2 Part 1: Residential Solar Request for Information: Solar installation services (residential) for Tompkins County-sited REV demonstration project As part of its Community Energy Coordination Demonstration Project, NYSEG is seeking letters of interest from providers of residential solar PV installation services who might be interested in participating in this project by offering services to customers in Tompkins County, New York. Background information about the project is provided below. We envision that participation will include some or all of the following: Prerequisite: Participating contractor in the Residential / Small Commercial NY-Sun Program Contractor company profiles will be listed on a new NYSEG on-line platform (website) NYSEG will market the project and website through multiple channels, to residents of Tompkins County (by zip code) NYSEG customers will select a contractor to get an in-person site assessment for solar PV for their home Contractors will collaborate with Taitem Engineering, as the project s market coordinator, to help develop the details of the online platform and how the opportunity is marketed Contractors will pay NYSEG lead referral fees and sales conversion fees (rates to be determined with input and acceptance by participating contractors) Note 1: Also profiled on the website will be companies offering residential energy efficiency services and community solar array membership (see separate RFIs for each of those opportunities). Note 2: A brand-name will be created for this project and used for customer-facing and community-facing marketing. Project background NYSEG s Community Energy Coordination (CEC) pilot program is one of many utility demonstration projects being implemented as part of the state s Reforming the Energy Vision (REV) initiative. CEC is being developed and implemented in the Tompkins County market in 2016 and Taitem Engineering, of Ithaca NY, is working with NYSEG to coordinate this project. Based on lessons learned and pilot program success, the model may be replicated in other communities in NYSEG and RG&E service territory. Interested parties should review the CEC Project Implementation Plan (included as appendix 1) and the CEC Q Status report (included as appendix 2) to better understand the project details. Project premise Using a NYSEG-branded online platform which markets residential energy audits, energy efficiency retrofits, premise-based solar PV, and community solar offerings, CEC will increase residential customer participation and conversion (sales) rates for participating service providers.

3 CEC will partner with selected Home Performance contractors, solar installers, and emerging community solar developers to generate leads and manage the customer experience, creating value which is monetized through lead referral and conversion fees. 5 Part 2: Community Solar Request for Information: Community solar arrays for Tompkins County-sited REV demonstration project As part of its Community Energy Coordination Demonstration Project, NYSEG is seeking letters of interest from potential developers and/or sponsors of community solar PV arrays who might offer membership to residents of Tompkins County, New York. Background information about the project is provided below. We envision that participation will include some or all of the following: Only community solar arrays located in NYISO Load Zone C will be considered for this demonstration project We are interested in learning about projects that are in the planning, construction or operating phase Eligible community solar arrays may be listed on a proposed NYSEG on-line platform (website) NYSEG will market the project and website through multiple channels, targeting residents of Tompkins County (by zip code) Interested NYSEG customers will select a community solar array to get more information, including how to become a member Developers/sponsors will collaborate with Taitem Engineering, as the project s market coordinator, to help develop the details of the online platform and how the opportunity is marketed Developers/sponsors will pay NYSEG lead referral fees and sales conversion fees (rates to be determined with input and acceptance by participating developers/sponsors) Note 1: Also profiled on the website will be companies offering residential energy efficiency services and residential solar PV (see separate RFIs for each of those opportunities) Note 2: A brand-name will be created for this project and used for customer-facing and community-facing marketing. New York State community solar structure The following figure illustrates the roles of a community solar developer and a sponsor:

6 Project background NYSEG s Community Energy Coordination (CEC) pilot program is one of many utility demonstration projects being implemented as part of the state s Reforming the Energy Vision (REV) initiative. CEC is being developed and implemented in the Tompkins County market in 2016 and Taitem Engineering, of Ithaca NY, is working with NYSEG to coordinate this project.
