Through the submission of quotations for these services, the Township will utilize the vendor with the lowest price where the work is performed satisfactorily and the vendor is available to perform the work. 3 Insurance: The successful bidders shall at their own expense within 10 days of notification of acceptance and prior to the commencement of work, obtain and maintain until the termination of the contract or otherwise stated, provide the Township with evidence of: Commercial General Liability insurance issued on an occurrence basis for an amount of not less than $2,000, annual aggregate for any negligent acts or omissions by the contractor relating to its obligations under this Agreement. Such insurance shall add Corporation of the Township of North Dundas as Additional Insured with respect to the operations of the contractor. Automobile liability insurance with respect to owned or leased vehicles used directly or indirectly in the performance of the services covering liability for bodily injury, death and damage to property with a limit of not less than $5,000,000 inclusive for each and every loss. Proof of workers compensation coverage is a requirement before commencement of any work. The Township of North Dundas reserves the right to review the limit of insurance coverage to reflect the exposures associated with work being carried out. The Policies shown above shall not be cancelled unless the Insurer notifies the Township in writing at least thirty (30) days prior to the effective date of the cancellation. The insurance policy will be in a form and with a company which are, in all respects, acceptable to the Corporation. PROVIDE A COPY WITH AWARD

4 Heating, Cooling and Refrigeration maintenance and repairs will include the following: Inspection, maintenance and cleaning for both spring (to be completed by May 15th) and fall (to be completed by September 15th). Inspections done on HVAC equipment is to include belts, oil, grease and filters. If any cleaning or work is needed above and beyond and is not included, a call is to be made for approval first. Pool heaters are to be serviced by the beginning of June. Joel Steele Arena dehumidifiers and infrared heaters are to be serviced by the middle of August. Chesterville Arena dehumidifiers and radiant tube heaters are to be serviced by the middle of September. Chesterville: 1. Chesterville Community Hall 1 furnace/air conditioner. 2. Chesterville Arena, public works/rec garage and OCWA 2 unit heaters, 5 radiant heaters, 1 tank less water heater, 1 hot water high efficiency gas fired boiler. 3. Chesterville Fire Hall - 3 natural gas heaters. An Olsen duo-matic, a Hunter and an Empire. 4. Chesterville Heritage Museum 1 gas furnace. 5. Chesterville Park Pavilion Building 1 gas wall heater, 1 high efficiency hot water tank. 6. Chesterville Community Pool- 1 pool heater, 1 gas fired high efficiency hot water tank. 7. Nelson Laprade Centre- 1 high efficiency gas furnace with air conditioning unit. Winchester: 1. Winchester Ambulance Building - 1 high efficiency furnace, 1 high efficiency hot water tank, 1 radiant tube heater and 1 air conditioning unit. 2. OPP, Library and Medical Building - 3 rooftop and 1 gas fired hot water tank, 1 radiant tube heater. Fire Hall 2 ceiling mounted gas heating units. 3. Old Town Hall - 1 high efficiency gas furnace with A/C unit, 1 gas rooftop heating/cooling unit, 1 high efficiency hot water tank. 4. Joel Steele Arena and Community Hall - 1 unit heater, 3 gas fired high efficiency hot water tank, 2 high efficiency furnaces with air conditioning and 1 rooftop heating/cooling unit, and 4 infrared heaters. 5. Township Office 5 geothermal furnaces, 2 high efficiency unit heaters and 1 high efficiency hot water tank. 6. Winchester Centennial Pool - 1 pool heater, 1 gas fired high efficiency hot water tank.

Garage behind Community Centre - 1 gas unit heater and 1 high efficiency hot water tank. Inkerman: 1. Inkerman Rink House 1 propane furnace, 1 high efficiency hot water tank. South Mountain: 1. South Mountain Resource Centre and Library 2 furnaces with air conditioning units. 2. South Mountain Fire Hall 1 furnace with air conditioning, 2 ceiling mounted radiant heaters. Hallville: 1. Fire Hall 1 propane furnace and 1 water heater 2016/2017 Rate: $ Regular annual maintenance contract for all equipment listed above 2016/2017 Rate: $ per hour service calls outside of annual maintenance contract 2016/2017 Rate: $ per hour service calls afterhours, outside of maintenance contract.

