These rules and plicies take precedence ver departmental practices and shuld they change, the Department shall fllw thse new rules and plicies until such time as it can update this dcument t reflect the changes. In additin, this sectin must be reviewed, and either reaffirmed r revised, at least every fur years n appintment r reappintment f the Department Chair. Departmental decisins regarding faculty appintment, reappintment, and prmtin and tenure are made in accrdance with the Department s missin as set ut in sectin II f this Pattern f Administratin. In additin, the faculty and the administratin are bund by the principles articulated in Faculty Rule In particular, the fundatin fr these decisins is peer review f the dcumented perfrmance f faculty. Unless therwise stated, the criteria and prcedures described belw apply equally t Clumbus and reginal campus faculty. The Ohi State University is cmmitted t building a diverse faculty and staff fr emplyment and prmtin t ensure the highest quality wrkfrce, t reflect human diversity, and t imprve pprtunities fr minrities and wmen. I. Department Missin The missin f the Department f Plitical Science is t achieve excellence in schlarly research, teaching, and service

3 cmmensurate with its standing as ne f the natin s leading plitical science departments and with its gal f maintaining and cntinually imprving its quality. Research is the crnerstne f its missin, inspiring its teaching and service. Excellence in research means attainment f natinal and internatinal recgnitin, as evidenced by cmparative rankings, external funding, awards, and hnrs in research in plitical science and related areas. Excellence in teaching means prviding its undergraduate and graduate students the pprtunity t realize their full capabilities fr learning in plitical science, including ffering the mst capable and mtivated students an enhanced learning experience. Excellence in service means making available a high level f prfessinal expertise and experience t the public, including the University, Clumbus cmmunity, state f Ohi, the natin, and internatinally, as well as the prfessin. A. Cmmittee f the Eligible Faculty 1. Tenure-track Faculty II Definitins The eligible faculty fr appintment reviews f tenure-track faculty cnsists f all tenure-track faculty members whse tenure resides in the department. Fr an appintment at senir rank, a secnd vte is taken by the faculty members eligible t vte n the rank under cnsideratin. The eligible faculty fr senir rank f new appintments, reappintment, prmtin and tenure, and prmtin reviews f tenure-track faculty cnsists f all tenured faculty f higher rank than the candidate whse tenure resides in the department excluding the department chair, the dean and assistant and assciate deans f the cllege, the executive vice president and prvst, and the president. Fr tenure reviews f prbatinary prfessrs, eligible faculty are tenured prfessrs whse tenure resides in the department excluding the department chair, the dean and assistant and assciate deans f the cllege, the executive vice president and prvst, and the president. 2. Cnflict f Interest A cnflict f interest exists when an eligible faculty member is related t a candidate r has a cmparable clse interpersnal relatinship, has substantive financial ties with the candidate, is dependent in sme way n the candidate's services, has a clse prfessinal relatinship with the candidate (dissertatin advisr), r has cllabrated s extensively with the candidate that an bjective review f the candidate's wrk is nt pssible. Generally, faculty members wh have cllabrated with a candidate n at least 50% f the candidate's published wrk since the last prmtin will be expected t withdraw frm a prmtin review f that candidate. 3. Minimum Cmpsitin In the event that the department des nt have at least three eligible faculty members wh can undertake a review, the department chair, after cnsulting with the dean, will appint a faculty member frm anther department within the cllege. B. Qurum The qurum required t discuss and vte n all persnnel decisins is a simple majrity f the eligible faculty nt n an apprved leave f absence. A member f the eligible faculty n Special Assignment may be excluded frm the cunt fr the purpses f determining qurum nly if the department chair has apprved an ff-campus assignment. Faculty members wh recuse themselves because f a cnflict f interest are nt cunted when determining qurum.

4 C. Recmmendatin frm the Cmmittee f the Eligible Faculty In all vtes taken n persnnel matters nly yes and n vtes are cunted. Abstentins are nt vtes. Faculty members are strngly encuraged t cnsider whether they are participating fully in the review prcess when abstaining frm a vte n a persnnel matter. Absentee ballts and prxy vtes are nt permitted. 1. Appintment Decisins are taken by secret ballt after a faculty meeting t discuss the appintment. A simple majrity f vtes cast is required fr a psitive recmmendatin. 2. Reappintment, Prmtin and Tenure, Prmtin, and Cntract Renewal Decisins are taken by secret ballt in the meeting f the cmmittee f the eligible faculty members. A a simple majrity f vtes cast required fr a psitive recmmendatin. A. Criteria 1. Tenure Track Faculty III. Guidelines fr Appintments The Department is cmmitted t making nly faculty appintments that enhance, r have strng ptential t enhance, departmental quality. The key criteria fr each appintment are as fllws: (i) At the senir levels, high research prductivity and prfessinal reputatin must be clearly evidenced in publicatins, research grants, and ther indicatrs f prfessinal stature fr an appintment t be made. Senir faculty hired frm utside the University shuld be at least as qualified as their cunterparts in the Department. (ii) At the assistant prfessr level, evidence f research ptential f a caliber likely t lead t grants and, especially, t high-quality schlarly publicatins is required. New untenured faculty are hired with the expectatin that they will have a Ph.D. in plitical science r a related discipline by the beginning f their appintment -- r will have successfully defended their Ph.D. dissertatin befre the date n which classes begin in their first year and will receive the Ph.D. degree at their university s first cmmencement thereafter. Failure t satisfy this expectatin necessitates appintment as an instructr and a reductin in their salary by 10%. (iii) In all cases, evidence f substantial peer supprt frm utside reviewers, f a recrd f r the ptential fr high quality teaching, and f cmmitment t the missin f the Department are imprtant cnsideratins. (iv) The Department des nt hire its wn Ph.D. s fr untenured faculty psitins n the Clumbus campus. Appintments t the rank f instructr and assistant prfessr are prbatinary and require annual reappintment by the Department Chair fr cntinuatin. Instructr appintments may nt exceed three years Upn prmtin t assistant prfessr, the faculty member may request prir service credit fr time spent as an instructr. This request must be apprved by the department s eligible faculty, the department chair, the dean, and the Office f Academic Affairs. Faculty members shuld carefully cnsider whether prir service credit is apprpriate since prir service credit cannt be revked withut a frmal request fr an extensin f the prbatinary perid. In additin all prbatinary faculty members have the ptin t be cnsidered fr early prmtin. Assistant prfessr appintments may nt exceed six years, including prir service credit but nt cunting time that is excludable under University rules. Apprval by the executive Dean f the Cllege f Arts and Sciences is required fr the reappintment f an assistant prfessr as a tenure-track faculty member fr the fifth year. An assistant prfessr is reviewed fr prmtin and tenure n later than the sixth year (nt cunting exclusins) f appintment as an assistant prfessr and is infrmed by the end f the sixth year as t whether prmtin and tenure will be granted at the beginning f the seventh year.

