4 Featured Speakers: Aaron Beam "Ethics First" is the primary message Aaron Beam conveys to his audiences. His experience with Healthsouth and the research he s done about ethics in American business, qualifies him to deliver this compelling story and message to any organization, group or classroom that values ethical behavior, and the process of achieving it. Aaron Beam s story is the untold story of HealthSouth, one of America s most successful health care companies and subsequently the perpetrator of a $2.8 B accounting fraud, one of the largest in American history. As a founder and the first CFO, Mr. Beam takes an audience from HealthSouth s humble beginnings, through its meteoric rise to its disastrous revelation; the subsequent trial of Richard Scrushy and Beam s three-month incarceration in a Federal prison. Moreover, Beam reveals the nature and specifics of the fraud and the twisted personality of the driving force behind HealthSouth Richard Scrushy. Scrushy was a hard-charging, unscrupulous visionary whose caustic, selfish motives and manipulation of Wall Street; despite HealthSouth s meteoric success, led to his fall from grace and expulsion from the company he created. Tony Brooks Tony is a partner and the director of information technology assurance and risk services for HORNE LLP. His consulting practice focuses on the critical technology issues faced by today's organization executives, including information technology regulatory compliance (Sarbanes Oxley, GLBA, HIPAA, FTC, NIGC) information privacy and security, records management, fraud prevention, disaster recovery and business continuity. Tony works with a wide variety of industries including retail, manufacturing, financial institutions, health care, agriculture, property management, gaming and government. He is also a member of HORNE's technology committee. Tony joined HORNE in 2003 and has more than 25 years of information technology experience. His experience includes product management, regulatory compliance and information technology management. Tony earned a Bachelor of Accountancy from Belhaven University. He is an information technology consultant and Certified Information Systems Auditor. He has also obtained the Certified in Risk and Information Systems Control certification. William Root William (Bill) Root joined the Louisiana Department of Health and Hospitals in May 2013 as the agency's Medicaid Inspector General and Chief Compliance Officer. Prior to joining the Department, he retired from the U.S. Department of Health and Human Services Office of Inspector General after 26 years where he served as the Assistant Special Agent in Charge of the Office of Investigations. While based in Louisiana, Root also supervised health care fraud investigations in Mississippi, Arkansas and Oklahoma during his career. In 2011, Root's Health Care Fraud Prevention and Enforcement Action Team (HEAT) strike team was recognized for claiming 31 indictments of 29 Baton Rouge-area defendants worth more than $35 million in just a few short months. In the latter part of 2011 through June 2012, Root's division of HEAT resulted in indictments regarding fraudulent Medicare schemes worth nearly $250 million. A graduate of Louisiana State University in 1979, Root began his career in law enforcement with the Louisiana Attorney General's Office, including service with the Medicaid Fraud Control Unit. As Inspector General and Chief Compliance Officer, Root conducts internal audits, implements plans to meet the requirements of the Legislative auditor and oversees DHH's Program Integrity Office, which assures expenditures for Medicaid services are appropriate, and identifies fraud and abuse in the system.
