1 Franklin County Location Based Response System GIS Project NOTICE: In order to allow two weeks from the time of the publication of the legal notice of the RFP s availability until the proposal due date, the deadline for proposal submission has been extended until Thursday, May 29 th 2008 at 4:00 p.m. ET and the reading of the proposals is delayed until Friday, May 30 th 2008 at 10 a.m. ET. Questions and Answers Q1 - Will there be a pre-bid meeting? A1 - There is no pre-bid meeting scheduled. Q2 Is your street really called West Liberty Street? A2 No, it is just Liberty Street. Q3 - How do we obtain a copy of the COMBAT centerline file? A3 The COMBAT files are posted on the MORPC FTP site. 2 Q6 - Would MORPC provide source/ reference datasets for the following OR will it only facilitate the acquisition of such data Missing lines on Public Roads (Reference: RFP Section II. Project Scope, sub-section A. Centerline Layer, number 1. Completeness, page 3) A. Facilitate to the best of our ability. Source materials such as subdivision plats and aerial photography to identify missing streets (Reference: RFP Section II. Project Scope, sub-section A. Centerline Layer, number 1. Completeness, page 3) A. Aerials will be made available. Subdivision materials to the best of our ability. Documentation of Private Roads and Paths (Reference: RFP Section II. Project Scope, sub-section A. Centerline Layer, number 1.Completeness, page 3) A. MORPC will make these materials available. Potential address ranges (Reference: RFP Section II. Project Scope, sub-section B, page 2) A. MORPC will make source materials available for creating a master grid DTM data for 3D calculations (Reference: RFP Section II. Project Scope, sub-section A. Centerline Layer, number 2.Topology, page 3) A. For Franklin County, difference between 2D and 3D not that much different. However, the method used should result in segment length being the traversed distance. In the case of a city street with minimal slope, 3D will be the same as 2D. However, there will be cases where longer roads with some slope will have a greater traversed (3D) distance than what can me derived from aerial photography. The Franklin County Auditor has 2007 DEM and Lidar data as part of the OSIP project orthos for digitizing accuracy for Centerline Layer (Reference: RFP Section II. Project Scope, sub-section A. Centerline Layer, number 2.Topology, page 3) A. Yes. Ortho-photography will be made available. Connectivity with adjacent counties (Reference: RFP Section II. Project Scope, subsection A. Centerline Layer, number 2.Topology, page 4) A. MORPC will discuss this issue with adjacent counties. The COMBAT file has an accurate county boundary, however the consultant will be required to make connections to adjacent county roadways.

3 Source material for developing the grid layer (Reference: RFP Section II. Project Scope, sub-section B. Potential Address Ranges, number 1. Development of County wide Address Grid Layer, page 5) A. Yes. Comprehensive list of missing addresses (Reference: RFP Section II. Project Scope, sub-section C. Address Points Layer, number 1. Completeness, page 6) A. As comprehensive as possible. However, the consultant will be required to correct for comprehensiveness. Building foot-pints and parcel details to understand multi-tenant occupancy on a single parcel (Reference: RFP Section II. Project Scope, point C. Address Points Layer, number1.completeness, page 6) A. No. However, address point materials will provide some assistance. Data for populating the attribute fields (Reference: RFP Attachment A_OGRIP_LBRS_Specifications2008 Section of the Attribute Definition, page 9) A. The COMBAT file is as complete as it can be. The consultant is responsible for populating fields that are missing data. Q7 - We would like to understand the format of data that will be provided by MORPC. A7 - Data can be provided in electronic format or shape files (or geodatabase) as necessary, with the exception of the potential address grid source materials which will be paper copies. Q8 - Could we get an approximate percentage on the updation required/completeness of the COMBAT database? (Reference: RFP Section II. Project Scope, point A, page 2) A8 - No actual estimate is available for address points. A general assumption for corrections and completions is 15% on the center line and 40% on address materials. Q9 - Does the scope of work also involve updating existing attributes? (Reference: RFP Section II. Project Scope, point A, page 2) A9 - Yes. The completed project is expected to have complete and accurate attributes. Q10 - Can we get a sample of the COMBAT database? (Reference: General Query) A10 - Yes. The COMBAT files are available on the MORPC FTP site. See question #3 on the question and answer page of the RFP site. Q11 - Does MORPC have any application to extract address points from the video files? If not, how does it recommend these points be extracted from the videos. (Reference: RFP Section II. Project Scope, point C. Address Points Layer, number1.completeness, page 6)

4 A11 It is our understanding that x,y data is a product of the project and should be available to the consultant when finished hopefully late Fall of Q12 - We would like to clarify if the missing public roads have to be digitized from the 2007 Ortho photos. If not, what will be the source for data capture? (Reference: RFP Section II. Project Scope, sub-section A. Centerline Layer, number 1.Completeness, page 3) A12 - This would be reliant upon the consultant processes. Q13 - Our understanding is that the 3D centerline points will be used to create the Street centerlines. What will be the source for 3D centerline points - DTM provided by MORPC or through field survey. (Reference: RFP Attachment A_OGRIP_LBRS_Specifications2008 Section 1.1 Data Layers and Tables, page 5) A13 - For Franklin County, difference between 2D and 3D not that much different. Does this mean that Public roads and private path have to be captured as Public roads/ private path centerlines respectively. Q15 - Will the mobile videos of addresses also contain information on multi-tenant occupancies on a single parcel? (Reference: RFP Section II. Project Scope, point C. Address Points Layer, number1.completeness, page 6) A15 - No. Q16 - Our understanding of the extent of fieldwork required is only for validating a sample set of address points. (Reference: General Query) A16 - No. Fieldwork is for validating any additional address points. Q17 - We would like to know the approximate number of new address points predicted to be added during this project to arrive at our financial quote for validation to be taken up as an optional task (Reference: RFP Section II. Project Scope, point C. Address Points Layer, number3.validation, page 7) A17 - Not known. Roughly estimated 40% of county address points are missing, between 100,000 and 200,000.

5 Q18 - Would the 2007 orthos, to be provided by MORPC, be corrected to the required positional accuracy? OR Will the consultant be, then, required to undertake field survey (DGPS) and further correct this? (Reference: RFP Attachment A_OGRIP_LBRS_Specifications2008 Section 4 Data Quality and Acceptance Requirements, page 15) A18 - The orthophotography are corrected for positional accuracy. The consultant will not be required to do this. Q19 - Which communities are maintaining their own centerline data in GIS? A19 - Columbus, Westerville, Gahanna, Dublin Q20 - Is there vector driveway data available from the county or communities? A20 - The Franklin County Auditor has edge of driveways in their cadastral system. We can request that they convert that layer to a shapefile. Q21 - What is the age and format of the Franklin County video address data? A21 - They are collecting the address data this summer and it should be available in late Fall. It is our understanding that x,y data collected is converted to a point shapefile by the Auditors office. I am waiting for confirmation on this from the auditors office. Q22 - In section C1, you mention that there are missing addresses that need to be verified, approximately how many addresses are you expecting the consultant to add and verify? A22 - Not known.
