3 Child & Youth Education Services (CYES) Best Practices Program Overview PURPOSE: Create a central library of Child & Youth Education Services (CYES) Best Practices to facilitate information sharing between Navy Child and Youth Programs (CYP) and other Fleet and Family Readiness functional areas. FOCUS: Success of a major Navy Fleet and Family Readiness program hinges on doing the right thing and doing what works. This is catalog if your opportunity to share programs, procedures, and practices that support a positive K-12 school experience for Navy Families and that develop Navy-wide program that: Prepare students, parents, schools and Navy leaders to respond to PCS and deployment issues impacting school age children Provide assurance that a quality education is a Navy priority by working to level the playing field for Navy families Help Navy families be the best advocates for their child s education Some suggested subject areas to include but not limited to: School and Military Partnerships School Transitions & Deployment Support Initiatives Grief and Loss Support and Resilience in Children Use of Technology to Support Transitions/Deployment Local Action Planning Efforts Special Education Accommodations and Services Partnerships in Education Home School Support PROCESS: Submit Navy Child & Youth Education Services (CYES) Best Practices Form to CNIC, Hq, N-912, Chuck Clymer, chuck.clymer@navy.mil.
4 Installation: CNRHI Installation POC: Ruth Davis, x 6001, ruth.davis2@navy.mil Short Description of your Best Practice: Joint Venture Education Forum (JVEF) JVE F was established in 1999 to institutionalize a long-term partnership between the military and Hawaii s Department of Education (DoE). Objectives include resolve common education issues, advocate increased resources to enhance quality education, and increase military and community role in support of the schools. Past accomplishments include: High School principals can waive the Hawaii History requirement for graduation for incoming students who already have a state history credit on transcript, placement of PACOM military liaison on the State Board of Education, increased emphasis of military partnership with Hawaii public schools, funding for citizenship (discipline) and transition programs, developed and provide instruction of a Military Culture Course (3 credits) for DoE personnel to understand military culture and transition issues and development of Aloha, Military Family and Students (AMFAS) Please see the following website: Also attached is a JVEF Brief and Executive Summary. These summaries provide essential information on the partnership program, suggest partnership activities and events, and highlight on-going partnership initiatives to promote and encourage active involvement in the Partnership Program. 6 Installation: CNRHI Installation POC: Ruth Davis, x 6001, ruth.davis2@navy.mil Short Description of your Best Practice: Homeschool Support Group In an effort to provide more support for Navy Home School families, the School Liaison Office formed a Home School Support Group. Home School families meet once each month to share instructional methods and techniques, discuss curriculum ideas and options, coordinate physical education classes, plan and organize joint field trips or address other issues and concern common to Home School families. This monthly meeting also provides the opportunity for the SLO to coordinate the needs of the Home School families with the availability of MWR facilities or other Navy facilities in support of the family s Home School program.

Lucas, , Short Description of your Best Practice: Youth Employment Expo We are in our 12 th year of providing a Youth Employment Expo. The Expo includes both employment and educational opportunities and information. We partnered with our local school system and our Georgia Department of Labor to provide this service. We provide this Expo in the Spring of the year to assist employers in summer hires. We target youths, ages and include the surrounding high schools outside of our county. 8 Installation: CNRMA, FFSC Little Creek, NAB Little Creek Installation POC [Name/phone/ ]: Marian Leverette (757) , Short Description of your Best Practice: School Outreach Program PCS, Deployment Below is just a brief overview of the many resources we provide to our military families. Often time s programs and services are design specifically based upon each individual case need. The FFSC of Hampton Roads Navy School outreach program, in an effort to establish and maintain school and community partnerships which promotes academic, social and emotional connectedness for military children provides the schools with a primary point of contact for military related information and resources. Additional the school outreach educator offers training, workshop and information on: School Transitions & Deployment Support Initiatives Use of Technology to Support Transitions/Deployment Partnerships in Education The Training workshops provided to military families and school personnel are: Kids and Deployment : Purpose/background: Kids and Deployment Separation from a parent is stressful for a child. Understanding the various reactions that children have to deployments, addressing common concerns for parents, and presenting suggestions for deploying parents and parents at home are covered in this program. Military Children: An Overview for School Personnel: Purpose/background: To provide training, education, and resources to school personnel on the issues facing military connected children educated in public, private and DoD school systems. The program is designed to enhance awareness of the issues facing military connected children, provide information on how the military lifestyle may impact a student s education and offer suggestions on practical strategies for schools to implement for their military children and families. Additional training topics offered: The Military Lifestyle, Facilitating Student Support Group in Schools, How to Help your Military Child Succeed in School. With the assistance of the Joint Military Services School Liaison Committee (JMSSLC) larger area school concerns are addressed during our annual area wide commanders
9 and superintendent working luncheon and our annual Hampton Roads Area (12 city) TCI 2day workshop. 10 Installation: CNRMA, NASB Installation POC: Cathy Kobell Short Description of your Best Practice: School Outreach Program -- Clinical This clinical director has been working in the community for 20 years. She is in touch with the principals of the affected schools in Brunswick, Topsham and Bath and arranges for an in service at the beginning of each school year. The school personnel consult with her PRN through the year.
