3 Letter from the CEO Dear Colleagues, The year 2016 is moving fast and 2015 seems already to be far behind us. However that year has been very special for Dii. We have adjusted our mission from a high level, long term objective of powering intercontinental markets with renewable energy from the deserts toward a very pragmatic objective of identifying hurdles for RE and grids in MENAT. For that reason we have moved our base from Munich to Dubai and established a new Industry Network Supporters of Desert Energy. At the WFES in Abu Dhabi or at the Inauguration of Noor I in Ouarzazate, Morocco and on other occasions I have had the pleasure to meet many of you. Although we all seem to agree that after COP 21 in December 2015 desert energy and related grid, desalination, storage, power, heat and cooling issues have become another push, that does not mean that it will be much easier for companies to develop or win projects or assignments in this market. Among others the drop in oil prices have severe consequences for many budgets. Anyway stakeholders seem to understand and endorse renewable energy from the deserts, but there is still an awful lot to do to take away a large number of roadblocks toward a truly sustainable energy market. That is exactly why Dii decided to focus its mission on the down -to-earth obstacles for any relevant project in the field. In 2016 we will further give content to our mission, together with all partners and experts from all over the world. Our industry network has grown to over 30 companies, of which most partners have indicated their wish to be actively involved in working groups, forums, workshops and in the annual Desert Energy Leadership Summit. This Partner Update in front of you will lead you through all achievements, activities and information sources of our network. We are looking forward to making 2016 a success together! Established a new Industry Platform Supporters of Desert Energy which includes over 30 reputed international Companies with footprint in MENA &Turkey Held Partner Meetings in Dubai on June 15 and September 13 Established a Working Group Collaboration Forum with selected moderators as partners and members developing the content of individual topics, sharing views, and experiences focused on Dii s mission Deployed Dii s sophisticated Geographic Information System (GIS) to assist site assessments, cost estimates and planning Set up a MENAT Project Database, containing detailed data of all relevant RE projects in the region Held a successful 6 th Annual Dii Desert Energy Leadership Summit on November 2-4 th 2015 in Dubai, with over 150 top level attendees. 5 Geographic Information System (GIS) Tool Noor Jahan GIS Specialist Dii s Geographic information system (GIS) helps collect, store, query, analyze, and visualize spatially-associated data and information serving various purposes of various stakeholders in the market for RE in MENAT. Thanks to GIS, one will get a full picture of a specific site or area by correlating a whole set of chosen data for a particular project or task. In the renewable energy sector, GIS is used as a key tool for spatial decisions especially when it comes to identifying the best wind and solar sites. As a market enabler for renewable energy, Dii has developed an intuitive Solar and Wind WebMap / WebApp to assist people in assessing potential areas in Middle East, North Africa and Turkey. Users have access to quantitative data such as topography, land cover, protected areas, and qualitative information like the proximity to infrastructure, water availability or other environmental aspects. They can combine this data by activating different layers on the map in order to pinpoint and evaluate suitable sites for wind and solar projects. For its Solar and Wind Mapping Application, Dii uses high resolution data from several sources including but not limited to SRTM, MODIS, MERRA, and Helio- Clim3. The Dii GIS Geodatabase is intuitive and constantly being updated and improved. With the help of our Partner 5Capitals the GIS Tool has been extended with new geographic information covering all MENAT countries. Dii/5Capitals will assist partners on demand with site assessments, cost estimates and planning of projects. 5
6 Project Database The Dii Project Database provides the basic & technical details about the various Renewable Energy (Solar & Wind energy) projects in any particular geographical region. The project database has been developed & maintained by Dii that provides you the latest information related to the projects in the Middle East, North Africa & Turkey region. Sibi Vetha Raj Analyst Project Database In the project database, one can search the projects by the country or the technology involved or the project title. When logged in, the users can have access to projects with their capacity, budget, owner, location of project, etc. A map displays the location of the projects and clicking on the projects displays the details about the project. Whereas the database system contains vast data about the projects regarding the companies involved and the specifications of the equipments used in the project with their supplier. Multimedia contents (Picture/ Document) related to the project are attached to the projects for a better clarity. Moreover one can find the news related to them. But for the time being, we are displaying only the basic details and in due course we would display maximum contents in-depth as possible. Project Database is now on final stage of development, covering identified renewable energy projects in MENAT countries. Data includes location, technical specifications and specific information about the companies involved in the project. 6
