1 PROGRAM REPORT 2015 PROGRAM REPORT 2015 ADAPTING TO MEET THE NEEDS OF PENNSYLVANIA S CHANGING MANUFACTURING SECTOR 1
2 RECOGNIZING THE ENVIRONMENT HAS CHANGED AND THAT YOU NEED TO CHANGE, TOO Two years ago, I visited several companies across the state that were utilizing WEDnetPA training funds. The purpose of this fact-finding mission was to gather information about what we were doing right and which areas we could improve upon. That was certainly a very valuable trip. One after another, manufacturing companies said that our guidelines had grown outdated and were not putting enough emphasis on the types of advanced training they needed. At the time, we offered two training areas Basic Skills training and Information Technology training. The problem back then was that the IT training category had become too restrictive for a manufacturing industry that dramatically evolved over the past decade or so. Advanced technology infused itself into many of the manufacturing operations where it once was not previously employed. Training needs expanded well beyond the realm of merely IT. Yes, there still was the IT person who wrote the code for the automated systems and other software needs but now there were also the individuals who had to be trained over time to learn how to operate the systems as well as the maintenance personnel who must know how to resolve operation disruptions and maximize the uptime of the equipment. These additional individuals require advanced skills training, too but under our old guidelines their job functions were not specifically IT related so they could only qualify for Basic Skills training. And Basic Skills training was clearly not the right match for such workers. As a result, we were not able to provide a level of support that was consistent with the training needs of eligible businesses. 2 It was obvious we needed to look at how we defined our training areas and make some changes. So, in FY we realigned our training areas and renamed them to reflect the new skill sets they covered Basic Skills training became Essential Skills training and our Information Technology training became Advanced Technology training. Based on the responses we received from companies so far, the changes resulting from this realignment of training categories have resolved the issues detailed above and then some. Businesses in the WEDnetPA program are very pleased as we are, too. Though WEDnetPA may not fit the traditional mold of being in the service industry we are indeed. Companies across Pennsylvania that utilize our program are our customers. And we need to listen to their concerns. I speak for everyone here when I say we pride ourselves on listening to our customers and then evolving our program to best suit their needs. This commitment to flexibility and adaptability is integral to the mantra I ve had us follow since I ve been the Director here: Keep it simple work hard to meet the companies needs ask them how we are doing course-correct based on their feedback. It s also integral to WEDnetPA being a success for both Pennsylvania and Pennsylvania businesses for over 15 years. The times keep changing and so will we.
