3 SARAWAK TIMBER INDUSTRY DEVELOPMENT CORPORATION (STIDC) Editorial Sarawak s Conservation Efforts. Renowned for its exotic and rich biodiversity, Sarawak is among the last few remaining places in the world where lush tropical rainforests can still be found. It is home for tens of thousands of species of flora and fauna. As custodian of this mothernature, the State Government recognizes the importance of conservation and therefore committed to undertake this responsibility professionally and successfully with the support of the stakeholders and the communities. Efforts by the State Government on natural resources and ecological conservation in Sarawak started back in 1950s through various programmes such as public education, nature appreciation and enforcement of relevant legislations. Subsequently, 21 national parks, five nature reserves and four wildlife sanctuaries covering 703,000 hectares were gazetted as totally protected areas (TPAs). Another 604,000 hectares are at various stages of being gazetted for similar purposes. Once materialized, the state will have at least 1.4 million hectares of TPAs or 10% of its total area. The recent events organised by the Forest Department of Sarawak and Sarawak Forestry Corporation Sendirian Berhad such as tree planting and Heart-2-Heart With Orangutan were among the activities carried out in support of Sarawak s conservation efforts. Sarawak is also committed to wildlife conservation, TPAs management and tourism product developments. These would be realized by promoting sustainable use of game species, developing recovery programmes for endangered species, conserving representative habitat and ecosystem types, establishing forest diversity indicators in threatened ecosystems, developing and conserving park resources in ensuring sustainability of eco-tourism, and developing as well as implementing projects for enhancement of livelihood of communities living in or adjacent to natural parks and wildlife sanctuaries. Together we will continue to focus our efforts on conservation towards building a better tomorrow for the present and future generations. PERKASA VOL. 7/8 (Jul.-Aug.2009) 3
4 HEART-2-HEART WITH ORANGUTAN Promoting partnership in the conservation and rehabilitation of Orangutan with the public. Heart-2-Heart with Orangutan is a programme that promotes public partnership in the conservation and rehabilitation of Orangutan. The programme was launched on 10th July 2009 by Datu Haji Len, Deputy Permanent Secretary of Ministry of Planning and Resource Management of Sarawak and Director of Forest Department of Sarawak as well as General Manager of STIDC and Managing Director/Chief Executive Officer of Sarawak Forestry Corporation Sendirian Berhad. It provides the opportunity for the public around the globe real experience on Sarawak s conservation and rehabilitation programme for the Orangutan at Matang and Semenggoh wildlife centres. At the same time, it brings to light the enormous efforts by the conservationists in ensuring the sustainability of the state s wild men of the forest. Heart-2-Heart with Orangutan aims to showcase in action, not by mere look and see but to touch the hearts of the people from all walks of life that conservation and rehabilitation in its true essence starts from the heart. Under this programme, proceeds from the fee charged will be used for the Orangutan conservation and rehabilitation activities such as building cages, purchasing medicine and food as well as other related activities. The one-day programme gives participants a closer look at the unsung efforts on Orangutan conservation. It starts with briefing on the conservation programme in a Get to Know session and followed by a guided tour of the Wildlife Centres. Participants will be assigned tasks such as cleaning the cages, preparing the food and assisting in enrichment programme as well as in related research and education. At the end of the day, they will be given a Certificate of Participation. Participants can also opt to contribute further by adopting the Orangutan at the centres. Similarly, adopters will be given the Adoption Certificate. Funds collected from this programme will be used to support conservation works. Official records showed that the conservation and rehabilitation of Orangutan in Sarawak started back in 1960s. Subsequently, the Orangutan were totally protected under Wildlife Protection Ordinance, 1998 and listed under Appendix 1 of Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). In Sarawak, Orangutan habitats were identified in three totally protected areas namely Lanjak Entimau Wildlife Sanctuary, Batang Air National Park and Ulu Sebuyau National Park covering 250,000 hectares. The three locations are the paradise for the 2,500 Orangutan. An international conference on Orangutan will be organised in Kuching, Sarawak in November 2009 to address the issues related to Orangutan conservation in the state. Meanwhile, the European Union Timber Trade delegation who were on familiarization visit to Sarawak from 9th 12th July 2009 commended the state for its impressive initiatives on Orangutan conservation and rehabilitation. Sarawak has done an excellent job in protecting the endangered primate. Well done Christoph Rullmann, one of the delegates said. These programmes bear testimony that the allegations made by unscrupulous individuals saying logging activities as well as land clearing for oil palm plantations destroy Orangutan habitat in Sarawak were baseless. Wild man of the forest at Semenggoh Wildlife Centre. Today is a remarkable start and an endorsement of positive conservation partnership which enable all to partake, regardless of age, colour, creed and nationality. 5 SARAWAK TIMBER INDUSTRY DEVELOPMENT CORPORATION (STIDC) ENSURING A SUSTAINABLE SUPPLY OF RAW MATERIALS THROUGH SOUND AND STRATEGIC POLICY Log Quota Policy helped to ensure a sustainable supply of forest resources for the local timber industry. Sarawak with a land mass of 12.4 million hectares is blessed with lush tropical rainforests. Presently, more than three quarter or 76% of the state is still covered with forests. Forests play an integral part in supporting and providing raw materials for the local timber industry and remain as the mainstay of the state s economy. Log Quota Policy which was first implemented in Sarawak s timber sector in July 1988 helped to ensure a sustainable supply of forest resources for the local timber industry. Back then, 10% out of 1.3 million cubic metres of logs harvested from the Permanent Forest Estates (PFEs) were allocated for local processing. There were 32 sawmills and six plywood/veneer companies in the state at that time with the actual capacity of 471,136 cubic metres. The export revenue earned from this sector during the same year accounted for RM2 billion. Due to sound and strategic Log Quota Policy and based on ITTO s recommended sustainable logs production level, presently the PFEs produce 9.2 million cubic metres of timber per year in which 60% is for local processing. Currently, there are 174 sawmills, 39 plywood and 31 veneer companies operating in Sarawak with the installed capacity of 13 million cubic metres. In terms of export earnings, this sector contributed RM8 billion in year Through this policy, Sarawak has also earned a reputation as one of the major producers of tropical plywood in the world which accounted for three million cubic metres or RM4.433 billion last year. Meanwhile, the volume of imported timber from January to July 2009 accounted for 1,200 cubic metres compared with 32,800 cubic metres during the corresponding period last year. This marked a sharp decline by 96.3%. In contrast, the volume of local logs processed and sawn-timber produced by local saw-millers accounted for 1.2 million cubic metres and 600,000 cubic metres respectively during the same period this year. The State Government takes proactive role in meeting the needs of the local timber industry particularly in terms of raw materials. In tandem with this, it embarks on planted forest establishments through smart partnership with the private sector with emphasis on fast growing tree species. This is in realization of the aspiration to establish one million hectares of planted forests by year These planted forests are poised to produce 15 million cubic metres of logs per year. Besides supplementing the supply of raw materials from natural forest, these planted forests also mark the government s effort in providing an alternative to the local timber industry. This is a clear testimony that Sarawak has adequate forest resources and is therefore self reliant in terms of raw materials to cater for the needs of the local timber industry. With no sharp increase in the volume of logs processed by local saw-millers and with sustainable supply of raw materials from both the PFEs and planted forests, Sarawak s timber industry stands to develop further.
