PROMOTION POTENTIAL: This position has promotion potential to the target grade level of GS-6. You may be promoted to the next higher grade without further competition when all statutory and regulatory requirements have been met, performance is satisfactory and promotion is recommended by the supervisor. AREA OF CONSIDERATION: You must specify on your application which Area of Consideration you are applying to below: FSA-84 Vermont - Franklin County; Chittenden County; Grand Isle County. Refer to attached map. WORK SCHEDULE: This position has a mixed-tour work schedule. A mixed-tour work schedule provides for periods of full-time, part-time, and/or intermittent work to accommodate fluctuating workloads. The candidate(s) selected for this position must sign an agreement outlining the conditions of employment prior to appointment. DUTIES: Field Leader The incumbent performs Field Leader activities providing guidance and instruction to Field Representatives (FRs) within an assigned program area. A Field Leader assists in conducting group-training sessions (both initial and replacement) for Field Representative s using verbatim training guides, instructing them in interviewing procedures. Performs systematic, initial and special needs observations. Does re-interviews as a quality control measure. Converts non-interview (including refusals) by both telephone and personal visit, using skilled interviewing and probing techniques to obtain required data. The Field Leader, with supervisory approval, will reassign cases as needed within the team. On a continuing basis, the incumbent provides direct on-the-spot advice and guidance to the field staff. Provides assistance with both general and specific problems (including onthe-job training) and serves as a troubleshooter.

2 Field Supervisor The incumbent performs field supervision activities for field staff within an assigned program area. The Field Supervisor provides guidance to assigned field staff on interviewing techniques and interview matters. The Field Supervisor duties include reviewing performance, writing performance evaluations and initiating performance and conduct based actions. The Field Supervisor is responsible for making assignments and reviewing the performance of subordinates. A Field Supervisor assists in conducting group-training sessions (both initial and replacement) for field staff, using verbatim training guides and instructing them in interviewing procedures. Does re-interview as a quality control measure. Also may be assigned a varying number of non-interviews referred by the regular interviewing staff. Converts non-interview (including refusals) by both telephone and personal visit, using skilled interviewing and probing techniques to obtain required data. QUALIFICATIONS: One year of specialized experience equivalent to the lower grade level in Federal service. Specialized experience is experience which has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of a Field Leader/Field Supervisor and which is typically in or related to work of the position to be filled. Grade 5: Applicants must have specialized experience described as: One year of specialized experience equivalent to the grade 4 level in the Federal service in: (1) conducting informational interviews and (2) operating a personal computer to collect data and generate reports. OR Education: Successful completion of four years of education in any field above high school. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. OR An equivalent combination of education and experience. When combining education and experience to meet this requirement, only education in excess of the first 60 semester hours is creditable. You MUST submit a copy of your college transcripts or a list of college courses showing course number, title, grade, type (semester/quarter), and number of credit hours. Applicants selected for position will be required to supply original transcripts. Grade 6: Specialized Experience is described as: One year of specialized experience equivalent to the grade 5 level in the Federal service in: (1) conducting informational interviews, (2) operating a personal computer to collect data and generate reports, and (3) completing work assignments under stringent deadlines. There is no substitution of education for specialized experience for this grade level. In addition, applicants must meet all time-in-grade requirements. Applicants must meet all qualification requirements by the closing date of this announcement. EVALUATION CRITERIA: Candidates will be evaluated on the extent and quality of their experience and/or education. Also, applicants must complete and submit the form attached to this announcement, addressing how they meet the Evaluation Criteria. 7 Page 7 Tips and Q & A s Applying for Field Leader and Field Supervisor Jobsfor Current Permanent Schedule A Staff Q. What does the CLOSING DATE mean? A. Your application MUST be RECEIVED by close of business (5:00pm EST) that day. This can be by , FAX or regular mail.faxed applications must be followed by a mailingof the original submission. Q. How do I know if I am a permanent Schedule A staff? A. You will not have an NTE (not to exceed) date. Most all S/FRs are permanent unless you were just recently hired for AHS (American Housing Survey). Q. Can I apply for more than one location.)? A. Your address on your application MUST be in the Area of Consideration (AOC). Your application will not be considered if your address is not in the AOC. If you have homes in multiple areas, you may apply to those Bulletins, but the address for each application must be in the AOC. See Next Question. Q. Do I have to live in the Area of Consideration to accept this job? A. If selected you MUST live within the Area of Consideration to be employed in this position. Thus, if you applied in multiple areas, you will have to move to the home that is in the AOC for which you are selected. Once in the position, if you move outside the Area of Consideration, you will lose this position. Q. What grade do I apply for and can I apply for more than one grade? you can apply for multiple grades. To be eligible for a Grade 5 you must have 1 year of experience equivalent to a grade 4, or four years of education above high school, or an equivalent combination of education and experience. To be eligible for a Grade 6 you must have 1 year of experience equivalent to a grade 5. To be eligible for a Grade 7 you must have 1 year of experience equivalent to a grade 6. You must submit a separate application for each grade level (i.e. 1 submission for GS-5; 1 submission for GS-6; 1 submissionfor GS-7). Q. Should I apply for more than one grade? A. You always want to apply for the highest grade you are eligible. If you are unsure if you are eligible at a certain grade then it is advisable to apply at the lower grade too (it never hurts).you must submit a separate application for each grade level. Q. Does Veterans preference matter?

