3 What is the Turin School of Development? Since 1991 the International Training Centre of the ILO has offered postgraduate learning opportunities that explore knowledge disciplines of evolving global significance and that are the focus of interest for an international audience composed of junior professionals and students from developed, developing and transition countries. Over the years in partnership with sister UN agencies and the academic world, our offerings of postgraduate and Master programmes expanded to cover themes that are central to the mandate of key international institutions, like sustainable development, poverty reduction and job creation, global trade, good governance, culture and the living environment. These programmes developed a solid reputation for being truly international in the context of their management structures and of the parties involved in design and delivery. Each of these programmes is co-managed by an international organization in the field of its competence and the learning contents are delivered by a faculty composed of prominent professors and senior experts and practitioners from around the globe. Having developed this portfolio of postgraduate and Master programmes with great care, one by one over the last two decades, we are proud now to consolidate these offers under the heading of the Turin School of Development in order to facilitate further expansion and enhance visibility. Through the Turin School of Development we aim to strengthen our role in preparing future experts and leaders for the prime challenges that the world has to contend with in the 21st century, in particular how to pursue sustainable development while upholding national and global equity. 4 U D N P UNCITRAL Turin School of Development: Partner institutions On the academic side, in addition to the University of Turin and the Turin Polytechnic, the Master s and other postgraduate courses currently involve a large number of institutional partners, namely: IUSE (postgraduate course in International Trade Law) Collegio Carlo Alberto University of Fribourg (postgraduate course in International Trade Law) Université Paris 1 (Master in World Heritage at Work) Panthéon Sorbonne (Master in World Heritage at Work); Universidad Autònoma de Madrid (postgraduate course in International Trade Law) Macquarie University Sydney (Master in World Heritage at Work) SiTI (Master in World Heritage at Work). In addition to professors from the above universities, the programmes draw on the expertise of a large number of professors world-wide. 6 The goal of our Master s and Postgraduate programmes Our objective is to provide multi-disciplinary postgraduate learning opportunities with targeted contents and effective delivery modalities which are conducive to imparting the essential competencies needed for dealing with today s social, economic and environmental priorities at national and global levels. The learning offers of the Turin School of Development are not intended to be in direct competition with similar programmes offered by universities. They are selected and designed with a perspective of differentiation through a combination of features like: full involvement of specialized UN agencies and distinguished professional bodies in programme design, delivery and oversight. intensive delivery that meets the learning requirements of a European Master. 8 Experience International Trade Law course, Turin, ITC ILO campus, 1991 Two decades ago, in October 1990, the International Training Centre of the ILO, in collaboration with the University Institute for European Studies (IUSE) and with the support of distinguished faculty from the University of Turin and other major European universities, launched its pilot initiative for offering postgraduate learning opportunities to an international student body on selected topics of trade and development. The first such offering was the postgraduate course on International Trade Law, which was announced at a special presentation ceremony at the Palais des Nations in Geneva in The success of this first course in its initial years created a momentum for developing new multi-disciplinary programmes that required pooling together inter-faculty effort on the academic side with the global exposure and expertise that characterizes UN agencies activities. New Masters were then created over the last ten years in the main areas of development and governance in collaboration with major international organizations like WIPO, UNESCO, and UNCITRAL. With the creation of the Turin School of Development it has now become possible to regularly offer each of the Masters in full partnership with the international organization competent in the respective technical domain. 11 Master of Law (LL.M.) in Intellectual Property Master in Management of Development U D N P Intellectual property law is facing unprecedented challenges; issues involving biotechnological inventions, software protection, digital rights management and the uneasy relationship between copyright and the internet raise questions which lie at the very heart of the interface between law and technology. On the other hand, intellectual property law has become crucial for economic, scientific and political decisions. The LL.M. in intellectual property is designed for both professionals and junior academics who wish to acquire the skills needed to play a leading role in Intellectual Property Rights (IPR) practice and teaching through exposure to an international and comparative approach. The curriculum aims to provide an in-depth examination of the classical topics of IP law, as well as specialized analysis of the latest developments in the fields of patents, industrial design, integrated circuits, trademarks, domain names, copyright and related rights, biotechnological patents and plant varieties as well as the internet, software and databases and e-commerce. Following completion of the learning period the participants will work on the finalization of a dissertation on an IPR topic most relevant to their practice or field of interest. Deadline for application: 31 March 2010 The Programme provides its participants with the knowledge and skills for effective participation in the management of development projects and programmes. It explores the evolution of development theories and how successful national development needs to be founded on the integration of sound socio-economic analysis with an enabling legal environment that can sustain the creation and maintenance of effective institutions capable of mitigating the risks of corruption and optimizing the returns on national investment in development. The Programme s learning contents are therefore multi-disciplinary, ranging from exploration of key topics in development economics, to the rule of law and the foundation pillars for creation and effective operation of development institutions. In addition, the Programme imparts to the participants the full spectrum of competencies needed for management of the project cycle (PCM) in the context of national development goals (MDGs, PRSPs, SWAP). At the end of the Programme, the participants will be able to formulate a development project of their own choice as a research assignment. Deadline for application: 31 October 2010
