2 Ken Wiecke, P.Eng., Chair, ACEC-British Columbia ACEC-British Columbia is pleased to join the BC Ministry of Transportation and Infrastructure, and TransLink in welcoming you to Moving with Technology a one day conference focusing on future trends and topics in BC s transportation sector. The rapid pace of technological change is creating new challenges and opportunities for BC s transportation industry. Connected and autonomous vehicles are now a reality, and each day they become more a part of our daily lives. Electric vehicles, Intelligent Transportation Systems (ITS), new materials and innovations in construction technology change the way we plan for future infrastructure needs. Moving with Technology will look at the major transportation plans, projects and initiatives across the province to meet these many challenges, strengthen the economy and enhance the well-being of British Columbians. ACEC-British Columbia members, BCMOTI and TransLink have worked collaboratively on numerous projects across the province. Moving with Technology will take a closer look at the future plans to meet BC s growing transportation needs, and the key trends that will lead the way. 3 Welcome from the Conference Chair Richard Bush, P.Eng., Chair, 2016 Conference Organizing Committee Each year s Transportation Conference proves to be a premier transportation industry event here in British Columbia, and this year s Moving with Technology theme is no exception. Each year this conference grows in interest thanks in no small part to the collaboration of ACEC-British Columbia, BC Ministry of Transportation and Infrastructure, and TransLink, the professional enthusiasm of the Organizing Committee, and partners who host our very interesting morning tours. As we developed the current program, the Organizing Committee considered current trends in policies and financing of transportation infrastructure, and brainstormed to develop a suite of activities and speakers that were most qualified to represent the conference theme. Thank you to each of the presenters for their time, effort and commitment in sharing their exciting projects and initiatives with us. The outstanding success of this event is highly due to the diligent and professional efforts of the organizing committee, whom I am proud to represent. Binnie & Associates Ltd., 2016 Conference Chair 8:15 am Update on the Regional Transportation Management Centre Patrick Livolsi, P.Eng., Assistant Deputy Minister, Infrastructure and Major Projects Department, BC Ministry of Transportation and Infrastructure The Regional Transportation Management Centre is a multi-agency, multi-purpose facility used for transportation management for the region and province. It is designed to: promote real time monitoring of traffic congestion and incidents; provide regional data sharing of transportation information; and provide central operations for transportation agencies during larger emergency events. Located in Coquitlam BC, the centre is built to a post-disaster standard and will be a key building block for expansion of ITS initiatives across BC. 9:00 am Tours depart

4 12:00 noon Lunch Pavillion Ballroom 1:00 pm The Automated Vehicle: The Coming of the Next Disruptive Technology Brian Flemming, CM, QC, Senior Fellow, Van Horne Institute, Calgary The dream of automated or driverless cars, trucks and buses (AVs) is rapidly becoming reality. The only question is precisely when, rather than if, these vehicles will be widely available in Canada. All levels of government plus the private sector need to prepare now for this disruptive and transformative event. Currently, Canada is lagging behind the world in these preparations. This presentation will offer some suggestions for what Canadians should be thinking about, and doing, to prepare for the brave new world of AVs. 1:40 pm Embracing Technology Kevin Richter, P.Eng., Assistant Deputy Minister, Highways Department, BC Ministry of Transportation and Infrastructure Technology and innovation are fundamental to delivering BC on the Move, our ten year transportation plan. Whether it s operating and maintaining our highways, improving transit, or designing and constructing roads and bridges, technology is helping the province deliver better quality products more effectively and more efficiently. This presentation will highlight technologies the ministry is using to make our roads safer, to help people plan their travel, to reduce the time it takes to complete designs and to build better roads. 2:30 pm Refreshment Break Following the break, delegates may proceed to the stream presentations which begin at 3:00 pm. 5 Current Technologies & Organizational Change Stream A Junior Ballroom CD Moderator: Marek Buksowicz, P.Eng., Hatch Mott MacDonald 3:00 pm BC Ministry of Transportation and Infrastructure Engineering Services Ed Miska, P.Eng., Executive Director, Engineering Services, BC Ministry of Transportation and Infrastructure The Ministry of Transportation and Infrastructure has recently adopted a new model for the delivery of engineering to streamline the delivery and improve the quality of engineering services across the province. The new model will be explained as well as the role of ACEC-BC in delivering BC on the Move. 3:20 pm Seismic Planning at the BC Ministry of Transportation and Infrastructure Sharlie Huffman, P.Eng., FEC, Senior Seismic and Structural Health Engineer, Huffman Engineering Services An overview of the Ministry s Smart Infrastructure Monitoring System, the two networks it displays and how we can use it for planning and mitigation of earthquake effects. 3:40 pm Planning for the Future at TransLink Tim Savoie, Vice President, Transportation Planning & Policy, TransLink The Mayors Plan advances the objectives of the Regional Transportation Strategy, and enjoys broad government and public support. TransLink remains committed to delivering the Plan. Solving the transportation funding issue is critical in the meantime, TransLink continues to plan and improve the transportation system. Tim Savoie, TransLink s Vice President of Transportation Planning & Policy, provides an overview of how TransLink is addressing these challenges and planning for the future. 4:00 pm Surrey s Tra c Management Centre Municipal Approach Amer Afridi, P.Eng., Team Leader Traffic, City of Surrey Surrey has combined the use of Intelligent Transportation Systems (ITS) with an affordable Traffic Management Centre (TMC) to manage traffic in the City. Rather than creating new infrastructure, the focus was simply to optimize the traffic flow within the existing road network to support sustainable mobility, reduce delays, improve safety and minimize environmental impacts. The presentation outlines the details for the TMC, the systems installed and the benefits achieved during the implementation and daily operations. 4:20 pm Stream A Panel Discussion Following the panel discussion, delegates may proceed to the foyer in front of the Pavillion Ballroom for a reception, beginning at about 5:00 pm.

