1 INFORMATION PACK 05 CERTIFICATE IV IN TRAINING AND ASSESSMENT TAE400 Overview The Training and Education Training Package (TAE0) is the reviewed and revised Training Package for training and assessment in the VET sector. TAE0 represents part of the continuing cycle of quality improvement in Training Packages. In its current structure, the training package represents a step-change approach to the scope and focus of the training package, reflecting the place of training and assessment in the wider education landscape and in the context of career pathways that recognise a professional management structure, as well as the increasing importance of the export market to VET as a business. The impact of this Training Package is wide-ranging, and affects: the competency development needs of individuals and organisations providing education, training and assessment services within the VET sector existing VET sector teachers, school sector teachers and lecturers in the higher education sector who have a need to deliver VET sector training it includes VET undertaken in industry, enterprise, government agency, community and school settings responds to the escalating needs of the economy for a highly skilled workforce TAE400 is a nationally recognised qualification that satisfies training criteria to deliver training services and conduct competency-based training and assessments in accordance with national training frameworks and industry requirements. The Certificate IV in training Assessment TAE400 is the current requirement for VET sector trainers. Innovation and Business Industry Skills Council developed the Training and Assessment Training Package to meet the competency development needs of individuals and organisations providing training and assessment services within the vocational education and training sector. NB: Changes will occur to TAE over the next few years, the Training Package will be updated and the Certificate IV will have changes that include Language Literacy and Numeracy (LLN). The BEC resources for this program will be available as required. Updates into this program will also be available for existing BEC customers, and anyone with a current TAE400. The BEC has included the LLN unit of competency for 05. Please ask for details when you are enrolling. As of January 05 all enrolling students will require a USI (unique student identifier) the BEC is able to help you get this registration, or if you already have a USI you will be required to present this number as part of your enrolment.
2 What does the Certificate IV in Training and Assessment cover? The Certificate IV in Training and Assessment is designed to meet the current and future competency development needs of new and existing personnel participating in a variety of work functions and activities within vocational education and training in Australia. This may include formal training in a structured training environment, on-the-job instruction, conducting of workplace assessments, one-to-one training of apprentices, as well as the coaching and mentoring of staff. There are 0 Units of Competency in the Certificate IV and this combination of Units is designed to provide candidates with a clear set of benchmarks to support both initial competency achievement and ongoing professional development. The program addresses key competency areas that represent the primary areas of work undertaken within organisations that provide training and assessment services. Each of these areas is called a Competency field in the Training and Education Training Package. The Competency fields are as follows: Learning and Assessment (DES) Delivery and Facilitation (DEL) Enterprise Trainer (ET) Assessment (ASS) Language Literacy and Numeracy (LLN) What is covered in each Competency Field? Learning Design (DES) The Learning Design Field units address competence in both the design of learning products, the design of the learning process and the use of Training packages. Language Literacy & Numeracy (LLN) To improve LLN in the workplace you need to understand what LLN means and how to address these issues in any type of training. This unit helps to address LLN in the workplace. Enterprise trainer (ET) The enterprise trainer is about training at level to achieve the skills and knowledge required for the workplace. Delivery and Facilitation (DEL) The Delivery and Facilitation Field units address the competence required to deliver training and to facilitate learning. The units differentiate competence by application in different delivery modes (face-to-face, e-based, through work and by distance) and by application of particular delivery methods and techniques e.g. action learning, individual facilitation and instruction and demonstration. Assessment (ASS) The units in the Assessment Field address the process of assessment, the development of simple assessment tools, competency in validation processes and coordination of assessment systems and services Information Pack TAE400 Certificate IV in Training and Assessment V4.400
3 What are the choices of training options? Face-to-face classroom Information Pack Certificate IV in Training and Assessment TAE400 Learning takes place in a classroom format, usually in the BEC training rooms or, if in another location where there is no BEC, a function room at a local club or motel. This is the most common and popular choice of most students as they get the benefits of learning from the trainers and from each other as they share their experiences and participate in joint projects, activities, case studies and simulations. Many people like the discipline of attending group training and completing activities as part of the course rather than doing it at home by themselves. Students choosing face-to-face attend training for ten days spread over eight weeks, learning each competency standard and how to apply it in a classroom activity and then practising that skill back in their own workplace and applying it to their daily work in the post-course assessment. The students then bring their post course material back to the next face-to-face class for marking and feedback. Distance Mode (correspondence) This mode is chosen for students who choose not to attend face-to-face training but choose to do the course at home on their own time. This format is also known as correspondence. Students are given all the workbooks in both hardcopy and USB flash drive to work through at their own pace. The BEC provides a timetable of suggested timeframes for each Field to guide the student through this process. Distance Mode offers leaner s greater flexibility to start and stop their learning as they please, however this mode requires good