In general, the view of measurement programs in AD organizations is very difficult to accept. The vast majority of enterprises do not formally measure AD at all. Many of those that attempt to measure rely on input-based metrics, such as the hourly cost of developers, variance to budget, or percent of delivery dates achieved. Although, these metrics do not truly answer the questions like: How much software functionality did a team deliver in a given time period?, or How productive was the application-development group?
