1 Third Meeting of the UN Science and Technology Cluster in Support of AU/NEPAD African Union, Addis Ababa, 29 April

2 Summary UNESCO, as the convener of the UN S&T Cluster in support of AU/NEPAD, organized the Third Meeting of the Cluster in Addis Ababa on 29 April The particular theme of this meeting was devoted to Improving policy conditions and building mechanisms for innovation. The purpose of this meeting was to help gain a better coordination of the different partners actions, and how best the UN system can respond to the call by the AU Summit of Heads of States and Governments (January 2007) to assist the AU in the implementation of the Consolidated Plan of Action (CPA) for science and technology and the Summit s decisions on science and technology. This Cluster meeting was intended to: - exchange information on activities in support of the implementation of the CPA, - identify mutual cooperation/collaborations (resources, projects), - outline the methods of work of the Cluster, and - define roles of partners and stakeholders. The following UN Agencies participated and presented their activities: UNECA, WIPO, UNU- MERIT, FAO, WHO, UNEP, UNDP, ILO, UNIDO and UNESCO. A statement from IAEA was read out to the participants. The implementation status of the CPA was presented by the AU/NEPAD Secretariat. The meeting was honoured by both the outgoing and the newly nominated AU Commissioner for Human Resources, Science & Technology, Professor Nagia Essayed and Professor Jean Pierre Ezin, who briefly addressed the meeting. The Terms of Reference (TOR) for the creation of an African Cluster for Science and Technology (ACST), was introduced by the African Union Commission, Human Resources, Science and Technology (AUC/HRST) and welcomed by the UN S&T Cluster. The ACST provides a mechanism to coordinate all activities (UN and others) that contribute to the implementation of the CPA, in a bid to eliminate duplications and resource wastage within the framework of the AU, This 3 rd Cluster meeting is an important milestone for the Cluster since for the very first time, the Convener (UNESCO) was invited to present the deliberations of the meeting and the work of the Cluster and its partners, to the Bureau of AMCOST on the 1 st May, Cluster Members requested more coherence and link in the inter-agency perspective. Given that S&T are cross cutting themes, reports produced by other Clusters would be useful to the S&T Cluster. 2

3 Introduction Within the context of the UN Secretary-General s reform agenda, since 1999 regional consultative meetings were held to improve the coherence of the activities of the various UN agencies in response to regional development efforts. The aim was also to revitalize the role of the specialized agencies, maximize efforts and avoid duplication. For Africa, six thematic cluster areas involving different UN agencies concerning the priority areas for AU/NEPAD were established to serve as an operational framework to support AU/NEPAD. The Science and Technology (S&T) Cluster was established at the Fifth Regional Consultation in May 2003 designating UNESCO as the Convener and the UN Commission for Africa (UNECA) as the Vice-Convener. The Addis Ababa Declaration on Science and Technology and Scientific Research for Development adopted by Heads of State and Government of the African Union, Ethiopia, January 2007, called upon UNESCO and other bilateral and multilateral organizations to support the Member States, Regional Economic Communities and the African Union to implement the Summit decision on Science and Technology. Three inter linked pillars make up the CPA for science and technology: capacity building, knowledge production and technological innovation. The CPA recognizes that it is vital to institutionalize S&T processes in Africa policy-making where scientists are expected to play an enhanced and visible role. Thus the theme chosen for this 3rd Cluster meeting: Improving policy conditions and building mechanisms for innovation is fully in line with the CPA. The CPA also describes research and capacity building initiatives to improve the quality of science, technology and innovation policies at national, regional and continental levels. The purpose of the 3 rd Cluster meeting was to promote dialogue on scientific and technological development through collaborative efforts between the Agencies and between the Agencies and the AUC/HRST and AU/NEPAD on the theme of science, technology and innovation policy. Session 1 Chair: Mr. Mustafa El Tayeb (UNESCO) Participants Contributions The Director of the Division for Science Policy and Sustainable Development, Natural Sciences Sector, UNESCO HQ (SC/PSD), Mr Mustafa El Tayeb and the Director of UNESCO Addis Office and UNESCO Representative to the AU, Mr. Nureldin Satti, officially opened the 3 rd Cluster meeting, welcomed and thanked the participants. 3

