The Top Two Candidates Open Primary Act, which took effect January 1, 2011, requires that all candidates for a voter-nominated office be listed on the same ballot. Voter-nominated offices are state legislative offices, U.S. congressional offices, and state constitutional offices. In both the open primary and general elections, you can vote for any candidate, regardless of what party preference you indicated on your voter registration form. In the primary election, the two candidates receiving the most votes regardless of party preference move on to the general election regardless of vote totals. If a candidate receives a majority of the vote (50 percent + 1), a general election still must be held. Even if there are only two candidates for an office in the open primary, a general election for that office is still required. California s open primary system does not apply to candidates running for local offices. California law requires that the following information be printed in this pamphlet. Voter-Nominated Offices Political parties are not entitled to formally nominate candidates for voter-nominated offices at the primary election. A candidate nominated for a voter-nominated office at the primary election is the nominee of the people and not the official nominee of any party at the general election. A candidate for nomination to a voter-nominated office shall have his or her party preference, or lack of party preference, stated on the ballot, but the party preference designation is selected solely by the candidate and is shown for the information of the voters only. It does not mean the candidate is nominated or endorsed by the party designated, or that there is an affiliation between the party and candidate, and no candidate nominated by the voters shall be deemed to be the officially nominated candidate of any political party. In the county sample ballot booklet, parties may list the candidates for voter-nominated offices who have received the party s official endorsement. Any voter may vote for any candidate for a voter-nominated office, if they meet the other qualifications required to vote for that office. The top two vote-getters at the primary election move on to the general election for the voter-nominated office even if both candidates have specified the same party preference designation. No party is entitled to have a candidate with its party preference designation move on to the general election, unless the candidate is one of the two highest vote-getters at the primary election. Nonpartisan State Offices Political parties are not entitled to nominate candidates for nonpartisan offices at the primary election, and a candidate at the primary election is not the official nominee of any party for the specific office at the general election. A candidate for nomination to a nonpartisan office may not designate his or her party preference, or lack of party preference, on the ballot. The top two vote-getters at the primary election move on to the general election for the nonpartisan office. Redistricting New electoral district boundaries are drawn every 10 years in order to equalize district populations. Boundaries for the congressional, state legislative, and county supervisorial districts are now different. Boundary changes also apply to any city, school district, or special district that votes by trustee areas or divisions. To see the new district maps, visit the Registrar of Voters website at RV

HOW TO MARK YOUR PAPER BALLOT Please refer to the following instructions on how to properly complete your official ballot: Connect the head and tail of the arrow that points to your choice like the example provided. Vote for no more than the number of votes allowed in each contest (e.g. vote for one, vote for no more than two, etc.). VOTE!!! Please keep the vote-by-mail ballot folded the same way you received it. IMPORTANT TE: If you are a Vote-by-Mail voter, you must fill out and sign your return envelope in order for your vote to be counted. 13 Candidate Statement for united states representative, 36th congressional District Brian nestande, Republican age: 50 Occupation: State Assemblyman / Businessman Congress isn t getting anything done, and the current Congress is one of history s worst. In Congress, I ll work to: Immediately secure the border as the FIRST step in immigration reform STOP the overspending and pass a balanced budget amendment Hold Congress accountable - no balanced budget = no paycheck Create policies that encourage businesses to expand so we have high quality good paying jobs Middle class families cannot afford another do-nothing Congress. In the last two years, Congress sent America another $2 trillion deeper into debt - an amount equal to an additional $9,000 of debt per U.S. taxpayer. At the same time, the cost of healthcare under Obamacare has risen by as much as fifty percent, and millions of seniors have seen their Medicare benefits reduced. Worker wages have remained stagnant, and more businesses are moving off-shore as Congress debates adding even higher taxes and more regulations. My wife Gina and I are raising our family and we know first-hand how difficult Washington is making it for middle class families to get ahead. I ll make sure the priorities of seniors and