2 1. INTRODUCTION 1.1 Introduction This Energy Statement relates to the development on School Brow, Romiley, which is to comprise of use class C2 residential accommodation with care comprising of 50 apartments for persons aged 60 or over The total site area is sqm with gross internal areas for the communal areas of 1849 sqm and for the apartments 4013 sqm The development is for C2 residential accommodation and Stockport s minimum carbon reduction target for this type of building of a 30% reduction in CO2 emission levels over 2006 Part L Building Regulations applies. Due to the lack of a nearby existing or proposed district heating network the intention is to achieve the target through the built fabric element of the design and to make use of Microgeneration Technologies as required The strategic approach to the design of the development is to reduce the demand for energy consumption in the first instance (Lean Engineering), prior to the consideration of high efficiency plant (Clean Engineering). These steps are fundamental as controlling demand is the most effective way of reducing carbon emissions by providing solutions to reduce the carbon emissions within the fabric of the building itself.

3 2. ENERGY EFFICIENCY MEASURES 2.1 Fabric First The fundamental strategic approach is that the project will be a design-led scheme which reduces the energy reliance to within the established regulation levels. The objective is to create a building requiring little supplementary heat. The following energy efficiency measures will be implemented and incorporated into the development, in accordance with good design practice. Enhanced U Values achieved with increased levels of insulation within the building fabric Cold roof system will be employed with enhanced U Values achieved through increased levels of insulation Thermal bridging - By employing enhanced construction details heat losses can be reduced Highly efficient mechanical ventilation with heat recovery systems will be installed throughout the building A level of air-tightness in line with current building regulations Energy efficient light fittings, combined with the use of time controls, passive infra red and daylight dimming controls to reduce electric consumption High efficiency lamps and timer/daylight controls for external space lighting Central thermostatic controls and time switches to allow for high levels of control of space and water heating requirements throughout the building linked to energy efficient panel and water heaters Individual smart meters for each unit to allow for easy monitoring of consumption Energy efficient appliances labelled A or better to be installed where possible Home user guide will highlight the most energy efficient settings for occupiers As per the energy savings trust guide fabric first, October 2010, these methods alone can achieve the target 25% reduction in CO2 emissions as required for Building Regulations Part L 2010.

4 2.1.3 The target emission rates and dwelling emission rates used at this stage of the design process are those that have been calculated through SAP and SBEM calculations for a similar scheme on Slade Rd, Portishead, provided by Meridian Consult Ltd These figures indicate that by incorporating building fabric measures as stated above it is possible to achieve a 28% CO2 emissions reduction over 2006 Building Regulation levels. See Appendix A for details of the calculations In order to achieve the remaining 2% to satisfy the requirements of Stockport Metropolitan Borough Council policy target, installation of Microgeneration Technologies has been considered.

LOW AND ZERO CARBON TECHNOLOGIES The following technologies have been considered for inclusion in the development and the findings are reflected in the table below; Technology Technical Feasibility Carbon Savings Solar Photovoltaics The roof plan in Appendix B indicates the most appropriate roof spaces that could accommodate the PV panels which; 1. Are oriented to provide the best output 2. Are located to reduce the visual impact on the surrounding area 3. Are located to provide for most efficient internally cabling to top floor plant room to accommodate the required inverters. Estimated Carbon saving for the whole site is 6370kgC/yr Estimated Financial Costs Viability 24,956 Estimated lifetime benefit of the scheme is 56, See Appendix C for full details. Wind Gas or Biomass CHP Anticipated number of panels that could be installed 70, Appendix C for full scheme design proposal Average wind speeds on the site according to the DECC Wind Speed Prediction Tool is 5m/s 45m above ground level. A minimum wind speed of 5-6 m/s is required to allow this solution to be feasible but given the footprint of the proposed development within the site and the surrounding geography and the ground level differences it is not possible to locate a large scale wind turbine on site. Whilst the scheme would potentially be suitable for a CHP system, the chosen N/A N/A N/A N/A N/A N/A

6 Micro Hydro District Heating Solar Hot Water Heat Pumps method of electric heating with low surface temperature panel heaters that are centrally controlled on an Economy 10 tariff would not lend itself to this type of central plant. In addition, storage capacity of any biomass wood chips is limited on this site. There is no capacity for micro hydro on this site since there are no local flowing water courses available. See location plan Ref 3500-P2-001 submitted with the planning application shows only a canal adjacent to the site. There are no existing or planned district heating networks to facilitate connection at this time The building has roof space to accommodate solar panels making this technology a potential option. However, this technology is not compatible with the chosen space heating system chosen, electric LST panel heaters. Whilst this technology could be used for the water heating element of the scheme efficient distribution of the heated water round the building would be problematic and given the residential mix of the development hot water demand is minimal so carbon savings would not be as significant as would be from other technologies. GSHP: there is the potential to lay coils under the car parking area but this type of technology would require the re-design of the dwellings with under floor heating or N/A N/A N/A N/A N/A N/A N/A N/A N/A N/A N/A N/A

