2 Overview of Requirements for Alternative Governance Contingency Planning for Restructuring Year I and II Schools as of March 2006 Restructuring Year I and II Requirements Standard No Child Left Behind (NCLB) requirements indicate that Local Education Agencies (LEAs) must prepare Alternative Governance Plans (AGPs) for all Restructuring Year I sites and must implement AGPs for all Restructuring Year II sites. Current R 1 and R 2 schools must provide AGPs through their respective LEAs to the NM PED PSB no later than November 1, All AGPs will be approved or disapproved by the NM Secretary of Education. A school identified as Restructuring Year I or Restructuring Year II must continue to meet all the requirements of schools identified for improvement (designations School Improvement I through Corrective Action). The LEA must offer school choice; offer Supplemental Educational Services (SES); and write or revise a two-year Educational Plan for Student Success (EPSS) for the school site. In addition, the Local Education Agency (LEA) must create an Alternative Governance contingency plan for sites designated as Restructuring Year I or II for using one of the following identified alternative governance options: Option 1: Replace all or most of the staff (which may include the principal) who are relevant to the failure to make AYP; Option 2: Enter into a contract with another organization (excluding private entities per NMSA 22-2C-7 K) with a demonstrated record of effectiveness, to operate the school; Option 3: Turn over the operation of the school to the state, if the state agrees; or Option 4: Any other major restructuring of a school s governance arrangement that makes fundamental reforms, such as significant changes in the school s staffing and governance, to improve student academic achievement and that has substantial promise of enabling the school to make AYP. Some examples of other major restructuring of a school s governance arrangement that makes fundamental reforms could include: Restructuring classes, school schedules, and decision-making to use the New Mexico Content Standards and Benchmarks to guide instruction. Student assessment would be aligned to the New Mexico Content Standards and Benchmarks and would occur regularly and frequently. Students would be expected to show mastery (such as 85%) of the expectations for one grade level before receiving instruction at the next grade level. Professional development would be aligned to grade level expectations and appropriate instructional strategies. Restructuring how administrators, educators, and students at a school operate and learn. For example, implementation of project-based learning aligned to content standards and the use of short cycle standards-based assessments. School schedules, decision-making, and professional development are aligned to and reflect new instructional strategies. Notification Requirements The LEA must provide prompt notice to educators and parents of all schools designated as Restructuring Year I or II. The district must provide the educators and parents (in an understandable and uniform format and, to the extent practicable, in a language the parents can understand) with an adequate opportunity to: 1) comment before taking any action on a plan for alternative governance; and 2) equitably participate in developing any plan for alternative governance.

Replace all or most of the staff who are relevant to failure to make AYP; 2. Enter into a contract with another organization (excluding private entities per NMSA 22-2C-7 K) with a demonstrated record of effectiveness, to operate the school; 3. Turn over operation of the school to the NM PED, in accordance with state law and if agreed to by the NM PED; or 4. Any other major restructuring of a school s governance arrangement that makes fundamental reforms and has promise of enabling the school to make AYP.

5 Directions: Please respond to the following items using the expanding text spaces below. 1. Please describe briefly which restructuring action the LEA will be implementing during the school year. As a Restructuring I Delayed school we will be implementing OPTION 4 as the main focus of our school restructuring effort. Extend the teaching and learning day by beginning classes at 8:20 am instead of 8:10am and ending the school day at 3:10pm. 2. Please explain how this action will increase student achievement in areas currently identified as not meeting adequate yearly progress. Include how the action will be measured and evaluated. Starting the school day at 8:20am will give children more time to eat breakfast without being rushed and to be ready to learn. Ending the school day at 3:10pm will give the staff and students a little extra time to get in all the required time to teach and learn what is needed to be covered. 3. Please attach the notices and documentation provided to parents and educators regarding the restructuring status of the school and the opportunity for comments by educators and parents. 6 4. Describe how educators and parents equitably participated in developing the Alternative Governance Plan. Parents, community leaders, and educators were all participants in compiling, categorizing, and refining the list of suggested input. Parent Participation: A parent meeting was held on August 31, 2006 to inform them of the school s designation, AYP requirements and timeline as it relates to the NCLB act, and to give participants an opportunity to ask questions or comment. A staff member recorded each comment as a person spoke. Two chapter officials were present at this meeting who stated their support for our efforts. Attached is a compiled listing of comments and suggestions from this meeting. Another meeting was held on September 14, 2006 to share with parents and community members of the categories of suggestions. A Consensogram was developed to include participants first, second, and third top choices to include in the plan. This list is attached. Educators Participating: AYP information and our school designation were also shared with the staff on August 11, Trend data on reading and math for 1 st and 2 nd grades were shared along with AYP explanations. As soon as the CRT results for Spring 2006 gets to our school, we plan to share and use for refining our EPSS plan. (CRT Results at 3 rd grade for was used because the NMPED had not released the latest results as of date) On September 14, 2006, staff members were given an opportunity to suggest ideas for the plan at goal team meetings. Input was recorded at each meeting and then shared on September 15, Staff members then were given opportunities to prioritize according to their first, second, and third choice again just as the parents did on the 14 th of September, Attach documentation to support that development of this plan occurred with input from an equitable representation of stakeholders. Stakeholders include: A. Parents/Students - Parents had input on behalf of their children at parent meetings. B. Teachers and Staff Opportunities for input was made available through team meetings, parent meetings, and staff meetings. C. Community members/leaders An invitation went out to the Shiprock Chapter Houses to attend the Parent AYP night. Another meeting is scheduled with the chapter leaders/reps on Friday, September 22, 2006 to share the school s alternative governance plan. 6. Attach documentation or detailed information to explain the steps to be taken to provide educational services to those students who will be impacted by the restructuring of the school, should that occur. Extended Day by starting classes at 8:20 and ending the school day at 3:10 will impact students positively because students will not be hurried to get to classes. All required contents will be taught within the school day. 1. Revise the school day to submit for approval by district administrators and/or the CCSD Board of Education.

Attach documentation of detailed information or describe the specific impact pertaining to budget, transportation, and supplemental educational services as it relates to the proposed restructuring actions. As a Restructuring I Delayed school we will be implementing OPTION 4 as the main focus of our school restructuring effort. Add 2 teachers and 2 educational assistants at the pre-kindergarten level (not DD) to help the school enroll better prepared children at the kindergarten level. Add 1 more reading interventionist to work with smaller class sizes during reading and math instruction. 2. Please explain how this action will increase student achievement in areas currently identified as not meeting adequate yearly progress. Include how the action will be measured and evaluated. Pre-kindergarten classes will allow our students to be better prepared when they turn five. An additional intervention teacher will also allow smaller class size for intervention instruction in reading and math. The reading coach and the principal will keep records of classroom visits, test results, and evaluations of all professional development activities to monitor and evaluate the effectiveness of additional staff members. 3.
