4 Foreign Direct Investment in Texas FDI projects announced in Texas since of the top 10 foreign investment markets in the U.S. are in Texas (Houston & Dallas) 61% of all FDI projects in Texas are Europe-based T O P F D I I N D U S T R Y S E C T O R P R O J E C T S I N T E X A S Software & IT 64 Texas is a leading global destination for foreign direct investment (FDI). Due in part to the state s strong economy, competitive business climate and central location within North America, more than 1,300 major foreign companies continued their active operations in Texas in This report analyzes new FDI project data compiled by consulting firm FDI Intelligence between the years During this five-year period, Texas attracted FDI projects from 42 independent countries, as varied as Qatar, Denmark, and New Zealand. Business Services Industrial Machinery Oil, Gas & Mining Communications Between , more than 430 non- U.S. companies announced over 500 separate business expansions in Texas. These projects created an estimated 46,000 jobs and $38 billion in capital investment. 6 Software and Information Technology #1 FDI sector in Texas 14% of all FDI projects in Texas I n v e s t m e n t S o u r c e C o u n t r i e s Country Software & IT Projects in TX Total TX Projects, All Sectors United Kingdom Canada Australia 5 20 Germany 3 62 Spain 3 24 Software and IT is Texas top sector for attracting foreign investment projects. Between 2008 and 2012, 64 unique investments in this sector were recorded, representing 14% of the state s total FDI projects during this period. The U.K. and Canada led the field as source countries in this sector. More than 12% of all British and 15% of all Canadian projects locating in Texas were in the Software and IT category. A large majority of the state s 64 Software and IT investment projects during this period located in three cities: Houston (23), Austin (18), and Dallas (10). Software and IT is not only the top sector for attracting FDI projects to Texas, it is also the top sector for the U.S. as a whole. On a national level, Texas ranked No. 3 and was the destination for 1 in every 13 foreign Software and IT projects locating in the U.S. FDI projects in this sector generated an estimated 3,000 jobs and $673 million in FDI in Texas. R e c e n t P r o j e c t s f r o m L e a d i n g S o u r c e C o u n t r i e s AVEVA United Kingdom In 2010, U.K.-based AVEVA, Inc. invested significantly in U.S. facilities and infrastructure, constructing a stateof-the-art visualization center in Houston, Texas. The AVEVA Business Performance Centre is equipped to display global design, engineering, construction, and operation solutions. From its Houston headquarters, which was established in 1985, AVEVA s North American operations provide the marine, oil & gas, power, and process industries with integrated engineering design and information management solutions. GuestLogix Canada In 2011, Canada-based GuestLogix, Inc. announced it was establishing its U.S. headquarters in Dallas, Texas. The technology company, which trades under the symbol GXI on the Toronto Stock Exchange, provides airlines with the tools to charge for meals and other items during flights. Founded in 2002, GuestLogix is the leading global provider of onboard store technology and merchandising solutions to assist airlines and other travel operators. The firm has flourished as airlines increasingly look to ancillary fees to augment their profits. Bigcommerce Australia In 2009, Australia-based Bigcommerce opened its North American headquarters in Austin, Texas. The company invested in and expanded its Austin presence in 2011 and The fast-growing software development firm creates e-commerce solutions for small and medium-sized businesses, allowing them to create Web storefronts and accept payments using a variety of methods. It also provides tools for merchants to sell their products on smart phones and social networking sites, as well as boost their profiles on search engines.

