3 Lawrence Larry J. Hinz, Chairman Our system closed 2015 with 37 announcements totaling $1.47 billion in capital investment and over 5,000 new jobs. It is my honor to lead the SC Power Team. Since our inception more than 28 years ago, our legacy of supporting community growth through economic development, collaboration and partnership has endured. Thanks to our many dedicated board members and team members, our organization is reaching new heights. Closing 2015 with 37 announcements totaling $1.47 billion in capital investment and over 5,000 new jobs, SC Power Team s system hit record metrics for the second consecutive year, which included the following:» Foreign direct investment totaled $1.13 billion, which made up 63 percent of the newly created jobs» Seventy-five percent of our electric cooperatives added industrial expansions and/or new locating businesses to the system» Several announcements occurred in areas that were underrepresented for deal flow in years past When Swedish automaker Volvo Cars announced its first U.S. assembly plant would be built in Berkeley County, it was one of the largest economic development announcements ever made in the Lowcountry. The combined offerings of Edisto Electric and Berkeley Electric Cooperatives, along with Santee Cooper, played an essential role in Volvo Cars decision to choose the Palmetto State. SC Power Team, our partners Central Electric Power Cooperative and Santee Cooper, have each played a significant role in economic development for nearly three decades. We are thankful for Santee Cooper and South Carolina s 20 electric cooperatives for their continued belief in the SC Power Team partnership and for all they do to create jobs and attract new capital investments. Since adopting our Strategic Blueprint in January 2014, SC Power Team has implemented initiatives to bring greater value to our partners, as we have identified areas of focus that allow us to be essential to the economic development process in South Carolina for the foreseeable future. Our Strategic Blueprint set in motion a series of commitments made by our board, to include funding new initiatives, expanding staff resources, and adopting new incentive rates for power. In this Year-in-Review 2015, you will discover how these initiatives are working to improve community offerings and increase competitiveness across South Carolina ultimately strengthening our position to win deals and improve the lives of those we serve. SC Power Team is laser-focused on recruiting companies to our state, offering assistance through the selection process, and making sure our sites remain in the running for a potential location decision. By executing a holistic strategy in the areas of project management, research, and communications, we have seen growth to our system, creating wins in areas that have not had large industrial announcements previously, and have helped to create thousands of new jobs for the people we serve. 7 SC Power Team is a full-service, non-profit economic development organization representing Santee Cooper, South Carolina s state-owned electric and water utility, and the state s 20 consumer-owned electric cooperatives. SC Power Team serves two-thirds of the area of the state and about half of its population. The mission of SC Power Team is to facilitate the growth of jobs, investment and electric load through the attraction of new industrial and commercial activity, as well as, the expansion and retention of existing businesses and facilities in the service areas of the electric cooperatives and Santee Cooper throughout South Carolina. 5

10 SC Power Team, alongside SC Department of Commerce, local economic development offices and regional alliances, help support mission trips, marketing initiatives and numerous additional activities in pursuit of expanding, retaining and recruiting new industry to South Carolina. As a Palmetto Partner, we know South Carolina is Just right for living, working and playing. South Carolina Department of Commerce received Business Facilities' Silver Award 2015 Economic Development Deal of the Year for Volvo's first North American assembly plant The deal bringing Volvo to SC was the result of an unprecedented partnership of local and state officials, the South Carolina Power Team, Santee Cooper, Central Electric Power Cooperative and Edisto and Berkeley electric cooperatives. Business Facilities magazine Jan/Feb 2016 Annually Site Selection magazine designates ten U.S. utilities as Top of Class for their economic development efforts. The following criteria are applied to determine top utilities:» analysis of corporate end-user project activity for the previous years in those utilities' territories based on data from Site Selection's New Plant Database and from utility and community reports; website tools and data; innovative programs and incentives for business, including energy efficiency and renewable programs; and the utility's own job-creating infrastructure and facility investment trends. 