12 Master of Science in Public Procurement Management for Sustainable Development UNCITRAL Master in World Heritage at Work Sound public procurement management is a sine qua non of good governance. This Programme is intended to enable participants to cope with the challenges of regulating, executing and monitoring public procurement in an economically and socially responsible manner. It is unique in its comprehensive coverage of the four pillars of effective national public procurement system as defined by the OECD, namely the legal framework, institutional and managerial arrangements, market dynamics and the systems for fighting corruption. On the legal side, the Programme presents comparative analysis of world-recognised legal frameworks for public procurement (EU, UNCITRAL, MDBs, GPA, etc.). The economic module focuses on key economic and financial concepts underlying procurement theory and practice in addition to the tools and risk management techniques used at each step of the procurement cycle / supply chain. New topics in public procurement are explored, such as e-tendering, auction theory, defence procurement, public-private partnerships and sustainable procurement. Emphasis is placed on practical work and case studies dealing with typical problems in the management of the tendering and contract execution phases. The Programme also imparts to its participants the necessary soft skills in contract negotiations and conflict resolution while stressing the importance of professional and ethical behaviour. Deadline for application: 30 September 2010 Cultural activities are a major contributor to national development, job creation and social cohesion. This Programme aims to impart the necessary competencies and skills to participants in the conservation and promotion of World Heritage Sites as well as in the conceptualization of sustainable projects designed around a wide spectrum of cultural activities in the fields of natural and cultural heritage, creative industries, museums and tourism. The Programme provides a solid foundation in a variety of cultural economics topics and the value chain of cultural and natural sites. It explores in detail the economic, social, institutional and legal considerations that govern the diverse categories of UNESCO-designated World Heritage Sites. The Programme also puts emphasis on strategic management competencies for the preservation and promotion of these sites as well as on monitoring the efficacy and adequacy of site management plans and associated cultural projects. The participants will, throughout the learning period, work on producing a graduation dissertation focused on improving current management, conservation and marketing systems of a UNESCO-designated WH site or on the development of a project proposal in a field of cultural activity relevant to their context. 13 Postgraduate course on Occupational Safety and Health in the Workplace Master of Law (LL.M.) in International Trade Law UNCITRAL Public and private sector organizations throughout the world are increasingly concerned with improving occupational safety and health (OSH) in the workplace. Both in developed and developing countries, the rapid pace of technological change, combined with the persistence of unsafe or environmentally threatening working conditions, has served to focus attention on the need to reduce disruptive and costly accidents and to promote a new safety culture in the workplace. Organizations increasingly seek OSH professionals who can put in place and monitor observance of appropriate OSH standards at the workplace. This postgraduate course was designed to contribute to the expansion of competent OSH professionals who can compensate for current personnel shortages in this domain. OSH professionals need a multidisciplinary background in order to successfully operate in the broad field of OSH. The course therefore incorporates training sessions on the topics and disciplines relevant to OSH. The training focuses not only on OHS issues but also on the development of organizational, managerial and interpersonal skills. Visits to 12 different productive settings in Italy are planned in order to offer direct interaction with experts in the field. Trade is the engine for economic growth & national development. This Master s Programme aims to provide its participants with a deeper understanding of the main legal issues in international trade law, contract law and contract drafting. It starts with an overview of the role and the legal framework of the World Trade Organization and the regional trade agreements, then explains current efforts for harmonization of trade laws at the international and regional levels (in the framework of UNCITRAL, WTO, UNIDROIT and the EU). The course also explores key legal issues in contract formation, pre-contractual agreements, letters of intent and e-commerce. A variety of specialty topics are also explained, such as technology-licence agreements, joint ventures, mergers and acquisitions, financing agencies, intellectual property rights, trade marks and patents, project financing, agency and distribution contacts, state contracts, construction and engineering contracts, as well as related modes of payment and dispute resolution mechanisms. 14 Master of Science (MSc) in Applied Labour Economics for Development Today, the dynamic and complex process of development and globalisation calls for an enhanced understanding of the way to support more and better jobs in different development contexts. In all countries, poor and rich, the conviction is growing that labour is not a commodity, that labour markets are socially embedded, and that both the quantity and quality of employment is fundamental for responsible growth and the fight against poverty and social exclusion. In this context, the social demand for expertise in how to place decent employment at the heart of economic and development policies, and how to evaluate the impact of such policies is rising. The new Master s Programme on Applied Labour Economics for Development is a response to the need for more and more diverse expertise in the design and evaluation of policies, in which international labour standards and fundamental rights at work go hand in hand with job creation and productive employment. The program is delivered as a Master of Science by the Department of Economics of the University of