1 OICR Health Services Research Program Knowledge Translation Research Network Request for Proposals Funding Partners: OICR Knowledge Translation Research Network (KT Net) OnePage Letter of Intent (LOI) due date: July 4, 2016 OnePage LOI Notification date: July 11, 2016 Proposal due date: September 6, 2016 Announcement of decision: October 2016 Funding period: November 1, 2016 to October 31, 2017 Funds available: Funds are available from the Knowledge Translation Research Network (KT Net) of the Health Services Research (HSR) Program for projects that address important knowledge translation aspects relevant to the priority areas defined in OICR s strategic plan and Cancer Care Ontario s (CCO) Cancer Plan IV (outlined below). Total funding available for the competition is approximately 175,000. It is anticipated that a maximum of 2 teams will be funded under this initiative. Timelines: Projects must be completed within the one year time frame. Application process: OnePage LOI: Will consist of the following headings: Description of the problem(s), challenge(s), or opportunity(ies) that the project will address (e.g. evidencepractice/services/policy gap) Objectives of the project Methods Extent to which the project is likely to contribute to the science of knowledge translation Anticipated impact on Ontario cancer practice, services or policy Description of relevant knowledge users (and their organizations) included on the team (at the LOI stage, firm knowledge user commitment is not expected) Note: Only selected LOIs will be invited to submit a full proposal. Applicants will be notified on July 11, 2016 whether they are invited to move to the second phase. Proposal: Applications will consist of 5 singlespaced pages (excluding lay abstract, budget and references) describing the proposal with the following headings. Appendices are permitted but reviewers are not required to read them. Lay abstract (word limit 250 words) 1
2 Proposal (continued) Background (for the implementation of clinical interventions provide evidence justifying the need for implementation) Objectives Theoretical underpinning or framework: Where relevant, a description and explanation of the knowledge translation framework being used, demonstrating its applicability in this context Relevance: Include details of the project s relevance to one or more of the priority area(s) (see details below) Research design and methods Anticipated impact on Ontario cancer practice, services or policy Plans for integrated and endofgrant knowledge translation Description of the project team (including any trainees). In particular, a description of the knowledge user, how they are positioned within their institution to act upon the project results (if appropriate) and their specific role on the project team is required. A letter of support from the knowledge user is required (see CIHR website for suggestions on writing support letters). Knowledge users should come from organizations that have policy or decision making responsibilities relevant to the project. Timeline Budget Note: The attached budget template must be included for full proposals only. Note: A description of expenses is found in the second tab of the spreadsheet. Note: Systematic reviews or literature reviews will not be considered for funding this year. Leighl) 8. Creating a patient decision aid addressing adjuvant therapy for post menopausal women with hormone receptor positive early stage breast cancer. (PI: D. Feldman Stewart) 9. Improving quality of care for pancreatic cancer: developing evidence based clinical pathways for patients undergoing pancreatic cancer surgery. (PI: A. Wei) 10. Tools to support effective knowledge translation practice and research in cancer control. (PI: M. Brouwers) 11. Understanding risk benefit trade offs of genetic testing in chemotherapy treatment decisions for breast cancer. (PI: D. Marshall) 12. Knowledge translation to improve quality of cancer control in Canada. (PI: M. Brouwers) Knowledge Translation Applicants are asked to include a description of integrated and end of grant knowledge translation strategies, where appropriate, in their proposal. Please see the CIHR guide ( for more information on knowledge translation. In addition, a review article on theoretical frameworks related to dissemination and implementation is freely accessible ( It is expected that the successful team will agree to present the knowledge translation research in selected venues of interest to the OICR HSR Program. 3
4 Eligibility and Funding Criteria Principal Investigators must have an appointment at an Ontario university, health care agency, research institute or college. Funding for projects can only be provided to organizations in Ontario. Evaluation of Submissions. Evaluation criteria will include: LOI: The extent to which the application is aligned with an enterprise, currently underway, that would benefit from knowledge translation. Potential for impact on Ontario cancer practice, services or policy including the potential for closing a quality gap in one or more of the priority topics. Extent to which the project is likely to contribute to the science of knowledge translation. Engagement with relevant knowledge users. Full Proposal: The extent to which the application is aligned with an enterprise, currently underway, that would benefit from knowledge translation. Justification for implementation of the intervention (e.g., the evidence supporting its use; how it is situated within the overall literature for this area; how the project moves the field forward). The project s relevance to one or more of the priority areas. The scientific rigor of the design and methods given the proposed topic and project duration. The impact of the project including its potential for closing a quality gap in one or more of the priority topics. The quality of the integrated and endofgrant knowledge translation plans. The strength of the team and how well it is placed to form strategic partnerships for both implementation and sustainability of the project. The likelihood that the knowledge user(s) on the team will promote uptake of the project findings in their organization. The letter from the knowledge user(s) should describe how the project is relevant to the priority area(s); why