1 Chamber News & Events The German Chamber of Commerce in China Seminar: Corporate Credit Risk Management in China 22 nd March 2007, Kerry Centre Speaker: Mr. Jean-Michel Lafage Deputy Regional Director, Head of China Operation - Coface The German, French, Danish, Benelux, American, and European Chambers of Commerce jointly invited participants to attend this breakfast meeting, to provide companies operating in China with a better understanding of setting and managing payment conditions with their business partners. Auditorium Mr. Lafage commented on the findings of the 2006 Coface Survey on Corporate Payment Behaviour in China. During his presentation, he gave an overview of accounts receivable management in Chinese and foreign firms in China, payment conditions offered in China, and accounts receivable management systems used by Chinese companies. A report on payment experiences in different economic sectors and an outlook on payment trends in these sectors completed his presentation. Speaker, Jean-Michel Lafage Coface Key Information & Statistics More than 50% of the companies interviewed use the open account as their unique condition of payment. In 2006, 88% had more than 30% of their turnover on open accounts, a year-on-year increase of 47%. Standard payment terms remain at 30 to 60 days, with around 80% of the companies granted up to 60 days over the last two years. However, there is a growing tendency to accept longer payment terms. There has been no significant improvement concerning overdue accounts over the last two years. In 2006, 32% of companies interviewed had more than 2% of their sales overdue for fewer than 12 months, while 18% had at least 2% of their sales overdue for more than 12 months. Private Chinese companies remain the riskiest type of companies in absolute terms. With a growth rate of 39% p.a. in trade volume, proper assessment of their credit status and management skills will become crucial to expand trade as safely as possible. This trend is going to continue and will soon encompass today s 3rd and 4th Tier Cities. Therefore preparing an organisation for expanding to cities outside or is of strategic significance for every professional HR manager. The three speakers demonstrated how to prepare for this shift. After the presentations and a lively discussion, participants were invited to the Hilton Zeta Bar for a further exchange of ideas and networking. The Q&A Session Workshop: M&A by Foreign Investors in China 26 th April 2007, German Chamber Speaker: Mike Braun Partner - Deloitte & Touche Financial Advisory Services Limited, Workshop Attendees A considerable amount of foreign investment in China is made through the acquisition of local companies. The comparably short development period of the Chinese M&A market, insufficient legal regulations, and cultural peculiarities make due diligence on the M&A target indispensable, to keep investment risk down. The workshop used a number of case studies, drawn from the experience of 50 completed due diligence investigations, to show which risks and value deductions can result from such a process. The concluding discussion, revolving around troubles encountered in similar transactions, revealed that Chinese companies are not yet accustomed to international standards for valuation of a company, and often lack internal control mechanisms. More than 60 people crowded in to make the night a success. The Chameleon also offers German food and beer, it s special menu was well received. in and the experiences of fellow businesspeople in China. We are now looking forward to the warm summer nights, when the Stammtisch can be set up in the Biergarten. Around 40 interns and young professionals met at Die Kochmützen restaurant in March to network and enjoy the German specialities offered on the special discount menu. Ltd. Speaker May: Mr. Prof. Hinrich Julius Head of the Law Co-operation Office - GTZ The Legal Working Group of the GCC meets every two months to discuss current legal issues. The group consists of lawyers working for law firms and in-house lawyers of bigger companies. The goal of the Group is the exchange of information and experiences on legal developments that are of special importance for German