2 Dr. Hatim Tahir, Director, Islamic Finance Group, Deloitte & Touche (ME). Hatim is a director in Deloitte and Touche (ME) s financial services practice, and leads the Islamic Finance Knowledge Centre where he advises clients on Islamic financial markets development. Hatim Tahir devised and leads Deloitte s Islamic thought leadership program, and writes the yearly industry flagship - Deloitte Islamic finance reports. With over 20 years business and finance experience, Hatim has held key leadership roles designing Islamic finance strategies and delivering projects in the Middle East, Europe, Central America, Central and South Asia. His recent accomplished engagements included strategy development, Sharia Governance and regulatory compliance, and industry research in Islamic capital market instruments. Prior to working for Deloitte, Hatim worked for the NASDAQ DUBAI in a senior role, and led a capacity building & leadership development initiative in Islamic finance - working with international financial institutions regulated by the DFSA - to develop their Islamic financial knowledge and skills and other DIFC s rules and regulations. Hatim authored numerous articles and chapters in books including Harvard University and Wiley. He is also a regular contributor to industry talks and comments in industry issues in CNBC Arabia, Bloomberg, Forbes ME and other broadcast outlets. Hatim regularly participates in industry consultative meetings and working groups and was a member of the AAOIFI s Corporate Governance Committee ( ). Hatim earned his PhD in Business Management, University of London, and was a Research Associate at the London School of Economics between the years He is currently a Visiting Research Fellow at the ICMA Centre, Henley Business School, University of Reading and Fellow member of the British Chartered Institute for Securities & Investment (CISI). Dr. Ali Coskun, Director, Bogazici University, (CARF). After receiving his Ph.D. in Accounting and Information Management from University of Texas at Dallas in 2009, Dr. Ali Coskun joined the Department of Management at Bogazici University. He teaches and supervises research in financial and managerial accounting, financial literacy, behavioral finance and financial reporting. He is the Director of Bogazici University Center for Applied Research in Finance (CARF). Aysegul Eksit, Executive Vice Chair, Capital Markets Board of Turkey. Ms. Eksit is the Capital Markets Board (CMB) Executive Vice Chair responsible for corporate finance and accounting standards as well as strategy development and international relations. She has extensive experience in the capital markets regulation and compliance area. Prior to the Vice Chair position Ms. Eksit served as the Director of the Strategy Development Department at the CMB. During her tenure at the CMB Ms. Eksit has been involved in assignments especially in relation to corporate finance including public issues of securities and corporate governance as well as the International and European Affairs of the CMB. Ms. Eksit has also lead the CMB European Affairs Group and worked as Resident Twinning Advisor Counterpart in EU Twinning Project, which was instrumental in the reform of Turkish Capital Market Legislation in conformity with the EU acquis. She has a BA in business administration from Ankara University. She also has MA and MBA degrees from Ankara University and Manchester Business School.

3 Professor Vedat Akgiray, President, Bogazici University, (CCG). Vedat Akgiray is currently a Professor of Finance at Bogazici University in Istanbul, Turkey. He is also the Director of the Center for Research in Financial Regulation and Corporate Governance at the same university. Since 1985, he taught at various universities in Turkey and the U.S.A. During the period , he served as a professor of finance at Bogazici University, where he designed and directed the doctoral program in finance from 1992 to 2009, founded the M.S. Program in Financial Engineering in 2002 and also held various administrative positions. During his academic career, he has advised more than seventy graduate students, published and presented more than one hundred academic papers. In March 2009, he was sworn in as the Chairman of the Capital Markets Board of Turkey, where he served until December He was the leader of the team designing and writing the new Capital Markets Law, which was enacted in He initiated several new joint projects with international institutions such as the OECD, the IFSB, the World Bank, and co-designed the national strategy on financial literacy. Between 2010 and the end of his tenure at the CMB, he also served as the Chairman of the Emerging Markets Committee of IOSCO, vice-chairman of the IOSCO Board, member of the Financial Stability Board of G20, member of the Monitoring Board of the IFRS Foundation, member of the IIRC, and member of the IOSCO Expert Group on Financial Benchmarks. In these positions, he actively participated in work streams on re-designing the international regulatory architecture in the aftermath of the global financial crisis of In addition to his lifetime interest in mathematical finance, his current priority in research is in financial regulation