PROGRAM SUMMARY This program proposal to offer an Associate of Applied Science Degree in Registered Nursing is submitted by the Arkansas Rural Nursing Education Consortium (ARNEC) consisting of six institutions Arkansas State University- Newport, Black River Technical College, Cossatot Community College of the University of Arkansas, Ozarka College, South Arkansas Community College, and the University of Arkansas Community College at Morrilton. The purpose of the program is to increase the number of registered nurses available for employment in rural Arkansas. The program will help address the critical shortage of nurses in the service areas of the colleges and will also provide a career path for Licensed Practical Nurses and Licensed Psychiatric Technician Nurses (LPNs/LPTNs) who aspire to become registered nurses. The colleges formed the consortium for the purpose of developing an LPN/LPTN to RN transition program. The program will be reviewed by the Arkansas State Board of Nursing at the June 10, 2004 meeting. The program will be an AAS degree LPN/LPTN to RN Transition Program designed for those LPNs/LPTNs who wish to complete an associate degree program leading to licensure as a registered nurse. The program will allow the ARNEC member institutions to offer a new and innovative approach via a nontraditional delivery format by interactive video. The program will serve ten students at each distance learning site. Other distance learning tools will include on-line testing and virtual clinical excursions. Theory and clinicals will be scheduled during evenings and on weekends. A Memorandum of Understanding (MOU) (Appendix A) has been executed between the chief executive officers of each institution within the consortium. The MOU details the procedures to be used in the program. The proposed program is scheduled to begin January 2005 and is consistent with the mission and purposes of each institution. The ARNEC member institutions hold full accreditation by the Higher Learning Commission of the North Central Association (NCA). The curriculum will consist of 75 credit hours: 37 hours of general education prerequisite courses, 32 hours of nursing courses, and 6 hours of articulated credit for the PN licensure, which will be awarded after completion of the first semester of the program. The colleges have the required classrooms, science and nursing labs, compressed video equipment, and clinical sites to support this degree program. All of the general education courses are either already offered as part of each college s general education core or have been developed to meet the prerequisite core of the program. The six colleges will utilize common nursing faculty to reduce the number of faculty needed to support the program. Theory courses will be delivered via interactive (compressed) video. Additional clinical assistants will be employed 3
4 to supervise students in the clinical experiences. The instructional materials and library resources are adequate. The purposes of the program are to provide a quality educational nursing program that: 1. Helps to ease the nursing shortage in the service area counties of the ARNEC member institutions by providing program accessibility to area LPNs and LPTNs. 2. Provides an alternative to traditional RN programs through interactive video, web-based support, and timeframes that provide choices to LPNs/LPTNs currently employed in the health care field. 3. Facilitates the delivery of quality curriculum through hiring masters and baccalaureate prepared faculty within each of the member institutions service areas who would provide instruction in their specialties to distant consortium schools. 4. Combines fiscal resources of the member institutions to provide a cost effective mode of educational delivery of the LPN/LPTN to RN students in rural Arkansas. 5. Prepares program graduates with foundational skills that allows for seamless transfer to state baccalaureate nursing programs. 6. NEED FOR THE PROGRAM The shortage of nurses has been well documented both in Arkansas and in the nation. According to the Projected Supply, Demand, and Shortages of Registered Nurses: report, published by the Health Resources and Services Administration, Bureau of Health Professions, of the U.S. Department of Health and Human Services for July 2002, there will be a shortage of 1,994 RNs in Arkansas by 2005; 3,103 by 2010; and 9,036 by The Arkansas Legislative Nursing Commission Report, dated July 2002, projects that by 2010 Arkansas will need 8,551 new and replacement RNs. Based upon NCLEX passage rates provided by the Arkansas State Board of Nursing, in 2001, 683 graduates of RN programs passed the NCLEX; in 2002, 740 graduates passed the NCLEX; and in 2003, 834 graduates passed the NCLEX. Based upon these passage rates, the current RN programs may not be able to meet the demand for new and replacement RNs by

In Poinsett County, 48.57% of the total number of RNs is older than 40 years of age. In Van Buren County, 87.29% of the RNs are over 40 years of age. Table 1 provides data on the number of RNs by institution service area over 40 years of age and over 50 years of age. Poinsett County had the lowest percentage with 21% over 50 years of age and Van Buren County had the highest percentage with 65% of the total RNs over 50 years of age. As part of the survey to determine the need for the proposed program, each institution in the consortium conducted a survey of Licensed Practical Nurses within its service area to determine the number of LPNs/LPTNs interested in the program. The total for the consortium is 478. ARNEC has surveyed healthcare facilities in its respective service areas to determine the employment availability. The results of the study are reported in Table 2. 5