representative offices and German-invested enterprises in China. Chamber members and external experts give presentations to open the Q&A and discussion session. Dirk Bongers PricewaterhouseCoopers In the second presentation, Mr. Schumann provided an overview of the Chinese banking market. Since the Regulation of the People s Republic of China on the Administration of Foreign-funded Banks (promulgated: ) and the Detailed Rules for the Implementation of the Regulation of the People s Republic of China on the Administration of Foreign-funded Banks (promulgated: ) took effect on 11th December 2006, whollyforeign owned banks and Sino-foreign JV banks can operate without any regional restrictions and are entitled to offer RMB The meeting in April focused on two hot topics. First Mr. Bongers gave an in-depth presentation on the new Chinese Corporate Income Tax Law, adopted on 16th March The unified corporate income tax rate of 25%, which will be implemented from 1st January 2008, will have different effects on companies according to their field of business. While the abolishment of general tax holidays on manufacturing enterprises and export oriented enterprises implies higher tax rates for these companies, the law is good news for trading companies and service providers, who were subject to a 33% percent tax rate. As German-invested companies in North China are less production-oriented than in the South, the law will have a positive effect on many GCC members. It remains to be seen how economic development zones will position themselves to attract foreign investment, after losing the advantage of general tax incentives. Future preferential tax treatments will primarily be granted to high/new tech enterprises as well as small and thinprofit enterprises, however the exact definition of eligible companies is not included in the new CIT Law. The definition will be published in the implementing rules later this year. Detailed regulations for the 5-year grandfather period granted to enterprises approved before the publication of the new law, and to high/new tech enterprises established within special areas for promotion of foreign economic co-operation and technological exchange, have also not yet been announced. The scope of RMB Business that branches of foreign banks may conduct remains restricted by the new regulations. Comparable new products on the Chinese market such as credit cards and mortgages will play a major role in the sector and offer bright development perspectives, however the Detailed Rules for the Implementation set high administrative hurdles for founding a bank or a branch. Furthermore, foreign banks entering the market will face a market with limited investment possibilities, a limited product range, and a shortage of qualified talent. In this context, sophisticated branding and an appropriate business model are key success factors. In the May meeting, Prof. Julius spoke about the new property law (passed: ), and the effects it will have on foreign companies and investments. China and Mr. Xu Zongheng Mayor of Shenzhen The discussion covered: the Chamber s annual Business Forum China at First Hand, which successfully took place in Stuttgart this year; the progress of the Chamber s joint publications GC Ticker and the Membership Directory 2007/2008; the threeyear Deutschland und China Gemeinsam in Bewegung initiative; Germany s mandate during this year s EU presidency; the co-operation with GCC Hong Kong; and GCC Guangzhou s new responsibilities in Sichuan. After the meeting, the board met German companies from Shenzhen for an informal cocktail reception. The next day, the board was invited to visit the facilities of ZTE, China s largest public owned telecommunications corporation, as well as to a meeting with the Mayor of Shenzhen, Mr. Xu Zongheng. In view of the rapid expansion of Shenzhen, a city that is only 27 years old, Mr. ZTE factory visit Xu expects many possibilities for co-operation projects with German enterprises in the infrastructure sector, but also in the fields of high technology, logistics, and environmental protection. After getting the same number of votes as his competitor, Mr. Frank Jaeger, GM of TCA, during the first election, Mr. Keith