Between 2008 and 2012, 58 investments in this sector were recorded, representing just over 11% of the state s total FDI projects. The U.K., Canada, and Spain led the field in this sector. The U.K. s 30 Business Services projects locating in Texas represent nearly 20% of that country s total FDI projects in the state. FDI projects in this sector ticked up in 2011 and Almost half of all Texas FDI projects in this sector since 2008 were recorded in the last two years. Of the state s 58 Business Services projects, almost 80% located in three cities: Houston (25), Dallas (14), and Austin (7). On a national level, Texas ranked No. 3 and was the destination for 1 in every 11 foreign Business Services projects locating in the U.S. FDI projects in this sector generated an estimated 5,000 jobs and $455 million in FDI in Texas. R e c e n t P r o j e c t s f r o m L e a d i n g S o u r c e C o u n t r i e s Spencer Ogden United Kingdom Based in the U.K., Spencer Ogden is a professional recruitment agency serving all areas of the energy industry. The company opened its first U.S. office in Houston, Texas, in The location is designed to serve both the Houston and broader U.S. markets. The company selected Houston, widely referred to as the Energy Capital of the World, because of its importance in the global energy industry. Caldwell Partners Canada In 2010, The Caldwell Partners International Inc. opened an office in Irving, Texas, outside of Dallas. The office is one of the company s six U.S. locations and its only Texas location. The company selected the Dallas-Fort Worth metropolitan area because of the regional concentration of Fortune 500 companies and other major businesses. Based in Canada, Caldwell Partners specializes in executive recruitment and provides human-capital services to its clients in North America, Europe, and Asia. Atento Spain In 2011, Spain-based Atento expanded its Customer Contact Center in San Antonio, Texas. The call center initially opened in 2009 and employs approximately 2,000. Atento is one of the world s largest call center companies, with operations in 16 countries. Atento is a subsidiary of Spain-based Telefónica, one of the world s largest telecom companies and mobile network providers. Telefónica has operations in Europe, the U.S., and Latin America and employs over 280,000 worldwide.

Between 2008 and 2012, 54 unique investments in this sector were recorded, representing 11% of the state s total FDI projects. The U.K. led the field in this sector with 15 recorded investment project in Texas. Industrial Machinery projects in 2011 and 2012 alone accounted for more than half of the state s total FDI projects in this sector over the past five years. Of the state s 54 sector projects, nearly 60% located in the Houston area. Nine of the U.K. s 15 sector investments located in the Houston area, while Germany and Canada both located four projects in the Houston area. On a national level, Texas ranked No. 1 and was the destination for 1 in every 9 foreign Industrial Machinery projects locating in the U.S. FDI projects in this sector generated an estimated 3,300 jobs and $1.6 billion in FDI in Texas. R e c e n t P r o j e c t s f r o m L e a d i n g S o u r c e C o u n t r i e s Malvern Instruments United Kingdom U.K.-based Malvern Instruments Ltd., a Spectris plc company, is one of the world s leading materials and biophysical characterization companies. It manufactures and supplies laboratory analytical instruments used across many industries. In 2012, Malvern opened a 22,000 sq. ft. multipurpose facility in Houston, Texas, which doubled the size of the company s previous Houston facility. The new building houses state-of-theart laboratories, product development, and manufacturing operations. The site also serves as a center of excellence for the firm s separations products. Siemens Energy Germany In 2011, Siemens Energy, part of Germany-based Siemens AG, opened a new office in Houston, Texas, to accommodate its oil and gas engineering operations, as well as production of subsea grid equipment and drilling and marine propulsion systems. Previously, Siemens Energy expanded its presence in the state with the 2010 purchase of the Houston-based manufacturing division of Integrated Electrical Systems. Siemens AG is one of the world s largest electronics and electrical engineering companies. The firm employs thousands of Texans across the state. Kelso Technologies Canada In 2011, Kelso Technologies (USA) Inc., a wholly-owned subsidiary of Canadabased Kelso Technologies Inc., opened a valve assembly plant in Bonham, Texas, northeast of Dallas. In 2012, Kelso added another 27,000 sq. ft. in Bonham, bringing its total production space to 47,000 sq. ft. Kelso is a North American railroad equipment supplier that manufactures a range of products, including external pressure relief valves. The company s only other U.S. location is a sales and operations office in Illinois.