11 Expansions to our system created $272 million in capital investment in 2015 Business expansions continue to be a viable part of the South Carolina economy. SC Power Team, our partners Santee Cooper and the 20 electric cooperatives, are committed to being a strong utility partner to those we serve. SC Power Team's announcements for 2015 support this acknowledgement with foreign direct investment announcements making up 63 percent of the newly created jobs added to our system. Of the $1.47 billion in capital investment announced to our system, 77 percent was foreign direct investment. Our location offered the most attractive, comprehensive package of a highly developable site, infrastructure, workforce, and a team of committed partners. As a power system, we combined our resources with Berkeley Electric Cooperative, Central Electric Power Cooperative, Santee Cooper, and SC Power Team to assist our allies from the state and county levels to seal the deal with Volvo. David E. Felkel, President & CEO, Edisto Electric Cooperative The new Volvo assembly plant brings immense opportunity to the I-26 North Charleston corridor. As a reliable power provider, we along with our partners, Edisto Electric Cooperative, SC Power Team and Santee Cooper, infused the necessary resources into the SC package to make this deal happen. We are grateful for the SC Power Team community preparedness initiatives that enable our power system to be a true utility partner. New distribution centers bring 1,000 new jobs to the Upstate as part of Team South Carolina, Broad River Electric Cooperative and SC Power Team were able to support Rite Aid and Dollar Tree through grant funding for infrastructure. While providing affordable and highly reliable electric power is the service we provide, being a utility partner focused on building communities is our commitment. 16 EuWe Eugen Wexler US Plastics, Inc. $11.1 million capital investment 49 jobs SCEDIF Investment and new incentive rate utilized Blue Ridge Electric Cooperative (Serving Anderson, Greenville, Oconee, Pickens and Spartanburg Counties) EuWe Eugen Wexler US Plastics, Inc. selects SC for its 1st U.S. facility The EuWe Group s decision to place its first U.S. facility in our state, and Anderson County, specifically, places emphasis on the desirable location we offer automotive suppliers and the success others operating in our state have experienced. Electricity, its reliability and affordability, are a huge factor in high-tech manufacturing. SC Power Team and our cooperative s combined funding for infrastructure made this location even more attractive. Charles E. (TTI) $85 million capital investment 216 jobs SCEDIF Investment Blue Ridge Electric Cooperative (Serving Anderson, Greenville, Oconee, Pickens and Spartanburg Counties) Techtronic Industries invests $85 million expansion in Anderson County TTI s location choice for its expansion will increase distribution efficiency and productivity of its consumer products, which includes household and world-famous iconic brands like Oreck, Homelite and Dirt Devil. The resources of our cooperative and SC Power Team make expansions like this one more expedient, as we address necessary on-site and off-site improvements. We are glad to have them in our community as a corporate citizen and look forward to partnering with them. Charles E. 18 saferack, LLC $20 million capital investment 100 jobs Expansion Santee Electric Cooperative (Serving Clarendon, Florence, Georgetown and Williamsburg Counties) SafeRack Expands Existing Operations in Georgetown County as SafeRack s utility partner, it is wonderful to watch their rapid growth and be able to support their expansion. Their new 100,000 sq. ft. addition to their existing facility will be a hub for manufacturing, warehousing and sales. The company is community-minded and their confidence in South Carolina is shown by bringing additional jobs to the people we serve. Robert G. Rob Ardis, III, President & CEO, Santee Electric Cooperative we are committed to having both our customer service and manufacturing facilities based in Andrews and surrounding areas. We believe being based in South Carolina contributes to our success and this success is directly tied to our need for expanded facilities and staff. Rob Honeycutt, Chief Executive Officer, SafeRack/SixAxis SafeRack is a great example of how South Carolina companies can grow and thrive in our state. This $20 million investment, creating 100 new jobs, is a huge step for this remarkable company and proves that the Team South Carolina approach to investing in workforce training, education and economic development continues to pay off. 19 Advanced Manufacturing & Power Systems, Inc. $2.3 million capital investment 48 jobs SCEDIF Investment Little River Electric Cooperative (Serving Abbeville, Anderson, Greenwood and McCormick counties) Advanced Manufacturing & Power Systems, Inc., Establishes First South Carolina Operations in Abbeville County industry recruitment into a rural area like Abbeville is a testament that companies can invest anywhere in South Carolina and still find a skilled workforce, necessary infrastructure, and operational logistics to meet its business needs. SC Power Team and our cooperative