5 Part-time appintments are pssible (n less than 50%) in accrd with University rules. Prbatinary tenure-track faculty n less than full-time service may request an extensin f the prbatinary perid, in accrd with Faculty Rule (F). 2. Tenure Track Faculty Reginal Campus Because the primary missin f the reginal campuses is t prvide high quality undergraduate instructin and t serve the academic needs f their cmmunities, excellence in teaching and service rdinarily will be given relatively mre weight in hiring reginal campus faculty. Nevertheless, reginal campus faculty members are expected t publish high quality schlarship in respected utlets even if nt with the same frequency as the faculty n the Clumbus campus. The expectatin is that reginal campus faculty members will publish in jurnals and presses similar in quality and impact t thse the Clumbus faculty members publish in even if these are nt always the exact same utlets as the Clumbus faculty members typically publish in. 3. Assciated Faculty Assciated faculty appintments may be as shrt as a cuple weeks t assist with a fcused prject, a semester t teach ne r mre curses, r fr up t three years when a lnger cntract is useful fr lng-term planning and retentin. With the exceptin f visiting faculty, assciated faculty may be reappinted. 3a. Adjunct Assistant Prfessr, Adjunct Assciate Prfessr, Adjunct Prfessr Adjunct appintments may be cmpensated r uncmpensated. Adjunct faculty appintments are given t individuals wh give academic service t the department, such as teaching a curse r serving n graduate student cmmittees, fr which a faculty title is apprpriate. Typically the adjunct faculty rank is determined by applying the criteria fr appintment f tenure-track faculty. Adjunct faculty members are eligible fr prmtin (but nt tenure) and the relevant criteria are thse fr prmtin f tenure-track faculty. 3b. Lecturer Appintment as lecturer requires that the individual have, at a minimum, a Master's degree in a field apprpriate t the subject matter t be taught. Evidence f ability t prvide high-quality instructin is desirable. Lecturers are nt eligible fr tenure, but may be prmted t senir lecturer if they meet the criteria fr appintment at that rank. The initial appintment fr a lecturer shuld generally nt exceed ne year. 3c. Senir Lecturer Appintment as senir lecturer requires that the individual have, at a minimum, a dctrate in a field apprpriate t the subject matter t be taught, alng with evidence f ability t prvide high-quality instructin; r a Master's degree and at least five years f teaching experience with dcumentatin f high quality. Senir lecturers are nt eligible fr tenure r prmtin. The initial appintment fr a senir lecturer shuld generally nt exceed ne year. 3d. Assistant Prfessr, Assciate Prfessr, Prfessr with FTE belw 50% Appintment at tenure-track titles is fr individuals at 49% FTE r belw, either cmpensated (1 49% FTE) r uncmpensated (0% FTE). The rank f assciated faculty with tenure-track titles is determined by applying the criteria fr appintment f tenure-track faculty. Assciated faculty members with tenure-track titles are eligible fr prmtin (but nt tenure) and the relevant criteria are thse fr prmtin f tenure-track faculty. 3e. Visiting Instructr, Visiting Assistant Prfessr, Visiting Assciate Prfessr, Visiting Prfessr Visiting faculty appintments may either be cmpensated r nt cmpensated. Visiting faculty members n leave frm an academic appintment at anther institutin are appinted at the rank held in that psitin. The rank at which ther (nn-faculty) individuals are appinted is determined by applying the criteria fr appintment f tenure-

6 track faculty. Visiting faculty members are nt eligible fr tenure r prmtin. They may nt be reappinted fr mre than three cnsecutive years at 100% FTE. 4. Curtesy Appintments fr Faculty Curtesy appintments may be ffered t regular faculty in anther department at Ohi State wh are expected t cntribute regularly and significantly, n an uncmpensated basis, t the Department s research, teaching, r service missin. Invlvement in the departmental prgram and/r visibility in the Plitical Science discipline are nrmally required. B. Prcedures fr Appintments 1. Tenure Track Faculty A natinal search is required t ensure a diverse pl f highly qualified candidates fr all tenure-track psitins. Exceptins t this plicy must be apprved by the cllege and the Office f Academic Affairs in advance. Search prcedures must be cnsistent with the university plicies set frth in the mst recent update f A Guide t Effective Searches ( Decisins n extending ffers t jin the faculty are cllegial. The Chair is primarily respnsible fr designating the psitins and keeping the recruiting prcess mving when penings ccur. A Department meeting will be held each spring semester t discuss hiring pririties fr the fllwing year within the cntext f the Department s budget situatin. The Department Chair appints a search cmmittee r cmmittees t recruit candidates fr all faculty vacancies. Search cmmittees reprt t the Chair. The Chair, in cnsultatin with the search cmmittee(s),prepares each psitin descriptin and submits it t the American Plitical Science Assciatin s ejbs listing f jbs in Plitical Science, which ensures that the psitin will be advertised widely thrughut the discipline. Frm the pl f applicants, the search cmmittee develps a shrt list f candidates. The cmmittee als cnsults with faculty members in the subfield mst clsely affiliated with the search. All faculty members have access t the applicatin files and can encurage the cmmittee t lk at files they find especially attractive. The cmmittee then recmmends candidates fr visits t the Chair, wh schedules and crdinates their visits. After candidates have visited, the Chair slicits annymus evaluatins f the candidates frm all faculty members in the Department and als frm students wh have interacted with the candidates. A faculty meeting will be held in advance f the slicitatin f individual faculty evaluatins t discuss the candidates. All tenure track faculty can prvide input n the candidates in the frm f a vte and the results f this pll f pinin will be available t the search cmmittee members. It will als be available t faculty members nt n the search cmmittee if they ask t see it. Once the results f the pll are in-hand, the Chair will meet with the search cmmittee and decide whether t make an ffer and t whm. If an ffer is justified in the judgment f the Chair, he/she will prpse the terms f the ffer t the Dean f the Cllege and, if the Dean apprves an ffer, will handle the negtiatins with the candidate. If it is nt clear whether an ffer is justified, further cnsultatin and discussin and perhaps visits by additinal candidates will ccur. If necessary, the Chair will call a Department meeting t discuss the final recruiting decisin. On every search cmmittee, the Chair appints a Diversity Advcate wh is respnsible fr prviding leadership in assuring that vigrus effrts are made t achieve a diverse pl f qualified applicants. Ptential appintment f a freign natinal wh lacks permanent residency must be discussed with the Office f Internatinal Affairs. The university des nt grant tenure in the absence f permanent residency status. The department will therefre be cautius in making such appintments and vigilant in assuring that the appintee seeks residency status prmptly and diligently. 