Poon, Siemens China- Guangzhou, finally won to take the third seat on the board. Prof. Dr. Monika Schaedler and German Consul General Friedrich Carl Bruns On March 13 th, Prof. Dr. Monika Schaedler presented how the locus of decision making, means of controlling, and CSR measures affect a company s performance. The event took place in the Consul General s residence in Guangzhou. The next day her colleagues Dr. Renate Krieg and Tatjana Erlewein presented how abiding to high CSR standards can strengthen enterprise competitiveness. The event in Shenzhen was held in the Kempinski Hotel. HR Roundtable: Effective Interviewing & Assessment Skills for PRC Employees 28 th March 2007, Hewitt Associate Office Guangzhou Speaker: Ms. Vicky Wong chaired the discussion on effective interviewing techniques and candidate assessment skills in Hewitt Associates Guangzhou s meeting room. Over 15 participants joined the dialogue, marking the revival of the GCC Business Roundtable event series. These gatherings offer members a frank and open forum to discuss the challenges that face companies working in Southern China and to analyze how to translate solutions into everyday practices. bfai s Survey on the PRD Economy Launch 3 rd April 2007, Guangzhou 12th April 2007, Shenzhen Speaker: Dr. Roland Rhode bfai Dr. Roland Rhode from the Bundesagentur für Außenwirtschaft (bfai) presented the findings of his recent 2007 Pearl River Delta Study in Guangzhou and Shenzhen. The Study is a joint bfai and GCC Guangzhou / GIC Hong Kong publication. The presentations took place on 3 rd April, during the AGM of the GCC in Guangzhou s Garden Hotel and on 12th April during the Meet the All China Board mixer in Shenzhen. Presenter Claus Schürmann explained in PricewaterhouseCoopers Shenzhen Office how the new law could influence foreign investments, what chances and risks result through it, and how to prepare for the changes. In Guangzhou, Mr. Rio Chan held a presentation in the Ernest & Young Office covering not only new developments in tax policies but also non-tax developments, issues that may have a significant impact on foreign investors who have operations in China, and about possible precautionary actions. HR Roundtable: Labour Contract Law 25 th April 2007, Hewitt Associate Office Guangzhou Speakers: Ms. Nancy Wu Talent and Organization Consultant - Hewitt Associates Jonathan Isaacs Lawyer - Baker & McKenzie GCC members gathered to discuss the impacts of the second draft changes to the Labor Contract Law. First, Ms. Nancy Wu from Hewitt Associates showcased the results from their survey on the attitudes of foreign companies towards the Chinese Government s changes to the employment law landscape. In the following, we have put together some extracts of Mr. Schröder s speech. The full speech will be made available online. Meine sehr geehrten Damen und Herren, Obwohl ich nun sicherlich zum zehnten Mal in meinem Leben in China bin, so bin ich doch immer wieder aufs Neue beeindruckt von der Dynamik dieses Landes und insbesondere dieser Stadt. Ich bin überzeugt: Wer einmal in China gewesen ist und diese Veränderungen in Gesellschaft, Politik und Wirtschaft mit eigenen Augen gesehen hat der kehrt verändert nach Deutschland zurück. Ich habe diesen Bedeutungszuwachs für China bereits bei meinem ersten Besuch als Bundeskanzler in diesem Land gespürt. Und die Entwicklung in China - und im Grunde genommen in ganz Asien - war für mich eine wesentliche Erkenntnis dafür, dass wir in Deutschland eine Reformpolitik brauchen, die uns auf die Herausforderung der Globalisierung einstellt. Viele in unserem Land ziehen ja immer noch die Decke über den Kopf und denken, dass wir mit dem Wirtschafts modell des rheinischen Kapitalismus gegen die weltweite Konkurrenz bestehen könnten. Um nicht missverstanden zu werden: Ich bin kein Anhänger des Neoliberalismus oder des Turbokapitalismus geworden. Im Gegenteil: Ich bin davon überzeugt, dass die soziale Marktwirtschaft das beste Fundament für erfolgreiches Wirtschaften ist. Aber wir müssen unsere Wettbewerbsfähigkeit verbessern, unsere Sozialkosten auch angesichts der demographischen Entwicklung begrenzen und auf den einzigen Rohstoff setzen, den unser Land besitzt: Das Wissen und die