3 Dear Prospective Graduate Student, Aristotle famously asserted that politics is the master art. As such, it encompasses many perspectives and impacts our lives in many tangible ways. Political science today is a mature discipline that offers many opportunities to explore our world and participate in its unfolding story. Dr. Joseph Losco Department Chair & Professor For those of you wishing to participate actively in the research and practice of politics, the master s degree from the political science department at Ball State University can help jumpstart your career. The degree is an appropriate stepping stone to careers in education, law, politics, and public service. Our Master s program has strengths in comparative and international politics, American institutions, media and politics, and law. We strongly emphasize internship programs. Each year many of our students serve as interns with the Indiana General Assembly, various governmental offices, and law firms. Our small classes allow close faculty-student interaction and collaboration, often resulting in joint publication. Our MA graduates have gone on to receive their Ph.D. s from institutions around the country and are currently teaching at Universities like Carnegie Mellon, University of Pittsburgh, and the University of Washington. They have also moved on to receive law degrees from Harvard, Vanderbilt, and UCLA. We also house the Bowen Center for Public Affairs, offering graduate students the opportunity to work on issues related to civic engagement, voting systems security, disability policy, and public policy polling. Our annual Hoosier Survey is recognized as the state s pre-eminent public policy survey and is eagerly awaited each December by lawmakers throughout the state. 4 Master of Arts Our Master of Arts (MA) in political science program gives you opportunities to deepen your understanding of political science and pursue a variety of career goals including a doctoral degree or law degree, or work in the corporate world, government, or nonprofit sector. The MA degree program in political science requires a minimum of thirty credit hours with at least fifteen of those hours completed in political science courses at the 600 level. These required courses must include Research Methods in Political Science (POLS 625), at least three additional 600 level courses in at least two subfields of the discipline of your choice, and be approved by your advisor. Subfields include American politics, comparative politics/ international relations, and public policy/administration. 6 Master of Public Administration If you already have a bachelor s degree and want to prepare for an administrative or research career in public management, then a Master of Public Administration (MPA) could be the right choice for you. If you attend full time, you can complete the MPA program in four semesters or two academic years. To make it more convenient, evening classes are offered in addition to weekday classes. Furthermore, the MPA program features four concentrations (Criminal Justice, Community and Economic Development, Information and Communication Technology, and Emergency Management and Homeland Security) that enable students to tailor an interdisciplinary curriculum to suit their career aspirations. For your Master of Public Administration you will need to complete the following 36 to 45 credit hour requirements. If you do not have professional experience, you will be required to complete a forcredit, full-time internship (6 credit hours). After completing the program, you will have a theoretical understanding and practical awareness of public policy and of the principles of management and administration in the public sector. The program blends the study of politics and administration with the techniques of modern management. 6

8 MPA Concentrations Criminal Justice This program of study provides criminal justice profssional with the expertise and administrative skills necessary to be effective leaders in an ever-changing justice system. The program will prepare students for leadership roles in criminal justice and related public agencies while providing a solid base from which to pursue doctoral study. Emergency Management and Homeland Security Students with an interest in national security policy might be interested in this concentration. In addition to their regular public administration coursework, students take fifteen credit hours of coursework related to terrorism, weapons of mass destruction, and other courses related to national security. Community and Economic Development This concentration is most suitable for students who are employed or seeking employment at a public agency or nonprofit organization that is concerned with housing policy or other issues related to community and economic development. In addition to their regular public administration coursework, students take fifteen credit hours of coursework related to real estate development, planning law, and other issues of community development. Information and Communication Technology This concentration would be suitable for students employed or seeking employment in the IT field within the public sector or for students with career interests in technology policy. In addition to their regular public administration coursework, students take fourteen credit hours of coursework in the areas of telecom and other technical standards, data storage and management, and other technology-related courses. 8