7 Biomass oversized radiators. The designed scheme has LST electric heaters installed to accommodate the requirements of the residents. ASHP: potentially an option for the scheme but again needs to be connected to a wet heating system that would require re-design of the proposed dwellings that have LST electric heaters installed. A biomass boiler could be installed to service the building with heat and provide hot water, however there is no current storage space for fuel on site, or space for central boiler plant within the current layout design. In addition, this proposal would require the re-design of the proposed dwellings that have LST electric heaters installed. N/A N/A N/A 3.2 Summary Based on the above assessment, the technically feasible technology for this project is solar photovolatics. The other technologies considered have been deemed to require substantial re-design of the building to accommodate a wet heating system and potentially central plant that cannot currently be accommodated within the proposed layout The solar photovoltaics solution that has been designed provides for an annual CO2 saving of 6370 kgc/yr. This equates to a further 3.4% CO2 emissions reduction over 2006 Building Regulation levels, without the requirement for redesign of the existing building.

CONCLUSIONS The proposed scheme at School Brow, Romiley has to achieve Stockport Metropolitan Borough Councils minimum carbon reduction target of 30% reduction in CO2 emission levels over 2006 Part L Building Regulations In order to achieve this, the proposed scheme will provide solutions to reduce the carbon emissions within the fabric of the building itself. The calculations within this report indicate a 28% CO2 emissions reduction over 2006 Building Regulation levels can be achieved by incorporating these measures In addition the installation of solar photovoltaic panels will achieve a further 3.4% CO2 emissions reduction over 2006 Building Regulation levels In total these measures will achieve a total CO2 emissions reduction over 2006 Building Regulation levels of 31.4%.

11 PV Solution Additional PV Solution provides for 14,158 kwh/yr which gives a CO2 saving 6,371 kgc/yr (using conversion factor of 0.45) This equates to a further 3.4% reduction. Overall 31.4% reduction over 2006 Building Regulations

16 The Proposal Further to discussion the system has been refined to three arrays on roofs 6, 8 and 9. The location of roofs 8 and 9 lend them to be installed as a single system of 2 arrays with roof 6 being a separate array with its own inverter. 18 Shading There is no shading which is affecting the panel locations. Panel Selection The panels selected are: The Eco Future 250W all black panel which has an efficiency of 15.27% Inverter Selection The inverters chosen have been specifically matched to the panel type. We use PV*Sol v6 software to assess voltages and current flows to ensure that the correct inverter is selected for each system. In our offer the panels are linked to a dedicated SMA Sunny Boy 6000TL or 10000TL inverter, which will be mounted externally on the roof or internally in top floor plant rooms. The SMA inverter is a high quality transformerless (solid state) product of German manufacture. It comes with a standard 10 year warranty and a 97.6% efficiency. 4 Mounting System The mounting system chosen is a K2 aluminium mounting system consisting of brackets and rails supporting panels clamped to horizontal rails. All brackets are double screwed into roof joists and covered with lead flashing where necessary before refitting of tiles. All roof penetrations are by way of purpose constructed tied glands to prevent rainwater ingress into the roof space. Inverter Location The solar array is linked to its own dedicated inverter located on the roof or top floor plant rooms. Electrical Infrastructure The property has suitable earth bonding in place, adequate for the installation of the appropriate Solar PV System. DC cabling will be installed to connect the arrays to each inverter. A suitabkle sized AC supply ( by others) shall be made available adjacent to the inverter location for AC Solar to make the final connection. Access We have not included scaffolding within our quotation to ensure safe access to your roof. It is assumed that site scaffolding will be retained to enable installation of the arrays after the roofing works have been completed. Warranties Warranties are of course important and many manufacturers offer very similar warranties. I have listed below the warranties offered on each item for your information.

Industry leading linear performance warranty (0.7% per year) Also comes with Product Indemnity CHUBB Insurance 10.0 years as standard Workmanship Warranty 5 years, backed by a QANW insurance policy Design, Approval and Feed in Tariff Registration All system design is undertaken by AC Solar. Your property will require an, Energy Performance Certificate (EPC) at Grade D or above to qualify for the full Feed in Tariff. We have not allowed for this in our quotation and but can arrange this before installing any equipment if required. 5 Following installation we will register your system with the MCS and obtain a MCS certificate. At this point we will then arrange to formally handover your system and will work with you to make the Feed in Tariff Application.