Talente unserer Menschen. Daher war der Kern der Agenda 2010, zum einen durch Reformen die Sozialsysteme in ihrem Bestand zu erhalten und zum anderen durch verstärkte Investitionen in Bildung, Forschung und Entwicklung unsere Wettbewerbsfähigkeit zu stärken. Das ist uns gelungen, und die aktuelle konjunkturelle Lage in Deutschland zeigt, dass nicht nur die Weltwirtschaft sich blendend entwickelt, sondern die Reformpolitik in Deutschland auch ihre Ergebnisse zeitigt. Das deutsche Wirtschaftswachstum birgt aber eine Gefahr: die Bequemlichkeit. Mein Rat an die deutsche Politik ist, sich jetzt nicht zurückzulehnen, sondern die Reformpolitik konsequent fortzusetzen. Denn wer einen Blick auf China wirft, wird schnell erkennen, dass die Entwicklung hier immer noch weitaus dynamischer ist, als in Europa. Wir freuen uns in Deutschland zu Recht über ein Wachstum in diesem Jahr von mehr als 2 Prozent. Hier in China, sicherlich von einer niedrigeren Basis aus, wird das Wachstum vermutlich zweistellig sein.das zeigt: die Konkurrenz ist uns auf den Fersen. Meine Damen und Herren, entscheidender Katalysator für den ökonomischen Systemwandel in China war der im Jahr 2001 vollzogene Beitritt zur Welthandelsorganisation WTO. Einen Beitritt, für den ich mich als deutscher Bundeskanzler immer stark gemacht habe, weil ich davon überzeugt war, dass für uns alle die Vorteile überwiegen. Nach dem Beitritt Chinas zur WTO zeigt sich, dass dieser Schritt für China aber auch für Europa und das multilaterale Handelssystem ein echter Gewinn ist.mit dem Beitritt hat China erklärt, den rechtlichen Rahmen anzuerkennen, den die WTO-Regeln für den Welthandel vorgeben. Dabei sind in den Beitritts verhandlungen von China erhebliche Zugeständnisse gemacht worden. Dem WTO-Beitritt verdanken wir das stetig wachsende Engagement internationaler Unternehmen in China ebenso wie die positiven Tendenzen in den deutsch-chinesischen Wirtschafts beziehungen. Deutschland ist heute Chinas wichtigster Handelspartner in Europa wie auch China Deutschlands größter Handelspartner in Asien ist. Dies ist auch das Ergebnis der Arbeit von Institutionen wie der Deutschen Handelskammer in.die deutsch-chinesischen Wirtschafts beziehungen haben sich in den vergangenen Jahrzehnten, aber insbesondere in den vergangenen fünf Jahren in einem atemberaubenden Tempo entwickelt. 8 The German Chamber of Commerce in China Chamber News & Events Nur ein Vergleich: Im Jahr 1972, als unsere beiden Länder diplomatische Beziehungen aufnahmen, betrug das Handelsvolumen nicht einmal 500 Millionen US-Dollar. Heute beträgt es mehr als 76 Milliarden US-Dollar. China ist nach den USA der zweitwichtigste deutsche Exportmarkt außerhalb Europas. [...] Birgit Tiefel, Thomas Dorn (Demag Cranes), Guenther Strobel (DEKRA) selbst verschuldeten sozialen und ökonomischen Rückstand herauszukommen. Und wenn man sich die Entwicklung der vergangenen zwei Jahrzehnte anschaut, insbesondere die Lebensstandards von Asien und Afrika vergleicht, dann hat Asien eine gewaltigen Sprung nach vorne getan, der Milliarden Menschen ein besseres Leben ermöglicht. Wie kann Deutschland auf diese Herausforderungen reagieren? Wir müssen erstens an unserer deutschen China-Politik festhalten, wie sie von mir, aber auch von meinen Vorgängern seit Aufnahme der diplomatischen Beziehungen geprägt wurden. Im Jahr 2004 haben wir beim Besuch von Ministerpräsident WEN in Berlin eine strategische Partnerschaft zwischen unseren beiden Ländern vereinbart. Strategische Partnerschaft bedeutet, dass wir die Beziehungen auf allen Feldern konsequent ausbauen wollen in Politik, Wirtschaft, Wissenschaft und in der Kultur. Das kann aber nur gelingen, wenn sich die beteiligten Partner in gegenseitigem Respekt vor ganz unterschiedlich gewachsenen Kulturen begegnen und ein Vertrauensverhältnis entwickeln. Nur so werden wir Einfluss auf die Entwicklung in China nehmen können. Zweitens müssen wir China noch stärker als bisher in einen globalen Dialog einbinden. Das betrifft vor allem Fragen der Sicherheit und Stabilität. China betreibt eine verlässliche Außenpolitik, und ich bin der Auffassung, dass China bei friedlichen Konfliktlösungen nicht nur in Asien, sondern weltweit eine stärkere Rolle zufallen sollte. Auf