11 Installation: CNRMA, Naval Submarine Base, New London Installation POC [Name/phone/ ]: Martha Hanley/ (860) Short Description of your Best Practice: School Outreach Program PCS, Deployment I have been involved with the local education system in Groton, Connecticut (CT) since I was selected to present information on deployment, relocation and sat on a panel to discuss initiatives and military support that the Submarine Base offers the New London County. I was a key player in developing the very first, grassroots conference held in Waterford, CT. I am a member of the Military/Superintendent Liaison Council Committee in Groton, CT. The council is made up of Superintendents, Military personnel, Educators and Youth Workers, from the neighboring towns in New London County. I collaborate, refer and offer as needed knowledge in academics and expertise on deployment support, relocation, stress management for children and character building to the administrators and youth in the Groton School system.
12 Installation: Portsmouth Naval Shipyard, NH Installation POC [Name/phone/ ]: Janie Gendron, LCSW, DSN or , Short Description of your Best Practice: School Outreach Program CYP & School Counselors We are a developing site, and therefore, are also just beginning to liaison with local schools. The local school department has invited FFSC counselors to present their programs to a meeting of local school guidance counselors. FFSC has plans to continue to develop this partnership to offer training to school staff on issues of military lifestyle and deployment, and to coordinate services with school counselors to best serve our military families. FFSC is also partnering with PNSY CDC to work on a developing program spearheaded by the Southern Maine Child Abuse and Prevention Council. This program will primarily focus on supporting fathers.
13 Installation: Navy Region Northwest, to include NAVBASE Kitsap, NAS Whidbey Island and NAVSTA Everett Installation POC [Name/phone/ ]: Jennifer McKee, (360) , Short Description of your Best Practice: Education Summits Navy Region Northwest conducts bi-annual Education Summits at each geographic location. Attendees include District Superintendents, School Board Members, Community Leaders, Military Leadership, CYP Leadership, FFSP Leadership, Legislators, State Superintendent Representative and DoD Regional QOL Liaison. Agenda items include briefs about military lifestyle, educational systems, and programs and services available to military family members. School Districts have conducted focus groups with their military affiliated youth around transition issues, and have reported out their results at Summits. Focus of Summits also includes developing an action agenda/tasking for Summit group members (i.e., how to advocate for and obtain support for the Interstate Compact for Educational Opportunity for Military Children). Education Summits are planned by a Cross-Functional team and are held at the Navy Installation.
14 Installation: Navy Region Northwest Installation POC [Name/phone/ ]: Karen Boeve, (360) , Short Description of your Best Practice: School Outreach Program Deployment Groups Navy Region Northwest Child Counselors conduct Deployment Groups in the local schools, for children who have a parent/s deployed. Groups are offered to schools with a high concentration of military dependents. Deployment Groups are formed and facilitated using an age appropriate approach. Children may perform activities, participate in discussions, explore feelings and provide support to their peers around having a parent/s deployed. In addition, children who participate learn about the unique aspects of being part of a military family. Child counselors work with Counselors in the school to set up a location and time within the school for the Group meetings. Groups run either during the lunch hour, or after school, once a week for four to ten weeks, depending on the schools needs. School Counselors identify the children in the school who have parent/s deployed and offer them the opportunity to participate in the Group. School Counselors work with the Child Counselor during the active phase of the Group, so that when the groups are no longer meeting with the FFSC Child Counselor, the School Counselor may continue the process.