self discipline to be able to complete the learning outcomes within the required timeframe. If you are not good at planning your time and achieving goals, this mode may not be the best option for you. Mixed Mode Delivery (combination of above two methods) This mode is often chosen by students who find it difficult to attend classroom training in blocks, so, they either attend day one of each of the four Competency Fields and do the balance of the course via distance mode, or they might attend the Environment Field in March, the Assessment Field in June, Design Field in August and Delivery Field in December. Either way students can adjust the mode to meet their individual needs. The BEC will support learning through a timetable made specifically for your requirements as well as telephone and on-line support. Recognition This method is for those students with extensive experience and skills in the VET sector, recognition is known as recognition of prior learning RPL or recognition of current competencies RCC the BEC will assist you in this process if you believe you prefer to use this system rather than more formal training. 4 How is this course delivered? Candidates must successfully complete a minimum of seven core units and three electives. The BEC program is delivered using a flexible approach which combines face-to-face delivery sessions with a range of mixed-mode learning resources. The BEC uses integrated resources to combine the units of study required to be completed. The BEC has conducted training and assessment programs for a number of years the course is packaged and the elective selection has been made to suit a wide range of participants and appeals to a cross-section of the training community. You may choose to complete the program using hard copy workbooks or using a laptop computer/usb option. Please consult the BEC about options when registering. In a learning and assessment pathway some of these skills can be developed through a learning process however, there is an underlying assumption that all students possess these underpinning skills at the outset of the training. If you have any concerns about your ability to meet the underpinning skill requirements please contact the BEC Training Manager on The BEC recognises that a portion of the community may have Language, Literacy and Numeracy (LLN) difficulties. In response to this community issue, BEC offers to provide enrolling students who indicate they need additional support in this area. Reading Writing Hotline WELL Centrelink 30 Computers Students who prefer to use a computer to complete the program are welcome to bring a laptop to delivery. If you are registering for distance education you will need access to and the Internet to complete the course. Accessing diverse technology is also a requirement of TAE400 competencies; in particular the use of computers ( , and web browsing) and you need some knowledge on how to operate a Information Pack TAE400 Certificate IV in Training and Assessment V
5 computer to be able to achieve these competencies. Should you not be able to access or use technology please discusses this with your BEC trainer. Workplace requirements Preferably, candidates will have access to a work/industry environment to undertake practical tasks including delivery and assessment projects. If you are currently not employed or are unable to access a worksite for this component of the job please discuss your options with the Training Manager before proceeding. Employment Pathways People interested in developing the skills of others within the workplace are required to be trained workplace trainers and assessors. Many employers recognise the need for an on-going staff development strategy and prefer to use the services of qualified staff opposed to off-site, formalised training. Further studies Students may continue their studies in the TAE0 Training and Assessment package with a selection of Diploma s. The BEC does not offer these courses but can assist you in finding a range of accredited providers to choose from. You can also check out accredited providers on the National Training Information Service website training.gov.au. Employability skills BEC is a registered training organisation and has an obligation to report to you the employability skills that you will demonstrate through your course completion a summary of these skills is contained on Plagarism Disciplinary Procedure Students are required to submit their own work and to sign a statement that the completed assignment contains no material which has been written by another person except where due reference is made. If the statement is found to be false, students will be subject to action by the BEC, which may lead to the withdrawal of a Statement of Attainment or qualification. Feedback The BEC will provide each student with detailed feedback based on their individual performance against each unit of competence. This feedback will include positive reinforcement as well as any constructive feedback for both students found competent and not yet competent. In the event of students being found not yet competent they will be given specific information on the gap in performance and suggested ways to improve the learning outcome to achieve competency. Where a student wants to appeal against a unit(s) of not yet competence they will be given an appeals information pack and shown the BEC s grievance procedure. Entry Requirements To gain full benefit from BEC training courses, it is recommended that students should successfully have completed Year 0 and has good adult literacy and numeracy skills. Whilst there are no other mandatory requirements for entry to this qualification, the BEC can assist students to determine the appropriate level of qualification for their skills, attributes, experiences and potential. There are no barriers to entry based on age, gender, physical ability or social background. As assessment is based on workplace projects, students will benefit from access to a workplace or community-based organisation to demonstrate competency. 