and corporate governance as an integral part of good regulation. This includes building models of the relation between corporate governance and informational efficiency of financial markets, aiming to demonstrate the critical contribution of economic-value-based corporate governance to the sustainable growth of capital markets and hence to economic development globally. Professor Mehmet Asutay, Director, Durham Centre for Islamic Economics and Finance. Mehmet has a BA in Public Finance from the University of Istanbul (Turkey); continued for MSc in Public Finance at the University of Istanbul; has Postgraduate Diploma in Economic and Social Policy Analysis, University of York (UK); MA in Economics of Public Policy, Department of Economics of the University of Leicester (UK); Ph.D. in Political Economics, University of Leicester. Mehmet teaches and supervises research on Islamic Political Economy; Islamic Moral Economy; Islamic Banking, Finance and Management; Political Economy of Development in the Middle East including Turkish Political Economy and Kurdish Political Economy. He is the Director of Durham Centre for Islamic Economics and Finance; and is the Program Director for MSc in Islamic Finance and MSc in Islamic Finance & Management; and also the Director of the Durham Islamic Finance Summer School. Mehmet is the Managing Editor of the Review of Islamic Economics; and is an Associate Editor of the American Journal of Islamic Social Science; and in the Editorial Board of International Journal of Islamic and Middle Eastern Finance and Management and Borsa Istanbul Review. He is the Honorary Treasurer of the BRISMES (British Society for Middle Eastern Studies); and of the IAIE (International Association for Islamic Economics). Dr. Nihat Gumus, Financial Sector Specialist, World Bank Global Islamic Finance Center. Dr. Nihat Gumus has been with the World Bank Global Islamic Finance Development Center since August, As a financial sector specialist he contributes to the achievement of the mandate of the Center that can be summarized to be a knowledge hub contributing to the development of Islamic finance practices worldwide. In addition to doing research about Regulation and governance of Islamic finance institutions, Islamic capital markets, Islamic non-bank financial institutions and the relationship between Islamic finance and economic development, he is taking active roles in the projects the Center is conducting together with its stakeholders. Dr. Nihat Gumus, having an undergraduate degree in Business Administration from Marmara University, Istanbul, took an MBA degree from Bogazici University in He completed the PhD program on Finance at Bogazici University with the thesis named as Regulatory Implications of 2007 Financial Crisis and the Effect of Financial Regulation Structures on the Soundness of Banking Sector: A Cross-Country Perspective. Between 2007 and 2012 he coordinated

4 Economics and Statistics courses at Istanbul Bilgi University MBA and e-mba Programs together with advising graduation projects. He attended Borsa Istanbul in March, 2012 as an Advisor to Chairman. He, then, took the positions of Economist and Assistant Director at the Chairman Office. In July 2013 he was assigned as the Assistant Director of the Research Department. During his studies at Borsa Istanbul, he became member of Strategy and Strategic Partnership teams involving within processes of demutualization and establishment of Borsa Istanbul, vertical integration of Turkish Capital Market Institutions, and strategic partnership with Nasdaq OMX. He also followed the World Bank Global Islamic Development Center Project and coordinated events and conferences with organizations such as IFSB, SESRIC, and OIC COMCEC Stock Exchanges Forum at the Chairman s Office side. Professor Necdet Sensoy, Member of the Board, Central Bank of the Republic of Turkey. Born in 1954 in Gerze, Professor Necdet Sensoy graduated from Samsun Maarif High School in 1972 and from the Istanbul Academy of Economics and Commercial Science in He completed his post-graduate studies at the Accountancy Department of the same academy and won a Ph.D. from Marmara University. He became an associate professor in 1994 and a professor in 2002, teaching the English Management, Accounting and Finance course at the Economics and Administrative Sciences Faculty of Marmara University. He served as Deputy Rector of Istanbul Commerce University. On May 1, 2004, Professor Sensoy was elected to the Auditing Committee of the Central Bank of the Republic of Turkey. Since December 7, 2006 he has served as a Board Member and was re-elected to the Board on May 1, Eser Sagar, Deputy Head of the Corporate Finance Department, CMB of Turkey. Mr. Sagar is Deputy Head of Corporate Finance Department at Capital Market s Board of Turkey (CMB). He is currently jointly responsible for evaluation of applications to issue securities, oversight of disclosed information regarding issuers and publicly held companies and ensuring issuers compliance with relevant CMB rules and regulations. Mr. Sagar is also a member of the Technical Committee at Islamic Financial Services Board. He has previously worked on regulation and supervision of