15 Installation: CNRSE, Naval Support Activity Panama City Installation POC : Sue Brookhart, sue.brookhart@navy.mil Short Description of your Best Practice: Partnerships Joint & Schools o School Partnership Program with Tyndall Air Force Base and Bay County School Board o Memo of Agreement created and signed in 2004 by Commanding Officers for Tyndall AFB and NSA-Panama City and the Bay County School Board Superintendent to address relocation issues for Military Children attending Bay County Schools o Individual Action Plan to the MOA reviewed and updated annually to include initiatives for improving the relocation and transition of Military children to Bay County Schools. o Annual School Superintendent s Forum held at NSA-PC o Superintendent addresses all Parents of Military Children to discuss: school planning, budget, and any other issues about the school systems. o Also has a Q&A session to answer any questions that parents have. o NSA-PC Community School Liaison and School Board Military Liaison work together to ensure all issues are answered that come up during the Q&A session o Also, if any parents have problems that they cannot solve, they can contact the NSA PC Community Liaison who will work with the Military School Board Liaison to resolve and solve problems. Has been very successful. o Classroom to Careers Program with School Board to give high school students who are not planning to attend college a look at careers on a Navy Base. o o School Board assists the base to produce a video with POCs from different careers on base discussing their careers. This is shown to students prior to their touring the base School Board busses students to base to tour and different career areas on the base with military and/or civilians giving them highlights of their jobs. o School Information Resource Booklet for Parents currently partnering with Tyndall Air Force Base to produce a joint resource information booklet about the two bases that would be helpful to parents who move to the area.
16 Installation: NDW, FFSC, Patuxent River, MD Installation POC : Ann Marie Patke, annmarie.patke@navy.mil Short Description of your Best Practice: School Outreach Program CYP & Counselors When the Counseling and Advocacy Dept was fully staffed, we did partner with various schools in the Civilian Community to provide services to children/youth. The Dept. would reach out to School Counselors and brief them on some of the services that we could provide. This often led to meeting with School Staff to assist them in dealing with certain topics or to actually co-facilitate meetings with the children and/or family members. Topics assisted with include: 911 Support, Deployment Support, Grief, Stress Management, Anger Management, and FAP concerns. Group and Individual assistance has been provided. The current staff ( I Clinical Counselor, Assistance from the Regional CAP Coordinator) are able to accomodate individual referrals but have not provided as in depth assistance (reaching out to market our services or provide group Trainings/Briefs due to the work load). We are hopeful that our staff will increase soon so as to be able to market our services at an increased level. The Counseling and Advocacy Staff has been a part of a Civilian Multidisciplinary Team for approx 10 years. This Team meets monthly and addresses topics related to both civilian and military children/youth. The Team is comprised of a Military FFSC Counseling Case Manager, Civilian Lawyer, Civilian Law Enforcement Representatives, Civilian Hospital Representatives, Juvenile Services, Civilian Board of Education Members, Child Protective Services Representatives, Civilian Mental Health Representatives, and Judges. Planning initiatives such as Child Abuse Awareness Month and Cultural Diversity have been areas that we have partnered on with this Committee. Resources and ideas have been shared throughout this Committee as well. The CDC and Youth Center at PAX have often utilized our services as well. We have briefed them on a continuous basis and they contact us when issues come up regarding their children and youth. Our contacts with children/youth regarding the transition from school to school have been geared more towards Individual Counseling. This topic generally surfaces while being seen for other reasons and has generally not been identified as the initial presenting problem. The military population at PAX is approx. 3, 300. The break down of children/youth related to this population is unclear at this time.