der anderen Seite haben insbesondere wir Europäer ein Interesse über die Schattenseiten der wirtschaftlichen Dynamik mit China zu sprechen insbesondere über die Umweltbilanz und den gewaltigen Energiebedarf der chinesischen Volkswirtschaft. Mein Eindruck ist, dass auf chinesischer Seite eine große Aufgeschlossenheit besteht, darüber zu sprechen und zu gemeinsamen Ansätzen zu kommen. Eines sollten wir Europäer jedoch nicht tun: Kritik üben an dem Streben der Menschen in diesem Land, zum westlichen Lebensstandard aufzuschließen. Ich halte die Entwicklung in China nicht für einen Angriff auf unsere Gesellschaften, wie manche uns glauben machen wollen. Sondern es ist das pure Recht der Menschen, aus einem nicht Ulrich Mäder ( Texfit Garment), Linna Koppitz-Li, Ralph Koppitz (Taylor Wessing), Dr. Silvia Kettelhut Manfred Rothgänger and Gerhard Schröder Frank Forchert (Still) and Martin Benzinger (Trumph Group) Dr. Anne Däntzer (Schott), Barbara Hans (Mint organisation), Andreas Odrian (Commerzbank) Wer Frieden, Stabilität und Wohlstand in Asien und darüber hinaus fördern will, dem muss daran gelegen sein, dass China eine verantwortungsvolle, multilateral angelegte Politik weiterführt. Gerade darauf ist die strategische Partnerschaft der Europäischen Union und Deutschlands mit China ausgerichtet. Auf konstruktive Zusammenarbeit und Einbindung. Und lassen Sie mich anfügen: mit diesem Ansatz vertragen sich Sanktionen gleich welcher Art nicht. Sanktionen zielen auf Isolierung und Diskriminierung. Wir müssen dagegen auf Kooperation, auf Integration und auf Wandel setzen. Meine Damen und Herren, lassen Sie mich drittens eine Bemerkung zu den Herausforderungen machen, vor die uns der Energiebedarf der aufstrebenden asiatischen Staaten stellt. Mit großem Erstaunen verfolge ich die Debatte in Deutschland über die Frage, wie wir angesichts der globalen Konkurrenz um Energieressourcen mit unseren Lieferländern umgehen sollen. Wir haben in Deutschland den Luxus zwei äußerst zuverlässige Energielieferanten zu haben: Norwegen und Russland. Zudem gewinnen wir mit der nachhaltigen Energiepolitik, die unter Rot- Grün begonnen wurde, eine größere Unabhängigkeit von fossilen Energieträgern. [...] Meine Damen und Herren, deswegen braucht China Unterstützung, um seine Energieeffizienz zu verbessern und seine Erneuerbaren Energien auszubauen. 9 Chamber News & Events The German Chamber of Commerce in China [...] Inzwischen nimmt Deutschland bei der Energieproduktivität international neben Japan den Spitzenplatz ein. Dies gilt auch für den Ausbau der Erneuerbaren Energien. Hier ist Deutschland weltweit technologisch führend. Seit 1998 hat sich in Deutschland der Anteil der erneuerbaren Energien am Stromverbrauch mehr als verdoppelt. Der Anteil der Erneuerbaren Energien kann sich bis 2020 auf 25 Prozent, bis 2030 auf 45 Prozent steigern. Meine Damen und Herren, lassen Sie mich abschließend noch etwas zur inneren Situation Chinas sagen, weil dies in Deutschland häufig kritisch diskutiert wird. Die chinesische Gesellschaft wird offener und pluraler wenn auch nicht mit der Geschwindigkeit und in dem Ausmaß, die viele unter uns gerne sähen. Der Schutz der Menschenrechte und des Privateigentums wurde im Jahr 2004 in die Verfassung aufgenommen.dies alles mag vielen nicht weit genug gehen. Es zeigt aber: Es gibt Fortschritte bei der Stärkung von Rechtsstaatlichkeit und der Achtung der Menschenrechte. Gesellschaft konstruktiv unterstützen sollten. Gerade darauf ist der von mir im Jahr 1999 vereinbarte Rechtsstaatsdialog ausgerichtet. Er ist ein wichtiger Beitrag zur strukturellen Verankerung rechtsstaatlicher Prinzipien in allen Lebensbereichen in China. [...] Meine Damen und Herren, eine auf breit angelegte Zusammenarbeit und gemeinsame Bewältigung globaler Herausforderungen ausgerichtete Politik mit China liegt sowohl im europäischen als auch im deutschen Interesse. Wir wollen konstruktive Beziehungen zu China zum gegenseitigen Nutzen unserer Völker, zur Stärkung von Frieden und Stabilität. Ein im Innern stabiles, modernes und rechtsstaatliches China wird auch in regionalen und internationalen Fragen ein berechenbarer, verlässlicher und verantwortungsvoller Partner sein. Gewiss, die Entwicklung in China braucht Zeit. Aber die Öffnung des Landes und die Integration in Weltwirtschaft und internationale politische Strukturen werden den Wandel im Land weiter vorantreiben. Change transformer capacity fee (fixed monthly fee based on max. demand decided by power supply company, which is at least 40% of the transformer capacity (mainly used in ) and the overall transformer capacity. 