Between 2008 and 2012, 31 investments in this sector were recorded, representing 6% of the state s total FDI projects. More than 17% of all Canadian projects locating in Texas were in the Oil, Gas and Mining sector. Since 2008, the largest single foreign direct investment project in Texas has been within the Oil, Gas and Mining sector. Saudi Arabia s Saudi Aramco and the Netherlands Royal Dutch Shell PLC conducted a multi-year expansion of the Motiva Enterprises refinery in Port Arthur, Texas. Completed in 2012, the refinery is the largest in the nation and has created approximately 300 new permanent jobs. On a national level, Texas ranked No. 1 and was the destination for 1 of every 4 foreign Oil, Gas and Mining projects locating in the U.S. FDI projects in this sector generated an estimated 4,300 jobs and $12.5 billion in FDI in Texas. R e c e n t P r o j e c t s f r o m L e a d i n g S o u r c e C o u n t r i e s Lynden Energy Canada Lynden Energy Corp. is a Canadianbased oil and natural gas company engaged in the acquisition, development, and exploration of oil and natural gas properties. The majority of Lynden s operations are focused on its Wolfberry and Mitchell Ranch projects in the Permian Basin of West Texas. In 2009, Lynden made its initial capital investment in its Wolfberry and Mitchell Ranch oil and gas leases in the Permian Basin and West Texas regions of the state. Since 2010, Lynden has invested further and brought a number of new Wolfberry wells into production. BP America United Kingdom Houston, Texas is the U.S. headquarters for BP America, a subsidiary of U.K.- based British Petroleum (BP), and home to the largest concentration of BP employees and assets in the world. A number of key BP business units are located in the Houston area, which altogether employ over 7,300. BP America completed its most recent Houston, Texas, expansion in The firm leased a 305,000 sq. ft. property in Houston s Energy Corridor and relocated employees from California and Illinois. The company has previously invested an estimated $1 billion in a three-phrase Houston expansion. Statoil Norway In 2011, Norway s Statoil ASA established its North American headquarters in Houston, Texas. The company employs about 1,600 in North America, with about 800 located in Texas. In 2012, Statoil announced it was expanding its Houston office. Statoil is a major global energy company. In Texas, the firm operates in the Eagle Ford Shale formation, holds over 350 offshore operator leases in the Gulf of Mexico, and delivers about 600,000 barrels of crude oil and other products into the North American market daily.

Between 2008 and 2012, 27 investments in this sector were recorded, representing 5% of the state s total FDI projects. China led this sector by number of projects. Nearly half of all Chinese projects locating in Texas were in the Communication sector, due in part to the Texas presence of China s two biggest telecom companies, Huawei and ZTE. The Dallas-Ft. Worth (DFW) Metroplex, which includes the suburb of Richardson, is home to more than 70% of the state s Communication sector FDI projects since All Texas projects in this sector from China, South Korea, and Japan located in the DFW area. On a national level, Texas ranked No. 3 and was the destination for 1 of every 11 foreign Communication-sector projects locating in the U.S. FDI projects in this sector generated an estimated 3,200 jobs and $1.2 billion in FDI in Texas. R e c e n t P r o j e c t s f r o m L e a d i n g S o u r c e C o u n t r i e s Huawei Technologies China Huawei Technologies U.S.A., headquartered in Plano, Texas, since 2001, is a unit of the Chinese-based Huawei Investment & Holding Co., a leading global telecommunications company. In 2010, Huawei opened its new 103,330 sq. ft. Plano headquarters facility, which includes a customer demonstration center, test lab, and a technical assistance center. Huawei employs approximately 650 in Plano, making it one of the city s major employers. Samsung Telecommunications South Korea Headquartered in Richardson, Texas, Samsung Telecommunications America (STA) LLC is part of the Samsung Group, South Korea s largest business conglomerate. STA researches, develops, and markets personal and business communications products throughout North America, including mobile phones and enterprise communication systems. In 2011, STA leased over 104,000 sq. ft. of industrial space in nearby Plano, Texas. STA employs approximately 800 in Richardson, making it one of the city s fifteen largest employers. Fujitsu Network Communications Japan In 2009, Fujitsu Network Communications (FNC) announced the expansion of existing laboratory facilities at its Richardson, Texas, headquarters to support next-generation wireless technologies. The R&D center will serve as the focal point for long term evolution trials in the U.S., in addition to performing interoperability and verification activities to fully support North American operator needs. Located on a 143-acre campus with approximately 1,500 employees, FNC is one of the top-ten largest employers in Richardson.