22 Company Profile AC Solar is the Solar PV operating division of AC Environmental Consulting Ltd. AC Environmental Consulting Ltd is a waste recycling and renewable energy consultancy. The Principals of the business have significant experience in their fields and the MD, David Alcock has spent the last 19 years working in clean and renewable energy. AC Solar was formed in 2010 in response to an identified need for a reliable, professional Solar PV specifier and installer. We are an MCS accredited installer, MCS Number NIC4269. The need for a Solar PV provider arose from attempts to find a reliable contractor for AC Environmental clients. However, it was found that quotes were often generic, with assumptions not clearly stated and with wildly optimistic figures for financial return. The main issue however, was that, of the companies contacted, none conducted site surveys, none properly accounted for the local effects of shading or albedo and all relied too heavily on very basic, generic, online calculators to size arrays and to calculate power outputs and financial returns. 8 A view formed that the solar PV installer business bore comparison to the double glazing business of the 1980 s. It was felt that this presented a problem for our clients and also an opportunity and so AC Solar was formed to provide a reliable, trustworthy service to our clients. MCS, REAL and the Renewable Energy Consumer Code We are MC Accredited Installers, membership number NIC4269. We are also a member of REAL, membership number , and this document is prepared in accordance with the Renewable Energy Consumer Code. The Renewable Energy Consumer Code can be viewed in full at Planning Considerations Planning permission may be needed if the property where the installation is to take place is a commercial property or within a Conservation Area, National Park or an Area of Outstanding Beauty. If the property is a Listed Building you should assume that planning consent would be required. In any of these circumstances we would strongly suggest you contact your local planning authority. Whilst we will assist you in gaining any particular permission, it will be your responsibility to ensure these permissions are in place. We cannot be held responsible for any installations carried out where planning permission was required but not obtained and no refunds will be offered.

23 Structural Issues The Microgeneration Certification Scheme says that if we are any doubt as to the structural suitability of the building then a structural engineer should be consulted. We will always undertake structural surveys where required. In this instance we have assumed that Gladmans will undertake all necessary structural calculations. Data Protection We will keep information about individuals in accordance with data protection legislation. We will not pass information to any third party without your permission. Sub Contracting installation Works As a joint venture we subcontract installation works to ECS Ltd, which is an associated company. In accordance with the Renewable Energy Consumer Code we are responsible for ensuring that all subcontracted works are carried out to standards required by MCS and REAL. Guarantees Your equipment is guaranteed by its manufacturer as detailed above but you should contact us in the first instance if anything appears to be wrong. 9 Should we cause any damage, either to installed equipment or to your property we will rectify such damage without charge to you. We guarantee our workmanship for 5 years from date of install. This workmanship warranty will be transferable to the new legal owner of the property if it is sold during the warranty period. As members of REAL we are required to ensure that should we cease trading, due to receivership, administration or bankruptcy, that this warranty will still be honoured. Providing you give us permission to do so, we will register your contract under the REAL Deposit and Workmanship Warranty Insurance Scheme. An insurance provider will insure this workmanship guarantee. The insurance provider will send the policy documents direct to you. This policy will be at no additional cost to you. Insurance It is recommended that you inform your property insurers about the proposed installation to check if it will increase your buildings insurance premium. As members of the REAL, we must have appropriate insurance to cover possible third-party damage, which may be caused by any of our activities in supplying a small-scale energy generator to you.

24 Commissioning the system The solar PV system will be commissioned according to MCS installation standards to ensure that the system is safe, has been installed in accordance with documented procedures and manufacturer's requirements and is operating correctly in accordance with the system design. We will also make any required Building Control notifications and you will be forwarded the documentation within 30 days. Following the testing and commissioning of the system, a detailed operating manual will be provided to you within 7 days. Registering for FiT's We will register your installation on the MCS Installation database and send you the MCS Certificate. We will also assist you in making the FiT application. After Sales Support and Maintenance If, following installation, the system does not appear to be operating correctly please refer to the operating instructions. We will explain to you, at the handover stage, the safe operation of the system. If you are still in doubt as to any aspect of the systems operation please contact us. 10 We will issue to you at Handover information as to shading and maintenance. We can, should you require it, provide servicing and/or maintenance contracts at additional cost.