2. Tenure Track Faculty Reginal Campuses Because the Clumbus Department must cncur in the appintment f reginal campus faculty, it is invlved in the search prcess fr psitins there. The Chair appints at least ne member t the reginal campus search cmmittee fr

7 a psitin in Plitical Science n that campus. Candidates fr the reginal campus psitin are required t present a cllquium n the Clumbus campus and t meet with faculty frm the Department there. After candidates have visited, the Chair will slicit evaluatins frm all faculty members in the Department n the candidate s recrd and ptential as a schlar, fr which the Clumbus Department has the primary respnsibility. If an ffer is justified in the judgment f the Chair, he/she will make apprpriate recmmendatins t the reginal campus dean. If it is nt clear whether an ffer is justified, further cnsultatin and discussin and perhaps visits by additinal candidates will ccur. If necessary, the Chair will call a Department meeting t discuss this recruiting decisin. A decisin t hire requires agreement n the part f the Chair f the Clumbus Department and the Dean/Directr f the relevant reginal campus. 3. Assciated Faculty Any regular departmental faculty member may make recmmendatins f assciated faculty appintments t the Chair. Auxiliary Assciated faculty are appinted by the Chair, with the apprval f the Office f Academic Affairs, fr nly ne up t three years at a time and require frmal renewal fr cntinuatin. The Chair may make appintments f lecturers and senir lecturers semester-by-semester t fill shrt-term departmental teaching needs. Cntinuus appintments fr mre than a single semester require the cnsent f the Department s Executive Cmmittee. Initial appintments f adjunct prfessrs and visiting faculty may be made by the Chair nly with the cnsent f a majrity f the faculty. Reappintment may be made by the Chair, except that appintments fr visiting faculty may nt exceed three cntinuus years by University rules. 4. Curtesy Appintments fr Faculty Any tenure-track departmental faculty member may nminate tenure-earning r tenured faculty frm anther OSU department fr a curtesy faculty appintment in Plitical Science. After reviewing the candidate s qualificatins, and with the cnsent f a majrity f the faculty, the Chair may make a curtesy faculty appintment fr a five-year perid. Such appintments may be renewed by the Chair with the apprval f the Department s Executive Cmmittee. Curtesy faculty may be listed as Plitical Science faculty, but they d nt hld separate Graduate Faculty status r vting rights in the Department. C. Annual Review Prcedures All faculty members are reviewed annually by the Chair. Fr assistant and assciate prfessrs, the Chair frmally slicits inputs t the evaluatin prcess frm faculty f higher rank. Fr full prfessrs, the Chair alne cnducts the review. Annual reviews are mandatry under the rules f the University, and all faculty members are expected t prvide the material required fr a review n a timely basis. Fr assistant prfessrs, this material must be prvided in the University s prescribed dssier frmat; fr assciate and full prfessrs, using the dssier frmat is advisable. Each assistant prfessr shuld meet t discuss preparatin f the dssier with tw senir faculty members, designated fr this purpse by the Chair r Field Crdinatr in cnsultatin with the candidate. An assistant prfessr that wishes nt t underg an annual review must prvide a written letter f resignatin t the Chair by January 31 in rder t prevent r terminate the review. T prvide the basis fr the annual review, by January 10 f each year each faculty member in the Department, including reginal campus faculty fr whm the Department is the tenure initiating unit, must prvide the Chair with (1) an annual reprt fcusing n research and publicatin, teaching, and service fr the previus calendar year and (2) an updated dssier (r curriculum vitae) that reprts the faculty member s research, teaching, and service accmplishments fllwing the frmat prescribed by the University fr the cre sectin f the faculty dssier (see the latest Guidelines and Prcedures fr the Prmtin and Tenure f Regular Faculty, distributed by the Office f Academic Affairs). Assistant prfessrs are required t fllw the dssier frmat precisely; it is recmmended that tenured faculty use it as well. Departmental faculty must have all f their regular curses evaluated using the SEI instrument, administered by smene ther than themselves, and SEI reprts fr all curses taught in the preceding calendar year shuld be cntained in the annual reprt. In additin t University requirements fr the dssier, the nature f the refereeing prcess fr bks and bk chapters, the faculty member s cntributins (in bth substantive and percentage terms) t multiply-authred wrks, and the number f citatins by thers t her/his wrk shuld be clearly indicated. It als is the respnsibility f each faculty member, especially assistant and assciate prfessrs, t make sure that cpies f all schlarly manuscripts