7 During the Partner Meeting on September 13, 2015 partners defined new working groups. The main objective of the working groups is to develop in cooperation between Dii and partners the content for the individual topics which was discussed and further elaborated at the summit. Each Working Group is led by a moderator who has invited / will invite subject matter experts either from partner companies or from any other organization which can add value to the discussion. 11 Impression of 6 th Annual Desert Energy Leadership Summit 2015 November , Emirates Towers, Dubai, UAE Taking place under the patronage of HH Sheikh Ahmed Bin Saeed Al Maktoum, Chairman of the Dubai Supreme Council of Energy and President of Dubai Civil Aviation Authority, the Desert Energy Leadership Summit has been a unique, invitation only event for the top 250 leaders and decision makers in the MENA Renewables Sector. The venue facilitated high level networking and knowledge exchange. The summit forms part of Dii s wider roadmap of overcoming practical hurdles to developing and accelerating renewables in the MENA region and Turkey. 11
12 Main suggestions from the respondents: To increase the duration for the next summit. Should focus on storage which is key in reaching 24/7 electricity coverage from renewables Should focus on the future project to facilitate their realization Need for more workshops with specific subjects and more time for round tables. There should be a session dedicated to a working plan to engage policy makers - with dates, targets, and message to be relayed. 13 Plans for 2016 In 2016 Dii will continue to zooming in on the practical hurdles for renewables projects, e.g. grid and market access, PV based applications, such as desalination, solar thermal challenges, specific hurdles for Wind projects, localization, standardization etc. Starting spring 2016 the team in Dubai will be headed by a local director (to be appointed soon). We foresee the following activities and deliverables: 1. Working Groups as defined in the Collaboration Forum: Joining forces and teaming up expertise. a. Dii Partners may share any new suitable topics which may arise out of the discussions and are not yet covered in other working groups. b. Each Working Group will be led by a moderator who shall invite subject matter experts either from partner companies or from any other organization which can add value to the discussion. 2. Workshops scheduled on February 29, 2015 for the deployment of: a. GIS Tool b. Project Database 3. To deliver on demand of partners advisory service making use of the GIS and project database. 4. Training sessions and country workshops addressing identified project challenges, in particular addressing suggestions and/or requests from partners. 5. Dedicated networking events, possibly in cooperation with dedicated Solar, Wind and Grid Associations in the market (to be announced). 6. The 7th Desert Energy Leadership Summit in October or November in a prominent MENAT location. 7. Identify 'Who is who' in the MENAT renewable energy and grid operation industry. 8. To find practice oriented answers to the leading question: what is or seems to be limiting the market to develop RE installations and grid connections successfully? 2. To categorize and prioritize hurdles and limitations identified 3. Technology included: Industrial scale Wind, PV, CSP, Solar Thermal for industrial heat, geothermal, solar based desalination, RE based Industrial cooling, cooling storage, thermal storage, power storage, grid connections, grid integration and stand-alone islanded systems Market issues: Integration in local, regional and international markets, tariffing, contracting, subsidies for non-renewables, grid connections within countries, between countries and continents. Project issues: Specific hurdles during at any phase of the project Examples of hurdles: Governance issues, lack of National Champion, Local content and capacity restrictions Risk issues Financing, banking (commercial and development banking) Legal issues, licensing, property / use of land etc Specific Contractor, EPC, Consulting issues Investor issues Environmental restrictions Standardization issues Piloting, innovation, R&D Long distance transmission National and International connections O&M Cultural issues Local / regional / national / international authorities and institutions Suggestions for the Working Group from the side of partners: 1. PPA task force. Standardization for all Mena countries, together with banks and lawyers (that might not be too happy due to reduced business) 2. Elaboration of overview on tax situation per country. From my experience with other countries, particularly custom duties pose big challenge in certain cases 3. Act as facilitator/neutral representative of developers for large procurement programs in countries like Jordan or Egypt to conduct studies (e.g. grid impact, environmental etc) on central basis, thus avoiding overlap and reducing costs 4. Standardization in general, like mentioned at the 6th Dii conference. e.g. also for project documentation 14

21 PARTNER S ACHIEVEMENTS The EuroTrough collector, here harvesting solar energy at the Andasol 2 plant in Spain, has been selected for the Delingha 50 MW plant in China and the Shagaya 50 MW plant in Kuwait. Construction of both plants starts in The Stellio heliostat has received the SolarPACES Technology Innovation Award in It combines excellent optical and tracking quality with surprisingly low costs. Both are achieved by a new structural design including a clever axes arrangement that allows usage of cost-efficient linear drives for both axis. A prototype is being tested and operated at the PSA in Spain since 2014; the heliostat is now poised on the verge of commercialization. The UltimateTrough (UT) is a cost efficient large aperture area parabolic trough collector, ready for both synthetic oil and molten salt as HTF.