middle-class families are put into action, and that s the difference. That s why I ve been endorsed by most of the local elected leaders in our District - people who understand how difficult it s been to have a voice in Congress. I would be honored to have your vote. 14 Candidate Statement for state SenaTor, 28th Senatorial District Jeff Stone, Republican Occupation: Riverside County Supervisor / Small Business Owner As a Riverside County Supervisor and longtime small business owner, I m proud to be running for the Senate with the support of local taxpayers, seniors, veterans, small business owners and over 45 city council members and elected officials from the Coachella Valley and Riverside County. Councilman Glenn Miller, who ran a strong campaign in June, has now endorsed me. I m also honored to be the choice of Riverside County Sheriff Stan Sniff and the Riverside Sheriffs Association. Over 3,200 law enforcement officers and investigators in Riverside County endorse me because they know I will OPPOSE EARLY RELEASE of dangerous prisoners and work to keep our neighborhoods, schools and homes safe. I signed the NEW TAXES pledge. As a local official, I successfully lowered taxes without cutting vital services. I ll work to do the same in Sacramento. I strongly oppose the federal government s policy of moving illegal immigrants from the Texas border to Riverside County communities. The Feds need to enforce the law and control the border. My priorities are: JOB CREATION and Improving the Business Climate; No New Taxes, Cut Waste and Balance the Budget. Special interests in Sacramento are spending massive sums of money to influence your vote and defeat me. Ask yourself: do you want a Senator who will be a voice for the special interests; or one who will be a voice for you and Riverside County? I d be honored to receive your vote. Please visit to read more. Thank you. Candidate Statement for state Senator, 28th Senatorial District bonnie garcia, Republican Occupation: Small Business Woman California is broken and in dire need of commonsense solutions. During the six years I served in the Assembly, I kept my promise and refused to support tax increases and reckless spending. My commitment to California s hardworking taxpayers earned me the support of the Howard Jarvis Taxpayers Association and local elected officials from across the county. A strong workforce is more important than senseless regulations. The California Small Business Association supports me because I created thousands of jobs, expanded opportunities for veterans and secured funding for small businesses. I m from a law enforcement and military family, value freedom and understand personal sacrifice. The California Police Chief s Association and Crime Victims United have endorsed me due to my strong support of public safety and fervent opposition toward the Governor s early release program for hardened criminals. We must focus on issues that directly affect the future of our state and its industries: namely, our dwindling water supply. As your Senator, I will fight to ensure that California s water supply is readily available for those who need it most: families and small businesses that depend on this critical resource to create jobs and sustain our high standard of living. With your support I will continue to use my experience and degree in Workforce Development and Education to promote a broad array of conservative priorities - sound fiscal policies, quality schools, safer communities and protecting the value of every life. Experience and ethics matter. For more information please visit BonnieGarcia.org RV

Candidate Statement for Member of the state assembly, 42nd assembly district Chad Mayes, Republican age: 37 Occupation: Chief of Staff The past few months have been some of the most satisfying times of my life in public service. I have become reacquainted with old friends and have had the chance to meet and visit with neighbors from across our district and from all political parties. Together, we ve discussed the issues facing California and shared our hopes for our region. I can say without hesitation that I ve listened and learned from each one of those conversations. Like many, I m frustrated with Sacramento s lack of progress on job creation, better schools, and safe communities - important priorities that have fallen victim to partisan politics. With a servant s heart, I ll work to end partisan bickering in Sacramento. I ll work with both Democrats and Republicans to make government accountable, protect taxpayers by defending Proposition 13, strengthen our economy, and provide the outstanding education our children deserve. With your trust, I m prepared to get the job done. I m honored to have earned the endorsement of Congressman Paul Cook, every Member of the Riverside County Board of Supervisors, the Riverside County Sheriffs Association, CAL FIRE, the Howard Jarvis Taxpayers Association, and dozens of local elected officials. To be honest, the support that matters most is yours. As you consider whom to support, please know that I would be honored to have your vote. If you have questions about where I stand on the issues, call me at (760) or me at and I ll respond personally. Candidate Statement for Member of the state