3. Improve power factor releases capacity and capital (releases additional power capacity and saves investments when power demand increases). 4. Moving consumption from Peak to Valley can save 40% of the variable price. From his experience, Mr. Budden isolated three critical success factors for merger integration: clarity of purpose, control, and people management. Clarity of purpose means that you have to build a clear understanding of the rationale for the merger across all areas of the business; control means not letting the programme divert attention from managing day-to-day operations. The most important thing for integration is to have a team who really understand what needs to be achieved and works together. Resent research by Deloitte shows there are 8 unique factors for merger integration in China: compliance with parent company standards, local regulations, laws and stakeholders, head office expectations, tax benefits, unexpected surprises, systems of management, and communications and training. All these factors are superposed with the term culture. Human Resources Workshop: A Battle for Leaders 24 th April 2007, Sofitel Hotel Chair: Mr. Rolf Koehler HR Director Asia - Freudenberg Group Speaker: Mr. Norman Hwang HayGroup The session was opened by the new leader of the HR Workshop, Mr. Rolf Koehler. The business world is currently facing a significant shortage of leaders. In the Western world, the implications for business of the Workshop leader Rolf Koehler impending retirement of the baby boomer generation in 5-10 years are well documented. Countries such as China and India are experiencing rapid growth, which at the same time is fueling their need for leaders. How organisations respond to these demographic events, the recruitment and the development of the next generation of leaders, are all becoming an increasingly pressing question. Mr. Hwang described key reasons behind this lack of talent: the rapidly changing market which does not allow the right leaders to develop, the higher expectations of leaders resulting from fierce competition, etc. He then went on to discuss how this problem can be solved; e.g. by recruiting faster and strengthening team and organisational leadership capability. Mr. Johannes Pflug Member of Parliament Dr. Albrecht von der Heyden German Consul General Prof. Dr. Däubler-Gmelin s speech focused on four key points. 1. Internal European relations: The role of the EU is even more important now than when it was set up. Not to prevent wars, but to deal with issues that can not be solved by one nation alone, such as environmental problems, climate change, and energy supply. A key domestic challenge is that people are used to the presence of the EU and thus do not value its work, instead only seeing problems such as a lack of transparency, cost, and red tape. 2. External politics of the EU: To be heard, the EU must speak with one voice on the international political arena. Especially as the world power is shifting, it is important for European countries to band together and lobby their point as one. 3. Work flow in the UN: Prof. Dr. Däubler- Gmelin highlighted China s problem of conflicting obligations between the right of veto and bilateral relations with Africa. 