6 Future Technologies Stream B Junior Ballroom AB Moderator: Pat Cruickshank, P.Eng., Parsons Inc. 3:00 pm How is Technology Changing the Way that the City Manages our Transportation System Lon LaClaire, P.Eng., Acting Director of Transportation, and Manager of Strategic Transportation Planning, City of Vancouver From parking, car-sharing, and monitoring, to planning, vehicle automation and traffic operations, it seems no aspect of our transportation system will be left untouched by the change that technology and innovation is enabling. Lon will share the City s experience related to how new technologies are being used to better plan and manage transportation and provide some thoughts on what lies ahead. 3:20 pm The Business Case for Connected Vehicles Dr. David Michelson, P.Eng., Associate Professor, Electrical and Computer Engineering, University of British Columbia Connected vehicle technology has long been expected to play a key role in the quest to improve road safety, ease traffic congestion, and enhance the efficiency of commercial vehicle operations. More recently, it has been promoted as a key enabler in the adoption of renewable energy and automated vehicle technologies. Why, then, has the rate at which connected vehicle technology has been adopted and deployed been so slow? What are the missing pieces that remain to be filled? Will it merely take an additional round of cost reductions to open the field, or is something more fundamental required? 3:40 pm Uber and the Sharing Economy Michael van Hemmen, Public Policy Manager, Uber Mobile internet technology is rapidly changing how we utilize physical assets such as our cars and homes. Companies like Uber are creating technology that empowers people by expanding transportation options, reducing congestion and creating new income opportunities. Michael will touch on the history of Uber, the solution it provides, and the opportunity of future products. 4:00 pm Compass Project Lloyd Bauer, Vice President Compass Project, TransLink Timely information is essential in supporting informed decision making. Lloyd Bauer, Vice President of the Compass Project at TransLink will speak to how Compass data is being gathered and analyzed to support improvements in customer service, efficiency and effectiveness. 8 Conference Speakers Amer Afridi, Team Leader Traffic, City of Surrey Amer Afridi has a Master s Degree in Civil Engineering combined with over 20 years of practical experience as a Traffic and Transportation Engineer. Prior to joining the City of Surrey in 2007, he held the position of Project Manager with the Ontario Ministry of Transportation (MTO) Amer leads the team of Engineers and Technologists in Surrey s Engineering Department. He is also responsible for the Traffic Management Centre, Intelligent Transportation Systems, Traffic Signals, Railway Crossings and various design and safety related projects. Lloyd Bauer, Vice President Compass Project, TransLink Lloyd assumed leadership responsibility for the Compass Project at Trans- Link in early Since that time, Lloyd has lead the implementation and rollout of the Compass system throughout Metro Vancouver. Prior to Compass, Lloyd was the Chief Information Officer for TransLink. Before joining TransLink in 2008, he held technology positions at a number of public and private sector organizations, including Director of Planning and Architecture and Acting CIO at WorkSafeBC. Lloyd holds an MBA from Simon Fraser University and a diploma in Electronics Engineering Technology from the Northern Alberta Institute of Technology. Brian Flemming, CM, QC, Senior Fellow, Van Horne Institute, Calgary Brian Flemming is an international lawyer, a public policy advisor and one of Canada s leading experts on transportation policy. He was chair of the Canada Transportation Act Review Panel of and the principal author of Vision and Balance, regarded by many as the bible of Canadian transportation policy. He has authored many articles and speeches on transportation policy. He is currently the only Senior Fellow at the Van Horne Institute in Calgary, Canada s foremost think tank on transportation issues. He is a former Policy Advisor to Prime Minister Pierre Trudeau; a former Chair of the Social Sciences and Humanities Research Council; the founding CEO and Chair of the Canadian Air Transport Security Authority; and a special advisor to the Jacobs Consultancy.

