PenB Aims of project Development of a cross-border GDI in the Euregio Meuse-Rhine area using Internet services based on INSPIRE principles, e.g. from the INSPIRE directive {Com(2004) 516 final} Focus on spatial & urbanization planning: Availability of land-use plans and building plots from the municipalities, Städte and Kreise, towards the regional and municipal planning departments, private business companies and citizens. Accessibility of the regional spatial plans from the Province Limburg and from the Bezirk Köln. Realization of Metadata & Web Mapping-Services, Geoportal Development of 5 pilot applications (Use Cases), based on GDI

Define specifications 1. access using a central entry point 2. access to the source, downloading is not a necessity 3. access using open standards 4. no specific software is needed 5. access to core information, specialized analysis carried out in own (desktop) environment 6. common functionality is provided: viewing searching, multilingual support, printing etc. 7. a viewer is available for integrating information sources 8. a search engine with multiple search entries

Define specifications 9. the central entry point has a clear and easy to use interface 10. specific services for Spatial planning are provide (e.g. licenses) 11. an interface in at least germen and Dutch 12. security is provided for legal and privacy sensitive information 13. restricted access is provided by user authorization and authentication 14. the information provided is correct and reliable 15. spatial plans are available without restriction (separated from topographic and cadastral information) 16. Reference maps are available if public accessible or licensed to logged on users

Monitor impact SDI Setting up performance indicators Organizational level (Steudler, 2004; Remke, 2004) Executive Management Operational Grouped by SDI components Policy Standards Access Network People Data Spatial data Standards Access & service technology Institutional frameworks Policies

Framework for SDI assesment

Indicators Executive and Management level Organizational levels Components Measurable Indicators Executive Policy - Grant Data Access Management Standards - Type of standards applied - Type of metadata standard applied Access network - Ability to download organisation s owned spatial datasets as an external user - Sector accessibility - Willingness to download organisation s owned data set by external users - Bottlenecks for external users to download organisation s owned datasets

Indicators operational level Organizational levels Components Measurable Indicators Operational Access network Data - Type of web services applied - Search Mechanism applied - Access Network architecture - Type of access network users - Frequency of access network update - Language of organisation s owned datasets - Language of organisation s owned metadata sets - Core datasets of a X-border datasets - Main data limitations for spatial planning purposes - Scale level of majority of organisation s datasets used

Indicators other Organizational levels Components Measurable Indicators Other influencing factors People - Driving forces to participate X-border SDI - Expected drawbacks of X-border SDI - Type of spatial data and service users - Type of Advice for X-border SDI

Baseline measurement (feb 2006) Before situation no SDI implementation available Selected indicators based on the use case inventory Use case 5 has a special treatment Interviewing partners using a questionnaire 11 partners interviewed Limited input from executive level

Questionnaire example Executive level Policy Does your organisation have a data or service policy or mechanism, including data exchange? yes no How does your organisation grant access to spatial planning information? (tick all that may apply). Unrestricted public access Limited by policy By individual request Unavailable for external use Ad hoc/informal/selective Other (please specify) Where access is granted what policy applies (thick one)? Charged at market value Charged on full costrecovery Charged at cost of media Ad hoc Free to most Free to all Other (please specify)

Questionnaire example Management level - Standards Which metadata standards do you use? ISO19115 FGDC CEN TC/287 National standards In-house standards Other (please specify)

Questionnaire example Operational level Access Network What web services is your organisation using? Publish metadata and data Find geographic information Context-related viewing of geographic information Delivery of geographic information Analyse geographic data Support coordinate transformations Support multi-lingual queries and viewing of results Support e-business for value-adding products and services Other (please specify) Type of network architecture Local Area Network Yes No

Baseline measurement results Participants UC1 UC2 UC3 UC4 UC5 Overall Population German/Dutch 6/4 4/4 4/1 5/4 0/2 7/4 List of organisations participated Kreis Aachen (D)(Regional) Gemeinde Hellenthal (D)(Local) Kreis Euskirchen (D)(Regional) Gemeente Heerlen (NL)(Local) Kreis Heinsberg (D)(Regional) Gemeente Maastricht (NL)(Local) Provincie Limburg (NL)(Regional) Gem. Sittard-Geleen (NL)(Local) Stadt Aachen (D)(Local) AGIT (D)(Semi-governmental) Stadt Euskirchen (D)(Local)

Results Executive level Policy Poorly developed Current policies No enhancement of spatial data accessibility Low unrestricted public access No unrestricted public access UC2 (+ UC5) organizations High support to X-border SDI

Results Management level Poorly developed (UC3-organizations, Most developed) Standards No interest for standardization Most standards, not frequently applied (in particular Metadata) Access network Current access networks No enhancement of spatial data accessibility Limited possibilities for external user to download spatial data High Willingness for external data downloading Promising Very high willingness for viewing spatial data!! Very promising Main bottleneck for external data downloading Institutional!!

Results Operationale level (1/3) Moderately developed (UC3-organizations, Most developed) Access network Mainly intranet limiting spatial data accessibility and use Most popular web services: Viewing and Finding (Searching) Almost no e-business and multilingual query services Main search mechanisms: Spatial search and Gazetteer Main Users: Province, Kreis and Local Authorities Low use by critical infrastructure providers, Research & Development, Commercial & Professional agencies Current access networks, well-managed Promising

Results Operational level (2/3) Data High fragmentation of data Data and metadata ->Monolingual Core X-border SDI datasets Topography Ortho-images (including satellite) Aerial photographs Land use Regional spatial plans, Local spatial plans Cadastral Roads Main limitation of current datasets for planning purposes: Age of dataset Main scale level: Local (but Regional important as well)

Results Operational level (3/3) People Main driving forces: Improved access to spatial data, Increased spatial data awareness, More international data exchange, Better informed decision-making, Improved X-border policies, Improved data sharing Main drawbacks: Different data definitions, Different jurisdictions, Language problems, Institutional problems, and for PenB no Belgian involvement Main advises for developing X-border SDI: Bottom-Up (users involved from the beginning), and Prototyping X-border Geoportal

To conclude. Work is going on to retrieve more information about the use-case ( continue involvement of users) Pilots will be established based on the use cases to enhance the implementation of the X-border SDI ( prototyping) Willingness and ambition is high (but available resources limited.) Focus is on technical issues in the components data and network access & services. People, policy and standards need more attention! Language barriers should not be underestimated Beware of aspect related to data harmonization ( intentionally left out of PenB)
