David Armstrong Jr., Presideut Febrnary 28, 2011 Regular Meeting of the Board of Trnstees Broward College North Campus Building 46, Room Coconut Creek Blvd. Coconut Creek, FL Agenda Item VI-G-1 - IPS New Courses and Programs Brief Description: The inception of a Correctional Probation Officer Cross-Over to Law Enforcement Basic Recruit program would provide correctional probation officers (CPO) the opportunity to seek employment as a law enforcement officer in the State of Florida. This opportunity would also provide a pool of ce1iified law enforcement officers for selection by local client agencies as well. According to the State of Florida, Department of Labor Statistics, there will be an increasing need for law enforcement officers: 1096 openings per year in Florida for patrol officers with an entiy hourly wage of$ Lastly, 25 currently employed CPOs approached IPS and are interested in our new program. Additionally, the State of Florida Department of Corrections is in need of more correctional personnel. According to the Florida's Department of Labor Statistics, there will 177 opening per year in Florida for patrol officers with an entry hourly wage of$ The Instimte for Public Safety (IPS) stopped offering the program that allowed smdents to obtain the state certification with which they may seek employment with State or County correctional instimtions in May 2003 when the Broward County Sheriff's Office started offering the identical program. 90% of the IPS Corrections Officer program enrollments came from the Sheriff's Office. The Sheriff's Office is no longer offering this program and IPS has been approached to start offering the State mandated curriculum once more. Benefit to Broward College: Offering these programs meets a community need to provide theory, practices and hands-on training and prepare smdents to obtain their Law Enforcement/Correction Officer certifications. Lecture: 26 hours Lab: 0 hours Clinical: 0 Hours Other: 0 hours Correctional Probation Officer Cross-Over to Law Enforcement Basic Recruit Certificate This program is established for the purpose of providing job-related training to candidates for full-time or part-time law enforcement officers that require entry level certification in accordance with Chapter l IB-35, Florida Administrative Code (F.A.C.), and Chapter 943, Florida Statutes (F.S.) A student enrolling in this program must possess a current certification as a correctional probation officer (F.S. 943). The content includes, but is not limited to, knowledge of codes of ethics; history and evolution of laws; law enforcement operations; investigation skills; laws, rules, and regulations of arrest; search and seizure; defensive tactics; weapons skills; physical fitness and use of force. The curriculum is state mandated through the Florida Department of Law Enforcement, Criminal Justice Standards and Training Commission. Upon successful completion, students will be issued a voucher to take the State Officer Certification Exam for Law Enforcement. Rationale: The inception of a Correctional Probation Officer Cross-Over to Law Enforcement Basic Recruit program would provide correctional probation officers (CPO) the opportunity to seek employment as a law enforcement officer in the State of Florida. This opportunity would also provide a pool of certified law enforcement officers for selection by local client agencies as well. Correctional Officer Academy Certificate This academy program is a planned sequence of instruction developed and mandated by the Florida Department of Law Enforcement, Criminal Justice Standards and Training Commission. This program provides job related training to students that require entry level certification in the profession of corrections. This program is in compliance with Chapter 943, Florida Statutes and Chapter l IB-35, Florida Administrative Code. The inception of this program will provide students with a state certification with which they may seek employment with State or County correctional institutions. Rationale: The State of Florida Department of Corrections is in need of additional correctional personnel. Correctional Probation Officer Cross-Over to Florida CMS Law Enforcement Major Code 5296 *New Program* Program Description The Florida Department of Law Enforcement, Criminal Justice Standards and Training Commission, recognizes the Broward College Institute of Public Safety, located at A Hugh Adams Central Cunpus, as a Law Enforcement and Corrections Training Center. As an authorized Training Center, the Institute of Public Safety offers six certificates of achievement programs: The Broward County Police Academy Basic Recruit Certificate Program, The Broward County Correctional Officer Academy Basic Recruit Certificate Program, The Broward County Correctional Probation Officer Academy Certificate Program, Corrections Officer-crossover to Law Enforcement Certificate, Correctional Probation Officer Cross-Over Training to L'Lw Enforcement Cenificate Program, and the Police Service Aide Cenificate Program. A person must be hired or sponsored by a corrections or law enforcement agency before being enrolled in any of these certificate programs.
