3 Code Concepts and Proposed Development Code Amendments 1. Concept: Energy Savings Amendment: Setback Flexibility for Exterior Insulation on Additions. Encourages energy efficiency for existing structures without reducing floor area. 2. Concept: Water Savings Amendment: Setback Flexibility for Rainwater Catchment Systems. Encourages rainwater use for flushing, laundry or irrigation.
4 Code Concepts and Proposed Development Code Amendments 3. Concept: Reducing Light Pollution and Light Trespass Amendment: Regulations on light fixtures. Reduces glare, promotes safety, preserves aesthetic quality of night sky. 4. Concept: Reduce Greenhouse Gas Emissions Amendment: Require installation of conduit for Electric Vehicles in multi-family developments. Promotes the use of electric vehicles. Amendment: Require providing short and long term bicycle parking facilities in commercial and multifamily developments. Promotes the use of bicycle transportation.

11 Electric Vehicle Infrastructure EV Parking Multifamily Development: Ten percent of required parking spaces in multifamily and residential portions of mixed use development where no individual garages are provided, must be equipped with electric vehicle infrastructure. As recommended by the Planning Commission, this includes installing conduit and wiring, but not the plug-in station or signage. Note that the Planning Commission did have concerns about the cost of the wiring, but ultimately recommended approval. Staff s alternative recommendation would require the conduit alone. Another alternative is to require full stations.

Planning Commission Alternative - Conduit + Wiring* - Simplifies installation of station when market demands. - Different types of stations or emerging technology may require wiring be added or changed in the future. 2. Staff Alternative Conduit Only* Minimal cost to developer. Simplifies installation of wiring and station when market demands. 3. Alternative Full Stations* - Highest cost. - Greatest level of incentive for EV use. *Additional alternative - Consider smaller percentage of spaces, e.g. 5% instead of 10%

15 EV Infrastructure Code Requirement Staff Alternative (in parking section) Electric Vehicle Infrastructure requires that the site design must provide conduit for wiring and data, and associated ventilation to support the additional potential future electric vehicle charging stations pursuant to the most current edition of the National Electrical Code Article 625. PC Alternative (in definitions) Where indicated in this code, this requires that the site design must provide electrical, associated ventilation, and wiring connection to transformer to support the additional potential future electric vehicle charging stations pursuant to the National Electrical Code (2008) Article 625.