8 written r published in the preceding calendar year and syllabi and ther relevant material fr each curse taught during the same perid are available in their reading file in the Department ffice. Faculty members can prvide any additinal infrmatin at this time that they deem pertinent t the annual review f their perfrmance. They may als be requested t prvide additinal infrmatin at ther times and in ther frmats, as departmental needs require. 1. Prbatinary Tenure Track Faculty 1a. Clumbus campus faculty Every instructr and assistant prfessr is reviewed each year fllwing prcedures cnsistent with Faculty Rule (C) and Office f Academic Affairs plicies. These reviews are primarily fr the purpses f giving feedback t untenured clleagues n their prgress tward prmtin and tenure, and f prviding an evaluatin f their perfrmance and develpment fr the purpses f reappintment, salary raises, and prmtin. The annual review begins with an evaluatin f all prbatinary faculty by the tenured faculty at a meeting (r meetings) mderated by the Chair. This review fcuses n research, teaching, and service. Fr this meeting, the tenured faculty members are prvided with cpies f each instructr s and assistant prfessr s annual reprt and updated dssier. They als cnsult the candidate s reading file fr research manuscripts and additinal teaching material. Letters frm absent tenured faculty may be read at the meeting, but nly thse attending the meeting are eligible t vte (if a vte needs t be taken). The results f this review and the Chair s wn evaluatin are summarized in a private meeting between each untenured faculty member and the Chair. After this meeting, the Chair prvides each untenured faculty member with a written assessment f her/his perfrmance and prfessinal develpment, a cpy f which ges t the Dean. This letter becmes a part f the dssier fr subsequent annual reviews during the prbatinary perid, including reviews fr prmtin and tenure. Under University plicy, the untenured faculty member may make a written respnse t this letter, which als becmes a part f the dssier. Prbatinary faculty are subject t nn-renewal in any year prir t their frmal prmtin and tenure review when it is apparent that the candidate s likelihd f meeting expectatins fr prmtin and tenure is pr. In cases f nnrenewal, furth year review prcedures must be fllwed. In the event that the Department faculty, by majrity vte, and Chair recmmend nnrenewal f the prbatinary appintment during any annual review, the faculty member under review may prvide a written cmment (fllwing the cmments prcess described abve), which als becmes a part f the dssier. The full dssier fr any recmmendatin f nn-renewal must be frwarded t the Cllege fr review by the Cllege Prmtin and Tenure Cmmittee and the Dean. The Dean s decisin is final. In the case f nnrenewal f the prbatinary appintment, a terminal year f appintment in the Department, with an enhanced instructinal wrklad, will be prvided. 1b. Reginal Campus Faculty The Clumbus Department has primary respnsibility fr the evaluatin f the research perfrmance f its reginal campus faculty. Fr purpses f annual review, this evaluatin will be cnducted fllwing the same prcedures as fr Clumbus campus faculty, except that special allwances will be made (in accrdance with University rules) fr inputs frm the reginal campus and fr the greater emphasis n teaching and service n the reginal campuses. Annual review f the prbatinary faculty member is first cnducted n the reginal campus, with a fcus n teaching and service. The review then mves t the department and prceeds as described abve. In the event f divergence in perfrmance assessment between the reginal campus and the department, the department chair discusses the matter with the reginal campus dean/directr in an effrt t clarify and recncile the divergence, s that the faculty member receives cnsistent assessment and advice. 1c. Furth-year Reviews Reviews f prbatinary faculty in their furth year under University cunting rules fllw the same prcedures utlined belw fr prmtin and tenure reviews, except that external letters are nt slicited. Candidates fr review must assemble a cmplete dssier cre. The Department s tenured faculty must issue a frmal reprt t the Chair, written by a faculty Reprter designated by the Chair, summarizing its evaluatin and recmmending whether the candidate shuld be reappinted fr the fllwing year. This reprt and the Chair s annual reprt letter, and the recmmendatins f

9 renewal r nn-renewal therein, are then reviewed at the Cllege level. A prbatinary faculty member cannt be reappinted fr the fifth year withut the Dean s apprval. 2. Prcedures fr Tenured Faculty Every assciate and full prfessr is reviewed each year fllwing prcedures cnsistent with Office f Academic Affairs plicies. These reviews are primarily fr the purpses f giving feedback t faculty n their perfrmance and evaluating it fr the purpses f merit salary increases and (fr assciate prfessrs) prmtin. 2a. Assciate Prfessrs Fr assciate prfessrs, the annual review begins with an evaluatin by the full prfessrs at a meeting (r meetings) mderated by the Chair. Fr this meeting, the full prfessrs are prvided with cpies f every assciate prfessr s annual reprt and updated dssier r curriculum vitae. They als cnsult the individual s reading file fr research manuscripts and additinal teaching material. Letters frm absent full prfessrs may be read at the meeting, but nly faculty attending the meeting are eligible t vte (if a vte needs t be taken). The results f this review and the Chair s wn evaluatin are summarized in a private meeting between each assciate prfessr and the Chair. After this meeting, the Chair will prvide assciate prfessrs with a written assessment f their perfrmance and prfessinal develpment, a cpy f which ges t the Dean. This letter becmes a part f the dssier fr subsequent annual reviews, including the prmtin review. Under University plicy, the faculty member being reviewed may submit a written cmment t this letter (fllwing the cmments prcess described belw), which als becmes a part f the dssier. 