10 Admissions and Application Admission Requirements If you are applying for the Master of Arts or Master of Public Administration, you must: Meet the admission requirements of the Graduate School Includes a $50 application fee and online graduate application.* Have a bachelor s degree GPA of at least 2.8 on 4.0 Students with GPA s that do not meet this threshold may be accepted on a provisional status with approval from the department and graduate school. Submit Graduate Record Examination (GRE) scores Competitive scores are, at minimum: 146 Verbal, 145 Quantitive Provide two letters of recommendation For MPA and MPA with Criminal Justice Concentration only Be accepted by the Department If you are seeking admission to the Master of Public Administration program with a concentration in criminal justice and criminology you must also be accepted by the Department of Criminal Justice and Criminology. 11 Financial Aid The primary purpose of financial aid is to provide assistance to students for expenses related to educational needs. The primary responsibility for meeting college costs lies with students and parents. Students, who have met all of the necessary requirements to have scholarships and/or financial aid applied to their student account with the Office of Bursar and Loan Administration, will see these scholarships and/ or financial aid on the first Bursar Statement of each semester designated as "Anticipated Aid". At the time financial aid is applied, any charges for general fees, nonresident fees, special course fees, room and board charges, and other authorized charges that are on your account will be deducted. Any financial aid credit remaining after all allowable charges are paid will be refunded to the student. It is possible you may receive a financial aid refund even though your account is not paid in full. Although tuition, fees, and room and board are due and payable at the beginning of each semester, you will have a choice of paying your entire bill in full OR opting to enroll in the Installment Payment Plan. The Installment Payment Plan provides an opportunity to pay the current semester s (fall or spring) ebill charges in four equal installments. 12 Bowen Center for Public Affairs In 2007, the Bowen Center for Public Affairs was founded to honor the leadership and personal integrity of Dr. Otis R. Bowen who served as the 44 th Governor of Indiana and as Secretary of Health and Human Services under President Ronald Reagan. The Bowen Center for Public Affairs is a freestanding center at Ball State University in the College of Sciences and Humanities and is allied with the Department of Political Science. The mission of the Bowen Center for Public Affairs is to promote civic engagement, public service, and effective public policy by providing: Civic education to help citizens effectively participate in public affairs; Professional development opportunities for state and local public officials and nonprofit administrators to help them provide efficient and effective services in an ever more challenging environment; and University-based, non-partisan applied research that identifies and clarifies current public policy needs and responds to the needs and requests of local, state and national leaders. 13 Advancing the ideals of civic literacy, community involvement and public service embodied by Dr. Bowen s career, the Bowen Center for Public Affairs provides focused training, networking, and research opportunities through its three components: The Institute on Political Participation, The Institute for Public Service, and the Institute for Policy Research. Bowen Institute on Political Participation Raymond Scheele Co-Director, Bowen Center & Professor The Bowen Institute on Political Participation provides citizens and students with the skills and knowledge to more effectively participate in civic affairs. Citizens and Indiana college students who have expressed an interest in participating in government and politics but have not done so at a high level are nominated for participation in the Institute. These individuals are brought together in a weekend-long workshop to heighten their interests in civic engagement and enhance their participatory skills. The program provides students with valueable networking opportunities and both undergraduate and graduate students earn credit toward their degrees through attendance and participation. Bowen Institute for Public Service Sally Jo Vasicko Co-Director, Bowen Center & Professor The Institute for Public Service provides opportunities for the professionalization of Indiana state, county, and local officeholders and administrators through targeted training and certification programs. The programs feature best practice solutions to ensure the efficient and effective delivery of government services. Its signature programs include the Certified Public Manager (CPM) Program and Community Conversations series. The CPM Program is the Bowen Center s nationally accredited and highly acclaimed professional development program designed specifically for managers and supervisors employed in public service. The CPM Program assists public managers to provide effective and efficient public resources by applying established public management theories. The Community Conversations series, conducted in collaboration with Indiana Humanities, convenes regional conversations among community leaders and citizens from public, private and non-profit sectors to address major challenges facing their communities. Bowen Institute for Policy Research Charles Taylor CPM Coordinator & Asst. Professor The Institute for Policy Research conducts university-based, non-partisan research. Partnering with other organizations to meet specific research needs, the institute tackles projects that range from voting habits to discovering employment obstacles facing persons with disabilities. The institute also conducts the Hoosier Survey, an annual public policy opinion survey that collects data concerning public opinion on key public policy issues. 13

