113 US Dental Students Ready for Rise in Debt

1 March 26, 2013 Dear Member of Congress, On behalf of the American Student Dental Association (ASDA), we are pleased to share our priorities for the 113 th U.S. Congress. The American Student Dental Association is the largest national student-run organization that protects and advances the rights, interests and welfare of dental students. It introduces students to lifelong involvement in organized dentistry and provides services, information, education, representation and advocacy. The members represent over 19,000 dental students, or 89 percent of the nation s dental students, at 62 dental schools in 57 congressional districts. The escalating cost of undergraduate and graduate degrees presents a significant threat to the financial welfare of not just students, but our society. The dental student is no different. According to the American Dental Education Association, the average dental student graduates with upwards of $203,000 of student loan debt an increase of over 66% in the last decade and an amount vastly exceeding the national average. This debt can jeopardize a new dentist s ability to choose their preferred career path while rising educational costs might also discourage potential students from pursuing dental school altogether. ASDA has advocated for the increase in access to need-based student aid, as well as improved access to Income-Based Repayment and Public Service Loan Forgiveness Plans. However, the time has come for more financially sustainable, long-term options to combat these unrivalled costs. The 113 th Congress has the opportunity to address the imminent student debt crisis through legislating measures that will protect dental students and future dentists these measures can include proposing loan interest rate reductions and/or appropriating the necessary funding to both health and education programs that provide grants and scholarships to dental practitioners and researchers. ASDA considers student debt the top federal legislative priority but there are certainly more issues that impact the training of a dental student, for which we have provided in the subsequent legislative agenda. It is our hope that you heed the concerns of your constituents. 2 American Student Dental Association Priorities for the 113 th United States Congress Student debt Dental school tuition has nearly doubled since 2000 New dentists are faced with varying amounts of debt, which can inhibit their ability to choose a preferred career path open a practice, pursue a residency, provide public health service Escalating educational costs may discourage potential students from pursuing dental school ASDA advocates for graduate-professional aid in the following areas: o An increase in access to need-based student aid; o Improved access to Income-Based Repayment & Public Service Loan Forgiveness Plans; o Strengthening regulations for the protection of private student loan borrowers; o Measures that would reduce student loan interest rates; o Other financially sustainable, long-term solutions Barriers to care Access to quality dental care is a continual problem that must be resolved. ASDA applauds the Federal Government s efforts to increase access to dental care through the National Health Service Corps (NHSC) as well as supporting residency training through Graduate Medical Education Due to the need for dental treatment in urban, rural or underserved areas, non-dentist practitioners known as midlevel providers are utilized in certain states and are working to inappropriately expand their scope of practice Midlevel providers are not trained dentists and should not be performing irreversible surgical procedures, however both legislative and regulatory efforts have continued to fund pilot programs throughout the country that examine substituting these practitioners for licensed dentists As of December of 2012, the NHSC posted 215 vacancies for primary care dentists (general and pediatric) in 37 states and Washington, D.C. ASDA advocates for: o A solution to the barriers to care issue that does not include midlevel scope expansion; o Continued support of increased reimbursement under public health programs along with expansion of coverage for a full array of procedures; o Efforts to fill NHSC primary care dentist vacancies with licensed dentists Health care reform dental materials The Affordable Care Act featured a 2.3% medical device tax to be implemented in 2013 Taxation on dental equipment and procedures is an unnecessary cost to the dentist, which can potentially be passed on to the patient ASDA advocates for: o An elimination of 2.3% or any tax on dental devices 211 E.