Turin and as an Executive Master by the Institut d études politiques de Paris (Sciences Po). Together with the two universities the ILO and the World Bank are members of the Advisory Committee, as well as the Institut de recherche pour le développement (DIAL/IRD). The MSc is intended to prepare students and junior professionals from both advanced and developing countries to become experts in designing, analysing and evaluating policies that place employment at the core of economic, social and development policy making. The degree will combine rigorous training in analytical and quantitative economic methods with an emphasis on what constitutes an appropriate policy, legal and institutional framework for employment and decent work in different development contexts. The training methodology will balance traditional classes on theory, concepts and methods conducted by researchers and lecturers with concrete case studies and practical assignments by practitioners and professionals to support policy applications over pure theory. At the end of the academic year, each student will be required to prepare a Master s thesis directed by a faculty member or by a professional from the institutions involved. 15 Participants Total number of participants by regional distribution Each year, the Turin School of Development enrolls approximately 250 students in its Master s and postgraduate programmes, ranging from junior professionals to recent university graduates. They come from developed and developing countries, with diverse academic and employment profiles. They form a truly globalized student body sharing knowledge and experiences in a unique environment provided by the first-class campus of the ITC in Turin. Overall, some 1200 participants have successfully completed the graduation requirements of these programmes and are currently occupying important jobs in their countries. These participants, building on the knowledge, experience and teamwork learnt in Turin, continue to dialogue and network with each other through the forums and events organized by the ITC and which will be further expanded under the Turin School of Development. 16 The Master s on World Heritage at Work has been an unforgettable experience in my life. It broadened my knowledge and experience, enriched my professional networking horizons and helped me to secure a more interesting and rewarding a job as the UNDP program manager for culturalbased development in China. 18 Methodology and Learning-support services Differentiation is the invariable hallmark of the full range of Master s and Postgraduate Programmes offered by the Turin School of Development which gives us a comparative advantage over the offers by other providers. Such differentiation starts with programme design and extends to the packaging of the learning contents and is finally carried through programme delivery as illustrated below. Approaches are blended All Master s and postgraduate courses are designed for blended delivery through a succession of Internet-based distance learning followed by face-to-face sessions and applied research work. The e-learning period is typically 17 weeks duration, and is intended to provide participants with diverse entry profiles with the necessary preparatory learning needed to pursue a multi-disciplinary course. This arrangement allows smooth cruising through an intensive face-to-face period of approximately three months duration at the ITC campus designed to minimize the participants leave of absence from their jobs as well as the financial burden of pursuing a postgraduate degree in Europe. The face-to-face period is a blend of interactive presentations that covers the entire learning contents of the Programme. These presentations make use of innovative participatory methods that enable cross-fertilization and experience exchange among the participants. During the face-to-face period, the participants embark on the conceptualisation of their thesis or research work under the supervision of the Scientific Director(s) of these programmes and then proceed to complete their research work from home-base over approximately 3-6 months supported by a designated on-line tutor/professor.
19 Resources are accessible Through its e-library and documentation centre, the Turin School of Development can facilitate access to a wide repository of learning resources generated by its UN and academic partners including access to the library of the University of Turin. Learning is experiential Learning is experiential and results-based; methods are participatory, application-oriented, and make extensive use of information and communication technology. At least 60% of the time is used for structured and facilitated learning, sharing experience among practitioners. Learning environment is state of the art The campus and facilities of the Turin School of Development are conducive to learning and sharing knowledge. All the classrooms have workstations with free internet connections, and some are equipped for video-conferencing and simultaneous interpretation. Other services that optimize the learning experience include multimedia design and production, translation and interpretation and information systems. 20 A truly international faculty The faculty of these Master s and postgraduate programmes is a mix of renowned university professors selected from a large network of premium partner universities across the globe, combined with leading practitioners from the UN system and key professional bodies and think tanks. They represent a global faculty of leading thinkers and doers with a pragmatic understanding of the world of today and its evolving issues. In addition the participants learning is closely supported by dedicated tutors for each theme of these multi-disciplinary programmes. The support can extend, upon the student s request, to the actual implementation on the ground of the research work / project previously undertaken during the study period. 22 Alumni network Each of the postgraduate and Master s Programmes has developed a preliminary form of a networking arrangement which has enabled continued exchange among the participants and the faculty. The International Training Centre of the ILO in Turin has sponsored annual meetings funded in order to enable a select group of alumni to meet and dialogue with the current participants. The Turin School of Development is now in the process of launching a formal ALUMNI Network for its former graduates. The new Network to be launched in 2010 will feature functionalities and activities sponsored by the Turin School of Development such as: Continuous Contact and Exchange Forum Access to news about the activities of the Turin School of Development and its periodic alumni events Advertisements on job and career opportunities as well as internship possibilities.