assembly, 42nd assembly district Karalee Hargrove, Democratic age: 32 Occupation: School Board Trustee California faces challenges. Challenges expose opportunities. My background and experience qualifies me to nurture California s opportunities. As a Morongo Unified School Board Trustee l know that vigorous education is essential to cultivating critical thinking skills and creativity. Creative minds incubate innovative solutions for California s challenges. Every student need not attend college. In addition to math and science, students need opportunities to learn skilled trades, arts, and music. Preschools significantly jump-start good learning skills. Independent and innovative thinking, rather than political stubbornness, fosters representative government. Some things are best solved on a large coordinated scale, others locally. I reach out to others who consider the impact on whole communities not just on legislation benefiting narrow special interests. Ours is a community of diverse needs. I will listen, learn, and act, by initiating and supporting State policies that reflect the realistic aspirations of the 42 nd Assembly district. As a wife, mother of five children, school board member, and student I relate to everyday real life challenges. My school board record reflects my dedication to excellence. As an elected woman, the gender gap could narrow in the legislature. This is good for truly representative government. I ask for your vote so we all win RV

Candidate Statement for governing BOARD member, Desert Sands unified School district, Trustee Area 2 donald b. griffith age: 54 Occupation: Attorney I have served on the Desert Sands Board of Education since July As a member of the Board, I have been an aggressive advocate for all students of Desert Sands. My priorities are student achievement, financial responsibility and school safety. Through California s recent economic downturn, I was determined to keep our district financially solvent and to keep cuts as far away from students as possible. Desert Sands remained strong, maintained financial stability, continued to provide a safe learning environment and increased test scores. As California recovers, I will be equally diligent in restoring prior programs to all students. During my tenure on the Board, I have observed classrooms and attended activities at every school in Desert Sands. I was part of the team responsible for the current high rating of our recent series of school bonds. I have been, and will continue to be, committed to the excellence of our public school system. In addition to my effort with the school board, I served on the Board of Trustees and as President ( ) for the Desert Bar Association. I am a former member of the Governing Board for Washington Charter School. 17 Candidate Statement for Mayor, City of La Quinta Don adolph Occupation: La Quinta Mayor It has been my honor and privilege to serve the City of La Quinta as a planning commissioner, city council member, and as your Mayor these past years. As a twenty year resident I have seen our city grow and develop substantially during this time into one of the premier cities of Riverside County. Although very progressive and fiscally sound we cannot be complacent. With a sagging economy we need to continue to have strong city leadership to keep us healthy. Protection of our assets, safety of our citizens, and fulfilling the needs of all our citizens is mandatory. I ask for your continued support. Look at where we have been, where we are, and our plans for the future. The eastern end of the valley is where the new growth is. We are a major part of the growth, and as growth is inevitable we need to have good proven leadership to direct La Quinta s vision for the future. Now is not the time to change. All that we have accomplished wouldn t have been possible without a great city staff and community volunteers. My thanks to them and to my wife, Diane, for their support. Candidate Statement for Mayor, City of La Quinta Linda Evans A age: 50 Occupation: Councilmember / Businesswoman Executive As your Councilmember for the past five years, I have worked hard to represent all residents of La Quinta. I now want to serve as the Mayor of this great city. I understand City Government and the many challenges that cities face. I m proud that La Quinta operates with a balanced budget and maintains strong financial reserves despite challenging economic times. This stability is the direct result of fiscally responsible practices, pursuing sensible economic growth, and developing new revenue opportunities. My priorities are: Continued fiscal responsibility and protection of our tax dollars; Public Safety: I support expanded law enforcement and fire services for our community; Thoughtful economic growth with the development of SilverRock to produce hotel, retail and property tax revenue; and Quality of Life: Through effective regional collaboration, we must continue to develop activities for our youth, as well as promoting a healthy community for all residents. It s time for a new Mayor to represent La Quinta who will bring energy and effectiveness to City government. La Quinta has the potential for an outstanding future and unparalleled controlled growth. I d be honored to receive your vote on November 4th. Thank you. For more information about my campaign visit: RV

