Objective MARKET SURVEY FOR FEDERAL AVIATION ADMINISTRATION (FAA) Office of the Assistant Administration of Human Resources (AHR) Benefits and Work Life The Federal Aviation Administration s Office of the Assistant Administrator (AHR), Benefits and Compensation, is conducting a Market Survey to: 2. Purpose Inform the industry of the potential contract opportunity and solicit capabilities statements and other information from interested vendors capable of providing the services of a Retirement Calculator and other calculations related to retirement benefits. Solicit statements of interest and capabilities from qualified and capable small businesses This market survey is conducted in effort to obtain the information necessary to determine whether adequate competition exist to set-aside the competition among small businesses, services disabled veteran owned small business (SDVOSB), or 8(a) socially and economically disadvantaged businesses (SEDB). SEDB must be certified by the Small Business Administration (SBA). SDVOSB must be on the VetBiz database maintained by the Veterans Administration. The acquisition strategy and the nature of this procurement have yet to be determined. The FAA may decide to do a full and open competition or a full or partial set-aside with the business types identified above. The applicable NAICS Code for this effort is Human Resources Consulting Services size standard $14.0M. This Market Survey announcement is not a SIR or a Request for Proposals (RFP) of any kind. This survey is for informational and planning purposes only. The FAA is not seeking or accepting unsolicited proposals. This notice should not be construed as a commitment of any type by the Government to take or not take any action. No evaluation letters or results will be issued to respondents. The Government will not reimburse any costs incurred by vendors in responding to this notice. Any costs associated with the market survey submittal will be solely at the interested party s expense. 3. Background The Federal Aviation Administration s mission is to provide the safest, most efficient aerospace system in the world. The FAA strives to reach the next level of safety,
2 efficiency, environmental responsibility and global leadership. It is accountable to the flying public and our stakeholders. Its success depends on the respect, diversity, collaboration, and commitment of our workforce. Safety is our passion and people are our strength. These services will be available to approximately 48,000-50,000 FAA employees, dependents, and/or those persons who have an equivalent relationship as a family member. These services are provided in all 50 states, the District of Columbia, U.S. territories including St. Croix Island, St. Thomas Virgin Islands, Puerto Rico, Marshall Islands, American Samoa, Guam and those employees working on a foreign assignment. Of the approximate 48,000 FAA employees, almost 28,800 employees are air traffic controllers who, because of the terms of their employment, require specialized retirement benefits calculations and certification of specialized retirement coverage provisions per FAA (Creditable Service Computation). The period of performance for this effort would be one year with the possibility of up to four option periods, each one year in duration. There is currently an effort underway for this requirement at the FAA. The incumbent contractor is Economic Systems, Inc., 3141 Fairview Park Dr, Suite 700, Falls Church, VA Description Requirements: The FAA seeks a Retirement Benefits Calculator contract to provide: a. A web-based interactive Retirement Benefits Calculator with both a Human Resources Specialist function and an Employee function that would allow the users to perform multiple retirement estimate calculations. b. The retirement calculator shall be available via the internet 24 hours a day 7 days a week unless otherwise notified for systems maintenance. c. The Benefits Specialist performing the calculation would be able change data or import data to obtain standardize retirement calculations which in turn would be provided to the employee. The Employee Calculator would allow employees to calculate unlimited retirement estimates using variable scenarios. The employee could then contact the Benefits Operation Center for any questions or concerns. d. It is imperative that retirement estimate calculations are accurate and utilize the most current policies defined by the Office of Personnel Management and required laws associated with the Civil Service Retirement System (CSRS), CSRS Offset System, and the Federal Employees Retirement System (FERS) retirement and benefits system. The Specialist retirement calculator must include the ability to calculate retirement estimates under CSRS, CSRS Offset system, and FERS.