4 The date of the Cluster meeting (29 April) was an important event in the AU. On this day the newly nominated Commissioner assumed his functions and the outgoing Commissioner bid farewell to the AU. Both Commissioners were invited to address the Cluster meeting; On behalf of UNESCO, Mr Satti expressed gratitude for Professor Essayed s contribution to the AUC/HRST and to Africa in science and technology. Professor Essayed thanked UNESCO for its support to the AUC/HRST through the previous years, not only in S&T but also in education, outlining that the challenges associated with human resources and the S&T budget were obstacle that had to be overcome in Africa. She requested the Cluster to continue its support to the AUC/HRST. On behalf of the Cluster and UNESCO, Mr Satti welcomed the newly nominated Commissioner, Professor J.P. Ezin, who thanked the Cluster for their activities in Africa and looked forward to a strengthened collaboration with the AUC/HRST. Following a self introduction by the Cluster Members, representatives of UN Agencies and participants, presentations from AU/NEPAD, AUC/HRST and the Members of the Cluster followed. Presentation 1: Implementation Status of the CPA, Dr Phillip Mawoko, AU/NEPAD Summary: The implementation status report was presented by the AU/NEPAD Secretariat, with a focus on S&T Policy formulation, and in particular the capacity building activities for Science, Technology and Innovation Indicators. The meeting was briefed on activities of the African Mathematical Institutes Network (AMI-Net) and the Biosciences initiative. Overviews of initiatives in capacity building in health and the biotechnology programs were presented: traditional knowledge and medicine, tse tse fly control, sorghum in West Africa and the bio pharmaceuticals program. Finally, NEPAD informed the Cluster that business plans were under development for the Water and Energy Programmes in cooperation with the Regional Economic Communities (REC s). Dr Mawoko stressed that even though the AU/NEPAD Secretariat was based in South Africa, it is a program of the AU and it promoted the domestication of the CPA. Presentation 2: Strategy for the Development of an African Science and Technology Policy Framework, Dr Abdul-Hakim Elwaer, Director of AUC/HRST Summary: A background on the AUC/HRST, and its structure (S&T, Education and Youth divisions) was presented. With regards to establishing an African S&T Policy Framework, an overview of the five main phases was provided. The aim was to publish an African S&T Outlook with an evaluation and monitoring mechanism. In order to strengthen coordination in S&T activities in Africa, the Director of AUC/HRST presented a proposal for establishing an African Cluster on Science and Technology (ACST). The ACST will address African science problems and provide African solutions, harmonising and streamlining efforts in S&T in Africa. 4

5 Dr Elwaer presented the TOR and proposed structure for the ACST which was codeveloped with UNESCO (Mr El Tayeb and Mrs Nair-Bedouelle). The members will involve Governmental and Non Governmental partners, academies, scientific research institutions and other stakeholders.. It will target elimination of duplication and resource wastage and focus on the common goal which is the implementation of the CPA. The ACST, a working group, will be reporting to the Steering Committee of AMCOST and subsequently to the AMCOST Bureau with regards implementation of the CPA and the development of an African S&T Policy Framework. Membership of the UN S&T Cluster to the ACST would be via the Convener and Vice Convener; the UN Cluster can report to the ACST which in turn will report to the Bureau. In addition, UNESCO will be a member of the Bureau of the ACST. The meeting was informed that the proposed ACST will be presented to the AMCOST Bureau in a few days. Session 2 Chair: Mr. A. Tindimbuona (UNECA) Presentations by representatives of Members of the UN S&T Cluster Presentation 3: UNECA Summary: The update focused on the Science with Africa Conference held in Addis the 3-7 March 2008, a multilevel conference which brought together policy makers, scientists, private sector and potential donors, aiming at increasing collaboration among African scientists and their participation in international R&D projects. The Conference proceedings underlined proposed recommendations in the different thematic fields: water, energy, ICT policy and strategy for South-South cooperation, agriculture, biosciences, raising awareness for African indigenous knowledge and developing guidelines for Heath Research. UNECA informed the Cluster that in collaboration with the AUC/HRST, UNESCO and other agencies, it will constitute a working group to discuss the way forward on how these recommendations could be implemented at regional and sub regional levels. UNECA extended an invitation to all UN agencies to study their business plan available on their web site and identify potential areas of cooperation. Presentation 4: UNIDO Summary: The UNIDO representative informed the Cluster that the Ministers of Trade and Industry (CAMI) met separately to the Ministers of Science and Technology (AMCOST). However, given that science and technology is fundamental to both the AMCOST and CAMI and a cross cutting issue, it is recommended that reporting to both Ministerial Councils be considered. The Ministers of Trade and Industry adopted a plan aimed at accelerating the industrialization of countries in Africa, and by default UNIDO leads the way. UNIDO has initiated a number of activities in Africa in Innovation and Technology transfer including the ten Technology Transfer, TT Centres. Cleaner Production technologies and technology transfer in environmental technologies is also 5