asset-backed securities, covered bonds, lease certificates (Sukuk) and property certificates. Mr. Sagar has a BA in business administration from Ankara University. He also has an MBA from University of Cambridge, Judge Business School. Saeed Ahmad, Deputy Governor, State Bank of Pakistan. Saeed Ahmad has been serving as Deputy Governor, State Bank of Pakistan (SBP) since January 21, He is currently leading the Islamic Banking, Financial Markets, and Special Initiatives Group at SBP.He is Chairman of a high level Steering Committee for Promotion of Islamic Banking which has been constituted by Government of Pakistan. Special Initiatives Group includes Housing Finance, Agriculture Finance, Infrastructure Financing and Financial Inclusion. With a key focus on smooth flow of financial services to the key priority sectors including Agriculture, Microfinance, SMEs, low cost housing, Mr. Saeed Ahmad has been instrumental in developing a number of innovative market instruments to promote market development and catalyze financial innovation. The recently launched National Financial Inclusion Strategy has been a landmark development under his guidance to set future road map for priority actions to significantly increase access to finance in the country. This is being done through Islamic Banking. Efficient implementation of monetary & foreign exchange policies and prudent management of foreign exchange reserves are areas under his responsibilities as well. He also looks after the areas of Payment System and Information Systems & Technology. Saeed Ahmad has more than 30 years of commercial & investment banking and management experience at senior executive positions in various jurisdictions including Saudi Arabia, Bahrain and United Kingdom before joining the State Bank of Pakistan.

5 In addition to his professional qualification as a Fellow of the Institute of Actuaries, London, Saeed Ahmad holds a Master s Degree in Economics (specializing in Finance & Accounting) from the London School of Economics (LSE), B.Sc. (Hons) from Punjab University, Lahore through Government College, Lahore. He also attended Senior Management Program at Harvard Business School in 1984 at Boston, USA. Dr. Zamir Iqbal, Director, World Bank Global Islamic Finance Development Center. Zamir Iqbal is the Director of the World Bank Islamic Finance Development Centre. He is Lead Investment Officer with the Quantitative Strategies, Risk and Analytics department in the Treasury of the World Bank in Washington, D.C. He holds a Ph.D. in international finance from the George Washington University. He has extensive experience with structured finance, derivatives, and risk management. His research interest includes Islamic Finance, Financial Engineering, and Risk Management. He has written extensively on Islamic finance and has co-authored several books on Islamic finance on diverse topics including risk analysis of Islamic banks, globalization, financial stability of Islamic finance, and risk-sharing in Islamic finance. He is Chair holder of YTI Chair of Islamic Finance at University Sans Islam Malaysia. He also serves as Professional faculty at Carey Business School of The Johns Hopkins University. Daud Vicary Abdullah, President & CEO, INCEIF. Daud Vicary Abdullah is the President and Chief Executive Officer of INCEIF, The Global University of Islamic Finance. He has been in the finance and consulting industry for almost 41 years, with significant experience in Asia, Europe, Latin America and the Middle East. Since 2002, he has focused exclusively on Islamic finance where he has contributed to a number of books on the subject and has co-authored a book on Islamic finance entitled Islamic Finance: Why it makes sense. He is also a frequent speaker and commentator on matters relating to Islamic finance. He is a Chartered Islamic Finance Professional (CIFP), a Distinguished Fellow of the Islamic Banking and Finance Institute of Malaysia (IBFIM) and a former Board member ( ) of the Accounting and Auditing Organization for Islamic Financial Institutions (AAOIFI). Prior to INCEIF, he was the Global Islamic Finance Leader with Deloitte. He was also previously Acting CEO of Asian Finance Bank, an Islamic bank based in Malaysia, and Managing Director of Hong Leong Islamic Bank. Metin Tekeci, Head and GM, Turkey Finans, Bahrain. Born in 1978 Corum. Holds BA in Economics from Izmir University of Economics and MSc in Financial Economics from Yeditepe University to 2008: Auditor in Halkbank. Since 2009 and onwards he worked in various departments in Turkiye Finans in including IT Audit, Risk Analytics, Branch Portfolio Management, Strategy-Business Development, FI-Structured Finance. Since 2015 he serves as the Head of Bahrain Branch. He led the first corporate Sukuk issuance implementation among Turkish Islamic Banks, and the establishment of an SPV for corporate Sukuk issuances. He managed structuring and implementation of various corporate Sukuk issuances of the bank, through this SPV. He was also responsible for public Sukuk issuances on behalf of Turkiye Finans. He is now responsible for increasing investor base of the bank and focuses to implement sharia compliant financing models for corporate clients.