14 Graduate Alumni Alumni Profile Riley Steinmetz Class of 2011 Master of Arts in Political Science After my first year in the MA program at Ball State, I knew that research was not the area I wanted to end up in, so I started applying for summer internships to get some professional experience. With the depressed economy, I knew it was a tough market for internships, so I applied just about everywhere I could think of. One of those places was with the U.S. Olympic Committee. A few months later, I packed my bags for Colorado Springs to work as a Digital Media Intern at the USOC. Despite the fact that it outwardly appeared unrelated to political science, I actually used my graduate education extensively. With the skills I learned from Dr. Hall s POLS 626 course, I was able to put together weekly statistical analyses on website activity--something they d never had an intern do before. Writing content for the website was another part of my job--and after writing a 30-page policy paper on same-sex marriage for Dr. Waite s POLS 610 class, throwing together a quick story on a controversial sponsorship deal came with ease. When international delegations came to the Olympic Training Center, I was able to quickly establish a rapport with them because of the foundation I had from my international relations courses. In short, an internship that had originally seemed like more of a break from the classroom ended up being a practical application of virtually everything I d learned in those very classrooms! I m now working with the U.S. Ski and Snowboard Association, the national governing body for Olympic skiing and snowboarding in the United States. The same writing and statistics skills I learned at Ball State are still serving me well and were a huge factor in why I was hired over other candidates. I also have taken and passed the Foreign Service Officer Test, with the hopes of eventually serving as a diplomat for the United States abroad. Every employer I ve had since leaving Muncie has spoken to me at length about how my graduate degree has set me apart from the rest of the applicant field. When there s hundreds of applications for one position, those letters MA say a lot more than that--they indicate an applicant who knows how to write, present and run some stats. 14

15 Campus Information Ball State University is a public research-university located in Muncie, IN. The university offers more than 180 bachelor s, associate, and professional degree programs and more than 120 master s, doctoral, and specialist programs across seven academic colleges. Our campus is vibrant and bustling with approximately 17,700 undergraduate students and 4,500 graduate students coming from 48 states, 2 territories and 43 countries to receive higher education in the American heartland. Campus Resources Ball State students have access to exercise and health facilities, affordable student housing, free public transportation, and a wide variety of dining services. Bracken Library, located in the center of campus, boasts an impressive array of books, online databases, electronic journals, archives and special collections, and a digital media repository that gives students access to primary source materials including photographs, oral history interviews, video and film footage, and much more. Furthermore, students can use the university s interlibrary loan process to have materials residing at other public universities in Indiana delivered to them at Ball State. The library staff includes disciplinary specialists dedicated to helping students use these research tools and information repositories. Ball State has more than 200 state-of-the-art computer laboratories and a campus-wide wireless network that keeps students connected to the Internet in each of the 100 buildings on our 730-acre campus. The university s dedication to technological innovation does not detract from the aesthetics of the campus, which is adorned with ponds, seasonal flowers, an expansive Quad full of mature trees, and iconic statues including Beneficence and the Frog Baby. 16 Political Science Faculty Teh-Kuang Chang Professor Teh-Kuang Chang is Professor of Political Science at Ball State University. He came to Ball State University in He earned his Ph.D. at American University. Professor Chang teaches American Foreign Policy, International Relations, and Asian and Pacific Studies. Professor Chang s research interests include international relations in Asia, U.S.-China diplomatic relations, democratization in China, and constitutional development in China, Mongolia and Tuva. He initiated the International Studies, Asian Studies, Latin American Studies, and African Studies programs for Ball State University. Professor Chang initiated and chaired the Asian and Pacific Studies Research Committee of the International Political Science Association. During the academic year, Professor Chang was a Fulbright Professor who taught at Shanghai International Studies University and lectured at twelve universities and institutes across China. In 2005, Professor Chang was elected as the President of the International Tuva Studies Association. Professor Chang has travelled to over 70 countries for teaching, research, and participating in academic conferences. Professor Gary Crawley has been at Ball State University since He earned his Ph.D. at Michigan State University. His primary teaching areas