2 Washington Metropolitan Area Transit Authority Board Action/Information Summary Action Information MEAD Number: Resolution: Yes No TITLE: Safety Report PURPOSE: To provide the Customer Service, Operations and Safety Committee an update on the safety actions completed/underway and open corrective action plans (CAPS). DESCRIPTION: Previous accident investigations and Federal/State audits have recommended corrective actions to improve Metro s overall safety. The update contains the status of the CAPS since 2007 and the safety actions Metro has implemented to date. Additionally the report provides a comparison of monthly safety performance indicators from January through June. FUNDING IMPACT: None RECOMMENDATION: None

4 Purpose Provide the Customer Service, Operations and Safety Committee an update on: Safety actions completed and underway Open corrective action plans (CAPS)

5 Safety Actions - Staffing The Department of System Safety and Environmental Management has current authorized budget positions of 58. New Assistant Chief Safety Officer, Kenneth Sundberg New Deputy Chief Rail Safety, Robert Maniuszko Original twelve vacancies filled Bus Quality Assurance office reassigned 15 positions

6 Safety Actions - Experience Independent Assessment of Safety Department reveals: SAFE is staffed by well educated and experienced personnel The department tincludes personnel with advanced ddegrees in: Safety Electrical Engineering Environmental Engineering Business Administration Other safety, engineering, technical and business related fields On average SAFE employees have: 17 years of transit experience 10 years of safety experience 13 years of experience working at WMATA providing the department with a strong depth of institutional knowledge

7 Safety Actions - Experience Assessment summary concludes that the SAFE is staffed by highly skilled individuals with diverse backgrounds. The department includes: Registered Professional Engineers Associate and Certified Safety Professionals A Certified Safety and Security Director (WSO CSSD) Senior Associate Staff Instructors for the Transportation Safety Institute Areas of Technical Expertise Occupational Safety and Health Construction Safety Rail Transit Safety Bus Transit Safety Commuter Rail Operations and Safety Accident/Incident Investigation Emergency Management Fire/Life Safety Quality Assurance Hazardous Materials Hazardous Waste Management Environmental Management Industrial Hygiene Bus and Railcar Maintenance Track Maintenance Training

9 Safety Actions - Employee Survey Safety Survey Over 97% completed Final report provided will be presented in the Fall

10 Safety Actions FTA Audit Federal Transit Administration (FTA) conducted audit of Tri-State Oversight Committee (TOC) and Washington Metropolitan Area Transit Authority (WMATA) in December Ten findings for WMATA and five more directed to TOC for WMATA to take action upon WMATA responses filed April 29, FTA accepted all responses as Open Acceptable Action

11 Safety Actions FTA Audit FTA conducted meeting August 5, with TOC & WMATA for status update All findings and recommendations reviewed First major milestone completed with submission of corrective actions for FTA review. FTA accepted the information towards closure of three findings in August Additional submissions to FTA scheduled through the Fall
