Supplying tenants in multiple-family housing with solar power in the Neue Heimat project Felix Benjamin Schäfer Paris, April 10th 2014

Heidelberger Energiegenossenschaft eg a student energy cooperative 1 Cooperative founded in citizen owned solar-power-plants ~ 700 kwp installed ~ 200 cooperative members ~ EUR invested Current projects New solar power plants using local supply models Development of a wind project with local partners Supply members with electricity by becoming an energy utility 2

Agenda 1. New business models for solar energy 2. Supplying tenants with solar power 3. Benefits of local energy supply models 3

1. New business models for solar energy Grid parity and self consumption 22 Ct/kWh 13 Ct/kWh Grid-associated fees Electricity tax 9 Ct/kWh Potential savings for operator =re-financing the investment EEG-fee Production and sales Solar electricity production costs Netz Grid Solar Grid parity of solar electricity production costs allows re-financing investments with significantly less usage of the feed-in-tariff. Current feed-in-tariffs are often too low to re-finance projects. Assumptions: energy price for annual consumption < kwh, installation in 2013, 50 kwp PV plant, excl. VAT 4

1. New business models for solar energy Self consumption by third parties Local supply model: Supplying third parties with solar power in the vicinity of the solar power plant without usage of the power grid ( 39 (3) EEG 2012) finances & operates Grid feed-in using feed-in-tariff (14 Ct/kWh) solar power (17 Ct/kWh) Operator/Utility /EVU Building owner or tenant e.g. industrial estate or multi-family housing Grid power (22 Ct/kWh) Buys solar energy Using local supply models, PV power plants can also be re-financed in projects where building and power plant owner differ. This way, also tenants can benefit from cheap solar power from their own roof. The feed-in-tariff is reduced to a worst case back-up for financing. 5

1. New business models for solar energy Grid parity und local supply models Grid-associated fees Electricity tax 22 Ct/kWh 17 Ct/kWh 5 Ct/kWh Potential savings customer =Potential additional profits operator EEG-fee has to be paid EEG-fee Production and sales Solar electricity production costs Netz Grid Solar Local supply models offer win-win-situations to consumers and plant operators. The difference between solar energy and grid energy price leads to potential savings for the customer and higher profits for the plant operator. Assumptions: energy price for annual consumption < kwh, installation in 2013, 50 kwp PV plant, excl. VAT 6

Agenda 1. New business models for solar energy 2. Supplying tenants with solar power 3. Benefits of local energy supply models 7

2. Supplying tenants with solar power Building cooperative energy communities Tenants invest Mo Di Mi Do Fr Sa So and can supply themselves with solar energy from their own roof Energy cooperative Other energy utility Goal: Tenants can invest in a solar energy plant on their roof as members of an energy cooperative. In this way, they can benefit from clean and cheap solar power in the long term. 8

2. Supplying tenants with solar power Neue Heimat project facts Building structure 7 multi-story buildings Inhabitants 116 tenants Electricity consumption p.a. Solar power plant Percentage of power consumed directly in the buildings Solar energy tariff (incl. VAT) ~ 350 MWh 450 kwp 31 % 25,4 Ct/kWh Basic price (incl. VAT) 6,95 /month In operation since 04/2013 Local energy supply model since 12/2013 Customers (3/2014) 14 (12%) 9

2. Supplying tenants with solar power Benefits for customers and plant operator Energy cost savings with solar tariff Savings: -100 = -11 % + fixed price on solar power fraction Additional earnings through local sales Earnings: = +10 % + Higher added value due to additional margin from energy sales + For utilities: customer retention due to attractive offer Local Utility Solar tariff Savings Energy price Basic price 100% feed-in Local supply 30% Direct consumption Feed-in-tariff Calculation based on 445 kwp solar power plant with sufficient number of customers 10

2. Supplying tenants with solar power The sum-metering-concept PV-plant 2-way-meter Meter for PV-production Virtual meter point Power grid Non-customer meters Solar customer meters No technical modification of existing meters necessary. No direct measurement of the solar energy consumed per customer. All Customers have to be supplied by the same energy utility. 11

2. Supplying tenants with solar power Experiences and proposals Experiences Assessment Proposals Metering-Concept works after intensive discussions with the grid operator Problem: No standardized processes for transition of customers between utilities Regulatory framework is needed to standardize the processes involved in this model Plant operator becomes full energy utility. This requires building up specialized expertise. Full EEG-fee has to be paid for local sold solar energy easy for existing utilities hard for small plant operators Tenants pay more for solar energy than self-consumers Fairness? low profitability -Local sales through third parties should be possible -Equal Treatment of self production and tenant supply models This pilot project shows that tenants can supply themselves with solar energy. Regulatory simplifications and standardized services are necessary for the success of similar projects in the future. 12

Agenda 1. New business models for solar energy 2. Supplying tenants with solar power 3. Benefits of local energy supply models 13

3. Benefits of local energy supply models for different stakeholders Tenants Plant operators & investors Energy utilities + Can supply themselves with cheap, clean power from their roofs + Can benefit from fixed energy production costs + Higher added value compared to pure feed-intariff + Higher added value compared to pure energy sales from grid + High customer retention due to attractive energy product In future, PV-plants <1 MWp will be financed and operated by self consumption and local supply models. This development offers attractive opportunities for consumers and companies.. 14

3. Benefits of local energy supply models for the energy system Relief of the EEG-account Avoiding additional grid construction Systemintegration When selling energy by direct consumption, no feed-in-tariff is needed. Since the EEG-fee is paid additionally, the EEGaccount is relieved in total. With this model, more PVplants are constructed in areas with tenantstructures (cities), where the grid still has a high capacity to incorporate solar power Cheap solar power plants can send local price signals to offer an incentive to consumers to adapt their energy consumption to the solar production. Local energy supply models show significant benefits for the energy system and can contribute to a cost-efficient system transformation. 15