2b. Full Prfessrs The annual review fr full prfessrs is cnducted by the Chair based n the annual reprt and the updated dssier (r curriculum vitae) submitted in January and, as needed, materials n schlarship and teaching in the faculty member s departmental reading file. The result f this review is cmmunicated by the Chair t each faculty member in a private meeting between the Chair and the full prfessr and in a written letter that is subsequently delivered t the faculty member. Under University plicy, faculty may prvide a written respnse t this letter fr their file. 3. Prcedures: Assciated Faculty Cmpensated assciated faculty members in their initial appintment must be reviewed befre reappintment. The department chair, r designee, prepares a written evaluatin and meets with the faculty member t discuss his r her perfrmance, future plans, and gals. The department chair s recmmendatin n renewal f the appintment is final. If the recmmendatin is t renew, the department chair may extend a multiple year appintment. Cmpensated assciated faculty members n a multiple year appintment are reviewed annually by the department chair, r designee. The department chair, r designee, prepares a written evaluatin and meets with the faculty member t discuss his r her perfrmance, future plans, and gals. N later than Octber 15 f the final year f the appintment, the chair will decide whether r nt t reappint. The department chair s recmmendatin n reappintment is final. D. Merit Salary Increases Prcedures 1. Criteria Meritrius perfrmance is required fr salary increases. Cnsistent with the Department s missin, the Chair cnsiders perfrmance in research and publicatin, teaching, and service as well as (fr assistant and assciate prfessrs) prgress tward prmtin in making salary recmmendatins t the Dean. Fr research, perfrmance during the previus three years is included in each annual review. Jurnal articles are cunted starting with the year they are accepted. Slauthred bks, edited bks, and bk chapters are cunted beginning when the bk has entered the publicatin prcess as indicated by the publisher beginning t advertise it fr sale n Amazn and/r ther public sites. External

10 research grants are cunted frm the calendar year they begin until they end. Refereed wrks f riginal schlarship typically receive the mst credit, and signs f an active nging research prgram thrugh paper presentatins and submissins als are imprtant. Fr teaching and service, and any ther relevant activities, the perfrmance evaluatin is based n the previus calendar year. Unusually heavy departmental service respnsibilities nrmally are acknwledged by extra cmpensatin thrugh administrative stipends and/r adjusted wrklads; especially meritrius perfrmance in these rles may be rewarded thrugh raises. Salary structure equity and market cnsideratins, fr meritrius faculty, may als be taken int accunt in salary raise recmmendatins. 2. Prcedures Fr Clumbus faculty, the Chair makes annual salary raise recmmendatins t the Dean within dllar and percentage guidelines established each year by central administratin and the Dean. The Chair s recmmendatins are based n her/his wn evaluatins f faculty, incrprating the evaluatins f assistant and assciate prfessrs by faculty f higher rank and the advice frm the Annual Review Cmmittee. Once raises are apprved, the salary increase and a summary evaluatin f the perfrmance n which it was based are reprted t each faculty member in a letter frm the Chair. (This letter cmes in additin t the annual review letter.) These letters will be sent by the end f the Summer semester unless there are delays in apprval f the University salary budget. Faculty members wh wish t discuss their salary r salary raise shuld meet with the Chair. Fr reginal campus faculty, annual salary raise recmmendatins are made by the reginal campus dean. The Chair f the Clumbus Campus Department, thugh, is respnsible fr evaluating the research perfrmance f reginal campus faculty. Befre annual salary recmmendatins are made, the Chair will cmmunicate evaluatins f research t the apprpriate dean. 3. Dcumentatin It is the respnsibility f all faculty t fully dcument their perfrmance f teaching, service, and research respnsibilities thrugh their annual reprt t the Chair each year, their annually updated cv r dssier, and their placement f materials n research, teaching, and service in their departmental reading file. T qualify fr a merit raise, faculty must prvide sufficient dcumentatin t permit an infrmed evaluatin f their perfrmance. E. Reviews fr Prmtin and Tenure and fr Prmtin 1. Criteria 1a. Prmtin t Rank f Assciate Prfessr with Tenure The awarding f tenure and prmtin t the rank f assciate prfessr must be based n cnvincing evidence that the faculty member has achieved excellence as a teacher, as a schlar, and as ne wh prvides effective service; and can be expected t cntinue a prgram f high quality teaching, schlarship, and service relevant t the missin f the Department and University. Excellence in teaching in the Department means prviding t all students, undergraduate and graduate, the pprtunity t realize their full capabilities fr learning in plitical science and prviding t the mst capable and mtivated students an enhanced learning experience. Excellence in schlarship means attainment f a natinal reputatin as a schlar based n high-quality riginal research published in refereed jurnals and/r bks. In evaluating schlarly attainment, the Department cnsiders publicatins acrss the faculty member s career with special emphasis n their prductivity since their time f hire at Ohi State. Excellence in service means making available a high level f prfessinal expertise and experience t ne r mre publics including the Department, the University, the Clumbus cmmunity, the state f Ohi, the natin, and the prfessin. Service nt tied t a faculty member s prfessinal expertise is nt relevant fr prmtin and tenure reviews. Excellence in bth teaching and schlarship and valuable cntributins t the Department s prgram are required fr prmtin t assciate prfessr in the Department. Excellence r the ptential fr excellence in service als is highly desirable. 1b. Prmtin t Rank f Prfessr Prmtin t the rank f prfessr must be based n cnvincing evidence that the faculty member has a sustained recrd f excellence in teaching; has prduced a significant bdy f schlarship that is recgnized natinally r internatinally;

