1 Information Session Fall 2014

2 The Student Equity Plan The Student Success Act of 2012 (SB 1456) reaffirmed the value of focusing on student equity in the effort to improve student success. In January of 2014, in recognition and support of the importance of the need to identify and support equity and success for all students, the governor s budget proposed to target $100 million of additional Student Success and Support Program (SSSP) funding to close achievement gaps in access and success in underrepresented student groups.

3 The Student Equity Plan Education Code section et seq. and title 5, sections and outline the purpose and requirements for student equity programs: to close achievement gaps in access and success in underrepresented student groups, as identified in local student equity plans.

4 The Student Equity Plan Student Equity Plan is part of SSSP and must be integrated with campus planning in general Equity plans have been required since 1996, however they were NOT required since 2008 because during the budget crisis colleges were given flexibility that suspended this requirement. Became part of the Student Success Act of 2012 (SB1456).

5 The Student Equity Plan Initial guidelines for the plan were released in March Budget trailer bill language (SB 860) included more information about how and for whom and types of activities that can be funded with these monies in late September SMC will receive $1,089,834 (1.58% of the total funding)

6 Student Equity Plan Philosophy The philosophy of the Student Equity Plan Taskforce at SMC is to utilize the plan as a catalyst for change rather than simply a regulation we need to comply with.

7 The Student Equity Plan Conduct campus-based research on five success indicators as to the extent of student equity by gender for each of the following: Current or former foster youth Students with disabilities Low income students Veterans Students in racial/ethnic categories as defined by US Census Bureau

8 Measuring Student Equity Equity Index Score (Equity Ratio) Numerator: % of student subgroup represented in outcome Denominator: % of student subgroup represented in cohort

9 Example: Equity Index Score Calculation Outcome Cohort % of students in the outcome who are cowboys % of students in the cohort who are cowboys

10 Equity Index Score Interpretation RATIO INTEREPTATION 1.0 Proportions of subgroups are equal in outcome and cohort. >1.0 Subgroup is more prevalent in the outcome group <1.0 Subgroup is less prevalent in the outcome group - Equity gap exists!

11 Basic Skills Course Completion Cohort (Denominator) Credit student began sequence of ESL, English, and/or math courses in basic skills in First course was at least 2 levels below college-level (math) First course was at least 1 level below college-level (English/math) Reported a valid SSN Outcome (Numerator) Students in cohort who: Earned successful grade (C or better) in degreeapplicable course in same discipline at any CCC within six years

14 Student Equity Plan Funding Student Equity Success Indicators as defined in title 5 sections and 51026, are to measure: Access Course Completion ESL and Basic Skills Completion Degree and Certificate Completion Transfer

15 A. Access The percentage of each population group that is enrolled compared to that group s representation in the adult population within the community served. This percentage is frequently calculated as a participation rate.

16 B. Course Completion (Retention) The ratio of the number of credit courses that students, by population group, complete compared to the number of courses in which students in that group are enrolled on the census day of the term. Course Completion means the successful completion of a credit course for which a student receives a recorded grade of A, B, C, or credit.

17 C. ESL and Basic Skills Completion The ratio of the number of students by population group who complete a degree-applicable course after having completed the final ESL or basic skills course compared to the number of those students who complete such a final ESL or basic skills course.

18 D. Degree and Certificate Completion The ratio of the number of students by population group who receive a degree or certificate to the number of students in that group with the same informed matriculation goal as documented in the student educational plan developed with a counselor/advisor.

19 E. Transfer The ratio of the number of students by population group who complete a minimum of 12 units and have attempted a transfer level course in mathematics or English, to the number of students in that group who actually transfer after one or more (up to six) years.

20 Student Equity Plan Funding Expenditures must: Be targeted towards the populations, goals and activities prioritized in the college Student Equity Plan as defined in statute and title 5. Targeted populations, goals and activities must be prioritized based on the results of a disproportionate impact study outlined in the Student Equity Plan. Meet the purpose, and address the target populations and success indicators of Student Equity as defined in statute and title 5. Be necessary and reasonable.

21 Student Equity Plan Funding Eligible Expenditures and Activities 1. Outreach to potential student groups and communities identified in the equity plan, including targeted publications and outreach materials. 2. Student services and student services categorical programs that directly support improved outcomes on success indicators for target populations prioritized in the Student Equity Plan. 3. Research and evaluation related to improving student equity.

22 Student Equity Plan Funding 4. Hiring a student equity program coordinator and staff directly supporting and implementing student equity activities. 5. Supporting student equity planning processes. 6. Professional development, including funding of consultants to educate faculty and staff on the effects of inequities; methods for detecting and researching inequities and their effects on college programs and local communities; improving the use of data, and effective practices and methods for addressing and improving outcomes for underserved students.

23 Student Equity Plan Funding 7. Adapting academic or career related programs and courses to improve student equity outcomes. 8. Providing embedded tutoring, counseling support for learning communities, and other instructional support services that do not generate FTES. 9. In-State travel in support of student equity. 10. Other Direct Student Support including books, miscellaneous supplies and materials for students, student transportation, and child care.

24 Student Equity Plan Funding Supplanting Student Equity funding may not be used to supplant general or state categorical (restricted) district funds currently expended on Student Equity activities. Any direct student support provided should supplement, not supplant any services provided to students currently participating in college categorical programs and any other federal, state, and county programs.

25 Writing a successful proposal Review SMC s data for the Student Equity Plan on the Institutional Research website. Ensure that your proposal speaks directly to the inequities identified at SMC. The proposal should directly address at least one of the five success indicators.

26 Writing a winning proposal Answer the questions thoroughly. Help the readers understand in what ways your proposal will impact the achievement gap and what your expected outcomes are. Collaborate with colleagues. Think BIG. Think about scalability. For example, how might this proposed activity eventually impact thousands of students?
