1 TO: HONORABLE MAYOR & CITY COUNCIL FROM: Debra Figone SUBJECT: City Manager s Weekly Report DATE: June 3, 2011 INFORMATION Labor Negotiations An update on labor negotiations is available on the City s Labor Relations website at: Proposals and correspondence with all bargaining units related to negotiations are also available on this website. For questions, please contact Alex Gurza, Director of Employee Relations, at New Airport Rates for Hourly Parking Take Effect Next Week On June 7, the Airport will increase parking rates at its two hourly parking lots located inside the Terminal A Garage and the public parking area inside the Rental Car Center; signage reflecting the change is currently being installed. The new rate for the hourly lots will be $2 per 30 minutes up to a maximum of $30 per day, and with a $30 per day flat rate for subsequent days. In addition, new parking areas close to Terminal B are currently scheduled to open by the end of June; one will be an hourly lot and two will be daily lots that will offer a new alternative for Airport parking. The parking charge for the daily lots will be a flat rate of $22 per day. The new economy lot opened last month north of Terminal A with a flat rate of $15 per day. The opening of the new lots will mark the completion of all major elements of the Terminal Area Improvement Program. The City Council approved new ranges for Airport parking rates on May 24. For more information, contact Bill Sherry, Aviation Director, at South Bay Water Recycling to Receive up to $4.5 million in Grant Funds South Bay Water Recycling was selected by the U.S. Bureau of Reclamation under WaterSMART's Title XVI Water Reclamation and Reuse Program to receive up to $2 million to extend its 120-mile recycled water distribution system. Through a proposal submitted by the Bay Area Integrated Water Management Program, South Bay Water Recycling will also receive up to $2.5 million in funding from the California Department of Water Resources under Prop 84. South Bay Water Recycling currently serves 10,000 acre-feet per year of recycled water to more than 600 customers in Silicon Valley. The grants will fund projects that support the Green Vision Goal of beneficially reusing 100 percent of San José s wastewater and will increase the system s capacity up to 500 acre-feet per year, saving 163 million gallons of potable water per year. The Prop 84 funding will also be used for potable water backup systems at the airport and at the Advanced Recycled Water Treatment Facility and a regional recycled water outreach program. For more information, contact Mansour Nasser, Deputy Director, Environmental Services, at AB 57 (Beall) Passes Assembly Moves on to the Senate On May 26, AB 57 (Beall) passed the Assembly Floor. The final vote was 71 to 5. AB 57 expands the membership of the Metropolitan Transportation Commission (MTC) from the current membership of 19 to 21. The bill provides for the two additional seats to be designated for the Mayors of the cities of San José and Oakland or their appointees. AB 57 also limits Santa Clara County and Alameda County to no more than three

AB 57 now moves to the Senate, where the bill is expected to be referred by Senate Rules Committee to Senate Transportation and Housing Committee. For more information regarding AB 57 contact Hans Larsen, Director Department of Transportation at or Roxanne Miller, Legislative Representative at (916) Music in the Air Series Starts at SJC On May 27, a four-week series of free mini-concerts in the Airport, Music in the Air, sponsored by SJC s shops and restaurants began. The miniconcerts feature live performances at various gates on Friday afternoons that provide a festive atmosphere in the Airport while helping attract customers into the concessions. The Airport and the concessionaires will evaluate the results of the program to determine if more performances should be scheduled in the future. For more information, contact Bill Sherry, Aviation Director, at San José Responds to 2009 Pretreatment Compliance Audit On May 27, the City responded to the San Francisco Regional Water Quality Control Board s 2009 Pretreatment Compliance Audit (PCA) Summary Report and Pretreatment Compliance Inspection (PCI) Report. Both the audit and the inspection evaluate the pretreatment program for the San José/Santa Clara Water Pollution Control Plant. The City will respond to the findings by revising its Standard Operating Procedures for the pretreatment program and by enhancing employee training. The pretreatment program is mandated under the federal Clean Water Act and regulates industrial facilities discharging wastewater to the Plant. For more information, contact Rene Eyerly, Environmental Program Manager, at Green Gardeners Complete Landscape Course On May 24, thirty certified Green Gardeners were commended at a graduation ceremony after completing a rigorous course designed for landscape professionals. This landscape course, called the Santa Clara Valley Green Gardener Certification Program, was offered by the City in partnership with the Guadalupe River Park Conservancy and the Santa Clara Valley Urban Runoff Pollution Prevention Program (SCVURPPP) from March 1 to May 3, The training was primarily funded by the 2010 Pest Management Alliance Grant that the City received from the Department of Pesticide Regulation. The certification is valid for one year.