Many of these graduates are employed in hospitals, nursing homes, clinics and/or other health care agencies. Table 3 provides data on the total number of LPNs less than 50 years of age by service area for each institution. According to the data, 66.29% of the licensed practical nurses in the service areas are under 50 years of age. This provides a significant pool of potential students for the proposed program. 8 8. FACULTY The consortium will employ a master prepared program director/nurse administrator to administer the program. Each institution will supply faculty to teach the nursing component of the program. The following faculty meet Arkansas State Board of Nursing standards and are qualified to teach in the program. In addition, clinical assistants will be registered nurses who hold a minimum of an associate degree in nursing as mandated by ASBN. The six institutions will share their existing faculty. The libraries at each site have current holdings to meet student and faculty educational needs, as well as policies and procedures in place to delete or add to any materials needed with monies budgeted for additional media. Specifically students will have access to nursing and health books, periodicals, magazines, videos, CINAHL, Medline, PubMed, Medline, MDConsult, MedCom Trainex and Brandon-Hill Selected List of Nursing Books and Journals. All libraries are under the direction of a master degreed librarian. Further, classrooms and laboratories are available at the required times and meet space and climate requirements. Each site also includes classrooms with distance learning capabilities, nursing laboratories, and computer labs that will hold a minimum of ten students. Each facility has at least two faculty and administrative offices, a file room, and a reception/secretarial area. The Program Director will have a private office, and all faculty will have adequate office space to complete the requirements of their jobs. Since technology will play an active part in the program, each class will be video taped and archived for the duration of the semester in the event there are problems with the compressed video system. 10
11 10. NEW PROGRAM COSTS The program will require the addition of a program director/nurse administrator to administer the program. These costs will be shared equally among the six member institutions. Otherwise, there will not be any new administrative costs associated with this degree. The program director/nurse administrator will report to the consortium governance committee. The colleges have budgeted to cover the costs associated with the program director s position, faculty, and facility needs for the program (Appendix B). Instruction in the proposed program will utilize interactive video. Each of the six institutions has appropriately equipped distance learning labs to accommodate the classes proposed in this degree program. Each institution is financially able to support the program. Each institution will charge students at its campus according to the local tuition and fee structure. 11. SOURCES OF FUNDING The colleges have budgeted for the faculty and facilities from institutional funds including state appropriations and tuition and fees. Increased enrollment in the program will necessitate additional faculty, and these expenses will be budgeted as they are incurred. The proposed budgets for the first three years of the program s implementation have been developed (Appendix B). The budgets include anticipated costs to be incurred for salaries and matching for the program director, faculty and support staff, supplies, and other costs associated with the operation of the program. Each institution will bear the financial responsibility for the operation of the program on its campus, which will include costs associated with providing the general education core, the institution s portion of instruction of the consortium RN program, and the clinical component of the program. The Memorandum of Understanding provides that the institutions will share equally in expenses incurred by the consortium. Upon approval of the program by the ASBN and the State Higher Education Coordinating Board, the consortium plans to secure the services of a consultant knowledgeable in associate degree nursing programs to review the curriculum and make recommendations prior to implementation of the program. Financial support will be generated by tuition and fee income, institutional resources, and/or grants. 12. ORGANIZATIONAL CHART REFLECTING NEW PROGRAM The organizational chart for the consortium is in Appendix C. The Associate of Applied Science degree in Registered Nursing will be a part of the Divisions of Health Sciences at each of the six institutions. 11
12 Individual college faculty and clinical assistants at each institution will report to the RN Coordinator on the local campus. The RN Coordinators will report to the ARNEC Program Director/Nurse Administrator, who will report to the Consortium s governance committee. General education faculty will report to the Department/Division Chairs for Arts and Sciences. 13. SPECIALIZED REQUIREMENTS The proposed program must have the approval of the Arkansas State Board of Nursing prior to its implementation. Nursing faculty will meet ASBN standards. 14. BOARD OF TRUSTEES APPROVAL The Boards of Trustees of each of the six member institutions of the consortium have approved the program proposal. The Arkansas State Board of Nursing will consider the proposal at the June 10, 2004, meeting. 