CONFIRMATION OF MINUTES That the Minutes of the Harvey Local Emergency Management Committee meeting held on Monday, 14 th December 2015, are attached hereto. Recommendation: ATTACHMENT That the Minutes of the meeting held on Monday, 14 th December 2015, as attached be confirmed. HLEM16/001. Simpson/Burgoyne That the Minutes of the Meeting held on Monday, 14 th December 2015, as attached, be confirmed as a true and correct record. CARRIED REPORTS ITEM 6.1 LOCAL EMERGENCY MANAGEMENT ARRANGEMENTS REVIEW The Chief Executive Officer advised that the review of arrangements is required and the Shire has previously applied via the AWARE program for funding to assists but this has been unsuccessful. Mr. Carter, Community Emergency Support Coordinator, has now been appointed and part of his role, once the fire season is completed, is to coordinate a review with assistance from the State Emergency Management Committee. Ms. Kent, State Emergency Management Committee noted that a review would be timely given the recent major event and the requirements within State Emergency Management Committee Policy 2.5. ITEM 6.2 CONTACT DETAILS The contacts list was distributed within the Agenda for members information. ITEM 6.3 POST INCIDENT REPORTS Refer to Item 8.3 Yarloop Bush Fire. HLEM16/002. Boucher/Burgoyne That the Department of Child Protection and Family Support s report be received. CARRIED 13-0 ITEM 6.8 FIRE AND RESCUE SERVICES BRUNSWICK Mr. Francis Burgoyne, Fire and Rescue Services Brunswick submitted his written report (as attached) on the recent fire. HLEM16/003. Resolved That the Brunswick Fire and Rescue Service s report be received. CARRIED CORRESPONDENCE RECEIVED Attached is correspondence received from the State Emergency Management Secretariat regarding the State Emergency Management Committee Western Australia Emergency Preparedness Report 2015 (refer Attachment 1). Also attached is correspondence received detailing the terms of reference for the public inquiry into the January 2016 Waroona fire (refer Attachment 2). Ms. Kent, State Emergency Management Committee submitted the attached correspondence, SEMC Communique. 8. REPORTS Item No. 8.1 Subject: Exercise report, Korijekup Karl 2015 Proponent: Mr. V. Cheema Location: State Emergency Management Committee Reporting Officer: Mr. V. Cheema File Number: Summary The Emergency Management Act 2015, stipulates that Local Governments will ensure that local arrangements are exercised at least annually. The purpose of exercising is to verify that plans will be effective and provide expected level of support in a practical situation. Comment An exercise (Desk Top) was conducted at the meeting held on the 14 th December 2015, and was presented and conducted by Mr. Cheema, State Emergency Management Committee. 4 HARVEY LOCAL EMERGENCY MANAGEMENT 14 th March COMMITTEE MINUTES Page 4 Attached is Mr. Cheema s report on the exercise (refer Attachment 3). Statutory Environment Emergency Management Act 2005, Emergency Management Regulations 2006, and State Emergency Management Policy 2.5 deals with the development, review and testing of Local Government Emergency Management Arrangements. Officer s Recommendation That the officer s report be received and accepted. The Chief Executive Officer advised some of the recommendations in the exercise report would be addressed when the Local Emergency Arrangements are reviewed and updated. In relation to Item 10(b), Mr. Parker noted that chairing the ISG and admin support is not a function of local government and remains with the HMA/Incident Controller. As listed at 10(d) a copy of the Harvey Senior High School s evacuation plan has been requested and will be circulated with the minutes once received. Attached is the Bush Fire Plan 2016 for the Harvey Senior High School. The inclusion of this document was a recommendation of Mr. Vic Cheema, in his report on Exercise Korijekup Karl at Item 10b. HLEM16/004. Simpson/Boucher That the Officer s report be received and accepted. CARRIED 13-0 Item No. 8.2 Subject: Proponent: Location: Reporting Officer: File Number: Local Emergency Management Plan - South West Emergency Welfare Plan Ms. R Boucher Department Child Protection and Family Support Ms. R Boucher Summary As a requirement of the Emergency Management Act 2005, support agencies are required to submit support plans as part of the Local Emergency Management Arrangements for the Shire of Harvey. Comment An updated support plan has been submitted by the Department of Child Protection and Family Support. This plan was distributed to all members of the Local Emergency Committee prior to this meeting with the request that any alterations or amendments be done prior to the meeting and directed back to the supporting member, Ms. Boucher. CARRIED 13-0 Item No. 8.3 Subject: Proponent: Location: Reporting Officer: File Number: Post Incident Reports Yarloop Bushfire Shire of Harvey Shire of Harvey (Yarloop Bushfire) Coordinator Corporate Planning RS/I/004 Summary For the Committee to receive an update on the progress of the compilation of the Post Incident Report in respect of the Yarloop and surrounding districts fire event of 7 January Comment Committee members would be well aware of the major fire incident in the north of the Shire which occurred over a number of days early in January, however had a devastating impact on the evening of 7th January As has been well reported the fire claimed two lives, destroyed 162 building structures and significantly damaged many other properties. Many people remain displaced as a result of the fire and the townsite of Yarloop remains closed with the State Government overseeing the clean-up process which at the time of writing had not commenced. When such a major incident occurs Post Incident reporting will be undertaken which is intended to assess the many facets of the occurrence. The Shire of Harvey is yet to undertake a full Post Incident Review, with a number of matters remaining active. It is noted that the Shire if still heavily involved in the Recovery Phase for this incident. Matters that will be included in Post Incident Reporting have however been identified in broad terms and are contained in the below list. The list is not exhaustive and will be added to FIRE INCIDENT The fire response by combat agencies. Community preparedness for a major fire event. Emergency warning systems available. RECOVERY PHASE Effectiveness and function of Evacuation Centres. Restoration of essential services. Fire Protection measures for important economic assets. Agencies and community communications. Recovery timeframe. Control of Site Access. Overall Shire and Agencies Recovery Response. SIGNED DATED 13 th June 2016
6 HARVEY LOCAL EMERGENCY MANAGEMENT 14 th March COMMITTEE MINUTES Page 6 These matters are not intended for in depth discussion at the current meeting as much of the information relating to a number of these items is still being compiled. Additionally the State instigated Public Inquiry headed by Euan Ferguson, which had submissions closing on 4 March 2016, is yet to report and findings in that report may well be important for the LEMC to consider in conjunction with its own findings. The various LEMC agencies are anticipated to be undertaking their own reviews which may also be fed into the Shire and considered by the LEMC at a later stage. It is likely that the June 2016 LEMC meeting will be in a position to more specifically discuss and comment on the various aspects of the fire incident, whereas at the moment identifying and categorizing the issues is still occurring and the appropriate course of action to take. Statutory Environment Emergency Management Act Officer s Recommendation That the Committee receives this report, and note the requirement to conduct a post incident review at a date to be determined. Cr. Jackson requested that each agency be invited to submit their individual debrief reports to assist in the post incident review. Each agency member present indicated that some form of review would be completed and these would be available to the LEMC preferably at the scheduled June 2016 meeting. HLEM16/006. Byrd/Simpson That the report as attached be received and the post incident review be listed on the Agenda for the June 2016 Harvey Local Emergency Management Committee meeting. CARRIED NEXT MEETING The next meeting of the Harvey Local Emergency Management Committee will be held on Monday, 13 th June 2016, commencing at 5.30p.m., in the Council Chamber, Harvey. 10. CLOSURE Prior to the conclusion of the meeting the Shire President thanked all of the Committee Members and their respective members and volunteers for their assistance during and following the recent fires.