6 targeted, such as the program for the textile industry to minimize the use of dyes in Morocco. UNIDO has a programme on Science and Technology Parks and S&T incubators and is setting up a network of University Chairs in innovation. It is expected that the spin offs from the Parks and incubators will result in capacity building in industrial innovation. A network of innovation centres to promote technology transfer could be created. Presentation 5: UNU MERIT Summary: Through its programs in capacity building, UNU-MERIT aims to support AU/NEPAD in the achievement of the MDGs. Since June 2006, UNU-MERIT implemented more than 20 research policy analysis and capacity building projects in areas such as hydrogen fuel cells and alternatives in the transport sector, the African technology policy studies network for the health biotech sector, innovation strategies in the agricultural and rural sectors and improved innovation indicators. UNU-MERIT has also designed a mechanism for the evaluation of innovation policies and developed a free software to be used as a tool for building computer skills. Presentation 6: WIPO Summary: Through its mandate, WIPO provides support to Universities and S&T Ministries in National IP Policies and Strategies. WIPO helped six Member States to formulate and integrate IP into national strategies: Mozambique, Uganda, Zambia, Kenya, Nigeria and Ethiopia. WIPO is currently working with Mali and Benin to develop national strategies. The major challenge is due to the lack of National University Policy on IP and in commercializing research and technology transfer. Thus, WIPO has a specific program in liaising with Universities to promote innovation and IP asset development. Universities in six African countries have received training in IP and patent drafting; as a result, 3 patents have already been produced in Gabon and Cameroon. WIPO has developed an IP audit tool questionnaire to assess countries IP related infrastructures and is targeting the priorities identified in the CPA. Participants discussed whether a Pan African Intellectual Property Organization (PIPO) could be implemented by a Summit decision. Presentation 7: UNEP Summary: The representative from UNEP encouraged the Cluster to consider the partnership s guidelines and start reporting on an interagency approach. UNEP pointed out that some of the issues discussed in this Cluster meeting were cross cutting and also discussed in other Clusters, such as the Industry, Water and Energy Clusters. It was recommended that the reports of the other Clusters be available to the UN S&T Cluster to identify commonalities. UNEP and UNESCO have worked together in an assessment of ground water in more than 6 countries in Africa. UNEP and UNIDO are working together on a process for a cleaner environment. With ACP funding, UNEP coordinates support to the AU on environmental agreements. The Cluster also needs to consider how it can 6

