RECOMMENDATION: This report recommends that the City Council adopt the attached resolution directing staff to seek federal FY06 Transportation Appropriation funding of $2 million for Tower Bridge Pedestrian/Bicycle Improvements and Transportation Reauthorization funding of $24 million for the Sacramento Intermodal Station and related North Central Business District Access Improvements. CONTACT PERSON: Fran Halbakken, Planning & Policy Manager, FOR COUNCIL MEETING OF: February 1, 2005 SUMMARY: This report recommends that Council approve the City of Sacramento's federal transportation priorities for the upcoming FY06 Appropriations and Transportation Reauthorization processes. COMMITTEE/COMMISSION ACTION: None. BACKGROUND INFORMATION: On October 26, 2004, City Council approved the 2005 State and Federal Legislative Platform. There will be two transportation bills introduced in Congress in the January - Department of TkANSPG

3 City Council Approval of Federal Transportation Priorities March 2005 timeframe that will provide funding opportunities for the Council approved platform. The federal FY06 Transportation Appropriations process will begin soon. In the FY05 Appropriations, the City of Sacramento received $1.5 million for R Street Improvements and $1 million for the Bridging Interstate 5 project. Staff is recommending that Council approve an FY06 Appropriations request of $2 million for Tower Bridge Pedestrian and Bicycle Improvements. The project cost is estimated at $9.4 million and it has already received federal and state funding assistance. The Transportation Reauthorization process, which has been named the TEA-3 bill, began in In January 2003, City Council approved the following reauthorization requests: Sacramento Intermodal Station - $5 million North Central Business District Access -$11 million Folsom and Power Inn Area Improvements - $10 million. The requests were submitted to Congress for consideration. The Congress was unable to reach agreement on TEA-3 and took it up again in In 2004, Congressman Matsui's TEA-3 request included the following earmarks for the City of Sacramento: Sacramento Intermodal Station - $5 million North Central Business District Access - $10 million Folsom and Power Inn Area Improvements - $9 million. The TEA-3 bill will be reintroduced in 2005, possibly as early as late January. The deadline for project submittal will be announced in January. Staff is recommending that Council approve submittal of one larger legacy project to commemorate the late Congressman Matsui. The legacy project is the Intermodal Station and related transportation improvements (known as North Central Business District Access). The 2005 request would be $24 million and is consistent with the 2004 funding target level. The projects being recommended for Appropriation and Reauthorization requests are consistent with the 2005 Federal Legislative Platform approved by Council last October. FINANCIAL CONSIDERATIONS: If the City of Sacramento is successful in obtaining appropriation and/or reauthorization funds, we will be required to provide a twenty percent local match. The source of matching funds will be Major Street Construction Tax, Measure A Transportation Sales Tax, Tax Increment, and Downtown/Richards/Railyards Development fees. Staff will come back at a later date to appropriate the funds to projects and identify the matching funds. 2

4 City Council Approval of Federal Transportation Priorities ENVIRONMENTAL CONSIDERATIONS: This activity is not considered a project as defined by Section of the California Environmental Quality Act (CEQA) guidelines. The activity involves no physical construction and has no potential to cause a significant impact on the environment (CEQA Section (b)(3)). POLICY CONSIDERATIONS: The actions contained in this report are consistent with Council policies of leveraging local funds with federal and state funds. The projects recommended for funding are consistent with the City of Sacramento's Strategic Plan goals of improving and diversifying the transportation system and enhancing and preserving neighborhoods.