15. SIMILAR PROGRAMS IN ARKANSAS: The following two-year institutions offer either generic registered nursing programs or LPN to RN transition programs: Arkansas Northeastern College, East Arkansas Community College, National Park Community College, North Arkansas College, Northwest Arkansas Community College, Phillips Community College of the University of Arkansas, Southeast Arkansas College, and the University of Arkansas Community College at Batesville. The following four-year institutions offer associate degree registered nursing programs: Arkansas State University, Southern Arkansas University, the University of Arkansas at Fort Smith, the University of Arkansas at Little Rock, and the University of Arkansas at Monticello. Nine of the universities offer baccalaureate nursing programs. There are twenty-nine practical nursing programs offered in Arkansas. 17. DESEGREGATION The enrollment goal of the colleges in the consortium is to reflect the demographic makeup of the six-county service area. The colleges actively seeks to recruit both minority students and faculty. The demographic percentages for enrollment for the fall semesters are reflected in the tables below. 12

16 Arkansas Rural Nursing Education Consortium Working Together to Serve the Health Care Needs of Arkansas Memorandum of Understanding Arkansas Rural Nursing Education Consortium Arkansas State University-Newport Black River Technical College Cossatot Community College of the University of Arkansas Ozarka College South Arkansas Community College University of Arkansas Community College at Morrilton This memorandum of understanding constitutes an agreement among the member institutions of the Arkansas Rural Nursing Education Consortium. The central purpose of the consortium is to submit a prerequisite proposal for an Associate of Applied Science Degree in Nursing to the Arkansas State Board of Nursing and to develop, implement, maintain, and evaluate a high quality transition education and training program. This program will be a LPN/LPTN to RN transition program. Objective of the Agreement: The member colleges of the consortium Arkansas State University-Newport, Black River Technical College, Cossatot Community College of the University of Arkansas, Ozarka College, South Arkansas Community College, and University of Arkansas Community College at Morrilton are partnering to provide an associate degree nursing program to their students beginning in the Spring 2005 semester or as soon thereafter as practical. The consortium has united together to submit a prerequisite proposal for a Registered Nursing program offering accessibility in a nontraditional delivery format to working LPNs/LPTNs. Governance: Each of the member colleges will have equal representation and an equal voice in the administrative decisions to be made by the consortium. The chief executive officer of each institution shall designate the chief academic officer, or other designee of her/his choosing to represent the institution in matters pertaining to the consortium. This working group will serve as the Governing Board of the ARNEC. As curriculum is developed under the guidance of the Program Director and/or a consultant, the chairs of the nursing department of the member institutions will constitute the Curriculum and Program Committees (CPC) for development and implementation of policies and procedures to assure the quality of the program. Further, the CPC committee will assess and evaluate the program at the end of the first graduating class period in cooperation with the staff of the Arkansas State Board of Nursing. Decisions of the CPC will be made by a plurality of votes of those present at a regularly scheduled meeting by the Program Director. 16
17 Financial Responsibilities: Each institution shall be responsible for providing the facilities, distance learning labs, materials and supplies, faculty and staff, and other resources to support the degree program on its individual campus. Expenditures incurred as necessitated for the consortium shall be shared equally with approval of the Governing Board of the ARNEC. Instruction and Selection: Each institution shall assume an equal share in the instructional component of the program and shall be responsible for providing the clinical instructors needed to support the program on the local campus. Classes will be taught using a team approach, and facilitated by interactive video and online testing. Each course will have two sections consisting of students from three of the six member institutions. The three member institutions in each section will rotate from semester to semester to provide all students and instructors an opportunity to interact. Each institution shall be allocated an equal number of student spaces in the program, initially 10 spaces per institution. Each institution shall abide by the selection policy on its local campus. Tuition and Fees: Each institution shall charge students tuition and fees based on its own institutional tuition and fee structure. Each institution shall also receive credit for the SSCH (student semester credit hours) and FTEs (full time equivalents) generated by its students enrolled in the program, and award the Associate of Applied Science Degree for its students. Length of the Agreement: The agreement shall be executed upon prerequisite approval for a period of one-year. The agreement is subject to review and renewal annually by all members of the consortium desiring to continue beyond the initial year of the program. Any institution may withdraw from the consortium with written notification of intent between April 1, 2005 and July 1, 2005 to Program Director and members. This notification of intent will enable reorganization by remaining consortium members. 17