7 support these environmental agreements. The support of the AU with the implementation of multilateral agreements and Conventions was raised. The fate of African Conventions was discussed, such as the African Convention of Natural Resources which had as yet not held the First Conference of the Parties, despite its importance in Africa. The UN Cluster needs to follow up on the platform on climate change which embraces cross cutting issues and perhaps consider it as a cluster. There are no African Institutes/Agencies in procurement and training for remote sensing of the African environment. UNEP pointed out that opportunities to work together in Africa on environmental issues were unlimited and the Cluster should try to maximize personal potentials/mandates via a collective effort. Presentation 8: UNDP Summary: Although UNDP is not directly S&T focused on the CPA, it is indirectly involved. The issue of coherence, coordination and effectiveness in the Cluster activities was raised. Coordination at a National Level is the strength of UNDP that can be tapped by this Cluster. Key partners for UNDP are the AU and UNECA, through peer learning, knowledge management, capacity building and providing technical and financial support. Regarding S&T which is vital for the attainment of the MDG s, UNDP addresses questions such as to what extent Africa has been able to harness the S&T advances. Presentation 9: FAO Summary: The whole concept of S&T is very crucial with regards to application in the area of agricultural production and fisheries. FAO is working with UNEP on climate change and how it affects the agricultural sector. With this in mind, FAO participated in a meeting on how to transfer information to users and in particular, knowledge in the rural sector. FAO recommended the Cluster to identify issues and thematic areas based on competencies and develop a business plan for each of the priorities identified in the CPA, making the CPA user friendly. FAO suggested that maybe the Cluster can investigate how S&T can be used to help resolve the problem of the increased price of food commodities. In the past, African countries were not competitive in this area, however, given the present situation, how can Africa take advantage of this situation. FAO also outlined the important potential of STI in promoting economic development especially as regards plant and genetic material. Presentation 10: IAEA Summary: A statement made by IAEA was circulated. Résumé: Through the Technical Cooperation (TC) mechanism, the IAEA pursues its effort to achieve an enhanced contribution of nuclear technologies to sustainable development goals of African Member States in line with the TC strategic goal to increasingly promote tangible socioeconomic impact by contributing directly in a cost-effective manner to the achievement of the major sustainable development priorities of each country. The IAEA assistance to its African Member States focuses on supporting Member States under national and regional technical cooperation programmes in developing technical, managerial and 7

8 institutional capacities in various areas of nuclear science and technology and applications, including sustainable energy development, management of groundwater resources, control of human communicable diseases, support to nutritional intervention programmes, cancer management, increasing agricultural productivity, combating the tsetse fly and other pests, industrial quality control, environmental protection, and nuclear safety and security. In all the programmes supported by the Agency in Africa, special emphasis continues to be placed on capacity building through human resource development. Besides their bilateral cooperation with the IAEA under the TC programme, the majority of African Member States actively participate in the intergovernmental African Regional Co-operative Agreement for Research, Development and Training Related to Nuclear Science and Technology (AFRA). Presentation 11: UNESCO Summary: As a response to the request from the African Union (AU) Heads of State and Government to assist the AU in the implementation of the Consolidated Plan of Action (CPA) for science and technology in Africa ( ), the Executive Board (177 EX/16) and the General Conference (193 member states) of UNESCO (November 2007) approved the UNESCO Plan of Action proposed by the Director General (UNESCO Resolution 21). The governing bodies of UNESCO adopted 3 flagship projects as part of the Plan of Action: i) capacity building in science technology and innovation policy; ii) enhancing science and technology education and iii) the African Virtual Campus. An overview of UNESCO s activities in implementing the CPA was presented, with particular emphasis on STI policy. UNESCO has received a large number of requests from African States for assistance with their STI policy reviews and reformulation. UNESCO would like to cooperate with other agencies such as WIPO and UNIDO in order to review these STI policies. For more information, participants were referred to the latest UNESCO publication on Science, Technology and Innovation, Policy Initiative, Responding to the needs of Africa. A website dedicated solely to the UN S&T Cluster was presented to the Cluster. The presentations will be uploaded along with the minutes once finalized. Discussions: African Cluster for Science and Technology (ACST) 1. The Members of the UN S&T Cluster congratulated and welcomed the proposal from the AUC/HRST for the establishment of an ACST as an international partnership and a mechanism to increase the coordination between the UN S&T Cluster and the AUC and to facilitate the input of the work of the UN S&T Cluster to the AMCOST. 2. Questions arose as to whether the ACST would be the right forum to monitor commitment made by organizations and how while harmonizing one could monitor S&T. 3. The AUC/HRST informed the participants that one of the roles of the ACST was to encourage MS to increase GDP spending on S&T. The ACST will produce a report bi annually, this African Outlook will be used to monitor progress in S&T 8

