3 ENERGY MANAGEMENT PLAN EXECUTIVE SUMMARY For over two centuries, the readily availability of low cost energy has allowed the world s industrialized countries to achieve unprecedented levels of well being and prosperity. Recent dramatic increases in costs and price volatility are putting the spotlight globally on how effectively we use energy. The City of, like most Ontario municipalities, is challenged with significant budgetary pressures due to reduced levels of funding and increasing costs. also has the added pressure of an aging infrastructure which requires significant investment over the next several years. Despite its plentiful energy resources, Canada is increasingly exposed to the full force of the global energy market pressures and can look forward to higher energy costs. The evidence is growing that the human use of energy is causing greenhouse gas emissions that are beginning to have significant effects on the climate. Recent opinion polls indicate that this is now viewed as the most critical issue for most Canadians, underlined by the renewed political commitment to meet international greenhouse gas emission targets. Over half of the world s population lives in cities, and in Canada that proportion is closer to 80%. Of all the energy used in Canada, over half is for buildings, homes, and transportation within cities. Homes and buildings use over 30% of all energy in the country and consume more than half of all the electricity. Cities are increasingly recognizing that the quality of life and competitiveness will in part be driven by how effectively they manage the use of their energy and water resources. s Management Team is recognizing these challenges, and working with Community partners, Hydro and AMO/LAS, planning to decrease the City s facilities energy use by 2.5% per year for the next five years, and beyond. By achieving this target, we will also be decreasing s facilities carbon footprint substantially, as well as complying with the legislation of Act 397/11. This will be illustrated to all residents through the City of website. It will document the uses and figures showing the City s success with the Management Plan (EMP). With the increasing focus on global warming and the environment, we have a situation which demands a new technological leap for producing clean and green energy at a reasonable cost. If this situation is not addressed, the news on maintaining energy costs at today s rates over the longer term is not good. City of Council and Senior City Staff s commitment to the Management Plan is critical to encouraging staff involvement and buy-in to the program. The City s success will come from change to the way we think about Management in our daily working activities. It will bring Management to the forefront of all facilities and operational retrofits, for greater budget control, reduced costs, reduced emissions and an overall better quality of life for staff and the community. The Management Plan also provides a methodology for capturing and recording our results and reporting on the City of s successes. 3

4 Management Plan Corporation of From: to: Commitment Declaration of Commitment: Resolution: We will allocate the necessary resources to develop and implement a strategic energy management plan that will reduce our energy consumption and its related environmental impact. Vision: We exercise stewardship in our use of finite energy resources to demonstrate leadership, optimize our delivery of services, and enhance the overall quality of life in our community, and demonstrate the Leadership of the Corporation of. Policy: We will incorporate energy efficiency into all areas of our activity including our organizational management procedures, procurement practices, financial management and investment decisions, and facility operations and maintenance. Goals: To continuously improve the energy efficiency of our facilities and processes in order to reduce our operating costs, our energy consumption and associated greenhouse gas emissions. Overall Target: We will reduce our consumption of fuels and electricity in all municipal operations by an average of 2.5% per year between now and Objectives: 1. To implement energy audits on all municipal facilities during the next five years; 2. To reduce total energy consumption in municipal facilities, normalized to weather conditions, by 2.5% per year over the next five years; 4

5 Proposed Programs List: Add energy awareness to management meetings Send key people to Spot the Savings Training Adopt a council energy challenge, building by building Employee participation program: Identification of improvements Host Quarterly Lunch and Learns on Measures Make use of visual displays to demonstrate the implications of current behaviours Develop case studies of successful energy initiatives in your organization Create stories about what the municipality could be like in the future Participate in a demand management program where possible to conserve energy and save money, by reducing demand on the provincial electricity grid during peak periods Make A Submission to the OPA s Community Conservation Awards Proposed Processes List Consult Audit++ and Performance Benchmark Best Practice Reports on LAS Website in addition to specific recommendations below: reports to be distributed to building managers on a monthly basis. Make the most of day-lighting and shading - reduce the need for electrical lighting by adding south facing windows or skylights or simply open window treatments to fully to let the sunshine in. Similarly, close blinds and shades when it's sunny and hot to reduce reliance on air-conditioning. Implement building start-up and shut-down schedules - add into standard work procedure for key building personnel to eliminate waste and maximize equipment efficiencies. Have different staff walk through facilities Soft drink machine controls: timers and unplug off season. Renegotiate with suppliers to potentially include automatic controls or change agreement terms. Awareness of operating manuals (make them available to operating staff) Use power bars on PCs and turn off at night. Make use of free cooling in summer by programming building control system to bring in 100% 5

6 outdoor air at night. Run dishwasher on off peak hours Turn off printers at night and on weekends. Unplug coffee maker at night. Join an energy organization where members share information and best practices Observe the energy activity in other municipalities Ensure that energy is regularly on the agenda of senior-level meetings Encourage research and experimentation that is aligned with the municipality s energy values. Provide autonomy to workers and managers to develop new solutions to energy challenges ORGANIZATIONAL MEASURES: Develop policy that all new buildings be up to LEEDS standards BEHAVIOURAL MEASURE: Engage employee participation to solicit energy savings ideas from City staff. - Modify zoning within the HVAC programs, incorporating BAS systems and programs. 6