6 Emad Yousef AI- Monayea, Board Director and CEO, Kuwait Finance House Investment Co. Emad Al-Monayea is the Board Director and CEO of Kuwait Finance House Investment Co. (formerly Liquidity Management House). Emad has more than 30 years of experience in investment and corporate finance, in government and private sectors. Emad joined Kuwait Finance House, Kuwait (KFH) in 1999 as the Deputy Director of the Direct Investment Department, the private equity arm of KFH. In 2004 he was appointed to head the International Investment Department of KFH, responsible for international corporate finance, debt capital markets products and investment banking services. During his tenure at the International Investment Department, Emad and his team succeeded in structuring and arranging number of international landmark transactions and won various international awards for KFH in the Islamic corporate and investment banking arena. In 2008, KFH entrusted him to establish Liquidity Management House (now KFHIC) with the mandate to evolve as an international Sukuk house in addition to its international corporate finance activities. Before joining KFH, Emad was with Kuwait Investment Authority (KIA), the investment arm of the Government of Kuwait, for 15 years. During that time he was instrumental in setting up the Direct Investment Department of KIA. Emad is a frequent speaker at leading international conferences, and is a key contributor to the development of Islamic capital markets. Emad holds a BSc degree from Kuwait University and has completed the Executive Finance program of INSEAD, France and the Strategies for Effective Negotiation, Persuasion and Decision-Making program by Harvard University, USA. Ammar Odah, Division Manager of Capital Markets, IDB Group. Ammar Odah is the Division Manager of Capital Markets at the Islamic Development Bank (IDB) in Jeddah, Saudi Arabia. He has over 20 years of banking experience in capital markets, liquidity management, treasury operations, investment strategies, portfolio management, and Islamic banking & finance. Moawia Ahmed El Amin, General Manager, Qatar Islamic Bank (Sudan). He is a Certified Islamic Finance Executive, Graduate of University of Khartoum, and hold an MBA in Marketing from City University- Washington. His work experience started with AL Baraka Bank in Sudan and through various assignments with Al Baraka group in Sudan and UK. Moved to the UAE in 1997, he was one Abu Dhabi Islamic Bank (ADIB) establishing team members and continued with the bank for ten years then moved to National Bank of Abu Dhabi as a leading team member in the establishment of the bank fully owned Islamic arm Abu Dhabi National Islamic Finance (ADNIF). In 2011 moved to Sultanate of Oman to join Bank Dhofar the second largest bank in the Sultanate as Head of Islamic Banking and to lead the establishment of an Islamic Window (Maisarah Islamic Banking Services), Maisarah Islamic Banking Services was the winner of the best Islamic Window in Oman in its first year of operation. In 2012 joined Qatar Islamic Bank as the country head of Sudan entrusted with the establishing, licensing, staffing and subsequently managing QIB-Sudan. The bank was licensed, equipped technically, logistically and made ready with very competent staff the bank started operations in July 2013 as a specialized corporate bank with prime focus on promotion of exports and provision of financing facilities to specialized corporate clients with strategic contribution to the economy and wellbeing of the economy. The bank has been a success and is actively involved with major activities in Sudan, in its first year the bank achieved an ROE of more than 10%.

