2 ENERGY EFFICIENCY REGULATIONS Title 24, Part 6, CA Energy Efficiency Standards Applies to all construction at public schools and community colleges---effective July 1, 2014 New 2013 Energy Code requires an increase of 30% better than the previous 2010 Energy Code and includes: Commissioning Solar Ready Roofs Daylight and lighting controls Increased Insulation Data Registry with the California Energy Commission DIVISION OF THE STATE ARCHITECT 3 HIGH PERFORMANCE INCENTIVE (HPI) PROGRAM An incentive grant program for K-12 schools to promote the use of high performance design including: Sustainable site design Energy and water efficiency Improved Indoor Air Quality Use of Recycled Materials Enhanced Acoustics Applied to state funded new construction and modernization projects Program started in 2007 DSA will have approved a total 325 HPI projects To date, $57.8 million has been apportioned for 239 HPI projects Effective 12/31/14: The HPI Program is no longer active per SB 869 DIVISION OF THE STATE ARCHITECT 4 2

5 ZERO NET ENERGY/GRID NEUTRAL In response to Executive Order S to encourage schools to be energy and resource efficient. Grid Neutral Guidebook published in February 2009 encouraging that schools and community colleges be electrically independent and produce as much energy as they use at their site. Zero Net Energy is next step after Grid Neutral encouraging that all energy consumption including natural gas be ZNE Guidebook and power point presentation available on the DSA Web page DIVISION OF THE STATE ARCHITECT 9 5