6 Refrigeration (Ammonia) Plant Yearly Maintenance: The ideal candidate(s) or company will be in charge of yearly start-up, mid-season maintenance and shut down of ice rink equipment at both the Winchester and Chesterville Arenas. Plant start-up begins mid-august in Winchester and mid-september in Chesterville. Mid-season maintenance will be scheduled. Shut down will take place at the end of March/beginning of April, dependant on hockey season. Start-up includes, but not limited to: - Belt tightening and opening valves - Check brine pump and coupler - Check levels are at ½ on pump - Check oil and ammonia levels - Test and tag safeties - Grease motors and bearings - Do full inspection of plant operation Mid-Season includes, but not limited to: - Grease motors and bearings - Check oil and ammonia levels - Check brine pump - Inspection of plant operation - Any repairs that are needed Chesterville Equipment includes: - 2 compressors (N6WA Mycom 40HP) - Brine pump (A40306X5X8 Armstrong 750@50) - 2 control panels - Chiller - Evaporative Condenser Winchester Equipment includes: - 2 compressors (N6WA Mycom 40HP) - Brine pump (A40306X5X8 Armstrong 750@50) - 1 control panel - Chiller (Cimco) - Evaporative Condenser (Evapco) Shut down includes, but not limited to: - Inspection of plant operation - Drain oil from chiller - Grease motors and bearings - Check belts - Check brine pump and coupler - Take brine sample for analysis - Isolate compressor and loosen belts - Check panels - Check condenser 2016/2017 Rate: $ Regular annual maintenance contract for all equipment listed above 2016/2017 Rate: $ per hour service calls outside of annual maintenance contract 2016/2017 Rate: $ per hour service calls afterhours, outside of maintenance contract *Please note each additional labourer, beyond one, must be approved by the Township before commencement of work.

Rate should include annual inspection of fire extinguishers and emergency and exit lights. Service Locations: Chesterville Community Centre, Chesterville Heritage Museum, Chesterville and Winchester Garages, Chesterville Park Pavilion Building, Nelson Laprade Centre, Winchester Ambulance Building, OPP/Library/Fire Hall and Medical Building, Old Town Hall, Joel Steele Arena and Community Hall, Morewood Community Centre, Garage behind Community Centre, Inkerman Rink House, South Mountain Resource Centre and Library, Morewood library, Mountain Station, Hallville Rink House, Landfill, and both Chesterville and Winchester Pool (seasonal, fire extinguishers only)

8 Pest Control: The ideal candidate(s) or company will handle all pest control at 8 locations. Pest Control shall include but is not limited to rodent and insect control. 2016/2017 Rate: $ per building/month Service Locations: Municipal Office, South Mountain Resource Centre and Library, Morewood Community Centre, Joel Steele Arena and Community Hall, Old Town Hall, Chesterville Arena, Chesterville Community Centre, Nelson Laprade Centre and the Landfill.

9 Semi-Annual and Annual Generator Maintenance: Package price must include service materials such as oil, oil and fuel filters, labour, travel, and mileage & truck charges to perform the services highlighted above and detailed below as required by CSA Unit Location: 636 St. Lawrence St, Winchester Generator Manufacturer: Cummins Model: 50.0BT41/40224E CSA282 Semi-Annual Inspections must include: Tables 2-4 CSA282 Annual Inspections must include: Tables 2-5 Table 2: 1. Consumables: a) Inspect day tank fuel level (gas pressure) and main tank level (gas pressure) (if applicable). There shall be a minimum supply of 2h. b) Inspect lubricating oil level. c) Inspect engine coolant levels d) Inspect engine, generator, fuel tank(s), and cooling systems for leakage. e) Inspect for proper operation of fuel transfer pump (if applicable). f) Inspect fuel filter for contamination if filter is equipped with a transparent bowl. 2. Starter system: a) Inspect electric starter for cleanliness, mounting, and tenninal security. b) Air starter: i. Inspect air tanks for pressure. ii. Inspect valves for leakage. iii. Test auxiliary engine and compressor for proper operation. iv. Bleed off any condensation. 3. Batteries and charging equipment: a) Inspect all battery cells for correct electrolyte fill level. b) Test all battery cells for correct electrolyte specific gravity. c) Inspect electrical connections for tightness and evidence of corrosion. d) Inspect battery for cleanliness and dryness between tenninals. e) Inspect charger electrical connections for cleanliness and time. f) Test charger for proper operation of float and equalize modes.

Engine: a) Test lubricant and/or coolant heaters for proper operation. b) Inspect governor control linkages and oil level (if applicable). c) Inspect fuel pump oil sump (if applicable). d) Inspect fan belts for correct tension and wear. 5. Control panel: a) Inspect control panel covers for security. b) Test annunciator lamps to confirm that they are operational. c) Inspect control panel settings (ensure that the unit is ready for automatic start-up). d) Test remote visual and audible trouble signals at the building fire alarm panel. 6. Inspect air control louvre settings to ensure proper operation. 7. Test emergency lighting unit(s). 8. Verity whether room temperature is above I 0 C. 9. Inspect generator and transfer switch room(s) for cleanliness and accessibility to all components of the emergency system. 10. Correct all defects found during inspections and tests. EXTRA to contract. 11. Record all inspections, tests, and corrective actions in the log. Table 3: 1. Complete all items specified in Table Test and verity the entire system as follows: a) Simulate a failure of the normal electrical supply to the building. b) Operate the system under at least 30% of the rated load for 60 min. c) Operate all automatic transfer switches under load. d) Inspect brush operation for sparking. e) Inspect for bearing seal leakage. f) Inspect for correct operation of all auxiliary equipment, e.g., radiator shutter control, coolant pumps, fuel transfer pumps, oil coolers, and engine room ventilation system(s). g) Record the readings for all instruments in the log and verity that they are normal. h) Drain the exhaust system condensate trap. 3. Inspect block heater hoses and wires. 4. Correct all defects found during inspections and tests. Extra to contract. 5. Record all inspections, tests, and corrective actions in the log.