Tarik Adel Malaika Tarik Adel Malaika Tarik Adel Malaika - Sukuk Program Lead (Advisory Services), Islamic Corporation for the Development of the Private Sector (ICD).Tarik Malaika joined ICD in May of 2010, with 10 years of professional experience in Investment Banking. Prior to joining ICD, he was a Senior Analyst at Samba Capital for three years and an Assistant Manager at HSBC Saudi Arabia Limited for two years. Tarik Has assisted in managing and overseeing the full cycle of deal-related activities for both ECM and DCM transactions, advising companies in the building materials, insurance, healthcare, financial and telecommunications industries. Amongst the transactions that he worked on are Saudi Electricity Company (SEC) Sukuk issuance (2009), Dar Al-Arkan Sukuk issuance (2009) and Qatar First Investment Bank Private placement in (2008). Dr. Osman Ahmed, Lead Economist, IRTI-IDB Group. Dr. Osman Babiker Lead Training Specialist-IRTI-IDB- principal facilitator and coordinator of training programs, Dr Osman worked as the Manager of Training Division (IRTI-IDB), He also worked as a research Officer in the Islamic Research and Training Institute (IRTI), Islamic Development Bank (IDB) Jeddah, Dr. Osman holds a Ph. D. in Economics, Durham University (UK) 1990 and a MSc. He also contributed in several presentations in regional and international conferences and Fora on Islamic banking and Finance since Professor Abdul Ghafar Ismail, Head of Research Division, IRTI-IDB Group. Abdul Ghafar Ismail is head of research division, Islamic Research and Training Institute, Islamic Development Bank and professor of banking and financial economics. He is currently on leave from School of Economics, University Kebangsaan Malaysia. He got his PhD from University of Southampton, England. He is also Principal Research Fellow, Institute Islam Hadhari; AmBank Group Resident Fellow for Perdana Leadership Foundation; and Chairman Sharia Committee Citibank Malaysia. Niyazi Comez, Partner, Tax, Deloitte Turkey. Niyazi Comez has more than 25 years of experience as a Turkish international and local tax specialist. Prior to joining Deloitte Turkey, Niyazi spent 14 years as an inspector of taxes and head of department at the Turkish tax authority. Since leaving the Turkish tax authority in 1999, he has been an adviser, assisting clients with strategic planning and defense of their tax disputes. He has also appeared in tax courts and tax settlement committees as an expert witness relating to tax matters. Niyazi serves a range of multinational clients, with particular focus on real estate investment, private equity, financial services, insurance and mergers and acquisitions. As an experienced trainer, he lectured at various OECD tax training programs in Ankara, Budapest and Vienna. Niyazi is a member of Tax Steering Committee of the Association of Turkish Industrialists and Businessmen (TUSIAD) and Working Group of the Tax Council. He is a Sworn-in Tax Adviser.

Varol Senel, Legal Counsel, AVK Law Office. Holding an LL.M. degree from George Washington University Law School in International Trade and Finance Law, Mr. Varol Senel has deep experience in all kinds of commercial law and corporate law structuring and contract drafting and/or negotiation, especially in finance sector. He also has experience on product and services structuring, agreement/form generation and negotiation for banking, insurance, brokerage, leasing, and factoring businesses. Mr. Varol Senel served at the Turkish Treasury between the years 1983 and 1998 and worked as a foreign lawyer in White & Case in He also worked for Citibank Turkey as Country Legal Counsel and Citibank Dubai for Turkey, ME and Africa as Division Legal Counsel between the years 1998 to 2005 and 2005 to 2008 respectively. He has been Board Member of TFKB since He gained comprehensive experience on financial analysis and legal negotiation of project finance for hundreds of public sector projects reaching multi billion dollars total portfolio. All types of conventional (bilateral, syndication, export, government etc.), Islamic (Murabaha, Ijara, Istisna etc.), and securitization for projects in all sectors including infrastructure, energy, transportation, aviation, and metal industry are within his expertise areas. Several M&A, corporate restructuring, and venture capital transactions, especially for finance industry, have also added important experience to his skills. He works as of counsel at AVK Law Office. Andrew Cunningham, Founder and Director, Darien Analytics. Andrew Cunningham is the founder and Director of Darien Analytics Ltd. a London-based consulting firm specializing in international financial regulation, bank credit risk and corporate governance. Most of his work is in the Middle East, where Darien Analytics uses the brand name "Darien Middle East." Andrew is