6 Contextualisation of Training and Assessment In order to assist the students achieve competency in TAE400, the BEC utilises a range of scenarios, case studies, workplace procedures, assessment tools and equipment to put the learning outcome in the context of local workplaces. The BEC will not change the learning outcome or performance criteria in anyway but utilise day-to-day business jargon and workplace enterprise standards to assist students to achieve competency by putting examples into a workplace context. A selection of the following teaching strategies is used: Case studies Self-directed learning Group participation Video Interactive workshop Simulations One-on-one observation and feedback exercises Action learning Role play Group Projects Shared experiences Audio and video feedback All BEC programs (except where otherwise stated) are carefully planned learning experiences designed to provide practical skills and techniques immediately applicable to everyday work situations. Flexible Training Options Each program is designed with the customer s specific requirements in mind. Therefore, we strive to develop students' skills, knowledge and attitudes in the key areas of best practice in becoming workplace trainers, assessors and verifiers. Subject to availability, anyone can enrol in the BEC s public training courses. The BEC can provide customised programs to suit the unique organisational needs of corporations, non-profit groups and other organisations, at the location and time of their choice. 3 Competitive Pricing All BEC accredited training courses are nationally recognised and are exempt from GST. Prior to enrolment, prices are subject to change without notice, but there are no surprises in terms of extra course fees for assessment or issuing certificate. 4 Post Course Support In a commitment to ensuring our students success, the BEC has a Training Manager whose primary role is to support students post-course in the compiling and completion of their assessments. What experience do your trainers have? We employ trainers with high levels of skill, experience and qualifications in business and general adult learning/vocational areas and also in the specific delivery of Training and Assessment. All our trainers have at least 0 years training experience and higher qualifications in relevant Fields. What does the BEC Code of Practice mean to me? As a RTO, the BEC operates in accordance with the National Standards for RTOs. This includes a commitment to recognise the training qualifications issued by other RTOs. The BEC meets all legislative requirements of State and Federal Government. In particular, Work Health and Safety, Anti-Discrimination requirements are met at all times. All students are enrolled in an ethical and responsible manner, consistent with the requirements of the National Training Package(s). Our Access and Equity Policy ensures that our enrolment criteria comply with Equal Opportunity legislation. The BEC has a commitment to providing quality service and a focus on continuous improvement. We also value feedback from clients, staff and organisations for incorporation into future programs. We have sound management practices to ensure timely issue of assessment results and qualifications, which are appropriate to competencies, achieved and are issued in accordance with national guidelines. Our quality focus includes a Recognition Policy, a fair and reasonable Refund Policy, Complaints and Appeals Policy and an Access and Equity Policy. Our enrolment process ensures that all fees and charges are known to clients before enrolment, the training program content and assessment procedures explained and vocational outcomes are outlined. The BEC participates in monitoring and audit processes conducted by ASQA. The BEC markets its products with integrity, accuracy and professionalism, avoiding vague and ambiguous statements. In the provision of information, no false or misleading comparisons are drawn with any other training organisation or training products. Assessment is conducted in accordance with the National Standards for RTOs. Appropriate facilities, equipment and training materials are utilised to ensure the learning environment is conducive to the success of trainees. 8 A B C My Employer pays? Invoicing - BEC recognises that for some students their course fees are paid by government departments and agencies, businesses and other organisations that require invoices for payment. The BEC is happy to invoice student fees to such organisations at no additional charge. I need more time? Payment Plan - For the Certificate IV in Training & Assessment, the BEC provides a payment plan option which enables students to enrol in and pay separately for individual competency Fields. (The payment plan does incur an administration fee of $50) I need to change my Course details - the BEC understands that because of changing work obligations, health problems, and other reasons students sometimes need to make changes to their planned course of study. Most changes can be accommodated without difficulty or incurring a fee. Please discuss your individual needs with the BEC Training or Administration Manager. Payment Options for face-to-face course Payment deposit should be finalised more than five working days before the course commencement date. Payments are made according the selected schedule (see table above) The BEC reserves the option to cancel an enrolment for non-payment if the fee has not been paid five working days before the course commencement date. Cancellations and Refunds for Face-to-Face Courses If a student cancels their enrolment in a face-to-face course they are entitled to the following refunds: If the cancellation occurs prior to course start a processing fee will be charged, of not less than 5% of the course fee. If at the time of cancellation the student submits a Course Change Form then no change will be required and fee will be allocated to new course. If a student does not cancel their enrolment prior to the commencement of the course they are not entitled to any refund and the full course price may be payable. Each student will be dealt with individually to determine extenuating circumstance, and possible refund. Cancellations and Refunds for Correspondence, Online, and Assessment Only Enrolments BEC students, who enrol to complete a course through correspondence, are required to make payment as pr the selected schedule before they will be provided with access to their study and/or assessment materials. Before their payment has been made students are able to withdraw their enrolment without having to pay any fees. If at the time of cancellation the student submits a Course Change Form then no change will be required and fee will be allocated to new course. RPL and RCC costs are at a rate of $95.00 per hour Issuing of Certificates, Statements of Results, and Statements of Attainment A student will not be issued with a certificate, statement of results and/or statement of attainment (whichever is applicable) until full payment (including any penalty fee for late payment) has been received. The previous policies notwithstanding, under no circumstances can fees be refunded after a student has been issued with a Certificate, Statement of Results, and/or Statement of Attainment.