4. UN Spring Summit: In this part she highlighted energy and climate change. The efforts of the EU will not be enough, so other nations like China must be made aware of the problems and helped in achieving and setting realistic goals. Prof. Dr. Däubler-Gmelin concluded that even in the half year that Germany has now had the European Presidency, things have changed. She emphasised that Europe is not for the elite, but for each and every citizen. Mr. Pflug joined the Chamber evening on his way through China, as part of a political delegation. He highlighted the places he had been and pointed out the great benefit and learning potential of these trips. He placed great emphasis on the fact that these trips are not just a way for politicians to get a free holiday. The final speaker, Dr. Albrecht von der Heyden, spoke about how the EU commitment is strongly visible in the close relations between the 21 European consulates present in. This is especially visible in terms of joint co-operation for events such as the Olympics, EXPO 2010, etc. He finished with the sentiment that each member state becomes stronger through a strengthened EU. Hilarity and a heated discussion ensued when Mr. Hans-Jürgen Iffländer of Kiekert was asked to come on stage and defend his point, having stated his admiration for politicians who are able to, on such short trips, gain enough understanding to discuss the problems of such complex countries as China. 1 June - July 2007

The new project of the Delegation of German Industry & might be what you are looking for. The shortage of practically skilled workers with hands-on experience in China, especially in the Yangtze Delta Region, is becoming increasingly severe. In response to this, the AHK plans to establish a new training centre in Taicang (Jiangsu Province), which will be run in co-operation with the Chien Shiung vocational school in Taicang. The overall goals of the training centre are to offer both: Practically oriented long-term vocational education for skilled workers (in line with the German dual system of vocational education); and to Provide further on-the-job training (berufsbegleitende Meisterausbildung) for skilled workers who need management and leadership skills to work as group leaders. project will be strongly supported by German experts on vocational training. Since this kind of education strongly depends on the co-operation Mr. Wang presents his group s results and participat i o n o f t h e companies, a working group on vocational training has been setup. The working group is hosted by Ms. Bettina Schön-Behanzin, Managing Director at Rittal Electro-Mechanical Technology Co. Ltd. It will serve as a platform for the participating companies in order to tailor the training to the actual needs of the companies. Carlito Schröder Project Manager Hanns Seidel Stiftung Nanjing (front right) at the AHK on 14th May Training, which is set to start in September of this year, will run in co-operation with German companies or German-Chinese JVs. This is to guarantee a practically-oriented, hands-on training, as well as a close link with the participating companies. The project, which was presented during the Taicang Business Brunch in February this year as well as during the Special Breakfast Seminar in March, has already gained a lot of interest among the international business community. The training offered corresponds to the dual system of vocational education in Germany, however it may be slightly adjusted to reflect local needs. Die Berufsausbildung von Facharbeitern in China ist ungenügend besonders deutsche Unternehmen, die an ein duales und komplettes Ausbildungssystem gewöhnt sind, haben Mühe, gleichwertig ausgebildete Facharbeiter in China zu finden. Viele deutsche Großunternehmen haben deshalb zusammen mit der lokalen Regierung oder Berufsschule Ausbildungszentren gegründet. Die Gesellschaft für Technische Zusammenarbeit (GTZ) unterstützt seit ca. 20 Jahren deutsche Unternehmen beim Aufbau und der Verwaltung von Ausbildungsstätten. Die Personalgehälter sind in durchschnittlich 20% niedriger als in. Die Gehälter gestalten sich in chinesischen Unternehmen anders als in ausländisch finanzierten Unternehmen. Die Sozialabgaben, die vom Arbeitgeber abzuführen sind, belaufen sich in auf ca. 40% des Bruttogehalts. Die Mitarbeiterfluktuation in fällt laut einer Umfrage von Hewitt Associates mit 8,2% pro Jahr geringer als in (10,2%) und Shenzhen (12,7%) aus. Angesichts der hohen Jobfluktuation in China nutzen die Unternehmen neben dem Gehalt eine Reihe zusätzlicher Maßnahmen, um besonders gefragte Mitarbeiter an sich zu binden. Dabei ist die Bedeutung von Wohnungskrediten und Geschäftswagen in den letzten Jahren etwas zurückgegangen, während insbesondere die Übernahme der Unterhaltskosten für den Privatwagen sehr stark an Gewicht gewonnen hat.
