A breather from Germany - common standards for sampling and self-monitoring of BWMS MEPC 64/2/15 1. Agree on common standards for the control and monitoring of BWMS, on the basis of "Guidelines (G8) 2. Samples are taken and analysed in accordance with "Guidelines (G2)". The analysis results are not used as the only basis for sanctioning, but should be collected and evaluated by BLG Sub- Committee with the clear aim to develop a sampling and analysing system that delivers unambiguous results 3. Agree to exercise their discretion under article 8, paragraph 2, by furnishing to the Administration of the ship such information and evidence as may be in its possession that a violation has occurred 4. Port States would refrain from initiating proceedings in accordance with their laws on the basis of sampling the ballast water discharge alone 29 oktober 2012 Skibsteknisk Selskab 18
Changes underway.bwm.2/circ.28.1 recommendations for testing BWMS in different salinities (fresh water, brackish water and marine water), to ensure the systems work in their operational range of salinities;.2 recommendations for testing BWMS in cold, temperate and tropical conditions, to ensure they work in a wide range of waters;.3 recommendations for testing BWMS in different sediment loads, to ensure they work in a wide range of waters;.4 recommendations for evaluating the effects of flow rates less than the Treatment Rated Capacity (TRC) on the performance of BWMS..5 additional recommendations on improving BWM.2/Circ.33;.6 additional guidance to improve harmonization between test facilities including the use of QA/QC methodologies;.7 recommendations for dealing with, and reporting on, test failures; and.8 any other guidance to improve the application of Guidelines (G8) as deemed appropriate 29 oktober 2012 Skibsteknisk Selskab 19
Alternatives: Not using ballast water management systems Exceptions and Exemptions Onshore/Alongside treatment Freshwater (Potable water!) Solid ballast, ballast free, continuous flow-through ballast 29 oktober 2012 Skibsteknisk Selskab 20
The USCG Final Rule 2012 Entry in force March 2012 New vessels Constructed on or after 1. December 2013 Existing vessels Constructed before 1. December 2013 Type Approval Five year interim Compliance by delivery Compliance first scheduled drydocking after 1. January 2014 (1,500-5,000 m3) or 1. January 2016 USGC tested on Independent Laboratories Approval as AMS based on IMO G8 29 oktober 2012 Skibsteknisk Selskab 21
In conclusion BWMS are abundant and commercially available Do they work? Yes, under conditions tested How to make sure they fit your ship, your trade pattern AND function under the environment you operate in? Quiz your supplier! Expect BWMC to enter into force. 29 oktober 2012 Skibsteknisk Selskab 22