Candidate Statement for city council member, city of la quinta robert radi age: 43 Occupation: Businessman / Educator As your Councilmember, I will work to provide proactive leadership for La Quinta. My wife Charlotte and I are very active in several community associations. As parents of a very energetic five year old son, we feel a responsibility to protect our city for generations to come with thoughtful, well-planned growth. My number one priority is to create jobs and work to improve our local economy. I hold a Master of Business Administration from Pepperdine University. As a businessman, and as a business educator, I believe in cutting government red tape, streamlining business fees and lessening the burden of over regulation that impacts both business owners and employees. Further, I m a strong proponent of giving our local law enforcement and public safety professionals the support and resources they need to protect our community. I believe that a safe city is a prosperous city. I m a common sense fiscally responsible businessman who gets things done. I pledge to work for all residents of La Quinta, not just a select few. Given my professional background, I will provide the necessary leadership to turn challenges into opportunities. I respectfully ask for your vote on November 4th. Thank you. Candidate Statement for city council member, city of la quinta John peña age: 59 Occupation: Small Business Owner My name is John Pena and I have had the pleasure of serving you as Mayor and City Councilman when La Quinta was just beginning its Cityhood. This election is not about the past or the future of La Quinta, the major issue is, what is happening to our City now. We are experiencing Retail Flight (empty storefronts, closed businesses and restaurants) and the remedy from City Hall is to raise taxes. I don t believe we burden our residents with higher taxes; instead we need to raise revenues to enhance our quality of life. My family and I have invested in La Quinta with several small businesses, Sherry s Place, Bunz and Desert Cities Catering. Although successful, we encountered roadblocks when opening these businesses. I know the struggles employers and employees face in this economy. We need a common sense approach, helpful regulations, and a how can I help attitude at City Hall. Join me in changing the way we serve our residents and businesses by supporting me for City Council. I have the education, knowledge, experience and business consulting background to make an impact. I am a lifelong Coachella Valley resident. I am John Pena and I need your vote. Candidate Statement for city council member, city of la quinta Jerry Mc Donald age: 57 Occupation: Community Association Manager Jerry McDonald s experience includes a 22 year career in the U.S. Marine Corps followed by 17 years of upscale community association management. For the past five years he has been managing an exclusive golf course community in the City of La Quinta. He works closely with the Board of Directors, and various committees (i.e. Architectural, Finance, Governing Documents and Landscaping) to ensure the property values are not only maintained, but enhanced. During his tenure all maintenance projects were completed on time and under budget. Also, each of the past five years has ended with a budget surplus. Jerry s education and training includes; Bachelor of Science degree in Psychology from the University of Maryland, Master of Arts Degree in Management from Webster University and classes on leadership while in the Marine Corps. Memberships include the international organization of the Community Association Institute (CAI), California Association of Community Managers (CACM) and the International Uechi Karate Federation (IUKF). His vision for the City of La Quinta is to polish the Gem of the Desert. He believes that although nothing is wrong with the City, there s always room for improvement Candidate Statement for city council member, city of la quinta Robert S. Wright age: 64 Occupation: Businessman As a 23 year resident of La Quinta, I have seen the population of our City grow from under nine thousand to over thirty-nine thousand residents. I am proud that my wife, Jacqueline, and I have raised our family in this community and La Quinta is our life time home. I have served on the City s Historical Preservation Commission for 18 years, and for the past 3 years I have served on the Planning Commission. I am a strong proponent for controlled growth while at the same time finding innovative ways to create revenue for the City and attract new businesses and jobs to La Quinta. My election platform is straightforward: I will work to protect our neighborhoods, families and schools; To maintain the quaint village atmosphere which is La Quinta s trademark; To re-develop the City s business corridor along Highway 111; and To bring new programs for our youth and seniors. When elected to the City Council, I pledge to continue my open door policy and meet with residents at every opportunity. I will never forget that I work for you. With your vote on November 4 th, that is what I will do. Share your concerns and ideas at Wright4LQCityCouncil2014.org. RV