11 and has demnstrated leadership in service. Excellence in teaching and schlarship and leadership in service since prmtin t assciate prfessr must be demnstrated, and the candidate must be recgnized as a schlarly leader in her r his field based n high-quality riginal research in refereed jurnals and/r bks. 1c. Reginal Campus Faculty Expectatins fr reginal campus faculty differ smewhat frm thse fr faculty n the Clumbus campus fr initial appintment, annual reviews, and prmtin and tenure. The primary missin f the reginal campuses is t prvide high quality undergraduate instructin and t serve the academic needs f their cmmunities. The relative emphasis n teaching and service expected f reginal campus faculty will, therefre, rdinarily be greater. While the Department expects reginal cllege faculty t establish a prgram f high-quality schlarship and publicatin, it recgnizes that greater teaching and service cmmitments and less access t research resurces fr reginal campus faculty require different research expectatins. The expectatin is that reginal campus faculty members will publish in jurnals and presses similar in quality and impact t thse the Clumbus faculty members publish in even if these are nt always the exact same utlets as the Clumbus faculty members typically publish in. 2. Prcedures The department's prcedures fr prmtin and tenure and prmtin reviews are fully cnsistent with thse set frth in Faculty Rule ( and the Office Academic Affairs annually updated prcedural guidelines fr prmtin and tenure reviews fund in Vlume 3 f the Plicies and Prcedures Handbk ( The fllwing sectins, which state the respnsibilities f each party t the review prcess, apply t all faculty tracks in the department. 2a. Candidate Respnsibilities Candidates are respnsible fr submitting a cmplete, accurate dssier fully cnsistent with Office f Academic Affairs guidelines. Candidates shuld nt sign the Office f Academic Affairs Candidate Checklist withut ascertaining that they have fully met the requirements set frth in the Office f Academic Affairs cre dssier utline including, but nt limited t, thse highlighted n the checklist. If external evaluatins are required candidates are respnsible fr reviewing the list f ptential external evaluatrs develped by the department chair and the Prmtin and Tenure Cmmittee. The candidate may add n mre than three additinal names, but is nt required t d s. The candidate may request the remval f n mre than tw names, prviding the reasns fr the request. The department chair decides whether remval is justified. (Als see External Evaluatins belw.) 2b. Eligible Faculty Respnsibilities The respnsibilities f the Eligible Faculty acting as the Prmtin and Tenure Cmmittee are as fllws: T cnsider annually, in spring semester, requests frm faculty members seeking a nn-mandatry review in the fllwing academic year and t decide whether it is apprpriate fr such a review t take place. Only prfessrs n the cmmittee may cnsider prmtin review requests t the rank f prfessr. A tw-thirds majrity f thse eligible t vte n a request must vte affirmatively fr the review t prceed. The cmmittee bases its decisin n assessment f the recrd as presented in the faculty member's CV and n a determinatin f the availability f all required dcumentatin fr a full review (student and peer evaluatins f teaching). Lack f the required dcumentatin is necessary and sufficient grunds n which t deny a nn-mandatry review. A tenured faculty member may nly be denied a frmal prmtin review under Faculty Rule ( fr ne year. If the denial is based n lack f required dcumentatin and the faculty member insists that the review g frward in the

12 fllwing year despite incmplete dcumentatin, the individual shuld be advised that such a review is unlikely t be successful. Cnsistent with Office f Academic Affairs plicy, nly faculty members wh are citizens r permanent residents f the United States may be cnsidered fr nn-mandatry tenure review. The cmmittee must cnfirm with the department chair that an untenured faculty member seeking nnmandatry tenure review is a U.S. citizen r permanent resident (has a "green card"). Faculty members nt eligible fr tenure due t lack f citizenship r permanent residency are mrever nt cnsidered fr prmtin by this department. A decisin by the cmmittee t permit a review t take place in n way cmmits the eligible faculty, the department chair, r any ther party t the review t making a psitive recmmendatin during the review itself. Annually, in late spring thrugh early autumn semester, t prvide administrative supprt fr the prmtin and tenure review prcess as described belw. Late Spring: Suggest names f external evaluatrs t the department chair. Autumn: The Prcedures Oversight Designee acting fr the eligible faculty will review candidates' dssiers fr cmpleteness, accuracy (including citatins), and cnsistency with Office f Academic Affairs requirements; and wrk with candidates t assure that needed revisins are made in the dssier befre the frmal review prcess begins. The Prcedures Oversight Designee acting fr the eligible will meet with each candidate fr clarificatin as necessary and t prvide the candidate an pprtunity t cmment n his r her dssier. This meeting is nt an ccasin t debate the candidate's recrd. All eligible faculty members are t review thrughly and bjectively every candidate's dssier in advance f the meeting at which the candidate's case will be discussed. All eligible faculty members are t attend all eligible faculty meetings except when circumstances beynd ne's cntrl prevent attendance; t participate in discussin f every case; and t vte. A reprter appinted by the department chair will cmpse a letter fllwing the faculty meeting, t include the faculty vte and a summary f the faculty perspectives expressed during the meeting. This letter will be circulated t the eligible faculty members wh attended the meeting fr their apprval. Once the reprter has the cnsent f thse at the meeting that the letter is a gd summary, the reprter frwards the letter t the department chair. The reprter als prvides a written respnse, n behalf f the eligible faculty, t any candidate cmments that warrant respnse, fr inclusin in the dssier. This respnse is als circulated t the eligible faculty attending the meeting f eligible faculty held t decide if a cmment is warranted. Prvide a written evaluatin and recmmendatin t the department chair in the case f jint appintees whse tenure-initiating unit is anther department. The full eligible faculty des nt vte n these cases since the department's recmmendatin must be prvided t the ther tenureinitiating unit substantially earlier than the cmmittee begins meeting n this department's cases. 2c. Department Chair Respnsibilities The respnsibilities f the department chair are as fllws:

Faculty members wh are neither citizens nr permanent residents f the United States may nt underg a nn-mandatry review fr tenure, and tenure will nt be awarded as the result f a mandatry review until permanent residency status is established. Faculty members nt eligible fr tenure due t lack f citizenship r permanent residency are mrever nt cnsidered fr prmtin by this department. Late Spring Semester: T slicit external evaluatins frm a list including names suggested by the Prmtin and Tenure Cmmittee, the chair and the candidate. (Als see External Evaluatins belw.) T appint a Prcedures Oversight Designee wh will serve in this rle fr the fllwing year. The Prcedures Oversight Designee respnsibilities are described in the Office f Academic Affairs annual prcedural guidelines. T make adequate cpies f each candidate's dssier available in an accessible place fr review by the eligible faculty at least tw weeks befre the meeting at which specific cases are t be discussed and vted. T remve any member f the eligible faculty frm the review f a candidate when the member has a cnflict f interest but des nt vluntarily withdraw frm the review. T attend the meetings f the eligible faculty at which prmtin and tenure matters are discussed and respnd t questins raised during the meeting. Mid-Autumn Semester: T prvide an independent written evaluatin and recmmendatin fr each candidate, fllwing receipt f the eligible faculty's cmpleted evaluatin and recmmendatin. T infrm each candidate in writing after cmpletin f the department review prcess: f the recmmendatins by the eligible faculty and department chair f the availability fr review f the written evaluatins by the eligible faculty and department chair f the pprtunity t submit written cmments n the abve material, within ten calendar days frm receipt f the letter frm the department chair, fr inclusin in the dssier. In this ntificatin the Chair infrms the candidate that they must prvide written cnfirmatin within tens days that they d nt intend t make a cmment if that is their decisin. If they d make a cmment that is als due in ten calendar days. T prvide a written respnse t any candidate cmments that warrants respnse fr inclusin in the dssier. T frward the cmpleted dssier t the cllege ffice by that ffice's deadline, except in the case f assciated faculty fr whm the department chair recmmends against prmtin. A negative recmmendatin by the department chair is final in such cases. T receive the Prmtin and Tenure Cmmittee's written evaluatin and recmmendatin f candidates wh are jint appintees frm ther tenure-initiating units, and t frward this material, alng with the department chair's independent written evaluatin and recmmendatin, t the department chair f the ther tenure-initiating unit by the date requested. 2d. Prcedures fr Reginal Campus Faculty Reginal campus faculty are first reviewed by the reginal campus faculty accrding t the prcess established n that campus and then by the reginal campus dean/directr. The reginal campus review fcuses n teaching and service.

14 The reginal campus dean/directr frwards the written evaluatin and recmmendatin f the reginal campus review t the department chair, frm which pint the review fllws the prcedures described fr the Clumbus campus faculty. 2e. External Evaluatins External evaluatins f schlarly activity and research are btained fr all prmtin reviews in which schlarship must be assessed. These include all tenure-track prmtin and tenure r prmtin reviews, all research appintment cntract renewals and prmtin reviews, and all adjunct faculty prmtin reviews. External evaluatins f schlarly activity and research are nt btained fr clinical faculty unless the faculty member has been invlved in a significant amunt f schlarship. The decisin t seek external evaluatins fr a clinical faculty member will be made by the department chair after cnsulting with the candidate and the chair f the Prmtin and Tenure Cmmittee. A minimum f five credible and useful evaluatins must be btained. A credible and useful evaluatin: Is written by a persn highly qualified t judge the candidate's schlarship (r ther perfrmance, if relevant) wh is nt a clse persnal friend, research cllabratr, r frmer academic advisr r pst-dctral mentr f the candidate. Qualificatins are generally judged n the basis f the evaluatr's expertise, recrd f accmplishments, and institutinal affiliatin. This department will nly slicit evaluatins frm full prfessrs at institutins cmparable t Ohi State. In the case f an assistant prfessr seeking prmtin t assciate prfessr with tenure, a minrity f the evaluatins may cme frm assciate prfessrs. Prvides sufficient analysis f the candidate's perfrmance t add infrmatin t the review. A letter's usefulness is defined as the extent t which the letter is analytical as ppsed t perfunctry. Under n circumstances will usefulness be defined by the perspective taken by an evaluatr n the merits f the case. Since the department cannt cntrl wh agrees t write and r the usefulness f the letters received, at least twice as many letters are sught as are required, and they are slicited n later than the end f the spring semester prir t the review year. This timing allws additinal letters t be requested shuld fewer than five useful letters result frm the first rund f requests. As described abve, a list f ptential evaluatrs is assembled by the Prmtin and Tenure Cmmittee, the department chair, and the candidate. If the evaluatrs suggested by the candidate meet the criteria fr credibility, a letter is requested frm at least ne f thse persns. Faculty Rule ( requires that n mre than half the external evaluatin letters in the dssier be written by persns suggested by the candidate. In the event that the persn(s) suggested by the candidate d nt agree t write, neither the Office f Academic Affairs nr this department requires that the dssier cntain letters frm evaluatrs suggested by the candidate. The department fllws the Office f Academic Affairs suggested frmat, prvided at fr letters requesting external evaluatins. Under n circumstances may a candidate slicit external evaluatins r initiate cntact in any way with external evaluatrs fr any purpse related t the prmtin review. If an external evaluatr shuld initiate cntact with the candidate regarding the review, the candidate must infrm the evaluatr that such cmmunicatin is inapprpriate and reprt the ccurrence t the department chair, wh will decide what, if any, actin is warranted (requesting permissin frm the Office f Academic Affairs t exclude that letter frm the dssier). It is in the candidate's selfinterest t assure that there is n ethical r prcedural lapse, r the appearance f such a lapse, in the curse f the review prcess. All slicited external evaluatin letters that are received must be included in the dssier. If cncerns arise abut any f the letters received, these cncerns may be addressed in the department's written evaluatins r brught t the attentin f the Office f Academic Affairs fr advice.