8 A. No. If you are a permanent Schedule A employee you have already competed and were selected for a position amongst external applicants. There is no veterans preference given for this posting (it is considered an internal posting only permanent Schedule A Federal employees will be considered) Q. How important is my resume? A. Very important. Your resume is a time to brag about what you have done in current/past jobs or personal activities do not be humble. Those evaluating your application DO NOT know you or what you have done previously, nor do they know about your current position with the Census Bureau. Q. Does my resume have to contain every job I ever had and how much do I need to include concerning my job duties? A. No, it does not need to include every single job you have ever had. Include those jobs that show experience related to the position, including your Census Bureau jobs. Job duty descriptions need to be brief and to the point. Wordiness is notbetter. Some tips: 1. Read the Specialized Experience description and Evaluation Criteria to see what Factors you will be evaluated against. 2. Make sure the job(s) in your resume reflect experience in one or multiple of these factors. Re-use the factor wording in your resume. 3. Make sure the job duties reflect the level of experience you have (at the grade level for which you are applying) with each factor. Re-use the experience wording in your resume. (i.e. Conduct surveys, interview respondents to collect data, using laptop computer, generate reports; complete work & meet progress standards; lead dispersed team of eight FRs, etc.) Q. Do I need to list my current job with the Census Bureau and the dates and grades held?. Provide the dates and grades for each position held. Examples: Feb 1, 2008-April 30, 2009: Field Rep GS-3 Describe duties May 1, 2009-July 15, 2010: Field Rep/GS-4 Describe duties July 16, 2010-July 31, 2011: Senior Field Rep/GS-5 Describe duties August 1, 2011-Present: Senior Field Rep/GS-7 Describe duties Q. If I worked the 2010 Census (or previous Census) does that count towards my experience?. Your resume needs to contain the position(s) you held and for how long you held the position(s). If possible, refer to the SF- 50s you were provided for your dates and hours of service. Provide specific dates for each position you held. (i.e. Enumerator March 10-May 23, 2009; Crew Leader Feb 8-April 15, 2010; FOS April 16-July 2, 2010, etc.) Q. Before I worked for the Census Bureau, I had 15 years experience as a marketing manager in a large corporation, or I owned my own business for 25 years, or I was a customer service representative for a bank. Does this qualify me for a Field Leader or Field Supervisor?

9 Page 9 A. Your previous experience could possibly qualify you. However, you will need to describe how your work in previous jobs relates to the qualifications and specialized experience required for the Field Leader or Field Supervisor position. For instance, you might have conducted customer surveys, or interviewed clients or customers to gather and obtain data or used a computer to collect data and generate reports. It is very important that you explain how the experience is related to this position. Q. Does volunteer or community work count?. It does and should be included in your resume. Describe how your volunteer experience relates to the position for which you are applying. Maybe you were president of a board or PTA and that would demonstrate experience in leading a team (Factor 1 of the Evaluation Criteria) Q. What are the Evaluation Criteria used for? A. They will be used to evaluate how qualified you are for the position. You need to rate your level of experience for each of the 4 Factors. Again this is not the time to be humble and short change your accomplishments in your job(s) or personal activities. Provide answers that fully explain you skills and experience in response to the factor, not I am currently an SFR or Served as FOS during 2010 Census. Q. How do I answer the Evaluation Criteria? A. Select the level of your experience (A, B, C, D, E) for each factor. You can either indicate where in your resume you have this experience (which job) or you can type or write in the block or on a separate piece of paper how you have this experience. If you use a separate piece of paper each Factor MUST be a separate paragraph clearly labeled (i.e., Factor 1: Supervisory experience Answer B.and then your explanatory paragraph). Q. What other tips are there for Evaluation Criteria? A. Your resume or separate write up needs to re-state your experience level. For example, Factor 1 you rated yourself as a b. Your resume or write-up needs to state, I have experience leading a team of 7 (or whatever number) of people who staffed the ball park concession stand. I had to train them on health standards, inventory, and equipment operations. I also had to take corrective action with anyone who did not perform to standards. Re-use the same words in the experience level choices and be specific. Q. Do I need to have Internet service for this position?. Wired Broadband Internet connectivity in your home is required if it is available in your area. You will not be reimbursed for the Wired Broadband Internet access. If Broadband is not available in your area, you will be provided a Cellular Aircard. If Wired Broadband becomes available at a later time, you will be expected to secure this service. Q. Will I have to provide my own office equipment and supplies for this position?
