1 PROGRAMME OF SCIENTIFIC AND TECHNOLOGICAL CO-OPERATION BETWEEN THE ITALIAN REPUBLIC AND THE REPUBLIC OF INDIA VI Session of Indo Italian Joint Committee New Delhi, February 14, 2005 In the spirit of the Agreement on Scientific and Technological Co-operation between the Italian Republic and the Republic of India, signed in New Delhi, India, on November 28, 2003 and implementing the provisions of the Scientific and Technological Agreement, signed in Rome, Italy, on April 28, 1978, the Executive Programme was signed between the two Countries for the years The signatory on behalf of the Ministry of Foreign Affairs, Italy: Ambassador Antonio Armellini. The signatory on behalf of the Ministry of Science and Technology, India: Prof. V.S.Ramamurthy, Secretary Department of Science & Technology. The institutions in charge of the co-ordination of the present Programme are: For the Italian Party: Ministry of Foreign Affairs, General Directorate for Cultural Promotion and Co-operation. For the Indian Party: Department of Science and Technology, on behalf of the Ministry of Science and Technology. 1. Present state of the scientific and technological co-operation The two Parties have agreed to recognise the growing importance of science and technology for the economic, social and cultural development of the two Countries. The Parties are pleased to highlight the favourable trend in the scientific relations between the two Countries, their satisfaction with the Executive Programme for scientific and technological cooperation, and the outcomes of the collaboration in the period Both Parties place particular emphasis on the role of international co-operation for the further development of the S&T system in the two Countries. They have also agreed to pay attention to extending the co-operation in international multilateral R&D programmes. 2. Selection and approval of the joint projects for the years In the period September 1 st November 30 th 2004 a joint call for proposals was launched in order to collect bilateral projects in the following priority areas: ER: Electronics & Robotics (including information technology, computer science, microelectronics and nanoscience and technology); BS: Biomedical Sciences (including medical radiology and medical biotechnology, agricultural biotechnology, food science & technology); DET: Design Engineering & Technology; MST: Materials Science & Technology (including Organic Semiconductors, Nanomaterials); PhT: Physics, Technology & Application of Accelerated Particles; TEE: Transport, Energy, & Environment; CHCRT: Cultural Heritage, Conservation & Restoration Technologies. 1

2 Out of the list of new joint research projects proposals received by both Parties (Annex.1), both Parties agreed to jointly support under the Indo-Italian POC in S&T , 70 joint research projects including 9 significant bilateral projects and 10 on-going joint projects carried forward from previous POC. The two sides agreed to select the mutually acceptable up to 60 new joint research projects through exchange of letters within a period of next three months. If slot of 70 joint research projects to be supported under POC are not utilized, both Parties may consider issuing another Call for Proposal after six months or so. The two Parties, in deciding which projects should be given priority for financial support, have agreed on the following criteria: Scientific relevance; Potential impact on building scientific and technological capacity and on bilateral relations; Potential social and economic impact; Quality of project content and methodology; Quality of collaborating partners. 2.1 The Parties also agreed to jointly support exploratory scientific missions and joint workshops for developing significant bilateral projects under the framework of Indo-Italian POC in S&T Financial conditions of cooperation The administrative and financial provisions for the implementation of the Programme are given in Annex 2. Out of the mutually accepted joint research projects listed in Annex 1, the Italian Party, subject to approval of Indian Party, will consider providing financial contribution for 9 significant bilateral research projects. This financial contribution for significant bilateral projects is intended to partly cover the research expenses of the projects at collaborating project sites. Italian Party's funding to Italian coordinator for significant bilateral project will be granted, upon evaluation of the applications to be submitted according to the indications that will be given by the Italian side. 4. Closing Session Place and date of the next meeting The two Parties have agreed that, in order to define the Programme of co-operation for the years , the next session of the Joint Commission will be held in Rome. Details about the date will be agreed upon through diplomatic channels. Recommendation for future actions The Parties stressed the importance to focus in the future more on the results and the outcomes of the joint projects. Final provisions 2