15 F. Dcumentatin 1. Teaching Excellence in teaching is demnstrated thrugh a variety f indicatrs: student evaluatins; hnrs received in departmental, University, r external cmpetitins; syllabi and ther teaching materials; dissertatins and theses supervised; participatin in ral exams; and cntributins t the prfessinal practice f teaching. Faculty members are required t have SEI evaluatins administered t all f their classes by smene ther than themselves and t include all SEI reprts in their Prmtin and Tenure Dssier. In interpreting them, the departmental P & T Cmmittee and the Chair will lk fr patterns f student evaluatin acrss bth items and curses, taking int accunt the level and enrllment f the curse because these tw factrs are knwn t affect evaluatins independent f the instructr. Syllabi and ther materials (e.g., handuts, examinatins) frm all curses shuld be cntained in the candidate s departmental reading file fr peer review by the P & T Cmmittee members. First-hand peer knwledge f the candidate s perfrmance as an ral examiner, a dissertatin r thesis supervisr, and an advisr by cmmittee members als may be used in evaluating teaching. Other internal evidence f teaching quality frm students and peers may be btained by the Chair thrugh systematic and bjective prcedures. The imprtance f the faculty member fr the Department s graduate and undergraduate teaching prgrams, including the number f students served and the centrality f the curses ffered t the departmental prgram, is an imprtant indicatr as well. All f these varius matters and cnsideratins, including the previus annual peer reviews f teaching are weighed in the peer review f the candidate s teaching. 2. Schlarship Excellence in research is demnstrated thrugh publicatin in plitical science and related fields in prfessinal jurnals and bks, presentatin f schlarly papers at prfessinal meetings, external research grants t supprt research, and recgnitin frm ther schlars in their fields f study and in the Department. Faculty members are expected t publish regularly in well-respected refereed jurnals and/r bks in the discipline and in their areas f disciplinary specializatin. Althugh the utlets fr publicatin naturally will vary acrss fields and subfields, riginal wrks prducing new knwledge fr prfessinal scial science audiences and published in the tp refereed jurnals and leading university r schlarly-riented cmmercial presses generally are the mst highly valued f all research accmplishments. The afrementined indicatrs are but signs, albeit typically reliable signs, f schlarly excellence. Critical t their review f research is the eligible faculty s and Chair s prfessinal judgment f the quality and significance f the candidate s schlarly wrk. 3. Service Evidence f service excellence is prvided thrugh peer evaluatin, where peers have first-hand knwledge f service cntributins, and thrugh external letters and ther external surces. The service cntributin f assistant prfessrs during the prbatinary perid is limited by design; nevertheless, it shuld include service n department and pssibly university cmmittees and service t the prfessin that includes reviewing manuscripts fr jurnals and/r presses. The mst imprtant judgment in evaluating a candidate s service is that the candidate has the ptential t achieve excellence in service in the future. G. Appeals General criteria fr appeals f negative prmtin and tenure decisins are cntained in Faculty Rule (A) ( and details n appeals alleging imprper evaluatin are fund in Faculty Rule ( H. Seventh Year Reviews Faculty Rule (B) ( sets frth the cnditins f and

16 prcedures fr a seventh year review fr a faculty member denied tenure as a result f a sixth year review. When significant new infrmatin abut the candidate s perfrmance is available that is germane t the reasns fr the riginal negative decisin, the Department s Prmtin and Tenure Cmmittee will be cnvened by the Department Chair, at her/his discretin r upn a request frm at least three tenured faculty, t address the questin f whether the Dean shuld be petitined t cnduct a seventh-year review. Bth a majrity f the Cmmittee and the Chair must apprve such a petitin. Fr a new review t take place, bth the executive Dean and the Prvst must supprt this petitin. The petitin must be initiated befre the beginning f the candidate s terminal year f emplyment and in time t fit within the Department and University s regular review cycle. Once it is apprved, a full review is cnducted under the nrmal Prmtin and Tenure rules. A faculty member may nt request a seventh year review, appeal the denial f a seventh year review petitin initiated by her r his tenure initiating unit, r appeal a negative decisin fllwing a seventh year review, since the faculty member already has been ntified that tenure has been denied at the cnclusin f the sixth year review. A. Prcedures fr Student Evaluatin f Teaching IV. Prcedures fr Student and Peer Evaluatin f Teaching Use f the Student Evaluatin f Instructin (SEI) is required in every curse ffered in this department. Faculty shuld chse a day late in the semester when attendance is likely t be high t distribute the frm. The faculty member shuld encurage a high cmpletin rate by explaining t the class the significance f the evaluatin. When a small prprtin f the class cmpletes the evaluatin, the resulting infrmatin has little value either fr imprving instructin r fr perfrmance evaluatin. B. Prcedures fr Peer Evaluatin f Teaching At least twice annually assistant prfessrs have their teaching reviewed. This is dne by a tenured faculty member and includes classrm visitatin and results in a written reprt t the chair. At least nce annually, assciate prfessrs have their teaching reviewed in the same fashin by a full prfessr. In additin, at the annual review meetings f assistant and assciate prfessrs, the faculty in attendance discuss the reprts f peer visitatin that are n file and engage in a discussin f Student Evaluatin f Instructin (SEI) results as well as curse syllabi and ther curse materials. The annual review discussin als include an evaluatin f the faculty member s wrk with students n hnrs theses, master s theses, dissertatins, and general examinatin cmmittees. The senir faculty members in the candidate s field(s) play the leading rle in cnducting the peer review, but senir faculty frm all fields participate.