The Specialist calculator must provide the following calculation abilities: optional retirement; voluntary early retirement authority; disability retirement; discontinued service retirement; deferred retirement; death in service; and retirement estimates for special groups, including air traffic controller specialists. In addition, the Specialists calculator must have the capability to compute: intermittent time; survivor benefits; health insurance; life insurance; deposit/refund decisions; sick leave projection; Thrift Savings Plan (TSP) benefits; Social Security options and impacts; a FERS transfer comparison; Federal Erroneous Retirement Coverage Correction Act (FERCCA) election; alternative form of annuity; severance pay; Voluntary Separation Incentive Pay calculation; service computation date calculation and allow for economic adjustments. f. Both calculators must be in a compatible format so the two products can be meaningfully compared. g. The Contractor shall provide a user guide in a web-based format for the retirement calculator. h. The contractor shall develop enhancements or revisions to meet the requirements specified to maintain accurate policies, laws and publications. i. The Contractor shall provide user management tasks with user access to the retirement calculator including verification of user login and password for both the Benefits Staff version and the Employee version of the retirement calculator. j. The contractor shall provide training to benefits staff and employees through the help-desk on using the retirement calculator. There shall be no additional charge for this training. k. The contractor's staff will have access to sensitive records including employees' name, date of birth and Social Security number. The contractor shall prevent the unauthorized release of information obtained by employees in the performance of work required by this contract. The contractor shall ensure that its employees are aware of and receive training, as necessary, on all regulations and laws such as the Privacy Act that restricts the release of information. Retirement estimates, service computation date calculations and other data output generated by the retirement calculator is the property of the FAA and the information contained therein is protected under the Privacy Act. All retirement estimates and related data produced by the retirement calculator for copying/scanning must be maintained m locked files while under the care of the contractor. l. The Employee Calculator function must allow employees to adjust their estimates to reflect different what-if scenarios concerning their retirement plans; permit employees to obtain retirement estimates under the Civil Service Retirement System (CSRS), CSRS Offset system, and the Federal Employees Retirement
4 System (FERS). The Employee calculator must provide the following calculation abilities: optional retirement; voluntary early retirement authority; disability retirement; discontinued service retirement; deferred retirement; retirement estimates for special groups, including air traffic controller specialists; severance pay; adjustments to economic assumptions; TSP; Social Security benefits and a FERS Transfer comparison. m. The Contractor shall provide planning, analysis, troubleshooting, integration, operations, maintenance, limited training, documentation and administration services for the retirement calculator. n. Security Compliance - Maintain security measures per the protections of the FAA s Personally Identifiable Information policies and procedures. o. The Contractor must have subject matter experts in the subject matter area of Federal retirement process and policy to develop and maintain the retirement calculator to ensure that the retirement calculator follows the laws, rules and regulations pertaining to Federal retirements and benefits. NOTE: The contractor s experts must have high-level experience in the areas of consultation on specialized strategic HR and general management issues. Leads and/or works on highly complex, difficult and sensitive projects; conceptualizes project goals and management plans; produces or reviews substantive and complex documents reflecting detailed knowledge of topic area. Relevant experience includes, but is not limited to, experience in supporting and/or leading large projects related to Federal retirement and benefits. These senior personnel are recognized experts in the area of Federal retirement and benefits. These senior personnel must have at least 5 years of professional experience in the area of Federal retirement and benefits calculations. At least a bachelor's degree or equivalent experience; preferably a Master's degree and Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification. p. Develop a database for downloading personnel/payroll data based on personnel and payroll transactions which effect employee s retirement calculations. Transaction downloads are not limited to processing SF-50 s, health, life insurance or other data changes which occur on a bi-weekly basis. q. The FAA is required to provide a certification form FAA (Creditable Service Computation) for all retirement applications if the employee performed in an Air Traffic Control (ATC) - covered position under specialized retirement coverage. Develop an integrated FAA Form which will automatically generate based on ATC specialized retirement coverage codes (known at the FAA as Stat Spec) under job series Capability Statement
5 The following items are needed to complete the Capability Statement. In five pages or less, please provide the following past performance information: a. Capability to provide services as described in Section 4: Description of Requirements providing similar services to other Human Resources organizations. b. Describe current information technology processes and data loss prevention systems currently implemented for properly accessing, handling, managing, securing and storing of personally identifiable information data; as well as the consequences of unauthorized access of and mishandling of such info. c. Describe your capability to require user s authentication access using the PIV card. d. Provide 3 past performance references of similar size scope and nature to the requirements described above for the FAA. (Not to be counted in the 5 page Capability Statement) Label as Attachment 1. e. Provide a sample system security plan to include the following: Information Systems Contingency Plan, Privacy Threshold Analysis, Privacy Impact Analysis. (Not to be counted in the 5 page Capability Statement) Label as Attachment 2 f. Provide sample security assessment and contingency exercise reports. 6 8. Market Survey Response Requirements The responses to this request are to be provided with a cover letter on company letterhead. Responses are limited to five pages at 12 point font. Responses are to labeled/saved in the following format: FirmName.FHRMarketSurvey.doc. Additionally, provide a business declaration form as a separate document labeled/saved in the following format: FirmName.BusinessDeclaration.doc.
