2 Appointment of Emeritus status is conferred by the Executive Committee, at its own initiative, or by proposal of the Director General of the Inter-American Institute for Cooperation on Agriculture. Article 16 of the Rules of Procedure of the General Directorate states: The Executive Committee may confer appointment and title of Emeritus at its own initiative or by proposal of the Director General, to staff members with high professional personnel classification, who have made outstanding contributions, have completed thirty years of professional practice, have been linked to the activities of the Institute for the past fifteen years, and have completed ten years at its direct service. Pursuant to this rule, the Director General of IICA presents to the consideration of the Executive Committee, at its Twenty-second Regular Meeting, Mr. Jaime Acosta Bernal, Mr. Hector Morales Jara, Mr. Gilberto Paez Bogarin, and Mr. Rodolfo Quiros Guardia, as candidates for consideration for the title of Emeritus. These former IICA staff members fulfill the requirements stipulated in the Institute s rules for this special distinction. The implementation of a Technical project to strengthen the irrigation system in Cañas, Guanacaste, was successfully completed. Implementation of a joint technical cooperation with GTZ to develop a Sustainable Development project in the Puriscal Region. The Agricultural Stock Market of Costa Rica (BOLPRO) was developed in coordination with other specialists of IICA February Representative of IICA in México. Mexico City. Funds from World Bank and the Mexican Ministry of Agriculture were negotiated and obtained to support the Training and Technical Assistance Program (PROCATI) Representative of IICA in Dominican Republic. The following projects were submitted to and funded by international donors: Technical Cooperation with INDRHI (funded by World Bank); The Lago Enriquillo Regional Project (funded by IFAD); Marketing, agroforestry, research, technology transfer and livestock project for the Secretariat of the Presidency (funded by IDB).
