1 Monterey County 16F40/16F41 DEFINITION Under general direction, provides expertise and general consultation on a variety of issues related to feasibility analysis, implementation, and evaluation of information systems solutions to business and administrative processes; plans, manages, coordinates and supervises departmental staff activities engaged in supporting automated information systems and technology projects; oversees the identification and definition of opportunities and strategies to use information technology to simplify, integrate and improve County departmental business and administrative processes including the analysis of departmental business needs and problems; coordinates on a regular basis with County ITD as necessary; and does other work as required. DISTINGUISHING CHARACTERISTICS Positions in this series are allocated based on the size and complexity of a department. Department Information Systems Manager II is distinguished from the Department Information Systems Manager I in that it is responsible for departmental functions that are large and varied, complex and diverse, as evidenced by factors such as the number and level of staff supervised, the number of departmental systems deployed, the complexity of regulatory requirements related to departmental operations, geographic complexity, continuity of operations, etc. Department Information Systems Manager I is a first level management classification. It is distinguished from the Business Technology Analyst III, which is the advanced journey/specialist in the Business Technology Analyst series. The Department Information Systems Manager plans, manages, coordinates, and supervises staff activities engaged in supporting automated information systems and technology projects. The Department Information Systems Manager series is distinguished from the Information Technology Business Manager in that the latter class focuses on technology infrastructure issues and the supply of information technology services from the Information Technology Department to County departments. The Department Information Systems Manager series is distinguished from the Information Technology Manager in that the latter class is responsible for managing the planning, acquisition, deployment, operation, and support of specific technologies, in particular: telephone systems and networks, data networks, radio and wireless systems, data center equipment and facilities, and general use computing hardware, software, and services. The Department Information Systems Manager series is distinguished from the Management Analyst III, which is concerned with analytical, administrative, or management support of projects and/or programs without the requirement of a specialized knowledge base of information systems. EXAMPLES OF DUTIES 1. Acts as the senior information professional for a County department; manages, plans, coordinates and oversees departmental staff activities related to supporting automated information systems and planning for departmental technology projects; develops, maintains and ensures continuous improvements in departmental business processes by expanding the use of information systems and technology resources. 2. Develops ongoing improvements to departmental operations; develops information project plans and proposals to analyze and improve upon existing work processes; develops new processes and oversees the conversion to new systems in order to achieve increased productivity and efficiencies.

Prepares system development projects including needs analysis, cost-benefit analysis, project management, system implementation, user acceptance testing, training methodologies and documentation. 4. Interviews, selects, motivates, supervises, and evaluates staff; provides technical and professional skills training and manages employee performance issues. 5. Analyzes, recommends and writes procedures, standards and policies consistent with departmental information plans and County policies, practices, goals, regulations, technology plans, and established information technology architecture. Evaluates information system support best practices and ensures policies, standards and procedures are followed by staff. 6. Coordinates on a regular basis with ITD regarding information technology issues. 7. Analyzes departmental processes, legal and regulatory requirements to ensure that information systems are compliant including requirements for reporting and information sharing with external agencies. 8. Provides expert advice and consultation to departmental management regarding information technology issues. 9. Acts as departmental information technology representative to relevant County agencies and other public and private information technology groups. 10. Develops, coordinates and monitors the budget of the departmental IT function. 11. Prepares and presents written and oral reports, proposals and recommendations. QUALIFICATIONS A combination of experience, education, and/or training which substantially demonstrates the following knowledge, skills and abilities: Knowledge, and Skills: Working Knowledge of: 1. Principles and practices of information systems technology, including system architecture and client server applications, database systems and report applications 2. Principles and practices of project management, including needs assessment and project prioritization, costbenefit analysis and contract monitoring 3. State and federal information standards and guidelines 4. Business processes and information technology relating to the assigned department Some Knowledge of: 1. Principles and practices of management, including budgeting, and staff supervision 2. Training techniques and methods 2

3 Skill and Ability to: 1. Provide leadership in advancing information technology in the department; implement best business practices in information technology in the department 2. Plan, organize, assign, review and evaluate the work of others; establish goals and performance standards 3. Plan, coordinate and implement work plans to achieve a designated objective; coordinate multi-faceted projects and studies, including coordination and planning for resources, personnel and timetables 4. Communicate effectively, both orally and in writing; communicate technical information to persons not familiar with information technology 5. Establish and maintain effective working relationships 6. Exercise good judgment, decisiveness and creativity EXAMPLES OF EXPERIENCE/EDUCATION/TRAINING The knowledge, skills and abilities listed above may be acquired through various types of experience, education or training, typically: Completion of all coursework leading to a Bachelors degree Business Administration, Public Administration, Computer Science, Office Automation or closely related field. AND Four years of experience analyzing business processes and information systems including two years of experience at the advanced journey level. Completion of all coursework leading to a Bachelors degree Business Administration, Public Administration, Computer Science, Office Automation or closely related field. AND Either I One year of experience performing duties comparable to a Department Information Systems Manager I Either II Five years of experience analyzing business processes and information systems including one year of experience supervising IT staff and three years of experience at the advanced/journey level. REQUIRED CONDITIONS OF EMPLOYMENT As a condition of employment, the incumbent will be required to: 1. Possess a valid current Class C driver s license, or the employee must be able to provide suitable transportation that is approved by the hiring authority 2. Be available to respond to off-hours situations, work occasional weekends, holidays, and during times of emergencies and disasters PHYSICAL AND SENSORY REQUIREMENTS The physical and sensory abilities required for this classification include: 1. May require sufficient strength and coordination for lifting, pushing, pulling and/or carrying the weight of computer systems equipment up to forty pounds 2. May require hand/eye coordination for semi-skilled movements, such as taking apart casings, installing parts and reconnecting computers 3. May involve extensive VDT exposure 4