are state and local politics, American national government, and public policy analysis. Professor Crawley s research interest focuses on state legislative politics and voting behavior and elections. Professor Crawley also served as the Director of the Bowen Institute on Political Participation from He currently serves as the department s graduate advisor. Gary Crawley Asst. Professor Gene Frankland Professor Gene Frankland is Professor of Political Science and has been at Ball State University since He received his Ph.D. from the University of Iowa. His primary teaching areas are comparative politics (especially European politics) and environmental law and policy in the U.S. He has focused his research on green movements and political parties. Professor Frankland has received research grants from the German Academic Exchange Service to study in Germany in 1980, 1985, 1996, and During fall 2009, he received special leave to study German politics. He has also been a Visiting Fellow at Harris Manchester College, Oxford University, during spring 1996, and he has taught in overseas university programs in Spain, Germany, Austria, and Britain. Professor Frankland was Director of the Ball State University London Centre Program during spring, He is currently the Director of the European Studies Program and Undergraduate Advisor for political science majors. 16

17 Francine Friedman is Professor of Political Science and has been at Ball State University since She received her Ph.D. from Claremont Graduate School. Professor Friedman teaches courses in international relations, Russian and East European politics, ethnic conflict, and terrorism. Her primary research interests focus on the former Yugoslavia. Dr. Friedman is also the Director for the Jewish Studies program. Francine Friedman Professor Brad Gideon is the Director of Legal Studies and Pre-Law Advising at Ball State University. He holds a B.S. in Political Science from Ball State University and attended New England School of Law, graduating with the Excellence Award in Negotiation. Gideon trained at the Strategic Consulting Group Campaign School in 2000 and served as a field organizer and developer for Elaine Bloom s grassroots campaign for Congress in the same year. From Gideon was an AmeriCorps team leader for the Twenty-First Century Scholars Program, planning events, conducting workshops, and working in collaboration with numerous community groups and agencies. Gideon came to Ball State in 2002 as an Adjunct Professor in the Department of Political Science and became Director of Legal Studies in Brad Gideon Director of Legal Studies Jennifer Ludy Grove is Instructor of Political Science and has been with the department since She earned her M.A. in Political Science at Ball State University. Ms. Grove teaches in the areas of American government and public law. She is also the faculty advisor for the Legal Studies program. Jennifer Grove Instructor 17

18 Steven Hall is an Assistant Professor at Ball State University. He teaches courses in international relations, developing countries in a world economy, research methods, and econometrics. He also leads a graduate seminar in international political economy. Hall receievd his Ph.D. from the University of North Carolina at Chapel Hill where he also served as visiting assistant professor prior to his time at Ball State. He has written numerous conference papers and articles on international political science and is a member of the American Political Science Association and the Midwest Political Science Association. Steven Hall Asst. Professor Joseph Losco is Chair of the Department and Professor of Political Science at Ball State University. He has been at BSU since He received his Ph.D. at Temple University. Professor Losco teaches primarily in the areas of political theory and American government. His research and publication interests have focused on political theory, public policy, and American government. He has also produced numerous educational videos in American government and is co-author of a text in American Government published by McGraw-Hill. He is co-director of the Voting Systems Technical Oversight Program for the state of Indiana and recipient of research grants from various foundations including the Pew Charitable Trusts. Joseph Losco Chairperson & Professor Michael Maggiotto Dean, College of Science & Humanities, Professor 18 Michael A. Maggiotto received his Ph.D. in Political Science from Indiana University in Before coming to Ball State as Dean of the College of Sciences and Humanities in July 2003, he served as Dean of the School of Letters and Sciences at SUNY Brockport. Dr. Maggiotto held several administrative appointments at Bowling Green State University including Associate Dean of the College of Arts and Sciences, chair of the Department of Political Science, and Deputy Director for Research at the Center for Governmental Research and Public Service. He was the first Executive Director and Treasurer of the Southern Political Science Association, a position he held for eight years. He has been co-editor of the American Review of Politics and assistant managing editor of the Journal of Politics. In addition, Dr. Maggiotto served on the faculties of the University of South Carolina and the University of Florida. Professor Maggiotto s research interests lie broadly within American politics and more specifically in the study of political parties and elections, mass and individual political behavior, and representation. He has written and edited two books, three journal symposia, 30 articles and chapters, and over four-dozen scholarly papers.