9 Michael van Hemmen, Public Policy Manager, Uber Michael van Hemmen is a Public Policy Manager for Uber, a technology company that is evolving the way the world moves. Based in Vancouver, he oversees Uber s relationship with governments across western Canada. Prior to joining Uber, he led business planning for a division of a publicly traded company, and served as Director of Policy for federal Transport Ministers. Michael was raised in Port McNeill, and is the proud father of three. Sharlie Huffman, P.Eng., FEC, Senior Seismic and Structural Health Engineer, Huffman Engineering Services Sharlie retired after 33 years from BC Ministry of Transportation and Infrastructure August 2014 to join the consulting world. She was the Senior Bridge Seismic and Structural Health Engineer and as such developed PBD seismic specifications for major projects, such as Pitt River, PMH1 and SFPR. She is a member of the Seismic subcommittee of the Canadian Highway Bridge Design Code and participated in its current adoption of seismic PBD. Sharlie developed and implemented the seismic and Structural Health network for provincial bridges, worked with NRCan to develop the BC portion of the national strong motion network and worked with UBC to develop and implement the Ministry s BCSIMS which UBC manages. Lon LaClaire, P.Eng., Acting Director of Transportation and Manager of Strategic Transportation Planning, City of Vancouver Lon LaClaire and his staff are responsible for overseeing the design of all major streets, all long range transportation and community planning, transit planning, and overall transportation monitoring for the City of Vancouver. Lon completed his undergraduate degree in engineering at Concordia University in Montreal and his Masters in Transportation Engineering and Structures at the University of Calgary. Lon s 18 years of experience at the City of Vancouver includes work on bikeways/greenways, neighbourhood traffic calming, rapid transit planning, the Downtown Transportation Plan and the City s Transportation 2040 plan.

10 Patrick Livolsi, P.Eng., Assistant Deputy Minister, Infrastructure and Major Projects Dept., BC Ministry of Transportation and Infrastructure Patrick Livolsi is the Assistant Deputy Minister of the Infrastructure and Major Projects Department, and is responsible for all aspects of strategic planning, programming, procurement and major projects delivery within the province. This includes development and management of the provincial 10 year Transportation Investment Plan, management of federal and community cost sharing programs, and the delivery of the major transportation projects throughout the province. Patrick holds a Bachelor of Applied Science degree and holds his Professional Engineering designation in electrical engineering. Patrick s career with the ministry began as an Electrical EIT in 1987 in Victoria. Patrick then moved to the Lower Mainland and became the Manager of the Provincial Electrical Engineering Centre, Manager of Traffic and Electrical Engineering, Regional Manager of Engineering and, for six years up until 2015, Regional Director for the South Coast Region. Dr. David Michelson, P.Eng., Associate Professor, Electrical and Computer Engineering, University of British Columbia Prof. David Michelson is leader of the UBC Radio Science Lab, co-director of the AURORA Connected Vehicle Technology Test Bed, and a founding member of the Transportation Futures Group at UBC. He is a member of the Board of Governors of the IEEE Vehicular Technology Society, Chair of the IEEE VT-S Technical Committee on Propagation and Channel Modelling, founding editor of the Wiley/IEEE Press Series on Vehicular Technology and member of the IEEE Antennas and Propagation Standards Committee. Ed Miska, Executive Director, Engineering Services, BC Ministry of Transportation and Infrastructure Ed graduated from the Royal Military College of Canada and served as a Naval Officer for five years before pursuing Graduate Studies at UVic. He joined the ministry an EIT in 1992 and has been in highway engineering ever since, leading important technical work such as that required for our Rural Highway Safety and Speed Review. Ed has also been a long time ministry representative for the Transportation Association of Canada (TAC) Traffic Operations and Management Committee. He was recently recognized by TAC with an Award of Service for his volunteer work as the Chair of the Editing and Publications Committee for the 5th Edition of the Manual of Uniform Traffic Control Devices for Canada. Ed and his wife Louise are proud parents of three adult children. In his spare time Ed can be found training martial arts or walking his miniature pinscher Tobias.

11 Kevin Richter, P.Eng., Assistant Deputy Minister, Highways Dept., BC Ministry of Transportation and Infrastructure Kevin has been the Assistant Deputy Minister, Highways Department, for the Ministry of Transportation and Infrastructure since March Prior to that, he was the Assistant Deputy Minister, Infrastructure & Major Projects Department. Kevin has been with the ministry for the past 24 years and with his Master s degree in Engineering, he has had the ability to hold a variety of positions. Since starting his career with the ministry, Kevin has worked in many communities throughout rural British Columbia and has had the opportunity to be involved in a diverse array of engineering, operations, and management experiences. Relationships fostered during this time have made a dramatic impact on his perspective and understanding of issues across the Province and has deepened his appreciation for the incredible contributions of contractors and consultants throughout British Columbia. Tim Savoie, Vice President, Transportation Planning & Policy, TransLink Tim is responsible for the development of investment and strategic plans, transportation policy and guidelines, as well as forecasting and research initiatives for the regional, multimodal transportation system. Tim holds a Master of Arts degree in Planning (specializations in Urban Physical Planning & Real Estate Development) from the University of British Columbia and a Bachelor of Arts (Geography) from Simon Fraser University. He currently serves as the Vice Chair of the BC Regional Committee of the Canadian Urban Transit Association and is a registered professional planner in the Canadian Institute of Planners. Over the past 20 years, Tim has served in various senior municipal planning roles while practicing planning in British Columbia and New Brunswick. Prior to joining TransLink, Tim was the General Manager of Development Services at the City of Port Moody. He has extensive experience in municipal land use planning at the small and medium scales and has led a number of public facing planning initiatives which focused on creating complete communities with transit orientation.