also Editor in Chief at the Arab Bankers Association and in this capacity produces the Arab Banker magazine. Andrew began his career as a journalist in London and Cyprus and then spent nine years with Moody s, initially rating Middle Eastern banks from Cyprus and then rating Western European banks from London. In 2004 he moved to Egypt to establish the Cairo office of the Financial Services Volunteer Corps (FSVC), a U.S. NGO that provides consulting advice to central banks, capital market regulators and commercial banks. In 2006 he moved to New York to manage and expand FSVC s entire Middle East business. He is proficient in Arabic and French. He lives in London with his wife and daughter. Dr. Hamed Hassan Merah, Secretary General, (AAOIFI). Dr. Hamed Hassan Merah is the Secretary General of AAOIFI. A Saudi national, Dr. Merah possesses broad experience in Islamic commercial banks, investment banks, and insurance companies, through technical and Sharia roles including in senior management capacity. In addition, he has also been involved in academia as an assistant professor with responsibilities for post graduate studies. Dr. Merah holds Doctorate and Master degrees in Comparative Jurisprudence, with theses relating to Sukuk al-ijarah and Emerging Financing Contracts in Islamic Finance, from The Higher Judicial Institute in Riyadh, Kingdom of Saudi Arabia. He also holds a number of professional qualifications, amongst others, pertaining to financial markets, insurance, governance, and compliance. He also carried out consultancy projects for a number of private companies, governmental agencies and research centers as well as participated in drafting Islamic finance laws and by-laws for a number of jurisdictions. He has authored and published two books and a collection of research papers. In addition, he has delivered specialized training courses and workshops as well as key presentations at regional and international forums, symposiums and conferences.

Holds BA degree in Economics from the Economic and Administrative Sciences Faculty of Middle East Technical University to 1987: Economist at State Institute of Statistics to 1995: Specialist and Chief Specialist, Project Evaluation and Preparation Department at Faisal Finans Kurumu to 1999: Project and Marketing Manager at Ihlas Finans Kurumu to 2005: Assistant General Manager at Anadolu Finans Kurumu. Taking office in Turkiye Finans Katılım Bankası as the Executive Vice President of Loans between 2006 and 2013 and that of Commercial Banking between 2013 and 2015, Osman Celik serves as the CEO and Board Member in Turkiye Finans as of June Professor Rasim Ozcan, Member of Advisory Board, Bogazici University, (CARF). Rasim Ozcan, an Associate Professor of Economics, is the owner of the best paper by a younger scholar prize by the Industrial Organization Society in He is a member of the advisory board of the Center for Applied Research in Finance, Bogazici University and a Senior Economist at the Islamic Development Bank. He taught several courses at different universities including Harvard University, Northwestern University, Boston College, Bogazici University, Koc University and Sabancı University. He has been serving as a consultant and an advisor for several years. He is an expert in applying game theoretic analyses to markets, strategic interactions between firms, and developing business strategies. He taught case studies to disentangle sophisticated real world business issues including pricing strategies, market structure, price communication and coordination, and bidding strategies. He also published a journal, Turk Telekom Economic Bulletin, covering and commenting on current macroeconomic happenings during his service at Turk Telekom as the CEO advisor. While at ERS Group, his engagements encompassed a wide range of economic, business strategic, antitrust, regulatory, and governance issues in a variety of industries. As a consultant he prepared expert reports for regulatory agencies and antitrust cases in courts, specifically on financial markets, telecommunications, natural gas and electric power markets; and provided advice on making strategic business decisions. He also advised participants of spectrum auctions in the U.S. and Canada and led them in their strategic decision making processes during these high stake auctions. He provided consulting services in forming business strategies and assessing market power in the aforementioned industries, and conducted competitive assessments of merger filings, and after-the-fact analysis of market manipulation. Professor Ozcan has several published papers at leading academic journals as well as many nonacademic articles. He received his Ph.D. in Economics from Boston College, and his M.A. in Economics from Bogazici University. He holds a B.S. in Mathematics from Bogazici University.
