkways, breezeways, and bus shelters. 6 2010 Arkansas Safe Schools Conference he was honored to once again co-host the annual Arkansas Safe Schools Conference with the Arkansas Safe Schools Association and the Arkansas Department of Education. his year s conference theme A Dose of 21st Century Reality was designed to equip school resource officers, administrators, and educators with information on some of the most imminent threats to school safety. Domestic violence, cyberbullying, and the increased abuse of illegal prescription drugs by students were just a few of the topics that were covered. Governor Mike Beebe provided opening remarks for the conference, which featured both local and national speakers renowned in issues related to school safety. Attorney General Dustin McDaniel was also on hand to provide remarks to participants and assist in presenting awards to three individuals who have shown outstanding dedication to creating safe schools environments. Principal Steven Wyatt of Clarksville High School received the Safe Schools Leadership Award for Education Administrator. Chief Greg Donaldson of the Clarksville Police Department received the Safe Schools Leadership Award for Chiefs and Sheriffs. Officer Patricia Swain of the Quitman Police Department received the Kool-Aid SRO of the Year Award for her inspiring service with Daisy the Dog. Since its inception in 2005, the number of educators and law enforcement officers that attend the Arkansas Safe Schools Conference has continued to grow. 7 Apply Now for the Next Session of the Crime Scene echnician Certificate Program A pplications are now being accepted for the Crime Scene echnician Certificate Program (CSCP) a series of six fundamental courses that introduce vital components of crime scene investigation. he program will begin in January 2011 and will continue through June Participants will be required to attend a three-day course each month of the program. o participate, an application letter must be submitted to Dr. Cheryl P. May from your Chief of Police, Sheriff, Department Head or Director. In this letter, he or she should indicate how your participation in this program will benefit your agency and state that he/she will support your attendance as well as ensure, to the best of their ability, your participation in all six courses. In addition, we require each department to provide its agency representative a minimum amount of photography equipment to ensure successful participation in the program. Applications must be received at CJI by end of business on September 30, Acceptance letters along with the required acceptance forms will be sent to agency heads by October 15, All six courses will be held at the. 8 HE CJI BULLEIN System 7723 Colonel Glenn Road Little Rock, AR Be Part of the National Prescription Drug ake Back Event O n September 25, 2010, the Drug Enforcement Administration will coordinate a one-day collaborative effort with state and local law enforcement agencies to remove potentially dangerous controlled substances from our nation s homes. his national take-back initiative will provide a unified opportunity for the public to surrender pharmaceutical controlled substances and other medications to law enforcement officers for destruction. Law enforcement agencies across the State are being asked to get involved in this effort. he usual process of requesting permission from the DEA for an event such as this has been waived. Collection activities are planned from 10:00 a.m. through 2:00 p.m. at community sites and must be staffed by duly authorized law enforcement officials. here is no need to inventory the items, and transport and destruction of surrendered pharmaceuticals will be coordinated by DEA. Clean Harbors in El Dorado will provide destruction of the collected materials in accordance with all applicable federal and state laws and regulations.