problem is relevant to them and their organization; their role in the proposal development and in the project going forward; and how their organization will use the findings and facilitate their dissemination. Trainees Applicants are encouraged to include in their budget support for trainees at any level. Due to OICR s translational mandate, there is a preference for supporting clinician investigator trainees. These trainees are also encouraged to apply for external support, and if successful, the unused money can be retained by the investigators, with justification, to be used in further research or trainee support. In this way the OICR trainee funds can allow investigators to make commitments to trainees while other sources of support are pending. Reporting Successful applicants will be required to provide a semiannual scientific progress report and a fiscal year end report at the completion of the grant. Detailed reporting requirements will be sent to the successful applicant. 4
5 Communication Requirements: Grantees will be required to acknowledge OICR in all scientific publications or presentations by setting out in any communications materials or publications referencing the research the following statement: This study was conducted with the support of the Ontario Institute for Cancer Research through funding provided by the Government of Ontario. Grantees must also agree to provide the HSR Program Director with at least 30 days notice of any planned communication. As publicly funded organizations, OICR has a fundamental interest in ensuring the findings resulting from the research it funds are available to the widest possible audience, and at the earliest possible opportunity. Therefore, grantees are also required to deposit all final peer reviewed full text manuscripts in the OICR Institutional Repository (OICR IR) at the time their publication is accepted. This publication can be freely accessible through the publisher s website or through the OICR IR. All publications must be freely accessible within six months of publication. Expense categories are eligible for overhead/indirect costs (30% of direct costs).
7 Description of Expenses Eligible Expenses: Salary and Benefits (S&B): Salaries and fringe benefits for specialists such as statisticians, informaticians, research advisors (where applicable and if they are employees of the host institution), research associates, technicians, and other highly qualified personnel working directly on the research project. Stipends for trainees (e.g., summer students, graduate students, postdoctoral fellows, medical fellows), calculated at the rate prescribed by the policies of the institution at which the research will be conducted. If the institution does not have written policies on rates, the rates currently in effect for similarly qualified personnel under the Canadian Institutes of Health Research s trainee programs will be used. Provision of salary increases should reflect applicable institutional guidelines. Expenses are eligible for overhead/indrect costs. Laboratory Consumables: Costs for laboratory consumables directly related to the research project. This category must be used for expenses related to internal chargeback laboratory services within an institution (where applicable). Expenses are eligible for overhead/indrect costs. *Note: Internal chargeback amounts should not include overhead/indirect costs. External Research Services: External costs related to research services (e.g., laboratory services, statistical analyses, bioinformatics analyses, clinician scientist services, etc.) provided by external research groups/institutions other than the host institution, OICR programs or OICRfunded companies. The external group will issue an itemized purchase order/invoice that will include the full cost of the services rendered (e.g., labour, consumables, sample handling, etc.). The services will be free from any intellectual property (IP) restrictions or restrictions on use of the data. Equipment, IT, and Software: Costs for equipment, information technology (IT) support services and software purchases/development directly related to the project. Costs for equipment maintenance and service contracts, training of staff operating equipment/software, travel costs to visit manufacturers to select major equipment purchases, transportation costs for purchased equipment, and extended warranty for equipment should be included. All procurement must be in accordance with the host institution s procurement policies. Dissemination of Research Results: Costs associated with the dissemination of research results and/or specific, welljustified knowledge translation strategies including publication costs directly related to the project up to a maximum of 1,500 CDN per year, per project. Educational Outreach Activities: Costs associated with educational outreach activities/workshops for the general public, students, as well as peer groups. Travel: Travel expenses for research staff for projectrelated travel. All travel must be undertaken in accordance with the host institution s travel policies. Travel expenses are capped at 5% of the total project budget before overhead/indirect costs. Expenses are eligible for overhead/indrect costs. General Office & Administrative (G&A): G&A expenses directly related to staff recruitment, purchase of office supplies, audit costs and training/professional development (e.g., novel techniques, specialized courses and membership fees in professional associations or scientific societies). Note: The Ontario Government may audit OICR and any of its funded programs/projects at any time during the award, with a 48hour advance notice and at the expense of the Government of Ontario. OICR may audit the research project annually and/or at the end of the funding term. G&A expenses are capped at 3% of the total project budget before overhead/indirect costs. Expenses are eligible for overhead/indrect costs. Noneligible Expenses: Salaries and fringe benefits for PIs or coinvestigators; Insurance for equipment; Fringe benefits for trainees; and Funding for any project where there is significant scientific overlap (e.g., the research objective and design are identical or very closely related) with a project currently funded though other sources.