17 Recent FDI Headlines 1 Ericsson Begins $54 million expansion of U.S headquarters in Plano The Swedish telecom equipment giant broke ground in 2012 on a $54 million expansion of its corporate campus in Plano, TX. The new four-story office building will increase the campus s footprint by more than 25% and the company expects to add 1,600 new jobs. 2 Tenaris Announces $1.5 billion steel pipe plant near Bay City, to hire 600 Tenaris, a Luxembourg-based manufacturer of steel pipe products used for drilling in the energy industry, announced plans in early 2013 to build a $1.5 billion steel pipe manufacturing facility near Bay City, Texas. Once complete, the mill is expected to employ 600 workers and produce 600,000 tons of pipe annually. 3 Samsung Semiconductor Continues $4 billion expansion at Austin wafer fab The South Korean technology company, which began a major expansion at its Austin, TX, fabrication facility in 2010, continued work on the project in 2012 with a $77 million investment. When completed, the new semiconductor plant is expected to create 500 additional jobs. 4 BP Houston facility to house world s largest commercial R&D supercomputer In December 2012, British oil and gas giant BP began construction on a Houston facility that will house the largest supercomputing complex for commercial research in the world. The $45 million project will serve BP s seismic imaging technology needs. 5 CGI Technologies Breaks ground on IT services center to employ 350 in Belton Canadian technology services firm CGI began construction in April 2012 on its new Belton, TX, facility. Located approximately 60 miles north of Austin, the technology center is expected to employ 350 workers. 15
18 Recent FDI Headlines 6 Formosa Plastics Invests $1.7 billion in Point Comfort In February 2012, Taiwan-based Formosa Plastics announced plans for a $1.7 billion investment at its Point Comfort plastics plant on the Gulf Coast. The expansion, which is expected to create 200 additional, permanent jobs at the site, includes a new olefins cracker, an associated propane dehydrogenation unit, and a new low-density polyethylene resin plant. 7 Weatherford Artificial Lift Breaks ground on $100 million manufacturing plant in Katy The division of Swiss oilfield equipment maker Weatherford International began construction in mid 2012 on a $100 million plant in Katy, TX, which will produce oil and gas pumping equipment. The facility is expected to employ 425. Also in 2012, the company began a $26 million expansion at its existing plant in Greenville, TX. 8 BBVA Compass Constructs 22-story operations center in Houston Throughout 2012, construction continued on BBVA Compass bank s new office tower in the Galleria area of Houston. Once finished out in 2013, the $67 million project will serve as the consolidated local headquarters for the company s growing regional operations. The building is also the first high-rise office tower built in the Galleria area in 25 years. BBVA Compass is a subsidiary of Spain s Banco Bilbao Vizcaya Argentaria (BBVA). 9 Voestalpine Locates $700 million iron processing plant near Corpus Christi Austrian steel giant Voestalpine announced plans in 2013 to construct a $700 million plant at the Port of Corpus Christi in San Patricio County, TX. The industrial facility will produce direct reduced iron, an intermediate component in steelmaking, and is expected to create 150 jobs. 10 Borusan Mannesmann Pipe Chooses Baytown for first U.S. manufacturing facility In early 2013, Turkish steel product company Borusan Mannesmann broke ground in Baytown, TX, on its first U.S. manufacturing plant. The $148 million facility, which is expected to employ 250, will produce tubing for the oil and gas industry. 16
19 Recent FDI Headlines 11 Maruchan $330 million San Antonio noodle plant under construction The Japan-based noodle maker s $330 million plant began construction in fourth quarter 2012 in south San Antonio and is expected to create 600 direct jobs in the city. 12 TMK IPSCO Builds $17 million steel pipe mill in Odessa In May 2012, Russia-based TMK IPSCO broke ground on a 70,000 sq. ft. pipe manufacturing and threading facility in Odessa, TX, which will consolidate production from existing local facilities in order to meet growing demand. 13 Trend Micro Relocates U.S. headquarters from Silicon Valley to Irving, Texas The Japan-based technology security firm announced plans in early 2013 to move its U.S. headquarters from Cupertino, CA, to Irving, TX. The relocation will consolidate about 220 jobs in Irving, including about 185 already in the Dallas/Fort Worth area and an additional 35 moving from California. Trend Micro is a global leader in computer security and antivirus software. 14 Linde Group Invests $200 million to expand Houston-area synthetic gas plant The Linde Group, a Germany-based producer of industrial gases, plans to expand its La Porte, TX, plant with a $200 million equipment overhaul.
