1 Project Overview Commander Tomba, Cleveland SIU is in full support and welcomes a video conferencing solution in the Scientific Investigation Unit (SIU). Commander Tomba will work to secure the proper approvals. The remote video conferencing hook up will streamline the function of having officers, detectives and civilians who are subpoenaed to court by not having them physically respond and appear in court. This process will save time and monetary resources for the Division of Police. Currently, officers have to drive to juvenile court in response to a subpoena. When the hook up is in place they will only need to go into another room, provide testimony and return to their assigned duties without leaving the building. Officers/Detectives scheduled to provide testimony before the Grand Jury can receive narcotics results via the monitor and then provide testimony, this will reduce/eliminate the need for continuances in the Grand Jury which will in turn save time and money for the Division of Police and the CCPO will be able to proceed with the prosecution without delay. Current Technology Status The Cleveland Department of Public Safety has had videoconferencing capability for the past three years. Their video conferencing vendor is Polycom; there are approximately 24 Polycom CRT 5000 multi-point units deployed and a MGC50 Polycom bridge with 48 concurrent connections and has been recently updated by MCPC. Cleveland had a dedicated IP with small bandwidth, the IP connectivity is established through the use of Justice Center fiber connection. (CPP and the City s INET have some fiber use.) Cleveland tested video speed at both 512 and 768 and reported no issues however the video speed set at 384 is sufficient. Current videoconferencing usage is mainly Homeland Security issues, table top exercises, Health Agencies throughout the county and surrounding counties, EMS (28 outside locations) already functional, Bridge to Bridge connectivity PolyCom Video Bridge: Cleveland Public Safety Cleveland Police Districts (6) CPU Radvision Video Bridge: Four (4) Cleveland Municipal Court Rooms The Workhouse House of Corrections in Warrensville Proposed Courtroom 3-D Page 1 of 5

2 Project Considerations Initial Issues to Consider Cleveland lost their network & video administrator and is currently operating with a consulting/ subcontractor to aid in revamping videoconferencing within the public safety network. Currently there is little videoconferencing usage, mostly blamed on new technology fears and no clearly defined usage and/or business processes. Other noted issues: The technology is the easy part the hard part is writing the business process. Where the business process becomes an issue is in the scheduling of many of these video conferencing events or sessions such as Prosecutor to Prosecutor; Attorney/Client conferences; who is going to schedule these? Who will be responsible for identification of Pre trial Assessment Assessor s, Defense Attorneys, etc? Attorney and/or Assessors identification issues: If Attorneys and Assessors would be permitted to access their clients over IP and not expected to conduct business with their client at secure permitted locations identification becomes an issue. One solution could be authenticating to the county bridge; while there are other suggested solutions none the less this should be addressed in the future. Required Features Establish bridge to bridge IP connectivity between Cuyahoga County and the City Cleveland six (6) Police Districts through the Justice Center fiber connection, opening the firewall with the right permissions to connect. Network Connectivity Requirements IP Connectivity Next Steps for Success Expected Outcome Our vision for the Division of Police is to allow detectives/officers to provide testimony in the most cost and time efficient manner without having to present themselves in a courtroom. Cleveland is looking forward to the Cuyahoga County stimulate interest and utilize their videoconferencing investment. Required Items for Success Dedicated videoconference room: Page 2 of 5

CCPO to Municipal Prosecutor 1 time per week to discuss charging, plea or case status. CCPO to Municipal Court 3times per week to discuss case status or gather information on the case or assigned counsel. CCPO to Defense Attorney 2 times per week to discuss case resolution (counsel is at various locations). CCPO to Victims 2-4 times per week to gather facts or discuss case resolution (victims at various locations) Attorney to Client Treatment Assessor to Client Define and Assign Roles and Responsibilities: Business process and process for scheduling the videoconferencing session. (Obtain approvals where needed). Equipment Features VSX 3000 (Compact Unit): The compact video kiosk offers a versatile solution which provides state of the art functionality, quality hardware and ease of management. Video Bridge: (Complete Unified Voice/Video Conferencing Solution for Cuyahoga County) The Information Services Center has made a major investment in upgrading the county s LAN/WAN infrastructure to support a unified multi-media communications deployment that will provide voice, video and web conferencing. The deployment of VoIP has already taken advantage of the existing data network, eliminating transport charges and reoccurring conference bridge charges. Since then the ISC has purchased the second component which is called Meeting Place Express. This piece of the unified package consists of a Voice Bridge that will be installed first quarter of The Voice Bridge will help county personnel communicate and collaborate from anywhere, at any time using only a phone and a Web browser if desired. The solution is a simple and secure way to conduct remote meetings and conference everyone together within a common platform. The current Voice Bridge is capable of handling industry standard protocols to help ensure connectivity between a wide ranges of different telephone systems. The last piece of the unified multi-media communication package is the Video Bridge. The Video Conferencing Bridge allows interactive video and voice communications between two or more geographically distant people or locations. This solution incorporates advanced conference setup Page 4 of 5

5 and attendance functions, a range of dynamic scheduling layouts, and the ability to manage and monitor all video conferencing sessions. Do to the common platform and equipments interoperability everyone can take advantage of the total media package whether you just wanted to join a meeting via a phone call or live video call. The Cisco Video Conferencing Bridge can handle 96 audio calls and 72 Video calls simultaneously. All ports can support any connection speed and any supported video/audio codec s as well as video resolutions. Cost for the Video Bridge will include hardware, installation and maintenance.
