1 JOB DESCRIPTION POST: RESPONSIBLE TO: LINE MANAGES: LOCATION: Criminal Justice Community Coordinator Criminal Justice Community Service Manager 2 x Service Support Officers 1 x CJS Community Hub Supervisor Potential for line management responsibilities to include up to 6 direct reports Penrose CJS Rehabilitation Hub in Wembley. Frequent travel across London required to meet key stakeholders. Providing on-site cover for the three team coordinators in their respective regions during periods of annual / sick leave. MAIN PURPOSE OF POST: SALARY: To support the successful implementation and management of community resettlement services that reduce reoffending, rehabilitate and reintegrate offenders back into the community. To lead on the organisation and delivery of CRC and Penrose training for all new Penrose CJS Community Staff. To line manage two Service Support Officers and ensure that frontline Responsible Officers and management are supported by timely, accurate data monitoring, reporting and administrative assistance where necessary. To line manage the Hub Supervisor to ensure services at the Hub are coordinated effectively To work alongside the Head of Community Services and Cluster Service Manager in building and maintaining strong, effective working partnerships with key stakeholders and organisations to support the delivery of diverse, effective and targeted services at the Penrose CJS Rehabilitation Hub, both in a group and on a 1-1 basis. The ability to develop excellent internal and external relationships is essential to this role. Team Co-ordinators will ensure that the service is fully embedded within the community. You will be expected to regularly participate in team meetings and other duties deemed relevant by management. 26,669 pa Service Details This is a new service that will co-ordinate and co-deliver Through the Gate resettlement for offenders across London. Penrose will be delivering community Support and supervision to adult male offenders who have been released from custodial sentences of under 12 months, sentenced under the Offender Rehabilitation Act. This will be delivered from a central community hub, as well as out of CRC buildings across London. This service will provide intensive support to ensure that offenders do not reoffend on release from prison.

2 In addition, the Penrose Criminal Justice Custodial team will be delivering Through the Gate Services within seven London prisons. These prisons are HMP s Wandsworth, Wormwood Scrubs, Belmarsh, Brixton, Pentonville, Highdown and Downview. The offenders being supported will have a wide range of resettlement needs and will have varying and sometimes complex needs. Penrose provide resettlement support to offender s in custody and the community. The service is designed to deliver interventions including the accredited Getting It Right programme in order to generate and deliver a cohesive resettlement plan for offenders post release from custody. The service will cover release planning, employability, social support, treatment continuity, and housing as a minimum. You will be responsible for contributing to and ensuring that your teams achieve the targets set by Penrose in partnership with MTC Novo and the area CRC. One of the key targets will be delivering positive outcomes to reduce reoffending rates. Knowledge of the Criminal Justice System, and being able to develop excellent working relationships with your teams and other partner agencies is vital to this role. You will be expected to have the necessary skills to be able to; 1) organise and co-deliver core CRC and Penrose training to ensure all new staff are fully equipped and supported to perform in their role, 2) manage two Service Support officers and ensure that frontline Responsible Officers and management are supported by timely, accurate data monitoring, reporting and administrative assistance where necessary, 3) work alongside the Service Manager and Head of Community Services to develop strong working partnerships with service providers to enhance the package of rehabilitative provisions at the Hub. 4) Line manage the Hub Supervisor to ensure services are efficiently coordinated and that the Hub is appropriately resourced and staffed at all times. 5) You will also be expected to provide cover for the other three Coordinators in the event of annual leave or sick leave, and assume temporary responsibility for line management of 7-8 Community Resettlement Workers and ensure frontline services are delivered to the highest possible standards, meeting contract KPIs. Key Areas of Responsibility Protecting the public and preventing future victims. Work with the CRC and Penrose Coordinators to schedule and deliver a comprehensive training package for all new staff Manage Service Support team to ensure frontline staff and management are appropriately supported with performance data and administrative assistance Manage the Hub Supervisor to ensure services are efficiently coordinated and that the Hub is appropriately resourced and staffed at all times Work directly with internal and external agencies to facilitate successful resettlement of PSS clients Work with the Hub Manager, Cluster Service Manager and Head of Community Services to develop a holistic package of rehabilitative services for PSS clients Work with other service providers to ensure your services complement existing provision in the community. Deliver a resettlement service that deals with offenders immediate resettlement needs. This service will be coordinated and will focus on immediate issues relating to accommodation, health, employment, finance and debt. Supply regular progress, action and performance reports to the line manager Adopt BIONIC (Believe It Or Not I Care) ethos in your team