9 4. One recommendation of a previous AMCOST meeting was that AMCOST and CAMI work together. How would this influence the ACST? 5. As a response to requests from participants for more information on the membership of the ACST and who would determine this membership, AUC/HRST stressed that the ACST would not replace the UN S&T Cluster. Instead, the UN Cluster should meet prior to the ACST meetings so that the Convener and Vice Convener could report back to the ACST and its stakeholders on the UN programs and activities in support of the CPA. The proposed mechanism of meetings of the UN S&T Cluster prior to that of the ACST and AMCOST was approved. 6. Is there prioritization for the ACST? Since S&T are cross cutting what possibilities for joint meetings with other Clusters? 7. Although UNESCO and UNECA will represent the UN Cluster in meetings of the ACST, it is possible that when the focus is outside the mandate of UNESCO for e.g. the role of industry, then specialized agencies such as WIPO or UNIDO would be invited to take part in the name of the Cluster. Science and Technology in Development- terminology 8. A request was made for a clear definition of the terminology used, such as: science parks, incubators, innovation hubs, technology parks, structures for knowledge development, university-industry partnerships, spin offs and industrial innovators. It was proposed that this be the focus of a next specialized Cluster meeting with a view to harmonization and to avoid mis-interpretation. R&D Indicators 9. Three years ago the AU/NEPAD produced guidelines for R&D which is widely used today. Whatever indicators are designed, developed and used for Africa, this needs to follow international standards and comparability. 10. The AUC/HRST indicated the need to unify all initiatives identified in a common statistical manual (African Statistical Manual for S&T). 11. Africa has indicators that cannot be captured in the known used Manuals. The need for tests to qualify these as indicators was stressed. 12. In 2007, the UNEP Central Statistics Offices and UNECA organized a meeting on how to capture environmental information in natural statistics and how this can be related to indicator development. STI policy 13. The AUC/HRST requested the support of UNESCO to lead the UN for the development and implementation of the AU S&T Policy Framework 14. What African ownership can be expected for STI policies? How would African countries mainstream STI policies into their development plans. 15. UNESCO has been working with African States accompanying them in their STI policy reviews and re formulation. African Members States, through their governments and Heads of States have made requests to UNESCO to assist them in their STI policy reviews and re formulation. To date 14 States have requested assistance from UNESCO. UNESCO would want to work closely with UNECA, 9

10 UNIDO and WIPO in these initiatives, whereby contributions from the respective specialized Agencies would be an asset and harmonized. UNESCO would organize a meeting in Paris for the Agencies concerned. The way forward 16. The UN S&T Cluster should be considered not only as an exchange of Cluster members programs but a mechanism to identify common activities and programs in order to promote inter-agency cooperation. 17. The AUC/HRST informed the meeting that as yet a final business plan was not identified for the CPA and strongly recommended that all agencies should read between the lines of the CPA in order to develop initiatives and activities. 18. Reports and information on all related Clusters should be made available to the members of this Cluster. 19. The Convener informed the meeting that the deliberations of this 3 rd Cluster meeting would be presented to the Steering Committee of AMCOST on the 1 May 2008 (2 days later). 20. The date for the 4 th UN Cluster meeting will depend upon the AMCOST Bureau meeting, scheduled to take place probably in October November. Conclusions: The missing link in all the Clusters is the inter Agency perspective; there is need for more coherence. Reports from other Clusters will be useful to this Cluster. UNESCO officially launched the UN S&T Cluster website and requested comments/suggestions from the participants. All Agencies expressed their satisfaction with the Cluster and working in a cluster. Common activities and initiatives will be identified so as to avoid duplication. Perhaps in this latter, UNESCO could organize a meeting among those members already working in the fields of S&T policy and indicators. Participants expressed the need also for a business plan for the implementation of the CPA.