19 Dr. Nishikawa received her Ph.D. in Political Science from Michigan State University in Her primary research and teaching interests are in Comparative Politics. Within the field of comparative politics, she especially focuses on electoral institutions and political parties. While Japan has been her principal laboratory, her work has covered broader areas of the world. She has published a book, entitled Mixed Electoral Systems: Contamination and Its Consequences (With Federico Ferrara and Erik Herron). She has also published numerous papers in this area, which have appeared in Comparative Political Studies, Electoral Studies, Party Politics, Women and Politics, International Political Science Review, and the Japanese Journal of Electoral Studies. Misa Nishikawa Associate Professor Daniel Reagan is a Professor of Political Science and has been at Ball State University since He received his Ph.D. from Notre Dame University. Professor Reagan teaches primarily in the areas of American politics and public policy, and his research interests center on the relations/behavior of national political institutions and, most recently, on the Congress and the media. Professor Reagan was a finalist for the University Teaching Professorship in 1994, and has served for several years as a state officer of the Indiana Conference of the American Association of University Professors. The Governor has appointed Professor Reagan to three state bodies: in 1998, to the Commission for Higher Education, in 2000 to the Community College Policy Committee, and in 2001 to the Governor s Education Roundtable. Daniel Reagan Professor John Rouse, Professor, teaches undergraduate and graduate courses in public administration, American government and politics, and organizational theory. He holds a B.A. from Furman University, and M.A. and Ph.D. from the University of Maryland, College Park. He has traveled to 42 countries. Professor Rouse has served on the Editorial Board of PS: Political Science & Politics (APSA), been an Op-ed contributor to the editorial pages of The Chicago Tribune, Christian Science Monitor, and major midwest newspapers. He was a candidate for the Muncie City Council. He has been a columnist for the Sunday Editorial page of The Muncie Star and served as the Producer- Commentator for a weekly Indiana public affairs radio-television program. John Rouse Professor 19

20 Pamela Schaal is an Assistant Professor of Political Science specializing in American Politics and Research Methods. Prior to her arrival at Ball State in 2009, Professor Schaal received her Ph.D. in Political Science from the University of Notre Dame where she served as academic liason for the Washington Program. While at Notre Dame she also held a Teaching Assistant position. Schaal went on to teach as an Adjunct Professor in the Department of Public and International Affairs at George Mason University from Schaal spent two years as a Program Evaluation Analyst in the Office of the Inspector General in Washington D.C. Her field of professional specialization lies in Congress, public policy, and urban politics. Pamela Schaal Asst. Professor Raymond Scheele is Professor of Political Science and co-director of the Bowen Center for Public Affairs. Professor Scheele first came to Ball State University in He received his Ph.D. from the University of Missouri at Columbia and his B.A. in Government from Valparaiso University. His primary teaching areas are state and local government; political parties and elections; and Indiana government. Similarly, his chief research interests focus on voting behavior, political parties, and Indiana politics. He serves as co-director of the Bowen Center for Public Affairs and has served two terms as President of the Indiana Chapter of the American Society for Public Administration. He is co-director of the Voting Systems Technical Oversight Program for the state of Indiana. Raymond Scheele Co-Director, Bowen Center & Professor Charles Taylor teaches core courses in public personnel administration and public financial administration in the Master of Public Administration program at Ball State University. Prior to coming to Ball State in 2008, he spent five years at Clemson University where he was part of a team that consulted with local governments on a variety of issues. In addition to his academic experience, he worked 15 years in Missouri local government as an engineer and manager. He received his Bachelor of Science degree from the University of Missouri-Columbia in electrical engineering and his Ph.D. in policy studies from Clemson University.