were able to assist with grants for infrastructure and serve as a piece of the overall community offering and recruitment. Roland L. We look forward to opening our new facility in Abbeville and bringing new jobs and growth to the area. 20 honda $42 million capital investment 44 jobs Expansion Pee Dee Electric Cooperative (Serving Chesterfield, Darlington, Dillon, Florence, Lee and Marion Counties) Honda of South Carolina Manufacturing Expands Its Existing Florence County Operations we are thrilled by the steady growth Honda of SC Manufacturing has continued to experience here in the Pee Dee. Having been Honda s local utility partner for over 18 years, we have been an integral part of their progression. The company s side-by-side utility vehicle has grown in popularity increasing their need for additional manufacturing and production capability. Honda has experienced our workforce, partnership, and friendly-business climate that continue to make South Carolina Just right for each expansion. Brian F. I am excited to be here in South Carolina with associates representing Team Honda from across our many business divisions, including manufacturing, R&D and sales and marketing. The products that we are building in the Palmetto State today will set new benchmarks for our industry in the future. The new Honda Pioneer 1000 will be the flagship offering in the largest and fastest-growing segment of the industry, and the 1,000 associates at Honda of South Carolina in Timmonsville are ready and excited to meet the challenge. 21 ZF transmissions $22.5 million capital investment 545 jobs SCEDIF Investment Expansion Laurens Electric Cooperative (Serving Abbeville, Anderson, Greenville, Laurens, Newberry, Spartanburg and Union counties) ZF Transmissions invests $22.5 million in expansion in laurens county zf Transmissions expansion will generate 545 new positions and that is great news for Laurens County citizens. ZF makes 8-speed automatic transmissions, as well as the world s first 9-speed automatic transmission right here in South Carolina. Being reliable, affordable, and above-all, willing to assist companies in achieving future and current goals is how we support economic development in our area. Grant funds from our cooperative and SC Power Team help achieve expansions, such as this one. J. David Wasson, Jr., President & CEO, Laurens Electric Cooperative Laurens County and South Carolina continue to provide a strong home for ZF s manufacturing of our 8- and 9-speed transmissions. We appreciate the continued support of the local and state governments, and all of our partners in providing a healthy environment for ZF s continued growth. Thomas Joos, Vice President, ZF Transmissions Gray Court we celebrate ZF Group s decision to expand their Gray Court operations in South Carolina. More than having a major impact on our entire Upstate community, this expansion is a true testament to the positive business climate and loyal workforce we ve fostered in all corners of our state. 22 Initiatives SC Power Team is dedicated to supporting our local and regional partners in promoting, attracting, and retaining business and new industry. One way in which we accomplish this is through our community initiatives, which focus on competitiveness and community preparedness. Photo: Jim Huff Community Preparedness Site Readiness Fund (SRF)» Committed $30 million over the next five-year period, matched by local funds to create market-ready sites and buildings across South Carolina.» In 2015 SRF investment included $6.581 million for projects that totaled $11 million for the following: Clarendon County Sallie Alderman Site property acquisition; water, sewer and road improvements; Colleton County property acquisition; Dillon County property acquisition; water and sewer upgrades; Berkeley County (2,000 acres at Camp Hall) property acquisition and infrastructure deployment.» In 2015, Launched Site Readiness Fund (SRF) Phase II to identify a mega site and three large industrial sites. economic DeveLopMent review (edr) Each year, SC Power Team hosts more than 200 select stakeholders, partners, and allies in the economic development community for a two-and-a-half day conference, covering key topics in the industry, success stories from existing or new industry announcements and education on preparedness. 23 partners in progress and prosperity Since 1988, SC Power Team has supported more than $13 billion in announced capital investment and over 68,000 new jobs by the private sector in the service area of the 20 electric cooperatives and Santee Cooper. Electric Incentive Rates» EDR-13, a discounted rate for power, can lower annual electricity costs an average of 10 to 13 percent for the first five years of operation.» A new industrial incentive rate, which includes the SUPR-14 rider, was adopted in 2014 for companies that meet certain capital investment or job creation requirements and have a minimum load of 2 megawatts. helicopter Site tours SC Power Team offers assistance with taking prospective business or industry executives on tours of sites under consideration via helicopter services.