3 Staff Training Ensure all new Penrose CJS community staff receive a comprehensive package of CRC and Penrose training modules to equip them with the skills and knowledge required to perform their roles Work with London CRC to ensure all train the trainer modules are delivered by March 2016 Attend all CRC train the trainer modules unless specific arrangements have been made for alternative Penrose managers to deliver particular modules Work with the Cluster Service Manger to develop a comprehensive training package for all new staff Work with Service Support team to ensure that the training can be delivered on a regular basis at the Hub and other appropriate venues Design, distribute and collect training feedback forms to drive continuous improvement Identify further training opportunities, both within the Social Interest Group and with external providers Staff Management Provide high quality leadership and line management of 2 Service Support Officers and the Hub Supervisor Responsible for ensuring that all staff have appropriate personal development plans, and are appropriately supported to achieve the plans targets Participate in the selection and induction of new staff to ensure that they are aware of their duties and the policies, practice and values of Penrose. Ensure that London CRC information security requirements are adhered to at all times. Ensure staff are aware of our Employee Assistance Programme. Ensure that absenteeism and lateness is maintained, on or below, the agreed levels for the organisation, taking appropriate support and action to achieve the target. Ensure that all staff maintain high standards of professional performance at all times through adherence to the Penrose policies and procedural frameworks. Ensure that disciplinary, complaints and grievance procedures are appropriately managed, including the undertaking of investigations and the conducting of disciplinary interviews when required Responsible for ensuring that all staff are performance managed via the Penrose appraisal system and that appraisals are conducted and completed on time Manage staff induction and probationary periods Hold regular staff meetings and one to one supervision with Project staff Co-ordinate and monitor the workload of the team and ensure that all current performance and service standards are being met Provide cover for the three team coordinators in the event of annual or sick leave by managing a team of 7-8 Community Resettlement Workers and ensuring frontline services are delivered to the highest possible standards, meeting contract KPIs.

4 Partnership and Hub Development Work with the Head of Community Services, Community Service Manager and Hub Supervisor to identify, build and maintain relationships with key stakeholders and service providers to enhance provision at the Rehabilitation Hub Work with the Cluster Service Manager and Head of Community Services to ensure best practice and leading edge services are available to service users Line manage the Hub Supervisor to ensure that the Hub is appropriately resourced and staffed and that services are coordinated efficiently Work in partnership with the other agencies supporting the Hub to improve the services and expand provision where possible, ensuring maximum value for money and targeting efficiencies at all times Promote the Hub through participation in inter-agency forums and attendance at other functions where appropriate and as directed by the Cluster Service Manager. Ensure appropriate monitoring and performance systems are in place at the Hub and that the service contributes to Penrose CJS performance data Participate and contribute to the development of an annual plan for the Hub, which reflects the objectives and performance of Penrose CJS and London CRC Operational Management To conduct regular staff meetings that are fully recorded. To ensure that all statutory records are accurately maintained and available for inspection upon request from the appropriate authorities. To ensure that adequate staff are on duty at all times, and that appropriate staff rotas have been prepared and that arrangements are in place for the use of locum workers if required. Ensure that Penrose s Quality Management System is adhered to and maintained at the Project. Responsible for ensuring Penrose and London CRC s Risk Assessment and Risk Management Policies are fully understood and being complied with at the Project. Ensure that you and your team fully adhere to partner agency policies and practices as appropriate including HM Prison Service, CRC and NPS. Report incidents and accidents as per Penrose / Social Interest Group s procedure Financial management and Administration To promote effective cost control mechanisms, and encourage all staff to take responsibility for achieving financial savings where appropriate. Responsible for providing on time reporting and submission of information to Central Office functions, such as training record updates, performance statistics for KPI monitoring and Quality & Performance for payroll etc. Ensure all Penrose policies and procedures are appropriately understood, followed and implemented at the Project Health & Safety and Environment Promote and encourage best practice in Health & Safety and Environment. Responsible for the Project s Health & Safety including monthly Health and Safety reporting.

5 Take responsibility for the personal safety of all people working and/ or visiting the service especially in response to emergency / evacuation situations. Ensure all the organisations rules/policies regarding Health, Safety and the Environment are strictly adhered to and that safe working practices are adopted at all times and risk assessments are both carried out and followed. Responsible for reporting any incidents /accidents occurring at the Project to Line-manager, HR and the competent Health & Safety person. Conducting investigations into the incident / accident and provide appropriate report. Ensure all RIDDOR incidents are reported in a timely fashion. Responsible for ensuring COSHH and Risk assessments records are maintain and available for reference and use. Regularly review the Project s continuity plan and live test annually.
