2 Georgia joined Bologna Process in 2005 at Bergen Summit Insofar as only the European Union Member States can participate in the Copenhagen process Georgia is not yet amongst these countries. However, this fact is not an obstacle for the reform implemented in Georgia in the field of vocational education to ensure the approximation of the system of vocational education with the European area. Ongoing reform is aimed to develop the new professional education system that will be compatible with the common European and international education arena and support the self-realization.

3 Educational system of Georgia

4 The Georgian Law On vocational education 06/08/ Main goal: feed economy with qualified staff competitive both on local and international labor market, ensure a match between the fast changing labor market and VET system. Regulation sphere: to define the status of vocational training centers and to state rules of their establishment, activity, accreditation, reorganization-liquidations. Legal basis: Constitution of Republic of Georgia, international contracts and agreements, the Law of Georgia «On higher education», the Labor Code of Georgia.

5 In order to ensure the quality of the professional education, professional qualification framework, list of qualifications classifier were developed. Professional national qualification framework (NQF) systematizes all professions existing in Georgia, level of qualifications and professional standards. The NQF is a document, which defines what type of knowledge, skills and values an individual should have in order to receive a certifying document of completion at a corresponding level School Certificate (Attestat), Vocational Diploma, and Diploma.

6 The NQF was approved by a decree N120/N of the Minister of Education and Science of Georgia on December 10, The NQF is based on the European Qualifications Framework for Lifelong Learning (LLL).. The NQF consists of five documents: 1. General Education Qualification Framework a document, which systematizes qualifications of basic general and complete general education.

7 2. Vocational Qualification Framework - a document, which systematizes qualifications existing in vocational education in Georgia. 3. Higher Education Qualification Framework - a document, which systematizes qualifications existing in higher (academic) education in Georgia. 4th Annex of the NQF gives a list of directions, field/specialties, subfield/specialties and vocational specializations. 5th Annex - Rule on Formation of Qualification is a document, which defines how to add new qualifications to the list of qualifications.

8 Occupational standard is a document, which defines vocational education levels, credit value and knowledge, skills and values necessary for a certain level of vocational education, also additional requirements are prescribed according to the professional specification. Vocational education programmes are created based on the National Qualifications Framework and Occupational Standards.

9 Vocational schools before the reorganization.

10 Before implementation of TPMP in Georgia there was not a vocation school educating technicians of the RAC sector. 27 vocation schools have educated technicians in related professions, for examples: Mechanical engineering 1. Gori vocation school. 2. Batumi polytechnic vocation lyceum. Electrical engineering 1. Tbilisi building artistic vocation school. 2. Surami vocation school. 3. Zugdidi vocation Lyceum. 4. Senaki multiple-discipline vocation Lyceum. 5. Rustavi industrial economic vocation school. Motor transport 1. Servisi, Tbilisi vocation school. 2. Kobuleti vocation school 3. Samtredia multiple-discipline vocation Lyceum.

11 Strengthening of Vocational Schools in frame of the TPMP Purpose: Upgrading of vocational schools curriculum and equipment and competency of teachers; Description: Preparation and production of training materials; Conduct competitive selection process for purchasing the training equipment and procurement of equipment; Training trainers of the Vocational schools; Organization of an information meeting with school entrants and their parents. 20 According to the functional in Georgia professional standard (the order ) vocational training of the technician of refrigerating devices consists of 4 steps (II, III, IV, V) The II level technician can carry out defined in advance, simple tasks using the basic methods of service, tools and materials. The III level technician can study the received task and choose a performance method as well as can independently serve small refrigerating devices. The IV level technician can choose strategy for performance of a specific problem and estimate the received results, implement the qualified service of refrigerating systems and monitoring of carried out works.

21 The V level technician can use a wide spectrum of theoretical and practical knowledge, supervise assembly and starting-up and adjustment works.

24 Students of undergraduate and postgraduate courses can take part in the conference. Working Languages of the Conference: English, Russian Authors of presentation are asked to send the resumes of their conference papers no later than October 15, 2012 in English. Conference materials will be published. Authors of the three best presentations will be awarded. All participants will receive certificates.. В конференции могут участвовать студенты бакалавриата и магистратуры. Рабочие языки конференции: английский и русский. Авторы докладов должны прислать тезисы на английском языке не позднее, чем 15 октября, 2012г. Тезисы конференции будут опубликованы. Авторы трех лучших докладов будут награждены. Все участники получат сертификаты.