3 All initiatives foreseen in this Programme will be carried out within the limits of the budgets and according to the rules prevailing in each Country. Any amendment to the text of this Programme has to be authorised by the competent Ministries and carried out through diplomatic channels. The present Programme for the years will remain valid until the signature of the next one, but no longer than one year after its expiration. The present document, including the Annexes 1, 2 which are an integral part of it, has been drawn up in New Delhi, on February 14, 2005, in two originals in the English language. 15 Annex 2 Administrative and Financial Provisions for Indo-Italian POC in S&T Financial Provisions for implementing the exchange visits under joint research projects selected out of those listed in Annex 1 and approved joint workshops/exploratory missions under the Indo-Italian Programme of Cooperation in S&T for the period Each Party shall finance annually, for each joint research project selected out of those listed in Annex 1, two exchange visits from each side (long term of one-two full months and/or short-term up to 10 days) The researchers will be entitled to the exchange only if they hold the nationality of one of the two Countries signing this Executive Programme, or if they hold a EU nationality and are legally resident in one of the two Countries. The travel expenses from the city of departure to the city of arrival shall be borne by the sending Party. The receiving Party shall bear the expenses of lodging and boarding by means of an all inclusive cash allowance. The Italian Party shall provide Indian researchers visiting Italy with a medical insurance coverage against accidents and illness, excluding already existing and chronic deseases. The Italian Party invites Italian researchers travelling to India within the scope of the present Programme to take out an insurance covering against accident and illness, when not covered on the basis of the European legislation. STAY OF INDIAN RESEARCHERS IN ITALY The Italian Party will finance, yearly, for each joint research project selected out of those listed in Annex 1, two short-term stays (up to 10 days) or one long- (maximum two months, i.e. 60 days, in multiple of one full month, i.e. 30 days) and one short-term stay. The application for both long- and short-term research stays shall be made exclusively through Italian diplomatic Representations in India. These applications shall be received no less than two months before beginning of the research visit by the Office V of the General Directorate for Cultural Promotion and Co-operation of the Italian Ministry of Foreign Affairs. The application concerning the research stay period shall be completed with the following documents, in two copies: 1) Letter of engagement of the host Institution; 2) Application Form undersigned by the Indian researcher comprehensive of personal and professional applicant data, title and approved list number of the research project, date and length of the visit, list of the institutes to visit (2 original application forms); the Application 15

16 Form is available at the internet address: under Foreign Policy > Policy Areas > Cultural Policy > Activities > Scientific Technical Cooperation > Mobility in research. 3) Detailed work Programme; 4) Curriculum Vitae of the researcher; 5) Letter of appointment by the head of the project (if the head of the project is not travelling in person). The above-mentioned application shall be completed with a declaration whereby the researcher commits himself/herself to: respecting the indicated period of visit; not receiving retributions by other International Organisations or Corporations during his/her stay; not changing work Programme, destination and not leaving Italy without authorisation; presenting, 30 days after completing the research visit, a final report on the activities carried out; transmitting, for insurance purpose, notice of any accidents and/or illness which may have occurred in Italy to: INA Assitalia, Lungotevere Flaminio 34, Roma. Cancellations, unless seriously documented, shall prevent the hosting Party from accepting further applications for related missions. In order to cover the necessary insurance cost for the Indian researchers during their stay in Italy, each researcher is requested to send to the Italian Party (General Directorate for Cultural Promotion and Co-operation Office V, Italian Ministry of Foreign Affairs. Fax n.: ) a fax on the first day of arrival at the Italian Scientific Institution to notify his/her presence in Italy. The Italian Party shall provide 1300 Euro per month for long-term stays (one/two months) and 93 Euro per day for short-term stays (up to 10 days). The Italian host Institution will help the visiting Indian scientists in arranging stay at the Guest House or finding subsidized accommodation. The above-said amounts shall be paid to the Indian researchers in one instalment upon their arrival in Italy. Indian researchers will receive the payments at the Italian Ministry of Foreign Affairs (in case of their stay in Rome and its province, exclusively) or at the nearest Provincial Treasury (Local Branch of the Banca d Italia). The preferred place of payment will be indicated in the Application Form. The Italian Party will pay return travelling expenses, in economic class only, from place of work in home country to the nearest airport to the place of work in foreign country.
