The importance of public-private partnership Peter Hondebrink Ministry of Economic Affairs, Agriculture and Innovation
Cybersecurity, safety and trust 1) Strategic documents: National Cybersecurity Strategy (NCSS) June 2011, Ministry of Security and Justice Digital Agenda.nl (DA.nl) May 2011, Ministry of EL&I 2) More specific: the security of hard- and software 2
National Cybersecurity Strategy (NCSS) Strength through cooperation 3
Why a National Cybersecurity Strategy? ICT: catalyst for (further) sustainable economic growth. Complexity of ICT facilities and our increasing dependence, social media Trends: cybercrime is upcoming, threads (Stuxnet), botnets (Bredolab), wikileaks, databreaches, cyberwarfare etc. Politics: Parliament and coalition agreement: towards an integral approach on cybercrime 4
Lines of action in NCSS Setting up the Cyber Security Council and National Cyber Security Centre Setting up threat and risk analyses Increasing the resilience of critical infrastructure Capacity for responding to ICT disruptions and cyber attacks Intensifying the investigation of cybercrime and the prosecution of its perpetrators. Encouraging research and education 5
Increasing the resilience of critical infrastructure and 6
Digital Agenda.nl Focus on ICT for innovation and economic growth Dutch transcription of the European Digital Agenda Pillars 1. Giving enterprises greater scope to work smarter 2. High-speed and open infrastructure 3. Knowledge that works 4. Digital Safety and Confidence 7
Economic growth by investing in trust and reducing risks Contribution Internet to Dutch GNP (BNP) is 25 mrd Potential: 40 mrd in 2015 Online consumption is 12 mrd Potential: + 1,2 mrd or - 2,4 mrd 40% of companies can improve productivity by using ICT 43% of companies do have ICT-incidents 5-10% of pc s are part of botnets 8
Lines of action in DA.nl Pillar 4: Digital Safety and Confidence Insight into or control over personal data Consumers can perform online transactions safely Protecting computers from botnets Networks that are available 9
Digital Agenda Safe ICT Products 10
2) Areas for further discussion Safe hard- and software In order to improve both the use of, and the intrinsic safety of, the products and systems, we need discussions in public-private partnership on: 1. Awareness-raising and education of end-users; 2. Strike a balance between a care duty (developers, suppliers) and giving good assignments (critical and aware users); 3. Improving intrinsic safety by providing input into international debates about specifications, standards, etc. 11
2) Areas for further discussion Safe hard- and software It is a challenge to get all relevant players together, and to find everyone s role in the bigger picture. Organisations are operating in all layers of the OSI-model. This interdependence calls for a valuechain approach 12
Please join in a public debate on these areas after the break. Questions? Peter Hondebrink Ministry of Economic Affairs, Agriculture and Innovation J.P.Hondebrink@minez.nl 13
END 14
Public debate questions What role could you take and what would you expect from government in the area of: Awareness-raising and education of end-users; Who should awareness-raising be aimed at? End-users or the board? 15
Public debate questions What role could you take and what would you expect from government in the area of: care duty (developers, suppliers) vs. giving good assignments (critical and aware users); Would a risk-analysis tool help businesses in their investment decisions in safety? Would further checklists help users in giving good assignments (such as OWASP check on software and a checklist on suppliers)? 16
Public debate questions What role could you take and what would you expect from government in the area of: Improving intrinsic safety by providing input into international debates Which issues would you like us to raise in international debates about standards & specifications? 17