11 Table 4: 1. Complete all items specified in Tables 2 and Inspect and clean engine crankcase breathers. 3. Inspect and clean all engine linkages. 4. Lubricate the engine governor and ventilation system. 5. Test protective devices for proper operation. 6. Before start-up, perform two full cranking cycles. Near the end of each cycle (and while still cranking), measure and record the lowest indicated battery voltage. If the measured voltage is less than 80% of the battery's rated voltage, replace the battery. Alternatively, perform a battery load test using a suitable load tester. 7. Inspect ventilation system belt(s). 8. Correct all defects found during inspections and tests. EXTRA to contract. 9. Record all inspections, tests, and corrective actions in the log. Table 5: Complete all items specified in Tables 2 to Control panel: a) Open all inspection covers and inspect all electrical connections. b) Test breakers for proper operation. c) Clean insulators and bushings. d) Test voltage regulator for proper operation. e) Operate all moving parts to ensure that they move freely. f) Clean and dress contacts as necessary. g) Remove all dust. h) Check gauge calibration. i) With the generator set operating at full load, conduct an infrared survey of all electrical connections to identify any high-resistance connections. j) For off-site fueled generators, tum position-indicating gas valve to off-position to ensure valve rotates properly and that the audible alarm on generator control panel is activated. 2. Engine: a) Change engine lubrication oil and filters. b) Test strength of coolant and chemical protection level of coolant inhibitors. c) Change fuel filters, clean strainer(s), and verify that the fuel supply

12 valve is open. d) Inspect the exhaust system. Check and record the back pressure of the exhaust system to ensure that it complies with the engine manufacturer's requirements, and compare with previous readings. e) Clean and lubricate linkages. f) Inspect air filters. g) Inspect all mechanical connections. h) Inspect all electrical connections. i) For spark ignition engines, inspect all components of ignition system(s) and service or replace as appropriate. j) Inspect all external surfaces of heat exchanger(s) and clean as necessary. k) Inspect all belts and hoses and replace if necessary. l) Test and inspect ignition system(s). Replace any defective components. m) Inspect coolant pump(s) for leaks and external wear (if belt driven, remove the belt(s) first). 3. Diesel fuel storage tank(s): The fuel oil in any storage tank (and day tank, if used) shall be tested in accordance with Clause , and if the fuel oil fails the test, remedial action will be required at extra charge for the following: a) Drained and refilled with fresh fuel in accordance with Article of the National Fire Code of Canada; or b) Full filtered to remove water, scale, bacteria, and oxidized gums/resins in order to minimize filter clogging and ensure diesel start-up. When the fuel is filtered, it shall be treated with a suitable conditioner and stabilizer to minimize degradation while in storage. If filtering of fuel or new fuel is required, extra charge will apply. Note: The bottom(s) of the tank(s) shall be also tested chemically for water. 4. Generator: a) Test surge suppressor and rotating rectifier on brushless machines. b) Grease bearings (replace old grease with new) (if applicable). c) Clean commutator and slip rings (if applicable). d) Clean rotor and stator windings using clean compressed air. e) Inspect coupling bolts and alignment. f) Inspect conduits for tightness.

13 g) Inspect windings at rotor and stator slots. h) Inspect all electrical connections. i) With the generator set operating at full load, conduct an infrared survey of all electrical connections to identify any high-resistance connections. 5. Transfer switches: a) Isolate transfer switch, open all inspection covers, and inspect all electrical connections. b) Operate all moving parts to ensure that they move freely. c) Clean and dress contacts as required. d) Remove all dust. e) Clean and lubricate linkages. f) Conduct an infrared survey of all electrical connections, contacts, and energized components while under load on both the normal and the emergency side. 6. Lubricate door locks and hinges (if necessary), especially those of outdoor enclosures. 7. Conduct a 2 h full-load test. 8. As needed, review and provide instruction on the technical requirements specified in Tables 2 to 4 with the person(s) responsible for carrying out the work. 9. Correct all defects found during inspections and tests. EXTRA to contract. 10. Record all inspections, tests, and corrective actions in the log.
